ThePIOpositiondescriptionwasmodifiedinJuly2014toreflectaddeddutiesandresponsibilities.Thepositionisnow50%outreachandmedia-relatedduties;25%staffdirectionandsupervision,partnershipcoordination,andpartnerprojectsupportservices;20%grants,planning,andprojectmanagement;and5%otherdutiesasassigned.
Goal #1: Toeducatepublicofficials,specialinterestgroups,andthegeneralpublicaboutinvasivespeciesinordertoeffectachangeinperception,actions,orfundingforinvasivespeciesissues.• ObjectiveA:Organizeand/orparticipateinoutreachtolegislatorsandpublicofficials• ObjectiveB:Provideguidancetothelandscapeandnurseryindustryoninvasive

Successinreachingthisgoalwillbeseenbytheintroductionorpassageofbills,resolutions,orothermechanismstoaidinpreventionorcontrol;anincreaseinfundingforinvasivespeciesprogramsintheState;achangeintheactionsofpeopleinregardstoinvasivespecies;orachangeinpublicawarenessorperceptionoftheissue.Othermeasuresmayincludenumbersofpeoplereached,andproductsorservicesprovided.

Goal 1, Objective A: Policymaker Outreach
SuccessinreachingthisgoalwillbeseeninparticipationinquarterlyCGAPSmeetings,SteeringCommitteemeetings,discussions,andengagementininitiativesonlocalandregionalinvasivespeciesprograms,andprogressmadeontheVisionandActionPlan,andStrategicPlan.
TheCGAPSPIOworkedwithseveralstatelegislatorsbyprovidinginformationoninvasivespecies,commentingondraftbilllanguage,andprovidinginformationforconstituents.ExamplesincludeprovidingtheintroductiontoissuesforthejointEnergyandEnvironment/Energy&EnvironmentalProtectionbriefinginJanuary,participatinginlegislativetownhallmeetings,andprovidingcommentsonthechallengesandneedsforinterislandbiosecurity.
OnekeyinitiativeledbyCGAPSlegalfellowsMelissaMiyashiroandJarrettKeohokaloleandsupportedbytheCGAPSPIOwastheintroductionandpassageofHCR47,whichurgesthefederalandstatedepartmentsofagriculturetoadoptrulestoprotectʻōhiʻa,andmyrtlefamilyplantsfromadditionalintroductionsofʻōhiʻarust(Puccinia psidii).Althoughtheprocesswasslow,theexcellentworkbyMelissatopreparethedraftrulepackage,andherinitiationofmonthlyconferencecallsbetweenUSDAAPHISandHDOAfinallycametofruition.TheMyrtaceaeRestrictionisnowgoingthroughthepublicrulemakingprocessinparallelwiththefederalrule,andthereisgood
coordinationandcommunicationbetweenstateandfederaldepartmentsofagriculturetoenactrulesintandem. AttheinvitationoftheConservationCouncilforHawaiʻiandtheirNationalWildlifeFederationaffiliate,theCGAPSPIOalsoparticipatedasoneoffifteeninvasivespeciesspecialistsinan“invasivespeciesfly-in”inWashingtonD.C.inJunetoprovideoutreachtocongressionaldelegates.ThemaintopicofdiscussionwaspromotingtheneedformodernizingtheLaceyAct. AlthoughtheCGAPSPIOusuallyparticipatesinthelegislativesession,littletimewasspentatthecapitolduetotheCRBandLFAresponses.Instead,legislatorssoughtinformationonthesepestsfromCGAPSandpartners,andassistedusbypassinginformationalongtotheirconstituents.Onelegislatortookituponhimselftoverifythattheuseofhisfundswasforpublicbenefit,andthereforeconsistentwith

campaignspending,andhad4000LFAbrochuresprintedanddirectmailedtoeachofhisconstituents.OthersputtogetherLFAsurveykitsanddistributedthemastheycampaignedhousetohouse.
