Mayhem erupted in parts of Tshwane this week over the ANC’s choice of a mayoral candidate for the local elections.
The city centre, Mamelodi and the west and north of the city resembled a war zone at times.
With at least one death reported, 22 buses were torched and several roads were blocked by burning tyres.
A police vehicle was overturned and trucks and cars were set alight.
The ruling party announced on Monday that incumbent mayor Kgosientso Ramok-gopa would be ousted by former cabinet minister Thoko Didiza.
Should the ANC retain the Tshwane metro in the 3 August local elections, she would be the new mayor. The violent reaction to the news came within hours.
In an attempt to control the violence, all police members, even those on rest days, had been called in for duty. A joint operations centre had also been established.
Ramokgopa called for calm on Tuesday and distanced himself from the violence be-ing committed in his name.
But protesters vowed to continue on their destructive path until the ANC reversed the naming of Didiza as mayoral candidate for the capital.
Ramokgopa urged the community, resi-dents and ANC structures to embrace the “unifying” decision to name Didiza.
“The foundation laid (by the ANC) in Tshwane over the past fi ve years will be executed diligently by the new council and executive posts on 3 August,” Ramokgopa said. He visited several protest hotspots on Tuesday, starting in Atteridgeville, mov-
ing to Mamelodi, Hammanskraal and Soshanguve before entering the inner city.
Monday’s announcement by ANC general secretary Gwede Mantashe followed weeks of speculation and uncertainty.
The burning question was who would take the ANC in Tshwane metro through the upcoming municipal poll – regarded by experts and observers as the most important one since 1994.
Trouble already started on Sunday as ANC members waited at the Tshwane Con-vention Centre for news of who would be named as mayoral candidate.
At that stage the choice was between in-cumbent Ramokgopa or his current number two in the Tshwane council, Mapita Mat-sena.
An ANC member was shot dead as un-known gunmen opened fi re at those waiting at the centre when it became known that Didiza was actually the front-runner.
On Monday morning, Mantashe announ-ced from Luthuli House in Johannesburg that Didiza would be the ANC mayoral candidate in Tshwane.
She formerly headed the public works ministry after being minister of agriculture and land affairs.
She is widely seen as a compromise appointment to prevent strife and violence between the factions supporting Ramokgopa and Matsena.
The fact that Ramokgopa was not named as mayoral candidate took many by surprise as heis currently ANC regional leader.
Regional leaders traditionally took the position as mayor but this was the fi rst year that the ANC actually named individual candidates.
Speculation is rife that Ramokgopa was
made the scapegoat for divisions between the ANC and its alliance partners in Tshwane. On Saturday, the ANC announced all its mayoral candidates except the one for Tshwane.
On Saturday, Mantashe also announced that Johannesburg mayor Parks Tau would return as the party’s candidate.
Deputy Trade and Industry Minister Mzwandile Masina would be the Ekurhuleni candidate. This meant that current mayor Mondli Gungubele would not return.
In Nelson Mandela Bay, current mayor
Danny Jordaan would remain the candidate. In Mangaung, Olly Mlameli would
replace current mayor Thabo Manyoni. The Cape Town mayoral candidate was Xolani Sotashe, in eThekwini it was Zandile Gu-mede with Xola Pakati in Buffalo City
Didiza was born on 2 June 1965 in Durban and holds a BA Hons degree. She is married and has fi ve children.
In 2008, she was one of nine ministers who resigned their positions when former President Thabo Mbeki stepped down as president.

