2 PROJECT INTRODUCTION

2.1 Background: Ireland's Smarter Travel Demonstration City (2012 - 2016) Limerick City has been designated as one of three centres in Ireland that are to become Ireland’s First Smarter Travel Demonstration Areas. The Limerick submission was ranked first of all submissions received by the Department of Transport from all Local Authorities in Ireland. As a demonstration city, Limerick will receive funding of €9 million over five years to roll out a wide range of measures and interventions targeted at encouraging people to use more sustainable modes of transport and to engage in transport planning in four Smarter Travel hubs. The four hubs comprise:

• The City and its core; • Castletroy (including the University and the National Technology Park); • Regeneration area of Southill, Singland and Ballysimon to the South (including a

large inner city community and an extensive employment centre, including light industry); and

• Corbally (made up of a largely suburban community, separated from the city by two river crossings and restricted road capacity).

The four hubs are shown in Figure 4 below.

The Limerick Smarter Travel (LST) project is being delivered by the newly amalgamated Limerick City and County Council, in partnership with the University of Limerick (UL).

The main objective of the LST Project is to connect the four key hubs of Limerick City and suburbs by the development and promotion of sustainable modes of transport for those living, working and studying in these areas. The project provides the opportunity to assess LST measures across a range of communities in an urban context.

2.2 Design Vision The delivery of sustainable transport solutions for Limerick will be carried out through investment in alternative modes of transport and through a programme of walking and cycling infrastructural development. Mobility within and between the LST hubs is hugely dependent on the car as the primary mode of transport. The initiative is tailored to meet the varying travel needs of communities within the hubs. To date LST have completed an off road shared cycle and walkway in Shannon Fields in Corbally (Route 2 Link 1) (Limerick City Council Planning Reference Number C12/5). A second phase of Route 2 (Guinness Bridge to University) has been submitted to An Bord Pleanála (An Bord Pleanála Planning Reference Number 30.JO0027). Route 3 (Limerick County Council Planning Reference No. 12/6005 is in the construction phase, which includes improvements to existing and the construction of new cycleways, footpaths and pedestrian crossings along the Dublin Road to the University of Limerick. The proposed works for Route 4 will cover areas within two of the hubs, the Castletroy and Regeneration hubs, as shown in Figure 5. Rhebogue and the Canal Bank including Park Bridge are also planned schemes for sustainable travel infrastructural improvements under Limerick Smarter Travel both of which are at pre planning stage.

The key aim for Castletroy, Newtown and Ballysimon as outlined in LST’s aims and objectives is to significantly reduce the proportion of car trips made in the area, especially short journeys. It is crucial that the proposed works on LST Route 4 are undertaken to meet these objectives and sustainable travel targets, and to compliment the overall LST schemes. 62% Cycling 3% 2.3 Project Description The proposed scheme, Route 4, consists of improvement works to provide sustainable travel infrastructure within the Ballysimon, Castletroy and Newtown areas. The works include: Ballysimon - (Old Tipperary Road (L1171) and Garryglass Link Road (L5124))

The design proposals are shown in detail in the accompanying planning drawings. A detailed description of the proposed works is also provided in Section 5 of this report. The improvement works in the Ballysimon area would benefit the community and local employment sector connecting the Eastway Business Park and Delta Retail Park with an existing cycling network along the Groody Road to the north and to the Castletroy area via the Golf Links Road. It would provide an excellent facility for people to commute to work in these areas in a more sustainable manner. The junction improvements in the Castletroy and Newtown areas would provide for safer movements of pedestrians and cyclists within the existing cycling and footpath network by calming traffic at some of the key junctions whilst bringing the cyclist and pedestrian to greater prominence to motorists. With a number of primary and post primary schools within the Castletroy hub, it is essential that the infrastructure can be put in place to allow pupils to travel safely to school by foot or by bicycle to reduce the reliance on the car.

3 PLANNING CONTEXT

3.1 Introduction The design of LST’s Route 4 has been closely informed by national, regional and local planning objectives. The following section details the relevant documents at national, regional and local levels. 3.2 National Policy ‘Smarter Travel A Sustainable Transport Future (2009-2020)’ is Ireland’s national transport policy. The policy outlines a national goal of advancing the development of an integrated and sustainable transportation system for Ireland. This document adopts a multi-dimensional approach to transportation and recognises the need to achieve a significant move to sustainable transportation. The document sets out a number of actions to reduce distance travelled by private car and encouraging smarter travel. It recognises the vital importance of continued investment in transport to ensure an efficient economy and continued social development and if promoting cycling and walking as a realistic alternative to the private car then a safe and pleasant experience needs to be ensured. The Smarter Travel policy seeks to:

• “Improve quality of life and accessibility to transport for all and in particular for people with reduced mobility and those who may experience isolation due to lack of transport;

• Improve economic competitiveness through maximising the efficiency of the transportation system and alleviating congestion and infrastructural bottlenecks;

• Minimise the negative impacts of transport on the local and global environment through reducing localised air pollutants and greenhouse gas emissions;

• Reduce over travel demand and commuting distances travelled by the private car; and

• Improve security of energy supply by reducing dependency on imported fossil fuels.” 3.3 Regional Policy The ‘Midwest Area Strategic Plan (MWASP) (2010-2022)’ is the planning, land use and transportation strategy for the Midwest region. Supporting LST objectives, Policy T-PHH-04 describes the MWASP Strategy as one that should promote healthy lifestyle choices in respect of transport mode selection targeting an increase in healthy transport options utilised, such as cycling and walking.

The MWASP Plan (2010-2022) also states that throughout the Region but particularly within the Limerick/Ennis/Shannon area, a cycle and pedestrian network should be part of the focus of the coordinated development of the Region and its sub-areas. 3.4 Local Policy 3.4.1 Limerick County Development Plan 2010-2016 ‘Limerick County Development Plan (2010-2016)’ supports the implementation of smarter travel objectives. It is policy of the Council to seek to implement in a positive manner, in cooperation with other Authorities and agencies, the policies of the Mid-Western Regional Planning Guidelines, and the Department of Transport Policy ‘Smarter Travel, A Sustainable Transport Future 2009-2020’ to encourage more sustainable patterns of travel, and greater use of sustainable forms of transport, including public transport, cycling, and walking.

Objective COM O28: Encourage Active and Healthy Lifestyle

a) It is the objective of the Council to promote the development of safe and convenient pedestrian and cycling facilities in the towns and villages to minimise the dependence on private motor vehicles and to encourage an active and healthy lifestyle. New and upgraded road developments will be encouraged to integrate cycle lanes. These will include urban/village developments and short distance routes. b) It is the objective of the Council to promote and support the County Limerick Sports Partnership Strategic Plan 2008 – 2011 and the pending County Recreational Strategy 2010 – 2014 when fully assessed and adopted by elected members.

3.4.2 Local Area Plan The extent of LST’s Route 4 lies within the ‘Castletroy Local Area Plan 2009-2015’ area. Table 3 details these relevant objectives, as follows:

The council will strive to ensure that the provision of such facilities will be in line with current good practice in relation to such issues. e) Improve the efficiency of junctions in the District to enhance the free flow of traffic through the District. j) Provision of clear and unambiguous carriageway markings and associated directional signage indicating directional priorities for traffic. l) Upgrade the junction of Ballysimon road & Golf links road Policy M4: Pedestrians and Cyclists It is the policy of the Council to: a) Facilitate and encourage walking as a more convenient, popular and safe method of transport in Castletroy and to facilitate and encourage the provision of cycle links and cycle parking facilities in all new developments where appropriate. b) Provide and encourage pedestrian walkways throughout residential developments and direct routes to the District Centre, Neighbourhood Centres, commercial, leisure and community facilities in the District. c) Provide cycle links and cycle parking facilities or make provision for cycle links where appropriate; d) Ensure the provision of a safe environment for the movement of vehicular (both cars and bicycles) and pedestrian traffic; e) Promote the development of walking and cycling as viable alternatives to the private motor vehicle through the construction of additional footpaths and walking routes g) Consideration should be given to the creation of non vehicular linkages that are removed from more heavily trafficked areas and as such have higher amenity value. Under Enterprise and Employment, Groody Valley at Ballysimon Road, Towlerton is included as a focus for an adequate pedestrian/cycle network enabling sustainable travel connectivity between the road/cycle network to Ballysimon’s enterprise and employment centre. 4 ENVIRONMENTAL IMPACT

