With over a century of success-ful Rotary service, we are proud to be confident of a future in which gen-eration after generation

of Rotarians will bring hope to those in need and peace to a world full of conflict. We see ourselves as part of a great Rotary tradition, as links in a chain joining our future to our past.

If that chain is to continue, ev-ery link in it must be strong. It is our responsibility, yours and mine, to forge solid links to Ro-tary’s future. It is our responsi-bility to ensure that Rotary will be stronger next year than it is now, and even stronger the year after that. It is our respon-sibility to fulfill our promise of a poliofree world today so that Rotary can take on other great challenges tomorrow.

As Mohandas Gandhi once told us, “The future depends on what we do in the present.” If we hope to see Rotary con-tinue through a second cen-tury, we cannot simply leave well alone. If the road ahead is to be long, then we will need a

map to travel it — and we have that map.

With input from Rotarians worldwide, Rotary International has developed a strategic plan with seven priorities that set the course for a strong future. Now is the time for us to take the initiative to make this plan a reality:

Too few Rotarians fulfill this responsibility, and only Rotarians have the ability to increase our numbers by inviting others to join their club.

Although this strategic plan was approved by the RI Board, its implementation depends on you. The RI president cannot invite members to join your club. The RI Board cannot organize and promote a fund-raiser in your community to support polio eradication. Nor can any senior leader demon-strate Rotary’s code of ethics in your workplace. The Future of Rotary Is in Your Hands.

This simple truth will be our theme for 2009-10, serving as a constant reminder of the personal responsibility that each Rotarian holds. Winston Churchill once said: “The price of greatness is responsibility.” Rotary is a great organiza

tion, and it has the potential to become even greater — if each one of us rises to the challenge and takes responsibility for its future.

In Rotary, each one of us has been assigned a job. Its title is Rotarian. Our duties are to of-fer relevant service locally and internationally, and to expand our club’s capacity for service by inviting professional and business leaders to become members and promoting a positive image locally. Our job description also calls for each of us to be an example of ethi-cal behavior in our professional and personal lives, to act as leaders in our club and com-munity, and to fully support Rotary’s highest priority of polio eradication.

The job of Rotarian brings immense benefits. We enjoy incomparable fellowship with one another and the great personal satisfaction that comes from serving others. If you believe in Rotary and its power to make a difference in the world, it is time to stand up and commit to doing the best job you can — with all of your mind, your heart, and your soul. Dear club presidents,As we em-bark to-gether on our year as Rotary lead-ers, I ask for your support in making

2009-10 a very successful and fulfilling Rotary year. One of my main objectives is to re-mind Rotarians of their person-al responsibility to Rotary and its ideals, as exemplified by our theme: The Future of Rotary Is in Your Hands. We have some ready resources to help us undertake this responsibility. Our roadmap to the future of Rotary is the Rotary Interna-tional Strategic Plan 2007-10. The plan is made up of seven priorities that Rotarians world-wide determined to be the most important concerns for Rotary in the years ahead. This year, I am asking your club to put the plan into action and, by working together, to ensure that we achieve our goals. This year’s Presidential Citation pro-gram provides a menu of chal-lenging activities related to the first six priorities of the strate-gic plan. As you will see, these

activities also offer opportuni-ties to address each of the four Avenues of Service, as well as my emphases in the areas of health and hunger, literacy, and water. By focusing your efforts within the framework of RI’s strategic plan, your club will also help Rotary succeed in ad-dressing the plan’s seventh and final priority — to fully imple-ment the strategic planning process to ensure continuity as an organization. To qualify for a citation, your club should complete the membership goal and an activity from three of the six categories as described in this brochure (three ac-tivities in total) between 1 July 2009 and 31 March 2010. The scope of the activities should be in proportion to the number of members in your club and their abilities, interests, and skills. Once your club has met this challenge, complete the certification form and submit it to your district governor by 31 March 2010. Governors must submit a list of all Rotary, Ro-taract, and Interact clubs that qualify for the citation to RI World Headquarters by 15 April 2010. I encourage you to use this citation program as your guide for 2009-10. Consider

Recognition for District Governors District governors will receive special recognition if 50 percent or more of the clubs in their districts earn the Presidential Citation.

2009-10 Rotaract and Interact Presidential CitationRotaract and Interact clubs are integral to Rotary’s future and are encouraged to participate in the 2009-10 Presidential Citation program. To qualify for the citation, Rotaract and Interact clubs must complete at least two activities overall from any of the categories or participate significantly in at least two activities of their sponsor club. The sponsoring Rotary club must sign the Rotaract and Interact Presidential Citation Certification Form and submit it to the district governor by 31 March 2010. The governor’s list of certified clubs must be received at RI World Headquarters by 15 April 2010.

Membership Goal (required)Achieve growth through a net increase of at least one member by 31 March 2010. (The club’s membership as of 31 March 2010 must be greater than its membership as of 1 July 2009.)

William L Hopper II Biography

Bill was born and raised in Bellingham, Washington. He attended Western New Mexico University where he earned an undergraduate degree in Accounting and a Masters of Arts in Business Administration. Bill began his professional career with Wild-er Construction Company in 1971 and trans-ferred to Alaska in 1981. Bill retired after 37 years with Wilder Construction Company on June 30, 2008.