A payment of R950 million to Peu Capital Partners by the Tshwane metro was tem-porarily halted by the North Gauteng High Court on Wednesday.
The decision by the court followed a successful urgent application by the civil rights organisation AfriForum, which argued the municipality had tried to “sneak through” the massive payment to Peu with the knowledge that the ill-fated contract for the city’s smart pre-paid electricity was not
above board. The court made an interim order pre-
venting the payment of amounts totalling R950 million to Peu, giving the Tshwane metro until 5 July to give reasons why the order should not be made permanent.
AfriSake, a division of AfriForum, fi led the urgent application after it learnt that the metro was about to pay over the money.
The controversial multi-billion rand contract between the metro and Peu was cancelled in May last year, after the deal had been found to be irregular.
National government had warned Tshwane on several occasions not to enter into the contract, saying it was, among other reasons, too expensive.
The metro however, concluded the con-tract with Peu and smart electricity meters were rolled out in the city.
During the 2014/15 fi nancial year, Peu was paid some R830 million despite only 12 900 smart meters had been installed.
The contract was later cancelled and al-though the municipality stressed there had been no cancellation penalties to be paid
to Peu, the exact exit agreement between Tshwane and Peu was never disclosed.
At the time however, the metro said be-cause of the smart meters that had already been installed and serviced by Peu, there were still some contractual obligations regarding the cancelled contract.
The court heard on Wednesday the bulk of the more than R1 billion of irregular spending by the Tshwane metro during the last fi nancial year as pointed out by the auditor-general, could be attributed to the Peu contract.

Several cases of meningitis have been reported in Pretoria and other parts of the country in June.
Life Med ambulance services trans-ported fi ve patients with the disease in Pretoria and two from their Bela-Bela branch. Spokesperson Jolindi Prinsloo urged the public to be aware of the signs and symptoms of meningitis.
“Meningitis is a serious disease with

Businesses along Paul Kruger Street in Capi-tal Park are feeling the pinch after off-road parking and loading zones were removed to make way for the Bus Rapid Transport (BRT) system.
On Friday, business owners and DA mem-bers gathered at Filter World, one of the af-fected shops, where owner and Capital Park Business Forum chairperson Dave Brown said the loss of parking space and loading zones had created tremendous hardship for businesses.
“We have lost over a million rand just in trading. We’ve suffered a loss of R2 million in capital devaluation.”
Brown said about 20 businesses in the street had gone bankrupt because customers had nowhere to park, and 150 people lost their jobs since the start of the BRT project.
“The council unilaterally confi scated busi-ness parking. All the parking on the western side of Paul Kruger was taken away. On the eastern side it was taken away from the Paul Kruger statue up to Mansfi eld Avenue.”
Brown said the forum was not informed parking spaces and loading zones would be removed.
“In 2013, the council held public mee-tings to inform stakeholders of the plans regarding the BRT. The council however, did not properly consult with business owners. They never said they were going to take our parking away,” he said.
The BRT project went ahead despite concerns raised by the forum, which made it clear to the council businesses were going to suffer due to the lack of parking space.
In 2014 the forum submitted a petition to the council after which a focus working group was established consisting of council
offi cials, engineers and other role-players who were a part of the BRT project.
“The purpose of the group was to mitigate [the problem]. They promised that our par-king would be returned in more or less the way it was before. This never happened,” said Brown.
After a while the focus group fell apart.“We have been totally ignored,” said
Brown.Brown said the forum was currently
working to solve the problem with the DA and its compatriots in Lynnwood, who could soon be in a similar situation.
“This problem has a hugely negative effect on the local economy. The BRT role-players are ignoring the citizens and that is a statutory offence.”
Brown said he was planning to claim for damages against the council.
“We are planning on putting in claims of damages for losses. This could be millions of rands. The 20 other businesses who went broke are going to do the same,” he said.
Ward 58 councillor Elma Nel said the lack of planning by the Tshwane metro had cost businesses.
“The BRT line 1B running along Paul Kruger Street is not yet functional, yet the businesses on this line are facing bankruptcy due to bad planning and ignoring of input in the planning phase.”
She also stressed that business owners had concerns before the project started.
“During the construction phase, business owners objected to parking being removed in front of their shops. In meetings, they were promised there would be parking, yet now all parking is removed and pavements are badly constructed.”
Apart from businesses suffering, there are problems with completing the BRT bus line.

