GENERAL INFORMATION
The purpose of these Rules and Regulations (these “Rules”) is to establish the basic standards of conduct required of all residential property owners in Lake Las Vegas Resortin order that every owner may enjoy to the fullest his individual rights, while respecting therights of others to the quiet and peaceful occupancy of their property and the use ofcommon areas and facilities. These Rules do not govern conduct in non-residential areas,nor do they apply to construction activities.
These Rules have been developed with consideration given to providing each propertyowner with the greatest enjoyment of the Resort without infringing on other owners andtheir rights to quiet enjoyment of their property and community.
Although these Rules are consistent with the Master Declaration of Covenants, Conditionsand Restrictions for Lake Las Vegas Resort (the “Master Declaration”), they do not address all matters covered by the Master Declaration. Please be sure to read the MasterDeclaration carefully. If there is any conflict or inconsistency between these Rules andRegulations and the Master Declaration, the terms and provisions of the MasterDeclaration shall control.

ADMINISTRATION
1. Lake Las Vegas Master Association (the “Master Association”) and the various sub-associations are non-stock, non-profit corporations established to maintain andadminister the common areas and recreational facilities in the Resort and enforcethe Master Declaration and any project declarations recorded against property inthe resort.
Every owner of a lot or unit in Lake Las Vegas is a member of the MasterAssociation. Owners may also be members of one or more sub-associations. TheBylaws of the Master Association provide that the affairs of the Master Associationbe managed by a duly elected Board of Directors and further articulate the powersand duties of the Board.
2. These Rules may be amended by the Master Board. No rule or regulation oramendment shall be enforced against a residential owner until 30 days after writtennotice of the rule, regulation or amendment has been given to such owner.
3. A copy of these Rules will be maintained in the office of the Master Association forinspection during regular office hours.
4. Each residential owner is liable for the conduct of their families, guests, agents andtenants while within the Resort or using the common areas or facilities.
5. These Rules are supplemental to the Master Declaration, the Articles ofIncorporation and Bylaws of the Master Association and the sub-associations (the“Governing Documents”).
6. A violation of any provision of the Governing Documents will be considered aviolation of these Rules. However, any failure by any Board of Directors, its officersor employees, to enforce the Governing Documents or these Rules does notconstitute a waiver of the right to do so in the future, or deprive any Association,sub-association, or other person or entity of any remedy otherwise available in theGoverning Documents.

GENERAL RULES AND REGULATIONS
1. The lake is subject to Lake Rules and Regulations, which are different from and inaddition to these Rules.
2. Residential owners are prohibited from destroying, removing, or altering thelandscaping in the common areas, regardless of the condition of the plantings.
3. No noise or other nuisance is permitted to exist upon or emanate from anyresidential lot, residence or common area so as to be offensive or detrimental to anyother lot, residence or common area or to its occupants. For example, no exteriorspeakers, horns, whistles, bells or other sound devices (other than security devicesused exclusively for security purposes), live bands, noisy or smoky vehicles, largenoisy power equipment tools, off-road vehicles or other items which may disturbothers, is permitted. Security alarms must be prevented from frequent false alarms.
4. Littering is prohibited in the Resort. No rubbish or debris of any kind may beplaced or permitted to accumulate anywhere within the Resort except in sanitarycontainers located in appropriate areas screened from view, and no odor ispermitted to arise from such containers so as to render any portion of the Resortunsanitary, unsightly, or offensive from any public or private street or from anyother lot, residence or common area in the vicinity or to its occupants.
5. Trash containers in residential areas may be exposed to the view of neighboring lots,residences or common area only when set out the day of scheduled trash collectionand must be brought in no later than midnight of the trash collection day.
6. No unsightly articles, including but not limited to clotheslines and trash dumpsters,are permitted to remain on any portion of the residential areas or so as to be visiblefrom any public or private street or from any other lot, residence or common area.
7. Nothing may be done or kept in the residential areas which would increase the rateof insurance on any lot, residence or common area, or other portion of the Resortwithout the approval of the appropriate Board of Directors, nor may anything bedone or kept in the residential areas which would result in the cancellation ofinsurance on any lot, residence, common area, or other portion of the Resort orwhich would be in violation of any law.
8. A responsible adult must accompany children under the age of 14 years of age whenusing any Master Association or sub-association facilities.