Relationshipsbuiltwiththelandscapeandnurseryindustryprovedimportantin2014withthearrivalofLFAandCRB.ExamplesincludeworkingwithTheNatureConservancyHawaiʻiChapterdirectorSuzanneCasetocontactandtestforLFAatnurseriesdonatingplantsforthePunahouCarnival,andarrangingforOISCtoconductcomprehensiveLFAsurveysofprioritynurseries. AsaboardmemberoftheLandscapeIndustryCouncilofHawaiʻi,theCGAPSPIOattendedLICHmeetingsandfunctions,andfunctionedasaliaisonbetweenconservationinterestsandplantindustryleaders.ThePIOalsohelpedplanandfindspeakersfortheannualGreenIndustryConferenceandTradeshow.PresentationsincludedLFA,CRB,andotherpestsofsignificancetothisindustry. TheLICHmagazineprovidedagoodavenueforoutreach,withadistributionlistofmorethan6000recipientsstatewide.Aregularcolumnoninvasivespeciesco-authoredbyarboristCarolKwan,RobHauffandtheCGAPSPIOfeaturedarticlesonCRB,albezia,andotherpestsofsignificance.InresponsetoindustryquestionsabouthowtopreventortreatforLFA,thePIOeditedatechnicalpublicationbyDr.ArnoldHaraoftheUHCollegeofTropicalAgricultureandHumanResources,tofunctionasaBMPguideforpreventingorcontrollingLFA.ThearticlewasreviewedbyDr.Hara,Dr.CasVanderwoudeofUHPCSU/HawaiʻiAntLab,andtheHDOAPesticidesBranch,andpublishedintheLICHmagazine(seehttp://www.slideshare.net/lichorganization/201405-landscape-hawaii-magazine-may-jun-2014). WorkalsocontinuedonthePlantPonowebsite(www.plantpono.org),toaddfunctionalityandtransitionthesitetoaCMS.ThePIOdraftedanRFPforthecontract,whichwassupportedbyfundsfromtheUSFWS,U.S.ForestServiceandtheKaulunaniUrbanandCommunityForestryProgram,andtheworkwasoverseenbyAmanda

Skelton,theCGAPSPlantPono/HPWRALiaison.SincethelaunchofthesiteinAugust2012,therehavebeenatotalof12,800uniquevisitorsviewinganaverageof3.5pagespersession.Ofnoteisthattherewerealso16,100“sessions”,whichshowsthatthereisacoreaudiencethatreturnstousethesitemorethanonce.AmandaalsoconductedplantindustryoutreachwhichisdetailedintheHMLFprojectupdatesection.
Mostpublicoutreachconductedin2014hasbeenonLFAandCRBinsupportofpartneragencies,withthePIOprovidingoutreachplanning,coordination,anddirectoutreach.Fromthesetworesponses,ithasbecomemoreapparentthaneverthatagencieslackthepersonnelandcapacitytoquicklydevelopoutreachproductsandconducttargetedoutreachforprojectslikethese.Theactivitiesbelowareasampleofprojectsfrom2014.Asummaryofoutreachpresentations,displays,andmediaislistedattheendofthisreport. InJanuary,theCGAPSPIOwasaskedbyHDOAandtheUSDepartmentofAgricultureAnimalandPlantHealthInspectionService(USDAAPHIS)tobetheLiaisonforthemulti-agencyresponseteamfortheCRBeradication.TheresponseusedtheIncidentCommandorganizationalstructureasenvisionedinthe2013PlantHealthEmergencyPlanandTabletop,andfurtherusedtheresponseasreal-worldtrainingbybringinginaseriesofUSDAIncidentCommandresponsespecialistsfromacross

thenationtoassist.AstheLiaisonofficer,theCGAPSPIOproducedtheCRBbrochure,publicoutreachPowerPointanddisplay,andorganizedandheldtrainingclassesandsitevisitsforcooperatorslikearboristsandtreetrimmers. InFebruary,theIncidentCommandforLFAonOʻahuwasformed,andtheCGAPSPIOtransitionedtocoordinatepublicoutreachforthismulti-agencyresponseonOʻahu.TheCGAPSPIOworkedwiththeoutreachteamtoidentifykeymessages,audiences,andproductneeds.Theresultsofthepasttenmonthsofworkaretrulyanamazingtestamenttopartnershipsandteamwork.AccomplishmentsincludetherevisionandredesignoftheLFAbrochure,creationoftheoutreachPowerPointanddisplay,revisionandtestingoftheLFAsurveyactivityforschools,thecreationofathree-minutesurveyvideo(see
http://vimeo.com/97558997),atrainingandimplementationprogramforCityandCountyofHonolulupersonnel,andmore. AspartoftheLFAwork,theCGAPSPIOusedtheHoikeLFAmoduleandtheAntWatchactivitytocreateashortversionoftheschoolspresentation,surveyactivity,andIDlab.BypartneringwiththeWai‘anaeMountainsWatershedPartnershipandOISC,theactivitywassuccessfullytestedwiththreeMililaniMiddleSchoolteachersandtheir450students.ThelastphaseoftestinginvolvedresolvingdataissueswiththehelpofOISCandEmilyMontgomeryofHISC.TheshortenedLFAschoolsactivityandPowerPointwereprovidedtoISCandotherkeyoutreachstaffstatewide.