The largest waste water treatment works (WWTW) in Tshwane, Rooiwal, has reached its hydraulic capacity.
The fi rst phase of a billion rand extension to the plant could start as soon as next month.
The shortage of adequate infrastructure had also resulted in the contamination of ground water in the vicinity of the plant.
Rooiwal WWTW currently treated some 180 million litres of sewage and waste water per day from various parts of the metro, said David Ntsowe, Tshwane’s acting director of waste water treatment.
It needed extra capacity to handle an addi-tional 80 million litres daily.
The 180 million litres amoun ted to 39% of the total waste being treated in the metro each day.
Reacting to a statement by DA mayoral candidate for Tshwane, Solly Msimanga, that the residents of among others Hammans-kraal were being placed at risk by untreated run-off from Rooiwal, Ntsowe admitted groundwater in the vicinity of the plant had been contaminated.
He said sometimes, under-trea ted waste also ran into the Apies river as a result of a sudden huge infl ux of stormwater into the plant.
Heavy stormwater fl ow was not only a result of rain, but also of households with illegal pipe connections – water pipes being connected to the sewerage system.
The areas contributing sewage to Rooiwal were also increasing at a rapid rate, Ntsowe
said.He added that problems with mainte-
nance, such as the availability of spare parts, also caused treatment problems.
He stressed that no waste facility had been built to handle sudden large amounts of stormwater fl ow.
“Sometimes stormwater results in two and a half times the normal fl ow.”
Ntsowe spoke during a visit to Rooiwal WWTW on Tuesday, where pro blems expe-rienced at the sewage works and corrective steps were discussed.
“Despite having several hectares of concrete slabs at Rooiwal used for drying the solid waste, this is not enough and we are forced to use land at our disposal for the drying of sludge.”
He said testing of the groundwater showed that contamination had taken place as a result of being forced to use land in ad-dition to the special concrete slabs during the process of drying solid waste.
“Our plan is to stop disposing of sludge completely. We know what problems we face and have plans in place to completely halt practices that harm the environment.
“The approved extension of the plant will take several years to complete and in the meantime, we will be implementing initia-tives that will ensure quick resolutions to our problems,” Ntsowe said.
“We are ready to start implementing chemical enhanced primary treatment (Cept), a process used quite expansively and successfully throughout the world.”
He explained when applied correctly, Cept could delay capacity outlay for quite

some time. The use of Cept would be funded out of Rooiwal’s operating budget.
Ntsowe said because of budget restraints, the extension would take place in four pha-ses. “Fortunately, capacity will be increased with the completion of each phase.”
Meanwhile, Msimanga said DA shadow
deputy minister of water and sanitation, MP Leon Basson, had visited the plant on three occasions last year to inspect the facility.
“On his fi rst visit in July 2015, Basson witnessed 104.8 million litres of untreated sewage spilling into the Apies river on a daily basis.”

Mikayla Robbertse (9) se vinger is verlede week afgesit.