9. No fireworks are allowed in the Resort, not any discharge of firearms, except aspermitted by the Declarant or Master Board.
10. Access to the golf courses is restricted to designated entry points.
11. Tennis courts are not allowed in residential areas without the permission of theDeclarant or the Master Board. Sports and recreational facilities and equipmentmust not be visible from any street unless permission is obtained.
12. Residential owners hosting gatherings at their homes must notify Community Patrolat least one week in advance if twenty-five (25) or more persons are invited. A guestlist must be supplied to Community Patrol prior to the gathering. In the event thatCommunity Patrol determines one or more additional security guards will benecessary, the owner is required to pay the cost of the guard(s) in advance.
13. No residential lot or residence may ever be used in any way, directly or indirectly,for any business, commercial, manufacturing, mercantile, storage, vending, or othersuch non-residential purposes, other than model homes and sales offices ofDeclarant and residential developers, and limited professional and administrativehome occupations expressly permitted in the Master Declaration.

TENTANT RULES AND REGULATIONS
1. All leases and rental agreements for lost or residences in the SouthShoreResidential Area must be for a term of at least six (6) months, and must require thelessee or tenant to comply with the Governing Documents as a condition of thetenancy. The owner of any lot or residence in any residential area of the Resort,including the SouthShore Residential Area, is responsible for the behavior of hislessees and tenants, and any fine or other charge levied by an Association against alessee or tenant of any lot or residence in any residential area of the Resort, as aresult of failure by such lessee or tenant to comply with the Governing Documents,will be the responsibility of the owner of such lot or residence, regardless of anyprovision in the lease or rental agreement to the contrary. If a residential ownerrents or leases his lot or residence and gives the right of use of the common areas tohis tenant or lessee, then the owner relinquishes his use rights during the period ofsuch delegation of rights.
2. Rental apartments, time share residential use, rental pool arrangements, leases forless than six (6) months duration, “bed & breakfast” accommodations and other similar short-term rental or part-time transient residential uses are not permitted inthe SouthShore Residential Area. Such uses may be permitted in other areas of theResort, including areas other than the SouthShore Residential Area.

PARKING AND TRAFFIC RULES
1. No overnight parking of vehicles owned by property owners or tenants is permittedon the streets in the residential areas of the Resort.
2. Parking within fifteen (15) feet of any fire hydrant within the Resort is at all timesprohibited.
3. The City of Henderson is allowed to impose and enforce all provisions of theapplicable vehicle code sections or local ordinances on any private streets within theResort.
4. Mopeds and motor bikes are subject to vehicle code restrictions (i.e., both driverand motor bike must be licensed).
5. Golf carts as defined in Nevada Revised Statute (NRS) 482.398 are permitted onLake Las Vegas Resort streets. Golf carts must conform to all requirements in NRSincluding, but not limited to, that which requires the golf cart to be operated by alicensed driver.
6. Low speed vehicles as defined in NRS 484.527 are permitted on Lake Las VegasResort streets. Low speed vehicles must conform to all requirements in NRSincluding, but not limited to, that which requires the vehicle to be operated by alicensed driver.
7. The following vehicles (collectively “Prohibited Vehicles”) may not be parked, stored or kept on any street (public or private) within the residential areas: anycommercial type vehicle (including, but not limited to, any dump truck, cementmixer truck, oil or gas truck or delivery truck); any recreational vehicle (including,but not limited to, any camper unit, house/car or motor home); any limousine, anybus, trailer or trailer coach, camp trailer, boat, aircraft or mobile home; any vehicleor equipment, mobile or otherwise, deemed to be a nuisance. Helicopters may bepermitted to land in areas expressly designated for such use by Declarant.
8. No Prohibited Vehicle may be parked, stored, or kept on any lot or common areas,or any street (public or private) in a residential area, except for the purposes ofloading, unloading, making deliveries, or emergency repairs and except forspecifically designated Prohibited Vehicle parking areas, if any.

