203/16 – CRISIS SITUATION – PROCEDURES
1. Any crisis situation related to Pacific Region cadet activities that involve cadets, COATS
members, CIs, and/or volunteers shall be reported to the Regional Cadet Support Unit (Pacific)
as soon as possible.
2. After engaging local emergency services as required, Corps/Squadron Commanding
Officers are to contact their J3 Zone Training Officer with an initial report of the situation.
Should the J3 Zone Training Officer not be available, the applicable J3 Area OIC shall be
contacted. In the event that neither the J3 Zone Training Officer or J3 Area OIC is available, the
J35 Chief Training Officer, LCol Head, is to be contacted at 250-508-7572.

204/16 – MESSAGE FROM THE CDS ON THE STATISTICS CANADA SURVEY INTO
SEXUAL MISCONDUCT IN THE CAF
From General J.H. Vance, Chief of the Defence Staff:
“Earlier this year, I commissioned Statistics Canada to conduct a survey into sexual misconduct
and sexualized behaviour within our ranks. More than 43,000 of us responded to this survey, the
results of which were released earlier today. They indicate:
Rates of sexual assault within our ranks are reported to be twice that of the general
population;
More than a quarter of all female Regular Force members report they have experienced
similar incidents at some point in their career;
Victims are predominantly younger and more junior in rank;
And these issues are consistent across every environment and command.
These results affirm what the Deschamps report told us two years ago. They affirm what I’ve
known since I took command of the Canadian Armed Forces: harmful sexual behaviour is a
serious problem within our ranks. This is undeniable. It is absolutely critical that we carry on
with our efforts to eliminate it.
These survey results will help us do just that. We will use the intelligence we’ve gathered on
Operation HONOUR to target our efforts where they’re most needed. In particular, we now
know more about where the perpetrators of harmful sexual behaviour are often found within our
ranks.
I have targeting information now. And I will use it to target the minority of our members who
continue to disobey my orders by harming their comrades.
As for the vast majority of you who understand the wisdom of what we are trying to accomplish,
know that I am more motivated than ever to eliminating this behaviour permanently. Operation
HONOUR will not only continue; we will intensify our efforts so that the next time we survey
our members, we will be able to look back and see improvements.
The Strategic Response Team on Sexual Misconduct will be analyzing the results of this survey,
and I encourage you to read them for yourself at the following link:

your chain of command. Use this information to refine your own thinking, just as you would on
any other operation.
I will update you again on these efforts in the coming months.”
205/16 – SURVEY ON SEXUAL MISCONDUCT IN THE CAF
1. The survey results which the CDS is referencing in his message above are from a survey
that was completed by Reg F and P Res members. More recently, a survey has been initiated for
all COATS members to complete. All CCONet users should have received an email inviting

them to participate in the Survey on Sexual Misconduct in the Canadian Armed Forces
(SSMCAF).
2. This survey is an initiative of Operation HONOUR. We hope that you will see this
survey as an opportunity to communicate your views.
3. The purpose of this survey is to collect information about:
a. the prevalence and nature of inappropriate sexual behavior within the Cadet
Organizations Administration and Training Service (COATS);
b. the reporting of inappropriate sexual behavior to authorities; and
c. COATS members’ perception of the CAF’s response to this issue.
4. Your contribution is important because the information you provide will be used to
develop programs and services to better address this issue. The information that you provide
may also be used for other statistical and research purposes.

2. Personnel are advised that completion of a VSS check can take several weeks, therefore it
is important that the process be initiated well in advance of the expiry date.
3. A current PRC/VSS is required for all adult supervisors, therefore, personnel who do not
submit an updated PRC/VSS prior to the expiry date will not be authorized to parade until a
PRC/VSS is received and approved at RCSU (Pac).
4. The PRC/VSS for the following pers has extended beyond the five year mark, therefore,
the following pers have been directed to cease parading on the date indicated:

208/16 – RELIABILITY STATUS REQUIRING UPDATE
1. Reliability Screening consists of conducting verifications and checks in order to be able
to grant individuals a Reliability Status (RS), which is the minimum level required for all CAF
members and civilian instructors working in support of the CCO. RS must be updated every 10
years. Note that for renewals, no supporting documents are required when submitting the Cdt

