132/18 – CRISIS SITUATION

1. Any crisis situation related to Pacific Region cadet activities that involve cadets, COATS

members, CIs, and/or volunteers shall be reported to the Regional Cadet Support Unit (Pacific)

as soon as possible.

2. After engaging local emergency services as required, Corps/Squadron Commanding

Officers are to contact their J3 Zone Training Officer with an initial report of the situation.

Should the J3 Zone Training Officer not be available, the applicable J3 Area OIC shall be

contacted. In the event that the J3 Zone Training Officer, or the J3 Area OIC are not available,

the J35 Chief Training Officer, LCol Head, is to be contacted at 250-508-7572.

Commander, taking over from Col D. Perrault.

137/18 – SECURITY SCREENING UPDATES

Ref: NDSOD Chapter 4

1. Reliability Screening consists of conducting verifications and checks in order to be able

to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF

members and civilian instructors working in support of the CCO. IAW ref, RS must be updated

every 10 years.

2. Annex A contains a list of personnel who must renew their RS prior to the due date

indicated, a list of personnel who have passed the RS update deadline and have been directed to

cease all cadet activities including voluntary duty/support and a list of personnel who are

authorized to return to duties as their RS has been approved.

138/18 – PRC/VSS REQUIRING UPDATE

Ref: CATO 23-04

1. IAW ref, all members shall update their Police Record Check/Vulnerable Sector

Screening (PRC/VSS) every five years.

2. Annex B contains a list of personnel whose PRC/VSS will require renewal, personnel

who have extended beyond the five year mark and have been directed to cease parading as well

as personnel who are authorized to recommence duties.

139/18 – RCSU (PAC) RESERVE EMPLOYMENT OPPORTUNITIES

1. Reserve Employment Opportunities (REOs) with the Regional Cadet Support Unit

(Pacific) are available to serving Reservists who meet the required criteria as stated for each

employment opportunity and can be found at: http://armyapp.forces.gc.ca/reo-

oer/en/VCDSBRANCH.aspx.

2. The following REOs with the Regional Cadet Support Unit (Pacific) are currently

published / will be published shortly:

140/18 – CANNABIS POLICY AND BRIEFINGS

B. DAOD 9004-1, Use of Cannabis by CAF Members

1. On 17 Oct 18, cannabis will be legalized in Canada. DND/CAF released its policy on use

of cannabis by CAF members in refs A and B. On 17 Oct 18, Natl CJCR Sp Gp will implement

the DND/CAF cannabis policy across the entire Formation and further shape it to fit the Natl

CJCR Sp Gp particular environment in order to be compliant with CAF policy and ensure safety

of the Cadet and JCR Programs.

2. As part of the CAF’s policy roll-out, all members will participate in initial education

briefings. These briefings have commenced with the Formation Commander providing a

briefing to RCSU (Pac) senior staff. The remaining RCSU (Pac) staff will soon be briefed and

then Area / Zone staff will be holding briefings with corps/squadron COs. Once briefed,

corps/squadron COs will be required to deliver briefings to their staff. The briefing will be

available on SharePoint by 5 Oct 18. Attendance at the briefing is to be recorded on the

attendance form that will be provided on SharePoint and must be submitted to RCSU (Pac) on

completion.

3. A CANCDTGEN will be issued NLT 16 Oct 18 and will be followed by a Natl CJCR Sp

Gp Order. The CANCDTGEN will provide policy direction for the CCO.

4. All CAF members must be aware of the policy detailed in ref B. BGen Cochrane has

issued the following as part of his Commander’s Intent with regard to the CAF cannabis policy:

a. ABIDE: Individuals must abide by the policy and the specific prohibition periods

for cannabis consumption and possession before and during their duties and

participation in cadet and JCR activities;

b. INFORM: Individuals must inform their CO, Activity OIC, or supervisor without

delay if they are unable to perform their duties or participate in an activity

because of cannabis consumption;

c. REMOVE: COs, Activity OICs or supervisors will temporarily remove from duty

or any activity any individual who is observed to be under the influence of

cannabis, until it is determined that the member can safely and effectively return

to the duty or activity; and

d. ADDRESS: RCSU COs will deal with misuse of cannabis by an individual

through the most appropriate administrative or disciplinary action, or both, as per

DAOD 9004-1.