AtremendousamountofoutreachwasconductedthisyearonLFAandCRB,whichresultedinanavalancheofcallstotheStatePestHotline.TheHawaiʻiDepartmentofAgriculture(HDOA)maintainsthehotline,whichusesacomputersystemtoautomaticallyroutecallsfromeachislandtotheHDOAofficeonthatisland.Afterhours,allcallsareroutedtooneofthephonelinesattheinspectionofficeatHonoluluInternationalAirport.Thishasprovedproblematicinthepast,asinspectorsarenotalwaysavailable,thephonelineisusedforotherbusiness,andtherewasnoansweringmachineormessageforcallers.

Withtheincreaseincallsfromlessthantwohundredpermonthtoover700callspermonth,HDOAaskedtheCGAPSPIOtoassistinplanningchangestoensurethatcallswereatleastcaptured,whichwereimplementedinfallof2014.Whilethesystemisstillnotoptimal(thereisstillnologgingandtrackingmechanismorproceduretodocumenttopicsandfollow-upforallpestreports),theprocessengagedPlantQuarantinemanagers,HDOAairportsupervisor,andtheHawaiianTelcomengineerswhosetupthehotlinesystemin2002sothattherecanbedirectcommunication.
AnothermeasureofeffectiveoutreachcanbeseenbytheconsolidateddataavailablefortheOʻahuLFAResponseonPodioforthelocationsofantsamplessubmittedbythepublicfromJanuary-October2014.Thisdatawillbeusedtofocusadditionaloutreacheffortsincommunitiesthathavenotbeenmovedtosubmitantsamples.LoggingofdatabyparticipantsoftheOʻahuresponseistimeconsuming,andhasbeenseenasburdensome.However,thetimeandeffortareclearlyhelpfulinmulti-yearresponses.

FundingforCGAPSanditsinitiativesisstillviasoftfunds.ThereductioninavailablefederaldollarsresultedinhigherfundingrequeststotheHawaiʻiInvasiveSpeciesCouncil.
Sixofseven2014HMLFprojectshadgrantperiodsofgreaterthanoneyear(theonlyexceptionwasSupportforHawaiʻiGreenGrowth,withaJan.1-Dec.31,2014grantperiod).Severalprojectsalsohadfundsremainingfrom2012andwereawardedno-costextensions.Therefore,thesummariesareprovidedasupdatesonprogress,summarizedfromprogressreportssubmittedbyprojectpersonnel.SupportwasalsoprovidedforHawaiʻiGreenGrowth,althoughHGGprogressisnotdetailedinthisreport.
CGAPS Legal Fellowships (2013;extendedtoJune30,2014;2014additionalsupport) ThisyearCGAPS“graduated”itsfirstlegalfellows.InMay,JarrettKeohokaloletookaleaveofabsencefromdutiestosuccessfullycampaignforHouseofRepresentatives.InJune,MelissaacceptedapositionwiththeBluePlanetFoundationastheirOperationsManager,leavingbothpositionsvacantthroughthefall.Priortotheirdepartures,theywereabletomakesignificantprogressontheirprojects.Tocontinuetosupporttheneedforrulemakingtoprotectʻōhiʻa,MelissaandJarrettcoordinatedameetingwithRep.JessicaWooley,DeniseAntoliniandmembersofthe

CGAPSSteeringCommitteetoprovidebackgroundonʻōhiʻarust,theeffortstodatetorestricttheimportationofMyrtaceae,andtobrainstormpossiblelegislativehelp.AtRep.Wooley’srequest,Melissaprovidedtheteamwithadraftresolutionurgingfederalandstateaction,andcoordinatedCGAPStestimony,whichresultedinthepassageofHCR47.CGAPSsuccessfullysolicitedlettersofsupportfromtheHawaiʻiFloricultureandNurseryAssociation,HawaiʻiFarmBureauFederation,andtheLandscapeIndustryCouncilofHawaiʻi,whichprovidesapublicrecordofsmallbusinesssupport(visithttp://www.capitol.hawaii.gov/measure_indiv.aspx?billtype=HCR&billnumber=47fortheresolutionandsupportiveletters). ThankstoMelissa’sworkpreparingandsubmittingthedraftrulepacket,andtoChairEnrightforrequestinganadditionalDeputyAG,thedraftrulewaspickedupandreviewedbythenewDeputyAGinAugust.Sincethen,thedraftrulehaspassedthePlants&AnimalsCommitteeandinDecember,theBOAapproveditforpublichearings.MelissaalsocoordinatedandparticipatedinconferencecallswithU.S.DepartmentofAgriculture(USDA)officialsinMarylandregardingHawaiʻi’sparallelpetitiontorestrictMyrtaceaeimportsfromforeignsources.USDAiscontinuingtomovetheirrulealongandisexpectedtoprovidetheirdraftruleforHDOAreviewbeforepostingitintheFederalRegisterinMay,2015.Atarecentbriefing,NeilReimerprovidedanupdatewithaprojectionthattheruleswillbefinalizedtogetherinJune,2015. Jarrettworkedprimarilyonrulemakingtoupdatetheballastwaterrules,whileplanningforrulemakingonbiofouling.JarrettassistedtheDLNRDivisionofAquaticResourcesBallastandHullFoulingcoordinatorinmeetingwithvariousstakeholders,theHawaiʻiDepartmentofHealthCleanWaterBranch,andHawaiʻiDepartmentofTransportation.JarrettpreparedtherulepackageforAGreview,althoughChairAilarequestedthatadditionalindustryoutreachandconsultationbeconductedpriortosubmissiontotheBoardofLandandNaturalResourcesforapprovaltoenterrulemaking.Thisoutreachandconsultationwillbeconductedin2015,withassistancefromthenewCGAPSLegalFellow,KevinRichardson. Forbiofouling,Jarrettconductedtheresearchnecessaryforstafftounderstandthedifferentagencyregulationsregardingthisissue,includingnewEnvironmentalProtectionAgencyNationalPollutantDischargeEliminationSystem(NPDES)rulesregardingin-waterhullcleaning.AstheHawaiʻiDepartmentofHealthimplementstheNPDESrulesregardingshiphulls,JarrettmetwithHealthdepartmentstafftorelayDLNRneeds,whichweremetwithanagreementtocooperateoninformationgathering. agencywiththeauthorityoverhumandiseasevectors(pests)inforeignconveyancesfoundthattheCentersforDiseaseControlhastheauthority.However,CDCstaffdoesnothavethecapacitytoinspectforthesepests.Further,CustomsandBorderProtectionstaffaremuchmorelikelytocomeintocontactwiththese,yetlacktheauthoritytodoanythingwithoutanMOAbetweenCDCandtheiragency.ThenextstepwillbetositdownwithCDC,APHIS,andCBPtodiscussanMOAorothermechanismtoensurethatactioncanbetakenifsuchvectorsareencountered. BothJarrettandMelissawerereliedonbytheirhostagenciesforhelpduringthe2014legislativesession.MelissaprovidedassistancetoHDOAonlegislationtoaddresstheinterislandmovementofpests,andJarrettprovidedassistancetoDLNRonaerialshootingofungulatesonstatelandonHawaiʻiIsland. Inthefall,theCGAPSPIOandWilliamS.RichardsonstaffworkedtogethertoestablishthetwopositionsasRCUHposition,anddiscontinuethemasSpecialFaculty.ThetwopositionswereadvertisedandinterviewsconductedinDecember,2014,withoneselectedcandidateacceptingtheposition.Thesecondpositionwillbere-advertisedinJanuary,2015.
Strategic Planning(2014) The2009CGAPSVisionandActionPlanservedseveralpurposes.AstheActionPlanwasthefirstsincetheformationofCGAPSin1995,thedraftingprocesshelpedtheCGAPSSteeringCommitteeidentifyandengageappropriatepartnersmissingfromthetable,andresultedinaclearsetofshorttermobjectivesandentitiesresponsibleforachievingthem.ThePlanalsoprovidedstaffwithguidanceforprioritizingprojects. resourcesneededtoaccomplishthegoals.