9. Vehicles that are owned, operated or within the control of a property owner, or ofan occupant of such owner’s residence, must be parked in the garage or other assigned parking space to the extent of the maximum designed capacity of suchgarage or parking space.
10. Each garage or other parking area shall, at all times, have the ability toaccommodate at least the number of vehicles for which it was originally constructed.
11.Driveways may not be used for parking purposes if the owner’s garage is not beingutilized to the maximum designed capacity for the parking of authorized vehicles, orif to do so obstructs free traffic flow, constitutes a nuisance, violates these Rules, orotherwise creates a safety hazard.
12. Garage doors must be kept closed at all times, except as reasonably required foringress to and egress from the interiors of the garages.
13. No repairs or restorations of any motor vehicle, boat, trailer, aircraft or othervehicle or equipment may be conducted upon any street (public or private), anyportion of any common area, lot or residence, or elsewhere in a residential area,except wholly within an enclosed garage; provided, however, that such activitywithin an enclosed garage may not be undertaken as a business, and providedfurther that such activity may be prohibited entirely if it is determined by theapplicable Board to be a nuisance.
14. Posted speed limits may not be exceeded; traffic citations may be issued byCommunity Patrol for violations.

PET RULES
1. No animals, fowl, reptiles, poultry, fish or insects of any kind may be raised, bredor kept on any lot, common area or in any residence within the residential areas ofthe Resort, except that a reasonable number of birds, fish, dogs, cats or othercustomary household pets may be kept on a lot or in any residence, provided thatthey are not kept, bred or maintained for any commercial purpose, nor inunreasonable quantities ordinarily means more than two (2) household pets per lotor residence; provided; however, that the applicable Board of Directors maydetermine that a reasonable number in any instance is more or less. DesertTortoises are a protected species in the Resort.
2. The applicable Board may limit the size of pets and may prohibit maintenance ofany pet which,in the Board’s opinion, constitutes a nuisance to others.
3. Animals belonging to property owners, occupants, tenants or guests must be eitherkept within an enclosure or an enclosed yard or on a leash or other restraint beingheld by a person capable of controlling the animal.
4. Any property owner is absolutely liable to each and all other owners, their families,guests, tenants and invitees, for an unreasonable noise or damage to person orproperty caused by any pets brought or kept by such owner or such owner’s family, tenants or guests and it is the absolute duty and responsibility of each propertyowner to clean up after such pets.
5. Excessive dog barking or other animal noise will be deemed a nuisance.

SIGN RULES
1. No sign, poster, billboard, balloon or other advertising device may be displayed onany portion of any residential area of the Resort except (i) such signs (regardless ofsize or configuration) as may be used by Declarant or a residential developer inconnection with the development of the Resort and the sale, lease or otherdisposition of lots and residences, (ii) entry monuments and similar communityidentification signs maintained by an Association, (iii) subject to DevelopmentRegulations governing the location, size, materials and other such criteria, one (1)nameplate or similar property owner name identification, and one (1) sign advisingof the existence of security services protecting a lot or residence; and (iv) such signsas may be permitted by the Master Board or the SouthShore Board, as applicable,including one (1) “For Sale” or “For Lease” sign.
2. All signs must conform with all applicable governmental ordinances.
061702 Lake Rules and Regulations
LAKE RULES AND REGULATIONS
1.0 General Rules
1.1 Glass Containers
All forms of glass containers are prohibited along the Lake’s edge or on the Lake for safety reasons.
1.2 Pets
Pets are prohibited on the Lake’s beach areas.
1.3 Litter
Trash and litter must be disposed of in the proper containers.
1.4 Children
A responsible adult must accompany children under twelve (12) years of agewhen using the Lake and other common areas.
1.5 No Feeding the Birds or Fish
In order to protect the water quality of the Lake, all members and guests mustrefrain from feeding any birds or fish on or near the Lake.
1.6 Violation of Rules and Regulations
Each Lake Las Vegas Master Association member (LLVMA) is responsible forhis/her conduct, their families, guests, tenants, invitees and/or agents at all timeswhile using the Lake and its associated amenities. Privileges may be suspendedand/or fines imposed for violation of the Rules and Regulations.
1.7 Lake Closure
For the safety of all members and guests, the Lake may be closed or restrictedto limited usage due to inclement weather conditions (strong winds, rain, storms,etc.) or during special events.

