1. Purpose

This document is the Route Requirements Document (RRD) for the Chart Leacon Light Maintenance Depot (LMD) project.

The work conducted as part of this project will be conducted under the following Oracle Project code:

Project Code Description

OP 157287 CHART LEACON LIGHT MAINTENANCE DEPOT

1.1 Background information

Rail demand from Kent and the South East into London has grown significantly in the past 20 years. The increased use of the rail network has led to significant capacity pressures, with overcrowding at peak times on many routes. The crowding on the network affects both employers and employees, with less people willing or able to travel to employment opportunities in London, reducing the attractiveness of locating businesses in the city. The Thameslink service to be operated by Govia Thameslink Rail (‘GTR’) is planned to increase through the addition of 2 trains per hour (tph) between Cambridge and Maidstone East (via London Bridge). To accommodate the additional trains to run this service increase and realise the benefits of the major investment by the UK Government, additional stabling in the Kent area is required for six 8-car GTR trains. To support GTR in providing the 24tph Thameslink service, a decision was taken by the DfT to make the Hitachi Depot at Ashford available to GTR prior to the Maidstone East to Cambridge services commencement date. This depot is currently utilised by London and South Eastern Railways. As a result, trains operated by Southeastern will be displaced from the Hitachi Depot, meaning that stabling is required in the Ashford area to accommodate these displaced London and South Eastern Railway (LSER) trains The Southeastern franchise will require a facility to stable 5 x 12 car Class 377s, with an additional 12 car road included to retain flexibility for projected growth in the future franchise. The Chart Leacon site in Ashford is considered the preferred option for accommodating the required stabling. Network Rail will purchase the land at Chart Leacon and the new depot assets and land will become part of Network Rail portfolio. The franchises will become the Depot Facility Owner Southeastern will deliver the project. Network Rail are attempting to acquire the entire former Bombardier site at Chart Leacon, near Ashford for long term strategic purposes and therefore the project needs to take into consideration that there may be further phases to develop more stabling and that any design should not prevent this.

2. General description of project/programme

The key requirements for the Light Maintenance Depot are as follows; Key Requirements;

• The facility shall provide 5 sidings each capable of berthing a 12-Car trains

• The siding facility shall support train service preparation and stabling including minor repairs such as windscreen wiper blade replacement.

• An additional siding shall be provided for resilience capable of berthing a 12-Car train made up of three 4-Car units

• Access to the sidings will be required from the existing connections to the Up Slow via the Depot Reception Line.

• Access to the Up Main from the ‘Through Road’ shall be retained to provide flexibility to deal with perturbed operation at Ashford.

• The Depot Reception Road shall be capable of accommodating a 12-Car train The project shall be compliant with all Network Rail standards, policies and legislation

2.1 Route objectives (problem statement)

The core business objective of this project is to meet the forecast increase in demand for stabling capacity across the South East Route. The project will deliver detailed designs, procurement of the replacement of all equipment associated with the new Light Maintenance Depot.

2.2 Route definition

The Project will achieve the implementation of a new Light Maintenance Depot to current standard, and safety regulations The funding for this Project will be derived from joint Network Rail/DfT CP6 Enhancement fund The funding provision for this scheme has been identified in line entries of the E&P Business Plan.

2.3 Boundaries and relationships

The site is located at Chart Leacon, Ashford, Kent between Ashford International station and the A28

It is the project team’s responsibility to identify and co-ordinate with other schemes that may have cause to undertake work on the equipment or at the locations covered by this requirement specification. The project shall enter in to early consultation with these schemes to understand any potential conflict or integration opportunities.

2.4 Assumptions, dependencies, constraints & risks

Below are a list of current assumptions, dependencies, constraints and risks identified at project instigation. This is not intended to be an exhaustive list. The project shall build on this and produce relevant hazard logs and risk registers which must be maintained as live documents throughout the project lifecycle and be updated as necessary by the Project Management team.

2.4.1 Assumptions

2.5 Whole Life Cost (WLC) strategy

Whole life costs will be considered during option selection and will take into consideration the infrastructure condition, OPEX costs, and any maintenance costs and requirements will be a GRIP 4 deliverable.

2.6 Key milestones and configuration states

All works shall be completed to meet the December 2019 timetable change, subject to purchase of

the land.

2.7 Route acceptance strategy

An acceptance criterion has been specified against each requirement in this document in order to enable the Sponsor to have clear visibility of how the requirements will be satisfied. The Sponsor’s expectation is that the Deliverer (Southeastern) takes responsibility for producing a set of requirements which will fully satisfy the Route requirements as defined in Section 3 of this RRD. The decomposition of requirements must be demonstrated and fully justified. Mandatory Stage Gate Reviews shall be performed in accordance with the project LOC categorisation.

2.8 Route security strategy

Security of the railway network needs to be considered as part of all works upon the route. The project shall undertake a security survey at the sites of all proposed works and ensure that an appropriate level of security is maintained at all times.