Thefivegoalsare:1)tominimizetheinter-andintra-statemovementofpests;2)toexpandHawaiʻi’sbiocontrolprogram;3)toeducatethepublicanddecision-makersregardingtheimportanceofpreventionofinvasivespeciesinHawaiʻi;4)toidentifyinvasivespeciesthreatstoHawaiʻiandcoordinatethedevelopmentofresponseplansforkeythreats;and5)toidentify,synthesize,andshareinformationaboutpreventionandcontrolmeasures.

Compiling a Proposed List of Offshore & Incipient Invasive Plants for Restriction(2014) ThisprojectisbeingledbycontractorandformerWeedRiskAssessmentSpecialistShahinAnsari,withassistancefromAmandaSkelton,andisstillunderwaywiththetermdateofJune30,2015. DuetoaturbulenthistoryofattemptstoaddinvasiveplantstotheHDOARestrictedPlantList,andtheneedtoenactparallelrulesonthefederalside,thisprojectstartedwithaninternalmeetingwithrepresentativesfromHDOA,USDA,USFWSandHISCtoplantheprojectandstakeholderinvolvement.Shahinthenconductedaconferencecallwithtechnicalexpertstoensurethatthetypesofinformationnecessaryforfederalandstaterulemakingwerecollectedanddocumented. TheOʻahustakeholdermeetingwasheldinMay,2014,attheHo‘omaluhiaBotanicalGardenandwaswellrepresentedbystateandfederalregulatoryagencies,membersoftheinvasivespeciescommittees,andbotanicalgardens;butitwaspoorlyrepresentedbymembersfromthelandscape/nurseryindustry,andnoparticipantsfromforestryandbiofuelindustries.Asaresult,itwasdecidedtomakeafocusedefforttoinvolvetheseunder-representedstakeholdersforthefuturemeetings. TheKaua‘istakeholdermeetingwasheldinJune,2014atKaua‘iNurseryandLandscaping,andwasattendedbyagoodvarietyofindustries.Someimportantstakeholdercommentsandquestionsaddressedduringthismeetingincluded:• Theprocessofdevelopingtherestrictedplantslistneedstobescience-based,clear,
andtransparent.(Agreed.TheentireprocesswillbedocumentedandpostedonCGAPSwebsite.)
• Weretheregulatoryagenciesinvolved?(Yes)• Therestrictedlistneedstobedynamic;thatis,theprocessneedstobeabletoadd
andremovespeciesfromthelist.Moreimportantlythisprocessneedstohaveareasonabletimelimit.(Agreed.Thetechnicalprocesswillremaindynamicandthiscomment/sentimentoftheindustrywillalsoberesonatedduringthepublicprocessthatprovidestheregulatoryframeworkforthislist).

invasiveplantspeciesthataredocumentedweedsonlistssuchastheU.S.NoxiousWeedList,Australia’sWeedsofNationalSignificance,NewZealand’sNationalPlantPestAccordList,andregionallistsfromAustraliaandall50U.S.states.Ofthe1238,442(36%)werefoundtobeinthenurserytrade(thatis,these442specieshadthepotentialofbeingdistributed/tradeddeliberatelythroughcommercialorprivateavenues).Thelistof442species,213areeitheralreadyregulatedornaturalizedinHawaiʻi,leaving229specieswhichcomprisethefirstdraftlist;theseplantsaredocumentedtobeweedyelsewhere,areinthenurserytrade,andarenotknowntooccurinHawai‘i. ShahiniscurrentlyusingtheHawaiʻiPacificWeedRiskAssessment(HPWRA)toscreenthe229plantspeciestodeterminetheirpotentialtobecomeinvasiveinHawai‘i.OnlythosethatareflaggedashighriskbytheHPWRAwillcomprisethe2nddraftlist,whichwillbepresentedtothestakeholdersfortheirinputtoformthefinallistofinvasiveplantspeciesthatarerecommendedtobeplacedonrestrictedlists.