2.0 Fishing
2.1 Permitted
All anglers must have in their possession a fishing permit or a member or guestidentification.
2.2 Approved Methods
Each angler may fish with one closely attended rod. Snagging, spearfishing, jugfishing, taking by hand, netting, explosives, or using firearms is prohibited for allgame species.
2.3 Bag Limits
Lake Las Vegas is a “Catch and Release” fishery for largemouth bass, rainbow trout, catfish and panfish. Violation may result in a citation and confiscation offish. All carp shall not be returned to the lake.
2.4 Artificial Lures
The Lake is an "artificial lure" only lake. Any device with a hook or hooksattached that is made partly or entirely of rubber, wood, metal, glass, plastic, orfeathers is acceptable. The capture or possession of fish for bait or the use asbait, whether dead or alive, or parts thereof, other than preserved salmon eggsand worms is prohibited. Live aquatic baits including goldfish, minnows, crayfish,salamanders or newts are prohibited.
2.5 Chumming
"Chumming" means placing fish, parts of fish, or other food material (peas, corn,or grains) upon which fish feed in the water for the purpose of attracting fish to aparticular area so that they may be taken. This practice is not permitted in theLake.
2.6 Creel Information
It is requested that all anglers at the Lake record the following information for fishcaught from the Lake: species type, length, and weight if available (see attachedcreel survey form). This information should be returned to the Village Marina,LLVMA Office, Lake Las Vegas Security Community Patrol, or hotel conciergedesk at the end of each fishing day.

2.7 Lake Closure
The Lake may be closed to fishing for reasons of protecting the fishery duringperiods of biological stress including:
1. Spawning Periods - March 15 through April 15(Dependant on seasonal variations)
2. After stocking events - Periodic
3.0 Watercraft
All watercraft brought to the Lake must be clean of aquatic animals and plantsprior to launching. The watercraft must be inspected by a LLVMA designeeusing the LLVMA Watercraft Inspection Form (see attached). Watercraft repairssuch as sanding, drilling or painting must be done off the Lake premises.
3.1 Watercraft Registration
LLVMA members that would like to use their personal watercraft on the Lake,must contact the LLVMA office or Marina facility for watercraft registrationrequirements. All residents must register their private watercraft annually (duringthe month of January or at time of launching) with the LLVMA and have theircraft inspected each year, and prior to the initial launching. Each privatelyowned watercraft will require a certificate of insurance that includes; a minimumof $300,000 liability coverage (bodily injury/property damage), lists the LLVMA as“Additional Insured” and a statement of the expiration date or “continuous” on the policy, as well as a description of each watercraft being insured. Watercraft thatis not registered annually will be removed and stored at property’s own expense.
3.2 Watercraft Hours of Use
Boating activity by LLVMA members and guests is recommended from half anhour before sunrise until half an hour past sunset (i.e. daylight hours). Operationof watercraft outside the recommended hours is to be done so at the risk of thewatercraft operator. For safety reasons, it is recommended that LLVMAmembers and guests notify Community Patrol prior to departing and upon returnof each outing other than the above stated hours. All watercraft must displayappropriate navigation lights. The safety of watercraft operation is the operator’s responsibility at all times.