our labourQuestion: Do you hate your job, or do you just hate working? Colossians 3:23 in the Amplifi ed Bible says: “Whatever may be your task, work at it heartily (that is, put in your very best effort) as something done for the Lord and not for men.”
Abraham Lincoln said: “My father taught me to work. He did not teach me to love it.”
On the other hand, Thomas Edison, the inventor of the electric light bulb, said: “I never did a day’s work in my life. It was all fun.”
Sir Theodore Martin, a British author and translator said: “Work is the time stimulant of life. The busiest man is the happiest man.”
A loving mother wanted to inspire her lazy son, so she called him one mor ning and asked him what he was doing. He said: “I’m still lying in bed.” She re-sponded: “Aren’t you ashamed to be lying in bed so late in the mor ning?” The boy replied: “Yes mother, I am ashamed, but I’d rather be ashamed than get up.”
In Proverbs 18:9 we read a very chal-lenging scripture: “He who is loose and slack in his work is brother to him who is a destroyer, and he who does not use his endeavours to heal himself is brother to him who commits suicide.”
Regardless of what kind of work you do, you choose your attitude towards your work and towards the people you work with daily.
You can motivate yourself or you can demotivate yourself – the choice is yours.
I remember meeting a middle-aged man who always seemed to have a zeal for life. I asked him what kind of work he did. He answered: “I’m a janitor in a private company, but I go to night school because I constantly want to improve myself.” I said: “At your age you still go to night school?”
“Oh yes,” he responded. “I grew up in a poor home, but I know that God has given me certain gifts and talents. I have made a quality decision to make the best of them.”
I asked him: “What inspired you to adopt that kind of attitude at your age?”
His answer amazed me. He said: “When I got born again, I realised that 2 Corin thians 5:17 said ‘...if anyone is in Christ he is a new creation, old things have passed away; behold, all things have become new’.
“I then said to myself – old things have passed away and I can choose to behold the new, so I chose to behold the new.
“This year I will complete my matric and then I will continue with my studies towards a degree. I know that as a new creation, by the grace of God, it will be within my reach.” Wow. What an attitude.
There is good news and there is bad news.
The good news is, local government elections will go ahead on 3 August.
The bad news is the voters’ roll is il-legal.
Contra the Constitution. This was the fi nding of the Constitu-
tional Court when Chief Justice Mo-goeng Mogoeng said last week the IEC’s failure to record addresses of voters was inconsistent with the rule of law and was invalid.
Because the ConCourt did not have the power to postpone elections, the poll will go ahead on 3 August.
Illegal voters’ roll and all. Here is the question. How on earth could the Independent
Electoral Commission (IEC) not manage to comply with the stipulation and verify voter addresses in good time?
The only explanation to date came from Cooperative Governance and Tradi-tional Affairs Minister Des van Rooyen.
He blamed the current “mess” of the voters’ role on apartheid.
I fi nd this incredibly inept. South Africa’s new democratic
Constitution was crafted 22 years ago by the majority party, ANC, of which Van Rooyen is a member, sitting MP and Cabinet Minister.
It is time the ANC takes responsibi lity for their blundering incompetencies and stop shifting blame for their maladmini-stration.

Picnic against drugs held for communityStephen Selaluke
A rise in drug abuse in Villieria has prompted residents, the CPF and Villieria police station to join forces against the problem
They held a picnic to attract as many people as possible with the aim of educating the local community about the folly of using drugs.
Residents gathered in East Lynne at Jack le Roux rugby club on Sunday.
Numerous police units put up stalls to enlighten people about the ins and outs of drugs.
Major-general Yvonne Botsheleng of Villieria police station said drugs de-stroyed lives and the event was organised in an attempt to make people aware of this reality.
“Taking drugs can lead to the youth committing crime and we are targeting the youth because they are the future leaders of this country,” said Botsheleng.
Artists Arri Opperman, Tiro and Gary Forwood entertained the crowd with music.
Other activities of the day included jumping castles, face painting, a color run, a talent show and motorbikes.
Zenzo Mlandu and Bearurin Phillips.