4.1 Appropriate Assessment Screening An Appropriate Assessment Screening on the proposed Route 4 was undertaken to fulfil the requirements of EU Habitats Directive (92/34/EEC). The full report is included in Appendix A of this document. The screening document provides the information required in order to establish whether or not the proposed development is likely to have a significant impact on Natura 2000 sites in the context of their conservation objectives and specifically on the habitats and species for which Natura 2000 sites have been designated. 4.2 Synopsis of Findings The screening assessment concluded that the project will not have a negative impact on the River Shannon SAC site or the River Shannon and Fergus Estuaries. The project will not impact on the European Natura 2000 sites.

5 PROPOSED DEVELOPMENT

5.1 Design Scheme A scheme design has been produced by MHL Consulting Engineers for LST Route 4 to improve safety, comfort and security for pedestrians and cyclists. The scheme has been designed with reference to the following documents:

• National Transport Authority’s (NTA) ‘National Cycle Manual’ (2011); • Department of Transport, Tourism, and Sport's (DTTAS) ‘Design Manual for Urban

Roads and Streets’ (DMURS) (2013); • Department of Transport’s ‘Traffic Signs Manual’ (2010); • National Road Authority(NRA) ‘Design Manual for Roads and Bridges’ (DMRB)

(2000); and • Department of Environment, Heritage and Local Governments (DEHLG) ‘Traffic

Management Guidelines’ (2003). The overall scheme comprises two distinct sections: Section 1 – Ballysimon, and Section 2 – Castletroy and Newtown. The two sections, and the proposed works for each section, are described in detail hereunder. 5.2 Section 1 – Ballysimon 5.2.1 Old Tipperary Road (L1171) 5.2.1.1 Site Description and Existing Conditions This site is located on the L1171 Local Road, known as the Old Tipperary Road, from its junction with Golf Links Road (at O’Shea’s pub) to it’s junction with the R527 Regional Road, known as the Ballysimon Road (Limerick to Waterford Road route) where the L1171 terminates as shown in Figure 6.

The L1171 to the west, from its junction with the R527, is urbanised with industrial/retail development (Delta Retail Park) bounding the road to the north and south for approximately 550 metres. The L1171, from this location as far as its junction with Golf Links Road (approximately 750 metres) is less urbanised with Greenfield bounding the road to the south. There are continuous footpaths provided along both sides of the L1171 from its junction with the R527 for approximately 550 metres to the east. There is no footpath on the south side of the L1171 carriageway from this location as far as its junction with Golf Links Road (approximately 750 metres). There are existing footpaths on the northern side of the carriageway. However, these are not continuous and substandard in places. There are no cycle lanes on the existing L1171 road.

The L5124 has footpaths on both sides of the road, there are no cycling facilities. There are three priority controlled access junctions along the L5124 which provide access to business and industrial estates.

ST4T-XS-P01 (provided in the accompanying document). 5.3 Section 2 - Castletroy & Newtown 5.3.1 Castletroy and Newtown - Site Description and Existing Conditions Section 2 comprises of Castletroy College Road (L1165), Kilmurry Link Road (L1114) and Old Schoolhouse Road (L1115) as shown in Figure 8. The L1165, L1114 and L1115 include existing off road cycle paths and footpaths. The proposed improvements would be concentrated at junctions along these roads only. It is proposed to upgrade and improve eighteen junctions (including two roundabouts) incorporating 1.4 km in length as shown in Figure 9. The existing junction (priority controlled T-junctions and roundabout junctions) facilities do not comply with the latest design standards and guidance for the provision of safe pedestrian and cyclist access and crossings.