5. For CAF members, DAOD 9004-1 establishes a framework for the responsible use of

cannabis. Every CAF member must become familiar with the policy on cannabis in order to

ensure that they are compliant and in order to ensure others are abiding by the policy

requirements. The following is provided as an overview of the policy detailed in DAOD 9004-1

as would relate to the duties of a COATS member:

a. CAF members are required to conduct themselves in a professional manner and

are expected to make responsible choices regarding the use of recreational

cannabis;

b. CAF members must not engage in any misuse of cannabis. Any misuse will be

dealt with through administrative or disciplinary action, or both;

c. CAF members must inform their supervisor immediately if their ability to

perform their duty is compromised due to cannabis consumption;

d. CAF members are prohibited from cannabis consumption:

(1) 8 hours before any known or expected performance of any duty, and

(2) during the entire period of the working day or shift;

e. CAF members are prohibited from cannabis consumption and possession:

(1) during the entire period that the CAF member is in or on any vessel,

vehicle or aircraft, military or civilian, operated by or in support of the

DND or the CAF, and

(2) during the period that the CAF member is on training for the basic military

officer qualification and is restricted from leave;

f. the CDS has ordered the following periods of prohibition for cannabis

consumption (additional to 8 hrs prior to any duty):

(1) 24 hours before any known or expected performance of any of the

following duties, involving a heightened risk and higher-than-usual need

for attention to detail:

A. operation or handling of a loaded weapon or ammunition,

B. operation of a wheeled vehicle,

C. parachuting, rappelling or fast roping activities, and

D. maintenance of parachuting, rappelling or fast roping equipment,

and

(2) 28 days before any known or expected performance of any of the

following duties, involving operating in a highly demanding environment

or in a precision-oriented task:

A. service as a member of a crew of a military aircraft as a pilot.

g. all CAF members are responsible for being informed of the DAOD, reporting an

incident of suspected misuse, and informing their supervisor if they are unable to

safely and effectively perform their duty due to cannabis consumption; and

h. CAF members may seek clarification of the policies or instructions set out in the

DAOD through their chain of command.

6. While further detail will be released in the CANCDTGEN, it will be clearly directed that

cadets shall not consume or possess cannabis when involved in any cadet activity. COs, Activity

OICs or supervisors will temporarily remove from an activity any cadet or JCR who is observed

to under the influence of cannabis, until it is determined that the cadet can safely and effectively

return to the activity. The Cadet Program will continue to deliver a set of fun, challenging, well-

organized and safe activities in an impairment-free environment.

141/18 – CTC POSITIONS 2019 – COATS MEMBERS AND CIVILIAN INSTRUCTORS

1. The list of positions for CTC positions for summer 2019 will be promulgated in the

November 2018 Routine Orders. In preparation for the upcoming staffing season, the following

important dates are to be noted:

a. 1 Nov 18 – application instructions and available positions will be published in

the RCSU (Pac) Routine Orders;

b. 16 Nov 18 – applications for senior staff (LCdr / Maj) positions for CTC 2019

will be due to RCSU (Pac). Senior staff offers will be made prior to the

Christmas break;

c. 7 Jan 19 – all other adult staff applications (COATS members and CIs) will be

due; and

d. 15 Jan 19 – Staff Cadet applications will be due in FORTRESS.

2. Initial staffing selections will begin in mid-January 2019, therefore, it is important that

applications are submitted on time.

142/18 –OUTSTANDING POSITIVE YOUTH DEVELOPMENT AND PROGRAM

OUTREACH

Refs: A. 4500-3 (D Cdts & JCR 6-4) Implementation Instruction – Positive Youth Development

and Program Outreach (PYDPO) 16 January 2015

B. DAOD 5019-4, Remedial Measures

1. Ref A and repeated RO entries have directed that all CIC officers, COATS members, Reg

F and P Res members working in support of the CCO, civilian instructors and volunteers are

required to complete the Positive Youth Development and Program Outreach (PYDPO) learning

package. Annex C is a list of personnel whose record does not indicate completion of PYDPO

(as of 1 Oct 18).

2. Members who are active with the Cadet Program and have not completed the required

PYDPO training as directed will be placed on remedial measure in accordance with ref B.

143/18 – PYDPO GAP PACKAGE – CANADIAN CENTRE FOR CHILD PROTECTION

B. 4500-3 (D Cdts and JCR 6-4) Deployment of the Positive Youth Development and Program

Outreach (PYDPO), 19 January 2015 (NOTAL)

C. DAOD 5019-4, Remedial Measures

1. As detailed in ref A, the National Cadet and Junior Canadian Rangers Support Group

(Natl CJCR Sp Gp) has been working proactively with the Canadian Centre for Child Protection.