PRETORIA MOOT REKORD FRIDAY JUNE 24, 2016 11
Take care with alterationsIt is natural these days for homeowners to consider making alterations to their exis ting home rather than buying a new one.
But it really is not a good idea to make extensive changes without doing your homework.
First check that you will not be over capitalisingyour property, says Berry Everitt, CEO of the Chas Everitt Interna-tional property group.
“Unfor-tunately, the money an owner spends on improve-ments does not always translate into an equivalent increase in its value.
“The result is when you do eventual-ly decide to sell, you will probably not recoup the full cost of the improvements in the sale price and your potential profi t on the property will be eroded.”
Writing in the Property Signposts newsletter, Everitt suggests consultation with an expe rienced real estate profes-sional before any remodelling projects.
Your money might be better spent as a deposit on a new home. Also keep in mind that the Capital Gains Tax (CGT) exclusion on primary residences is cur-
rently set at R2 million.
That sounds like a lot to most people, and according to the SA RevenueService it does mean that most primary homes in SA will never be
subject to CGT.“If you bought your home more than
10 years ago however, it is worth check-ing to see that any improvements you make would not push your eventual potential gain on the property over the R2 million mark.”
When it comes to renting out a property, a home inspection is vital to ensure the in-terests of both the landlord and tenant are protected, says Grant Rea, RE/MAX living rental specialist.
He says while it may seem like a tedi-ous exercise, not doing a proper inspection will leave the landlord with little, or no legal recourse should their asset be dam-aged.
“Landlords or rental agents who have not conducted a property inspection when the tenant takes occupation, will not be able to take any action in the event that the rental unit is damaged during the tenancy.”
Generally a landlord or rental manage-ment agent will be able to withhold the rental deposit to mitigate any fi nancial cost of repairing any damage to the rental unit. However if no property inspection was done beforehand, there will be no legal rights to do so.
Elly Stavros, operations and marketing director of Property Sprout, specialising in streamlining the property inspection process, says SA legislation, through the Rental Housing, Unfair Practices Regula-tions and Consumer Protection Acts, dic-tate the practice around home inspections and the refund of the damages deposit.
“According to the Rental House Act, when a property is rented, it is required that an agreed-upon, documented ingoing and outgoing inspection is undertaken by both the landlord and the tenant.
“If either party is unable to attend, an assigned representative may be sent,” says Stavros.
“The act also stipulates that the tenant
may pay the damage deposit before they take occupancy of the rental unit.”
She says it is not just in the landlord’s best interest to undertake an inspection.
Tenants benefi ts in that they cannot be held liable for any damage that had been there prior to them moving in.
“If tenants do not attend property in-spections, they are vulnerable by accept-ing the landlord’s version of the state and condition of the property.
“This could lead to disputes and the deposit being forfeited down the line,” says Stavros.
It is also advisable for landlords to under take a midterm inspection approxi-mately halfway through the tenancy agree-ment in order to monitor the state of the property and intervene early if there is any breach or damage.
Stavros agrees that a midterm inspec-tion will ensure any unpleasant situations will be nipped in the bud and not escalate any further.
“A midterm inspection allows landlords to monitor their assets during the ten-ancy and it allows tenants to bring up any maintenance or repair issues that should be done.
“There is no need for the midterm inspection to be long and drawn out, but it is vital that any obvious damage or press-ing maintenance issues are documented so that they can be addressed by the relevant party,” says Stavros.
She says if property inspections are done properly, they can provide a safety net to all parties involved, saving both time and money.
Inspections are important

The SPAR Proteas and Baby Proteas both achieved a whitewash over Wales in the SPAR Challenge International Netball Series at the Durban International Convention Centre.
In the fi nal matches on Sunday, the Proteas beat Wales 64-50, while the Baby Proteas thrashed their Welsh counterparts 88-21.
The Proteas did not have everything their own way in the third and fi nal match.
Wales, that ranked eighth in the world to South Africa’s fi fth, had a brilliant fi rst quarter. Halfway through the quarter, they went into a 6-9 lead, after overturning two consecutive centre passes.
The Proteas also overturned centre passes, but Wales won the quarter by 15 goals to 14.
The Proteas started to come back in the second quarter, but the lead changed hands several times before South Africa crept ahead to win the quarter by 15 goals to 13.
However, it was situation normal after halftime, with South Africa moving swiftly to lead by more than 10 goals.
Izette Lubbe took a blow to the knee and was replaced by veteran Protea Erin Burger, and goal shooter Lenize Potgieter limped off after twisting her ankle, giving 19-year-old Siggie Burger the opportunity to win her fi rst cap. South Africa won the quarter 16-11 and the fi nal quarter 19-11.
Coach Norma Plummer, who returns to Australia on Monday, said she was very happy with the outcome of the series.