210/16 – ADMINISTRATION TIPS
1. In the recent reorganization of RCSU (Pac), the responsibility for processing of pay
transferred to the J1 Administration section. In an effort to streamline the pay process, we have
encouraged the use of email submission for the DND 2893, COATS – Class “A” Reserve
Service Attendance and Transportation Assistance Allowance Register. However, in the process
of implementing this new method of submission, a number of challenges have been faced and
your assistance in addressing these will help to ensure your pay is processed efficiently:
a. large scan sizes – a number of scans that are being received are extremely large
which has caused our email inbox to reach its capacity quickly and then “bounce”
emails back as a result. Where possible, decreasing the size of a scan (i.e.
reducing the resolution) will assist greatly;
b. poor quality – some documents are being submitted with very poor scan quality
and are illegible. Others are scanned such that only a portion of the form is
included. Partial or illegible forms cannot be processed, therefore, it would be of
benefit to verify the quality of a scan before sending it to the RCSU (Pac);

c. missing signatures – as with all forms, it is important to ensure that pay sheets are
fully completed prior to submission. This includes ensuring that the member has
signed for each date attended in Part 3 and those dates which are being designated
as paid are initialed by the OIC. For a corps/squadron CO, the OIC column may
be initialed by another staff member. The Part 5 - Certification of service is often
being left unsigned – it is to be signed by the OIC or if it’s a pay sheet for a
corps/squadron CO, then another staff member is to sign;
d. outdated form – our financial coding has recently changed and therefore the DND
2893 that is online has been updated. Using the older version of the form with
outdated financial coding causes the RCSU (Pac) staff to have to amend the form
which is time consuming. Using the current form that is available in the File
Repository helps to ensure that pay can be processed as quickly as possible at the
RCSU (Pac); and
e. multiple submissions – if pay sheets are submitted by email, please do not follow
up with mailing the same pay sheets into the RCSU (Pac). Although we will
identify that the forms are duplicates, this takes staff time.
2. The J1 Administration section processes approximately 800 pay sheets for each pay run
so your assistance in ensuring that submissions are meeting the requirements above will help to
ensure that we can continue to provide timely pay. The clerks who are working to process your
pay are very diligent in ensuring that pay is processed quickly and accurately.
3. As it is understood that many members wish to confirm that their pay sheets have been
received, we are working on a process that will electronically acknowledge receipt of the pay
sheets and eliminate the need for members to call into the RCSU (Pac) to make these inquiries.
Additionally, it is requested that members refrain from calling the RCSU (Pac) routinely to ask
about the amount of pay that they will be receiving as responding to the volume of enquiries of
this nature is becoming extremely time consuming and keeping the staff from being able to focus
their time on processing of pay.

211/16 – CADET INSTRUCTOR SUPPLEMENTARY STAFF (CISS)

1. The CISS establishment is managed by the RCSU (Pac) and provides members who are
unable to commit to parading with a corps, squadron or other establishment with an opportunity
to remain active within the organization. Posting to the CISS establishment is based on both the
member’s ability to continue to provide meaningful service and organizational need.
2. In accordance with ref A, members held against the CISS establishment are required to
serve a minimum of seven paid days in a consecutive 12-month period, from their initial posting
date annually. Members are responsible to seek service opportunities; a member’s offered
service may be approved or declined by the chain of command based on the member’s suitability
for the specific task and / or the organization’s need.
3. In order to ensure that members serving on the CISS establishment understand and
acknowledge their service obligations, the Commanding Officer has directed that all members
complete a Cdt #189, CISS Terms of Service Acknowledgement form. Therefore, all members
currently on the CISS establishment will be receiving a letter and the form in the near future, and
they will be required to complete the Cdt #189 and return it to RCSU (Pac).
4. Personnel on the CISS establishment who are unable to meet the minimum requirement
of seven paid days of service annually may request to be placed on Exempt Duty and Training
(ED&T), a transfer to the Supplementary Reserve (Supp Res) or voluntary release. Failure to
meet the requirement for seven paid days of service and not requesting ED&T, transfer to Supp
Res or release will result a member being declared Non-Effective Strength (NES) in accordance
with ref B.

5. Personnel wishing to request transfer to the CISS establishment will be required to
complete the Cdt #189 at that time.

212/16 – SUBMISSION OF PRC/VSS FOR ENROLMENT APPLICATION FILES
1. A new process is being implemented at the Canadian Forces Recruiting Centres with
regard to submission of the Police Records Check / Vulnerable Sector Screening (PRC/VSS). In
the past, applicants have been directed to submit the PRC/VSS with the CF 574 to the RCSU
(Pac) for onward transmission to the CFRC. Effective immediately, all PRC/VSS are to be
submitted directly to the CFRC either:
a. from the police agency conducting the PRC/VSS; or
b. from the applicant after receiving the PRC/VSS back from the police agency.
2. Any PRC/VSS already submitted to the RCSU (Pac) in support of an enrolment file will
be forwarded to the CFRC and no additional action should be required from the applicant.