3.3 Permissible Watercraft
Except as otherwise provided in the Master Declaration (CC&Rs), sailboats maynot exceed twenty-one (21) feet in length and all other watercraft may notexceed thirty (30) feet in length. Sailboats will be limited to single hullconstruction. Electrically powered watercraft, rowboats, canoes, paddleboats,float tubes (minimum two (2) flotation chambers) may be of multiple hullconstruction. All watercraft will have sealed hull chambers. Each chambershould have positive floatation or bilge pumps installed and operational.Electrically powered watercraft engines may not exceed horsepower establishedin CC&Rs. All electric craft must provide sufficient battery reserve to operateunder full load for four (4) hours. Sail patterns may have any color schemes, butwill not possess graphics other than those required by regulation or added bymanufacturer. All sail and electric powered watercraft hulls will be no less than75% white or off white with solid colored accents. No metallic accents arepermitted. Human powered watercraft such as canoes, kayaks, and peddleboats are exempt from the 75% white or off white restriction, but may not displaymetallic flaked accents.
All watercraft must be equipped with permanent U.S. Coast Guard approvednavigational lighting. Flashing blue, red, or yellow lights are prohibited.
All watercraft operations and safety requirements will comply with the NevadaBoat Act, revised 1999 and United States Coast Guard regulations for theoperation of vessels on inland waterways. Compliance with federal and stateregulations is intended to insure safety and discipline.
3.4 Passenger Capacities
Watercraft may not carry more passengers than the maximum number ofpassengers specified by the manufacturer of the craft.
3.5 Age Restrictions
The minimum age restrictions for watercraft operations for all Lake users are asfollows unless the operator is accompanied by a responsible adult or hascompleted a recognized boater education course (ie, U.S. Power Squadron, U.S.Coast Guard Auxiliary or equivalent). Proof of completion is required prior tounaccompanied use or proof of competency by the Marina operator.

3.6 Patrol
A Patrol Boat, distinguishable from any other craft on the Lake, will be operatedat random periods. In addition to maintaining a welcoming presence on theLake, the Patrol will enforce all rules and regulations.
It is the primary responsibility of the owner/operator of any watercraft to operatetheir craft in a competent and safe manner at all times.
3.7 Speed Limits
A maximum "no wake speed" of 5 mph will be enforced for watercraft whenoperating near marinas, docks, beach areas, coves, and other watercraft. Amaximum under power speed of 10 mph for all boats will be enforced. Thisexcludes fire, rescue and patrol boats.
3.8 Personal Flotation Devices (PFD) and Fire Extinguishers
PFD's must be carried for each person on a watercraft. At a minimum there willbe one (1) wearable PFD for each person onboard and one (1) throwableflotation device for each watercraft. If there are children, an appropriate sizemust be carried. Children under twelve (12) are required to wear an appropriatePFD at all times. All watercraft, other than self propelled, must carry a fireextinguisher that is approved by the United States Coast Guard (USCG).
3.9 Alcoholic Beverages
Operating watercraft while under the influence of alcoholic beverages will not betolerated and suspension of Lake use and/or fines may result.
3.10 Overboard Discharge
Discharge of liquid or solid refuse into the Lake is prohibited.
3.11 "50-Foot Rule"
Boaters must maintain a 50-foot separation from any beach area or damspillway. The 50-foot separation does not apply to coves; however, a no-wakespeed will be enforced. All boaters should be cognizant of the privacy of allproperty owners by not hovering, fishing, or swimming close to private docks foran extended period of time. No mooring or trespassing on private docks withoutthe expressed permission of the dock owner.

4.0 Swimming
4.1 Applicability
Applicability: These rules and regulations apply to designated swimmingbeaches at Lake Las Vegas. Swimming in the Lake at areas not designated asswimming beaches is at the sole risk of the swimmer.
4.2 Enforcement
Any person who refuses to comply with any rule or regulation may be excludedfrom the swimming beach. The lifeguard on duty shall have sole discretion andauthority to determine if rules or regulations are being violated.
4.3 Diving
Equipment that is designed and intended to be used for diving, such as floatingdocks or diving boards, is prohibited within buoys at swimming beaches. Thissection does not apply to a SCUBA diving, but the act of diving or jumping intothe water from a fixed or floating structure. Anyone diving from any fixed object,including private property owner docks, do so at their own personal risk.
4.4 Lifeguards
Lifeguards will be provided at designated swimming beaches during the postedperiods of lifeguard service.
4.5 Buoys, Signs and Markers
Directions posted on all buoys, signs, and markers shall be observed. Buoys ormarkers will identify the boundaries of designated swimming beaches. Signs willbe posted at all designated swimming beaches describing posted periods oflifeguard service.
4.6 Swimming Hours
The permittee of each designated swimming beach shall determine postedperiods of lifeguard service.
4.7 Animals
Pets are not allowed on designated swimming beaches.