This charitable organization is dedicated to the personal safety of all children, with a goal to

reduce child victimization by providing programs and services to Canadians. They operate

several programs including Cybertip.ca, Missingkids.ca, Kids in the Know, and Commit to Kids.

2. As a result of this relationship, the Canadian Centre for Child Protection have made

available some of their online training. After careful review of our learning package, Positive

Youth Development and Program Outreach (PYDPO), one such opportunity has been identified

within the learning module on child sexual abuse, specifically regarding the grooming and luring

process that can occur in child sexual abuse.

3. For all current adult leaders in the CCO who have not yet completed PYDPO (as per ref

B) and for all new adult entrants to the CCO, an updated PYDPO, including access to Commit to

Kids: Helping Organizations Prevent Child Sexual Abuse, has been launched in the Defence

Learning Network (DLN).

4. As directed in refs A and B, all adult leaders who completed PYDPO prior to 1 Feb 18

are required to complete the relevant portion of the online learning program, Commit to Kids:

Helping Organizations Prevent Child Sexual Abuse. To access the training, log onto the DLN

and search for “%PYDPO - Gap Package”. Enroll yourself in the package, "PYDPO – Gap

Package – Luring and Grooming" and follow the instructions to access training. In order to

complete the training, it required that both the seven slide orientation in the DLN plus the

Commit to Kids: Helping Organizations Prevent Child Sexual Abuse module be completed. As

with any subject of a sensitive nature, you are encouraged to practice self-care while

participating in the online module.

5. Annex D is a list of members whose record does not indicate completion of the PYDPO

Gap Package. If a member whose name is included on this list has completed the required

training, a copy of the completion certificate is to be mailed to RCSU (Pac) or submitted via

email to [email protected]. Members who are required to complete the PYDPO Gap

package and who have not yet complied with this order must do so as soon as possible. Failure

to complete the training will result in members being placed on remedial measure in accordance

with ref C.

144/18 – FILE REPOSITORY VS SHAREPOINT

1. The File Repository has been the location of several documents, references and resources

for members working in support of the CCO. Over the past several months, we have been

transitioning these documents, references and resources to SharePoint on CCO Net. As this

transition progresses, fewer items will be found on the File Repository as SharePoint will be our

communication platform.

2. The File Repository will continue to exist, however, its focus will shift to being a location

for information to be accessed primarily by cadets, parents/guardians, sponsors and Leagues

members.

145/18 – RECOVERY OF COMMUTING ASSISTANCE OVER ALLOWABLE LIMIT

Refs: A. CBI 209.045 – Transportation Assistance for Reserve Force Personnel on Class A

Reserve Service

B. RCSU (Pac) Routine Order 5/18 entry 088/18 dated 1 May 18

3. On 1 Jun 17, Treasury Board (RB) revised CBI 209.045(3) (Amount of Assistance) to

read “The amount of the assistance payable for each one way trip between the member’s

worksite and the member’s residence is determined by the formula: [ ( A − 16 ) × B ] where A is,

to a maximum of 100 kilometres, the direct road distance between the member’s residence and

their worksite; and B is the kilometric rate - for the location of the worksite - as set out in

‘Appendix A - Lower Kilometric Rates’ of the National Joint Council Commuting Assistance

Directive, as amended from time to time”. This instruction came into effect 1 Sep 17.

2. RCSU (Pac) had previously been paying unlimited TAA to eligible members who

claimed it on their pay sheets. Even after the revised CBI came out we had been allowing a

maximum of 200 kms to be claimed for a return trip, believing that “a maximum of 100

kilometres” each way was the claimable amount.

3. The CBI is very clear, however, that the maximum 100 kms one way must be decreased

by the 16 km minimum distance threshold to make the administration of TAA eligible. This

results in the maximum kilometres payable for a one-way trip being 84 kms, and for a return trip,

168 kms.

4. RCSU (Pac) is obliged to review TAA claims back to 1 Sep 17 when the instruction

became effective and recover amounts which exceed the allowance. Members to whom this

adjustment applies will see these transactions appear on their upcoming pay statements.

146/18 – REINSTATEMENT OF ABSEIL ACTIVITIES

1. On 28 Aug 18, the CO RCSU (Pac) reinstated Abseil activities for Regionally Directed

and Local Training activities for the Army Cadet program.

