1. Improvements or strategies

The project is supported by and furthers the adopted Comprehensive Plan policiesincluded within the attached document.

2. How project fits character

The project will not negatively impact the corridor's aesthetic, cultural or environmentalresources. There will be a few key elements added that will enhance the corridor withoutaltering its rural nature. Some of these will be softscape features to allow a subtle transitionfrom the residential corridor of Weaver Road giving way to the minor arterial high volumeroad of Bickford Avenue.

Mobility, Accessibility, and Safety

1. Issues being addressed

The Current Level of Service for the Bickford Avenue and Weaver Road intersection is "F".Due to the high traffic volumes on Bickford Avenue, it is difficult for the Weaver Road (westleg) and Weaver Way (east leg) traffic to cross or access onto Bickford Avenue.Pedestrians must cross four lanes of traffic on the north leg of Bickford Avenue and threelegs on the south leg. Recent residential growth has occurred and is expected to continuealong Weaver Road and Ludwig Road. This will add to the traffic volume at the intersectionof Bickford Avenue/Weaver Road and restrict access and mobility to Snohomish Station,the city's major rural town center. The project will construct a traffic signal, bicycle pathsand pedestrian facilities which will facilitate safer more efficient traffic movements and willhelp to reduce accidents.

2. Provide better access

3. Multimodal improvements

The project will include both bicycle and pedestrian facilities. It will benefit transit asBickford Avenue is the heaviest traveled bus route in Snohomish.

4. Pedestrian improvements

The City removed a marked crosswalk on Bickford Avenue at Weaver Road due to safetyconcerns (traffic volumes, speed and street width - four lanes). The nearest traffic controlsignalized intersection is more than 1,400 feet north of Weaver Road. There are parentsthat walk their children to the school bus stop and have to cross Bickford Avenue.

There will soon be a 100-unit senior housing development which began construction.Having the controlled intersection will allow these seniors safer pedestrian access acrossBickford Avenue on their way to the city's Snohomsih Center shopping complex and localtown center.

Approximately 2,300 feet southwest of the intersection, the City purchased a property thatwill be a neighborhood park. A signalized crosswalk will allow pedestrians on the east sideof Bickford Avenue to walk to the future park.

5. Contributes to demand management

The project will include both bicycle and pedestrian facilities, affording other travel modeoptions. Local residents living in the outlying perimeters of town are known to make theshort trip along this corridor to Snohomish Station (home to Fred Meyers, Kohls, HomeDepot, and many other retail shops and restaurants). Other transportation options will leadto trip reduction.

System Performance and Innovative Solutions

1. Improvements increase reliability

The project will better the level of service by adding a traffic signal which will result in morereliable and efficient travel flows through the intersection.

2. Improvements maximize efficiency

The project will provide a long-term solution to maximize efficiency of the transportationsystem mostly along the connecting corridor by improving traffic flow through theintersection.

3. Innovative concepts studied

The project will include a new traffic signal system with the Bickford Avenue/Weaver Roadintersection. The upgrades will allow for more efficient traffic movements and will help toreduce accidents.

Applicable Comprehensive Plan Policies

The Comprehensive Plan policies address the proposal in the following ways: • The Land Use Element provides guidance on the existing land use designations:

CA 6.1: Maintain a practice that designates adequate commercial areas to provide for commercial activities, which have differing characteristics and activities as described below:

d. Business Park: These areas will allow a mix of light manufacturing and commercial uses with approval of a site development plan and access points in each development. This will discourage strip commercial development and broaden the array of developable areas to include those with environmental constraints. Development will occur under strict aesthetic and environmental controls. It is intended to designate and preserve large parcels for commercial and manufacturing activities which require extensive land areas. Residential uses are permitted only in conjunction with commercial use on the same site.

• The Economic Development Element policies provide guidance for the economic opportunity area.

ED 3.3: Maintain the practice of providing adequate streets and municipal utilities, and fire and police protection services to support residential, commercial and industrial development.

ED 8.3: Maintain the practice of creating local employment, shopping, and other urban service activities that will reduce Snohomish's dependence upon and local resident travel requirements outside of the area.

ED 8.5: Implement the practice of promoting efficient region wide mobility of goods and services consistent with the Economic development element of Snohomish County’s Comprehensive Plan and the Regional Transportation Strategy developed by the Puget Sound Regional Council.

• The Transportation Element policies provide guidance for the roadway network.

TR 1.2: Maintain a practice that the City will provide safe, convenient and efficient transportation for all residents and visitors to the City. This will include improvements to existing facilities as well as extensions of transportation to new developments.

TR 3.1: Maintain a practice that the City shall continue to monitor intersections to determine if any create a high risk of accidents on both the collector and arterial system.

TR 4.2: Maintain a practice that the City will utilize the Major Streets Plan Map (see Figure TR-1) in conjunction with the Land Use Plan Map and work with the county to maintain the integrity of the street network which may become part of the City.

TR 4.4: Maintain a practice that the City will maintain an annually updated listing of analyzed and prioritized road improvement needs based on the Transportation Element and adopted standards.

TR 6.8: Maintain a practice that commercial and industrial streets should be designed to expedite traffic movement and may require larger pavement areas or restrictions on parking.
