COMPETENCE OF MASTER

ANATEL acknowledges, due to the technical capacity of MASTER specialists, its competence for technical compliance assessment of 40 scopes of families of products, which comprehend about 130 types of telecommunication products.

INMETRO acknowledges the competence of MASTER to provide certification of indicators of quality established in the General Plan of Goals for Quality (PGMQ) of Pay-TV Services (TVA)

Actors and Actions of the process Step 1:

• Client: supplies the technical specification of the product.

• MASTER: based on the information received from the client, classifies the product according to ANATEL regulations, points out the technical requirements and requests the lab quotes.



• Client: formally approves the lab quote and the proposal from Master, providing the documents required to complete the process;

• MASTER: follows the tests with the lab, reporting to client any failure of the product.



• Test Lab: issues the test reports with all information related to the tests performed on the product;

• MASTER: analyses the test reports issued by the lab, based on the technical regulations applicable to the product, as established by ANATEL.



• MASTER: issues the Technical Compliance Certificate for the product that complies with 100% of the technical requirements established by ANATEL, or the Non Conformity Report for the product which has failed to meet one or more technical requirements established by ANATEL.


Actors and Actions of the process Step 4a:

• Client: In case there were failures, pointed

out on the Non Conformity Report issued by

MASTER, the client must promote the

alterations required to correct the

failures and submit its product to new tests,

which will be analyzed by MASTER.



• MASTER: issues the final version of the Technical Compliance Certificate and uploads, on ANATEL website, the documents under its responsibility.

• Client: delegates to MASTER the responsibility for filling in the homologation form on its behalf, supplying the documents required to complete the process and pay ANATEL homologation fee (R$500,00).



• ANATEL: after confirming the payment of the homologation fee, analyzes all documents related to the homologation requeriment and issues the Homologation Certificate for the

product.

• Client: after the Homologation Certificate has been issued by ANATEL, the homologation label must be placed on the product so it can be commercialized in Brazil.


Documents Required Certification Process - by Master OCD

• Technical Specification of the product;

• User’s Manual (in Portuguese, for products to be used by the

consumer);

• Schematics;

• External pictures (up, bottom and side view of the product);

• Picture of the label (showing the model name and manufacturer);

• Internal pictures (showing the board and components);

• ISO9001:2008 Certificate of the manufacturer (for Category 1

products).


Documents Required Homologation Process - by ANATEL

• Digital copy of the social contract of the Brazilian Company

(certificate holder);

• Digital copy of the CNPJ card;

• Digital copy of EAN license letter;

• EAN bar code number to be used for homologation;

• ANATEL label (with bar code number, ANATEL logo and

homologation code);

• Authorization letter from the international manufacturer to the

Brazilian Certificate Holder.


Final Considerations

Due to the complexity of some products and the incorporation of

various different technologies in a single device, the client might

be unsure about its proper classification. In these cases, MASTER

establishes a communication channel with its Technical Directory,

aiming to clarify such issues with precision and agility.