1. The purpose of the CAF Honours and Recognition is to ensure individuals are
appropriately recognised for all meritorious acts, deeds and achievements. To this end, a call for
CAF nominations is being made to help identify deserving members. CAF National Honours
and Recognition include the Order of Canada, Order of Military Merit, Canadian Bravery
Decorations, Meritorious Service Decorations, CDS Commendation and the Canadian Forces

214/16 – IMPLEMENTATION OF THE BC SERVICES CARD
1. With the implementation of the BC Services Card, a number of corps and squadron staff
have noted that an expiry date is now indicated on the card and this expiry date is being entered
into FORTRESS in relation to a cadet’s Medical Services Plan (MSP). Doing this will require
an update in FORTRESS when the expiry date is reached.
2. As an individual’s enrolment in the MSP does not expire, it is strongly recommended that
the expiry date field in FORTRESS continue to be left blank in order to save unnecessary
administrative work in the future.

215/16 – CTC POSITIONS 2017 – COATS MEMBERS AND CIVILIAN INSTRUCTORS
1. Applications for 2017 Cadet Training Centre (CTC) positions are now being solicited.
Members of the COATS and (potential) Civilian Instructors are invited to apply for positions at a
CTC. Specific CTC positions are located in Annex A. All vacancies and dates must be regarded

as tentative and are subject to change. Dates are inclusive of travel and will be amended if travel
days are not required and/or authorized. Personnel may apply for a CTC outside of their
environment, however, priority may be made for the member’s environmental CTC. It is
important to note that members of COATS will have priority for filling CTC Reserve Service.
Civilian Instructors may be provided with an offer of employment once all COATS applications
have been exhausted. Members of the COATS and (potential) Civilian Instructors may apply for
partial employment (normally a minimum of two weeks).
2. All adult staff must have an approved Police Record Check/Vulnerable Sector Screening
(PRC/VSS), a favourable Reliability Screening (RS), and a valid medical with no significant
medical employment limitations. All documents shall be current prior to commencing the
Reserve Service and must not expire during 2017 CTC employment. Applicants not meeting
these requirements may not be afforded an Offer of Reserve Service.
3. Members of the COATS and (potential) Civilian Instructors are to apply for CTC 2017
by submitting a Cdt #112 (available in the File Repository) or by sending an email with the same
information to [email protected]. The Cdt #112 or email shall reach the Staffing
Officer no later than 3 February 2017. Late applicants shall be disadvantaged and may result in
the member not being considered for Reserve Service during the initial selection process.

217/16 – MANDATORY TRAINING
Ref: Natl CJCR Sp Gp Order 5005-1, Civilian Instructors – Terms of Employment
1. With the introduction of ref Gp Order, the mandatory training requirements for civilian
instructors were updated to include the following:
a. DLN Security Orders (this will be required when a new user of the Defence
Learning Network (DLN) logs in for the first time);
b. Positive Youth Development and Program Outreach (PYDPO); and
c. Security Awareness.
2. These training programs must be completed within six months of the Offer of
Employment being approved, therefore, corps/squadron Commanding Officers and supervisors
of civilian instructors must monitor to ensure that this is done.
3. With this update, it is confirmed that the following training programs are no longer
required:
a. Training and Education in Environmental Stewardship (TrEES);
b. Leadership Through Diversity; and
c. Harassment Prevention – Guide for All Adult Supervisors Working With Cadets
Mandatory Reading.
4. While ref Gp Order applies specifically to CIs, these same mandatory training
requirements are in place for all new adult staff. New enrollees or COATS members transferring
from the Supplementary Reserve who have not previously completed PYDPO or Security

LEARNING PACKAGE

1. In accordance with ref, all CIC officers, COATS members, Reg F and P Res members
working in support of the CCO, civilian instructors and volunteers are required to complete the
Positive Youth Development and Program Outreach (PYDPO) learning package. At the time
that ref instructions were issued, a deadline for completion of 31 Mar 16 was directed and later,
this deadline was extended to 31 Aug 16. Despite this extended completion date, a number of
personnel who are required to comply with this direction have not done so. Annex B contains a
list of personnel who have not completed the PYDPO learning package and who are directed to
do so immediately.
2. PYDPO is a continuing requirement and new CIC officers, COATS members, Reg F and
P Res members working in support of the CCO, civilian instructors and volunteers must
complete the online learning package within six months of commencing their involvement with
the CCO.