Testing a Marine Invasive Species Risk Assessment (2014-2015) ThisprojecttoconvertaMarineInvasiveSpeciesRiskAssessmentfromaCaribbean-focusedtoaHawaiʻi-focusedtoolisbeingconductedbyRachaelWade,aGraduateAssistantunderthedirectionofUHDepartmentofBotanyprofessorsAlisonSherwoodandCurtDaehler,DARstaffandCGAPS.Rachaelstartedbyresearchingandbecomingfamiliarwiththedifferenttypesofspeciesriskassessments,andfoundthattheCentreforEnvironment,FisheriesandAquacultureScience(CEFAS;Defra,UnitedKingdom)adaptedtheoriginalNewZealandWeedRiskAssessmenttooltocreatetheMarineFishInvasivenessScreeningKit(MFISK)andMarineInvertebrateInvasivenessScreeningKit(MI-ISK).Thesetoolkitsprovideadditionalopportunitiesforcomparisonofriskassessmenttools,andtheyprovidegoodmodelsforfinalaestheticsanduser-friendlyinterfaces. RachaelpresentedtheprojectoutlineandgoalsoftheHawaiʻiMarineInvasiveRiskAssessment(HMIRA)atseveralmeetingstosolicitfeedbackandtopavethewayforengagingparticipationintestingandusingthetoolwhenitisready.Whilethesequestionsprovidedaconversationstartingpoint,manyoftheseintervieweesprovidedsignificantcontributionstotheobjectivesandmethodologyoftheprojectasaresultoftheirexperiences,includingsuggestionsforpublicationstrategyandnamesofadditionalexpertstocontact. withTNCmarinestaffinDecembertoassessthetool,lookatindividualquestions,andassesstheneedsfortransitioningthequestions/informationtoHawaiʻi-specificinformation.TheconcernraisedbyTNCstaffwasthattheweightingforeachquestionreallyrequiresaveryhighdegreeofmarineriskexpertise.Therefore,thenextstepin2015willbetomeetwiththecreatorofthetooltodiscussthetechnicalaspectsofweighting.Intheinterim,Rachelwillbeworkingonalistofnon-nativemarinespecies(thosethathavebecomeinvasiveinHawaiʻiandthosethathavenot;andthosethathavebecomeinvasiveinsimilarenvironmentsthatcouldpotentiallyarrive)thatcanbeusedtotesttheHMIRAforaccuracy.
Reducing Interisland Pest Movement at the Source (2014-2016) ThisprojectprovidesthreeyearsofsupporttoDr.ArnoldHaraoftheUHCollegeofTropicalAgricultureandHumanResources,todevelopandpromotetheuseofbestmanagementpracticestosurveyfor,andcontrolcoquifrogs,LFAandotherintersislandquarantinepestsatapproximately10-12plantnurseriesthatshipinterisland. Duringthisgrantperiod,Dr.Haraconductedindustryoutreachatmultipleevents,andcontinuedquarantinetreatmenttrialstoinformHDOApolicy.Dr.Hara’steamalsoworkedwithfournurseries,successfullymitigatingLFAandbananabunchytopvirus(BBTV)movementfromthosenurseries.TwoofthesearedescribedbelowbyDr.Hara:
Nursery 1: Waiakea Uka (Hawaiʻi Island) Little fire ants (LFA) were suspected in propagative hapu`u stumps originating from this nursery. This nursery also bags and ships volcanic cinder intra- and inter-island; however, no LFA was ever detected in cinder from this nursery. Currently, Hawaii Department of Agriculture, Plant Quarantine inspects only propagative plant material and does not inspect cinder or hapu`u logs. Kyle Onuma, project personnel, surveyed for and detected LFA on April 23, 2014 around the cinder pile, packing area, bagged cinder storage area, and surrounding properties, and applied Probait. No LFA were found in bagged cinder on the premises. Approximately one week later (April 29, 2014), K. Onuma created a buffer zone around the cinder piles and packing/storage sites by applying herbicide to control noxious weeds (grass species, Tibochina herbacea, Clidemia hirta), and treated nursery borders with Talstar for LFA. Probait was reapplied at the nursery 13 weeks after the initial treatment (July 29, 2014), and again after 8 weeks (September 18, 2014) when LFA were detected on a lychee tree on the nursery property. The buffer zone was maintained with a reapplication of herbicide and Talstar approximately 6 months after the first applications (October 20, 2014), and Amdro was applied throughout the nursery. and regulations for inter-island shipments should include media inspection and treatment, if necessary.
Nursery 2 (Waiakea Uka) (Hawaiʻi Island) This nursery grows ornamental potted plants for intra- and inter-island shipping. On April 30, 2014, the nursery was surveyed for LFA, which was detected in two areas on the site as well as along the surrounding perimeter and on two residential lots adjoining the nursery. All sites were treated with Probait by Kyle Onuma. Six months later, LFA were detected on lychee and banana plants on the nursery, so Tango (S-methoprene) was applied. At the same time, banana trees with symptoms of banana bunchy top virus (BBTV) were detected, and the plants were destroyed.