In dié marathon volg atlete ’n uitdagende roete oor moeilike terrein in skofte oor sewe dae.
So, wat is volgende? Is daar nog doelwitte vir Pretoria se grootmeester ster? “Sonder twyfel,” is Nel se besliste antwoord.

Show gratitude with SPAR race“What if you woke up today only with the things you were grateful for yesterday?”
This is the question that SPAR wants every person taking part in the 2016 race to ask themselves. It is an encouragement to count your blessings and to recognise how much there is to be grateful for.
In recognition that true gratitude could only be recognised when perspective on life is gained, SPAR encouraged and supported three special individuals who had seemly lost everything – through forces beyond their control – but who were able to rise above the challenges that life had thrown at them.
They epitomise SPAR’s gratitude cam-paign as they have allowed their gratitude for life to become bigger than the stories of what happened to them.
They were honoured at the offi cial race introduction on 8 June in Pretoria. Each shared what they were now most grateful for.
Helga Barkhuizen (31) who lost her leg in a car accident two years ago says she now realised that nothing was promised or owed.
“Your health, wealth, faith or assets are not guaranteed. That is why we should all celebrate life.
“I am grateful to be able to celebrate an-other day – for waking up and being able to share this with others,” says Barkhuizen.
Lizelle Van Zyl was diagnosed with Guillian-Barré syndrome last year at age 17 after her body suddenly went numb one day.
“When I got sick SPAR came in with a
lot of support,” says Izelle. “They also made a big deal of the people
who walked for my cause in last year’s race.“The fact that SPAR was there for me and
gave me so much love and support drasti-cally shortened my recovery time and they gave me a lot of hope that I was going to get through this.”
Today, Izelle can walk and almost run – and she is back at school.
“Gratitude is something that is very im-portant in my life and I only recently learned the greater defi nition of it.
“I am grateful for the fact that I can breathe and that I have people around me who love me and support me and I am grate-ful for the family that I have in SPAR.”
JG Oosthuizen, age 18, was paralysed from the shoulders down after a freak acci-dent that happened while he was swimming with friends on holiday in Mossel Bay.
“The involvement of SPAR in my jour-ney – and through them, the Jacaranda Good Morning Angels – and their support meant a lot to me and made me believe that there is still hope in believing in other people for help,” JG says.
“I have learnt to appreciate what I have after going from having everything and not appreciating it enough. I now know what it feels like to lose everything.
“To me, gratitude is apprecia ting the friends and family who care for you each day and never losing their love.”

A Centurion swimmer was recently invited to swim with a club in Arizona in the US and compete as part of their team at the Sectionals Gala.
Taneal Baptiste swims with Players Swimming Club and is one of the top swimmers in her age group in South Africa.
She has won the 200m and 400m free-style for the last two years, at the junior national championships. She also won the 100m freestyle in 2014, and silver in 2015.
Baptiste, a pupil at Cornwall Hill Col-lege, is also strong in the butterfl y events and has fi nished in the top fi ve over the last couple of years at national champion-ships.
Her versatility was one of the reasons the American club invited her to train with them and compete in the American competition. All the swimmers there are extremely strong and mostly faster than South Africans.
Baptiste made the trip to the US and stayed there for about two months. She enjoyed training with the team and experien cing Arizona State University.
As a bonus, she also had the opportu-nity to meet Michael Phelps while on a tour of the university.
Baptiste got to interact with current National Collegiate Athletics Association swimmers and to be part of a club team. She was also matched with the strength of American swimming, the facilities and how US swimmers competed and trained.
Baptiste did extremely well at the gala, making the fi nals and swimming some
personal best times. The highlight for her however, was to
experience a new level of training and competition and to see how she could do things differently and where she needed to improve, taking her swimming to a next level.
Remember the name Taneal Baptiste, we will defi nitely hear a lot from her in the future.