4.8 Swimming Prohibited
Designated swimming beaches will be closed to swimming when Lake waterquality is determined to be out of compliance with body-contact criteria. Underthese circumstances, signs will be posted at each designated swimming beachstating “SWIMMING PROHIBITED.” Clark County Health District will be notified within 24 hours of the detection of incidents of non-compliance with body-contactwater-quality criteria. The above-referenced “SWIMMING PROHIBITED” signs will be removed when sampling indicates that water quality is in compliance withbody-contact criteria. This includes swimming anywhere in the Lake until“SWIMMING PROHIBITED” signs are removed.
4.9 Diapers
Adults/guardians are responsible to ensure that all children three (3) years of ageand under wear a swim-safe diaper or rubber or plastic (tight-fitting legs andwaist) pants while in the Lake.
4.10 Bathers
Contaminating the water or any facility at a designated swimming beach in anyway is prohibited. Persons suffering from any skin disease, communicabledisease, or open sores shall not swim at designated swimming beaches.
4.11 Play
Boisterous or rough play at any designated swimming beach is prohibited.
5.0 Modifications, Amendments and Variance
The LLVMA Board of Directors may make modifications and amendments tothese Lake Rules and Regulations. LLVMA members may request a variance tothese rules via the Las Vegas Master Board of Directors. Requests should befiled with the Master Association office.

I (we) hereby agree to provide to the Lake Las Vegas Master Association a proof ofinsurance that includes: a minimum of $300,000 liability coverage (bodily injury/propertydamage), with a maximum deductible of $1,000 per occurrence. The policy will lists theLake Las Vegas Master Association as “Additional Insured” and a statement of theexpiration date or “continuous” on the policy, as well as a description of each watercraft being insured. I will provide proof of renewal of insurance at least 30 days beforeexpiration of the current policy. This insurance coverage shall be the primary insurancewith respect to Lake Las Vegas Master Association. I (we) will indemnify and holdharmless Lake Las Vegas Master Association from and against all claims, cost, losses,and damages (including, not limited to, attorneys fees) caused by, arising out of orresulting from my (our) use or operations of my (our) watercraft on or about the Lake.
I (we) also understand that if the Lake Rules and Regulations of Lake Las VegasMaster Association, or those stipulated in the membership agreement (CC&R’s), are not followed, my (our) privileges may be revoked or canceled, with no refund of theregistration fee.

The following policies apply to persons fishing at Lake Las Vegas. Lake Las Vegas is a “Catch and Release” fishery. Members must accompany all guests.
1. Lake Las Vegas is a “Catch and Release” Fishery. Under no circumstances should fish be kept (withthe exception of Carp–please see Rule #8)
2. It is recommended that you do not attempt to remove a swallowed hook from a fish. Instead, cut the line atthe hook and release the fish. The hook will dissolve and the fish will have a higher likelihood of surviving.
3. Each angler may fish with one closely attended rod.
4. Snagging and spearing is prohibited for game species (Largemouth Bass, Trout, Catfish)
5. Whether to attract fish or birds, chumming is prohibited. Peas, corn, or grains are prohibited.
6. Animal parts including fish and roe as bait are prohibited.
7. Prepared baits such as stink baits are allowed.
8. Live aquatic baits including goldfish, Minnows, Crayfish, fish from the lake, Salamanders or Newts areprohibited (with the exception of worms).
9. Any Carp caught shall not be returned to the lake.
10. This permit is valid for the date of issue only. A separate permit is to be used for each day of fishing.