State Biofouling Risk Assessment & Bishop Museum Biofoul Organism Identification (2013;extendedtoDec.31,2014) ThisprojectwasconductedbySoniaGorgulaoftheDivisionofAquaticResources,contractorsIanDavidsonandGregRuizwiththeSmithsonianEnvironmentalResearchCenter(SERC),andBishopMuseummarinespeciesspecialists,andthefinalreportisinreview. Thereportreviewstheintroductionofnon-nativemarinespeciestoHawaiʻi,thevastmajorityofwhichareunintentionalintroductionsofspeciestothestateinballasttanksofships,inwatersystemsofboats(bilgetanks),inthedryballastofhistoricalvessels,andmostprominently,attachedtosubmergedsurfacesofvesselsasbiofouling.Upto78%oftheintroducedandcryptogenicmarinespeciesinthestatehavebeenbroughttotheislandsbyvesselbiofouling. ThereportalsoevaluatedtheshippingtraffictoHawaiʻi,andassessedcurrenthullhusbandrypracticesviaavoluntaryquestionnaire.Onehundredandtwenty-fiveuniquevesselresponseswerereceivedandanalyzed,whichisapproximatelyone-thirdoftheuniquevesselarrivalstoHawaiʻiannually.Theresultsshowthatthemajority
ofvesselsthatrespondedtendedtodry-dockonathree-yearratherthanafive-yearcycle.Thisincreasesthelikelihoodthatthecoatingsusedtoreducebiofoulingaccumulationonvesselsarewithintheirrecommendedtimespanforuse.Sincethisistheprimarymeansofreducingbiofoulingrisk,itisencouragingthatalargeproportionofHawaiʻi’svisitingvesselsadoptsuchastrategy.

Finally,thereportalsoprovidesrecommendationsforresearchandmonitoring.SomeofthehighestprioritiesaretoconductstandardizedandrepeatedbaselinesurveysforbiofoulinginvasionsintheHawaiʻi,andthecollectionofvectordata(samplingvessels)toevaluatecurrentspeciestransfers(now)andmeasurepolicyefficacy(later).ThefinalreportwillbepostedontheCGAPSwebsite.
Capacity Support for CGAPS(2013;extendedtoDec.31,2014;2014) ThisgrantprovidedpartialfundsfortheCGAPSPIOandafullyearofsalaryandoperationalsupportforAmandaSkeltontofocusonpromotingtheHawaiʻi-PacificWeedRiskAssessment,itswebportalwww.plantpono.org,andrelatedoutreachtohigh-priorityaudiencesthatimportandpromoteplants.Amanda’sprogressin2014issummarizedinthissection. Sincestartingoutreachtoplantindustrypersonnelin2013,AmandafoundthatalthoughmanyhadheardoftheHPWRA,therewasstillalackofunderstandingaboutthetoolandhowitworks.Further,personnelthatwereconsideredplant“experts”werenotlikelytorequestthataplantbescreened.Therefore,adeliverablein2014wastoidentifyplantindustryindividualsthatwouldbenefitfromworkshops.AmandaorganizedaseriesofworkshopstaughtbyHPWRASpecialistChuckChimeraandheldonKauaʻiinOctober.Twowerefor“lay-people”whichprovidedanon-technicaloverviewoftheHPWRAandfocusedontraitsthatmakeaplantlikelytobecomeinvasive.Nearly30peopleattendedtheworkshops,withrepresentativesfromforestry,FarmBureau,nurseryandlandscaping,mastergardeners,andothersinvolvedinhorticulture.Thethirdworkshopfocusedonthetechnicalelementsofassessments,andinvitedparticipantsweresixplantexpertsthathadastrongbotanicalbackground.AdditionalworkshopswillbeplannedincoordinationwithChuckandtheInvasiveSpeciesCommitteesoneachisland. AmandaalsooversawworkonthePlantPonowebsitebyworkingwiththecontractoronwebsitechanges.Onechangewillallowplantenthusiaststofilloutanonlineformwithproposedplantsandplantinginformationforthe“pono”plantdatabase.AmandaalsoengagedMasterGardenersintheprogrambycreatingavolunteerjobdescriptionandtrainingvolunteerstoincreasethedatabaseofponoplants.