2. Corps wishing to conduct an Abseil activity will need to familiarize themselves with the

new SOP and Interim Direction before planning an Abseil activity and submitting a CSAR to

their respective Training Support Coordinator. Corps may request to use Abseil equipment from

RCSU (Pac) but the expectation is that a Cadet Corps will purchase and maintain their own

Abseil equipment in the future as RCSU has limited abseil equipment available.

3. Abseil activities may be conducted on all CAF Certified Rappel Towers and Engineered

Structures within Pacific Region. Currently Pacific Region has received one request for approval

of a non-DND Abseil training site which is currently being considered.

4. Information will be posted on SharePoint regarding approved abseil sites, pending abseil

training sites, current certified abseil instructors and all current policies and amendments under

the Army folder.

147/18 – REGIONAL EXPEDITION – WILD WINTER CHALLENGE DECEMBER 2018

1. RCSU (Pac) will conduct a Regional Expedition (Expn) from 1 to 9 December 2018 in

Manning Provincial Park. The Expn will be comprised of fourteen (14) army cadets and three

(3) CIC officers. This Expn will combine expedition training with snow-shoeing and back

country skiing. Cadets will also learn route planning, map and navigation skills, GPS use,

equipment and clothing selection, menu planning, and low impact camping.

2. The Warning Order and Joining Instructions will be posted to SharePoint once

completed.

3. Cadet corps must inform their cadets of the opportunity and nominate cadets in

FORTRESS via “Summer Training and Activities by Selection.” Deadline for registration of

cadets is 4 Nov 18.

4. Officers interested in this Reserve Service opportunity are to contact J3 Trg O (Expn) via

email [email protected] IAW the Warning Order.

148/18 – INTERNATIONAL ARMY CADET EXPEDITION – FEBRUARY 2019

1. RCSU (Pac) will conduct the 2019 International Expedition for eighteen (18) cadets with

three (3) CIC officers in the Magallanes Region, Chile from 4 to 24 February 2019.

2. The Warning Order and Joining Instructions will be posted to SharePoint once

completed.

3. Cadet corps must inform their cadets of the opportunity and nominate cadets in

FORTRESS via “Summer Training and Activities by Selection.” Deadline for registration of

cadets is 12 Nov 18.

4. Officers interested in this Reserve Service opportunity are to contact J3 Trg O (Expn) via

149/18 – 20TH ANNUAL TRI-ELEMENTAL DINNER AT GOVERNMENT HOUSE

1. All past, present and affiliated members of the CCO are invited to attend the 20th annual

tri-elemental dinner; this year recognizing the special achievements of former Branch Advisor,

LCol Terry Kopan and the 100th Anniversary of Royal Canadian Sea Cadet program.

2. Hosted by the CIC Branch Association of BC, the event will be held at Government

House in Victoria on Saturday, 3 November 2018. For those travelling to Victoria overnight, we

encourage you to take advantage of a special rate at the beautiful Delta Ocean Pointe Hotel.

3. Entertainment will be provided by the incredible Naden Band as we recognize those who

dedicate themselves to the betterment of Canada through the development of our nation’s youth.

Guests and spouses are welcome. Space is limited, and tickets will be sold on a first come, first

served basis.

150/18 – AMENDMENT TO CAF BEARD POLICY

Ref: CANFORGEN 158/18, Amendment to Beard Policy,

1. Ref CANFORGEN is posted on the RCSU (Pac) SharePoint site. All members must

familiarize themselves with this policy.

2. Effective immediately, the CAF Dress Instructions and ref shall be strictly adhered to for

the growing and wearing of beards. Specifically:

a. during the growing period, military uniforms shall not be worn while transiting to

and from the workplace and any business with civilian organizations / partners

should be minimized until a suitable beard is grown;

b. Pacific Region COATS members may grow beards IAW the direction provided at

ref and at the 30 day mark, the member’s supervisor shall determine the suitability

of the beard;

c. consideration of Remembrance Day must be taken into account; beards shall be

grown and authorized prior to Remembrance Day 2018, or shaven and restarted

after that day; and

d. a formal request is not required to commence the growing of a beard and any

medical requirements for the cessation of shaving are not impacted by the ref.

1. Reliability Screening consists of conducting verifications and checks in order to be able

to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF

members and civilian instructors working in support of the CCO. RS must be updated every 10

years. Note that for renewals, certified copies of two pieces of ID and a proof of current address