219/16 – SECURITY AWARENESS TRAINING
1. All COATS members and civilian instructors were advised of the requirement to
complete the mandatory Security Awareness Training, which was due by 31 Dec 15. Now,
nearly a year past this deadline, a number of personnel have not yet complied with this direction.
Annex C contains a list of personnel who have not completed the mandatory training and who
are required to do so immediately.
2. The Security Awareness Training is to be completed through the Defence Learning
Network (DLN). The training should take approximately 3 hours to complete. No pay is
authorized for this training.

220/16 – TOW PILOT CONVERSION COURSE RECRUITING
1. RCA Ops is recruiting new tow pilots to support the glider familiarization flying program
in Pacific Region, as well as for potential summer employment at the Comox Cadet Flying
Training Centre.
2. Tow pilots work in an essential support role to the Air Cadet Gliding Program by towing
gliders, conducting familiarization flights in the C-182, performing Launch Control Officer
duties, and assisting with overall supervision and conduct of airfield operations. Our tow pilots
are expected to be exemplary role models of airmanship, leadership and professionalism, conduct
air operations with the highest regard for flight safety, and actively mentor the cadets involved
with the gliding program.
3. Applicants for the Tow Pilot Conversion Course (TPCC) must meet the following
mandatory minimum qualifications:

a. a valid Transport Canada private pilot licence, or higher;
b. a valid Transport Canada Cat 3 or 1 medical certificate;
c. 100 hours pilot in command of aeroplanes prior to starting the course;
d. 5 hours pilot in command within the 12 months preceding the course start date;
e. meet Transport Canada recency requirements;
f. must be a COATS, Reg F, or P Res member, a Civilian Instructor, or a Cadet; and
g. be available for duty 3 to 5 days per month, including occasional long weekends,
from Mar-Jun, and Sep-Nov each year.
4. Additional preferred selection criteria will include:
a. demonstrated commitment to the Air Cadet program;
b. willingness to make a 3 year or longer commitment;
c. availability for occasional mid-week duty and summer CCFTC employment; and
d. overall flying experience including total time, C-182, light aircraft, CS prop, and
recency.
5. The course is conducted at CFB Comox, is 2 weeks duration and may offer a third week
of employment to gain experience flying as a tow pilot for the Glider Pilot Instructor Course. It
may be shortened somewhat to accommodate civilian employment, depending on weather and
individual pilot proficiency. The 2017 TPCC is scheduled for 29 May to 10 Jun 17. Prospective
candidates who are not available for these dates are encouraged to still submit an application
form and to contact the undersigned. If demand and organizational needs exist, other training
delivery options may be considered including different course dates or training in a different
location.

1. All corps and squadrons are required to have a responsible adult to perform the duties of
Corps/Squadron Summer Contact. The Summer Contact shall be an officer or civilian instructor
of the corps/squadron who will be available for the period from the beginning of May through
the end of September 2017.
2. The Summer Contact is the single point of contact (POC) for each corps/squadron and the
Movements Section during the time period indicated above. Any cadet travel changes and/or
travel issues will be communicated only between the Movements Section and the Summer
Contact.
3. Corps/Squadrons are to submit a Cdt #168, Summer Contact – Transportation to the J4
Movements Officer by the end of February 2017 after ensuring all information on the Cdt#168 is
correct.

225/16 – REIMBURSEMENT – GOVERNMENT SHARE OF PROVINCIAL HEALTH
CARE PREMIUMS
Reference: Annex F to 5060-1 (ADM(PER))
1. IAW reference, members of the Reserve Force presently on Class B or A Reserve
Service, resident in British Columbia who pay the entire monthly provincial health care premium
without assistance from the employer or from any level of government, are entitled to a premium
share of up to 50% from the Federal government. Members who had any period of Class B
Reserve Service during calendar year 2016 may be eligible to claim this benefit. Note that this is
a taxable benefit.
2. To claim the benefit, your submission must be received by RCSU (Pac) not later than 17
Feb 17 in order to be processed by the deadline of 1 Mar 16. No late submissions can be
processed. You are required to submit:
a. a completed CF 52;

b. a completed “Reserve Health Benefit Plan Provincial Premium Rebate Form”;
and
c. a copy of your Medical Services Plan (MSP) account invoice, confirming that it
has been paid in full for 2016.