Bill has been a member the Rotary Club of Anchorage since 1982. His sponsor was Al Fleetwood. He served nine years on the board of directors and was President 1995-1996. Bill is an active Rotarian and has also served as District Inbound Coordinator for Youth Exchange for 5 years, District trainer, Assistant District Governor for Anchorage area, Girdwood and Nome, co-chaired two District Conferences, one in Sitka and one in Anchorage, Ro-tary Volunteer to Eagle’s Nest Orphanage in Tomsk, Russia and Dean of the District Leadership Academy. He is a Rotary Foun-dation Major Donor and a Paul Harris Fellow. Bill has 26 years of perfect attendance.

Bill is also active in the community. His involvement includes a number of years of coaching youth hockey, basketball, soccer and baseball. He coached 3 years of high school baseball. He also served seven years on the board of the Providence Alaska Hospital Foundation and was Chairman in 2006 and has been a member of the Institute of Management Accountant for 35 years. He has served on the Anchorage Opera board and as Chairman of the University of Alaska Anchorage Great Alaska Shoot-Out in 1990 and is a member of the University of Alaska Anchorage advisory board for the Business Department. Bill also serves on the Alaska State Hockey Discipline committee.

Bill and Cecilia have six children and three grand children. Ceci-lia is a teacher with the Anchorage School District. She teaches math and physical Education at SAVE High School. They enjoy traveling, playing golf, working with youth and spending time with their family.

District Governor ElectJane Little 2010-2011

Jane was born in Detroit, Michigan, and moved with her parents to Northern Arizona in 1952 when she was 7 years old. She has been an entrepreneur and business owner most of her adult life in the areas of water treatment and real estate investing and development. Jane has also worked intermittently for others from time to time. After attending several different colleges and universities, she received her BPA in Public Administration from the University

of San Francisco in 1990. Most recently, she served as a member of the Board of Directors of the Homer Senior Citizens’ 2004-08 and is currently on the Board of Directors of the Homer Society of Natural History (Pratt Museum). While living in California for a short time in the early 1980’s, she was appointed to the Community Redevelopment Board for the city of San Rafael. She has also served on various other boards and committees over the years.

Steve Yoshida sponsored Jane in the Homer-Kachemak Bay Rotary Club in 2001 and she served as Treasurer and member of the Board of Directors 2002-03, and member of the International Service Committee 2001-06. In 2006, she was instrumental in chartering the Rotary Club of Homer Downtown and served as Charter President 2006-07. Jane belonged to the World Health Fairs Fellowship from 2003-07 and served on the steering committee to help form the World Health Fairs Rotary Action Group in 2007 and is on the Board of Directors. She is also a Lifetime Charter Member of the Rotary Fellowship of Convention Goers, and a lifetime member of the Rotary Fellowship of Wine Appreciation. She has attended 5 district conferences and 5 Rotary International Conventions from 2004 through 2008. She is a Paul Harris Fellow, member of the Bequest Society, member of the Paul Harris Society, and a major donor to The Rotary Foundation.

Jane has two children and 3 grand children all living in Anchorage. In addition to enjoying time with her family, she is a member of the Homer Writers Group since 1999 and enjoys writing Alaska stories in rhyme. She also loves to travel.

Executive Assistant Governor Paul McGuire 2010-2011

Executive Assistant Governor Igor Grachev 2010-2011

Paul served as President of Anchorage East Rotary from 1995-96 and also April-June, 1997. He is a Rotary Foundation Major Donor, a Sustaining Member and a Member of the Bequest Society.

He served at the District level as Foundation Chair on two previous occasions. He also served as Executive Assistant Governor for PDG Phil Livingston and served as a trainer at PETS.

Igor has been a member of Yuzhno-Sakhalinsk Rotary Club since 2001. He served as Club President 2004-2005. He is also a multiple Paul Harris Fellow and a Sustaining Member

He has served at the District level in several positions Assistant District Governor 2005-2008, Executive Assistant Governor 2008-2010, Official Representative for District Governor in Korea 2007-2010.

The Rotary Foundation Goals:

1. District 5010 Rotarians will contribute a minimum of:

1. Achieve 100% Club Presidents at PETS (President Elect Training Seminar)

2. Improve attendance at District Conference and Assembly by 10%

Strengthen Your Rotary Club by Implementing theClub Leadership Plan

The Club Leadership Plan, an extension of the District Leadership Plan, is vital to the stability, growth, and success of Rotary during our second century of service. It provides clubs with an adminis-trative structure to standardize their procedures and guide their activities in pursuit of the Object of Rotary.

The Club Leadership Plan begins by having Rotary clubs develop standard procedures for continuity, communication, and Rotarian involvement. The plan includes strategic planning and goal setting using the Planning Guide for Effective Rotary Club. Its simple com-mittee structure focuses on the central functions of a club and can be expanded to address club service goals and fellowship.

The Club Leadership Plan provides the basis on which each club builds its own identity. The nine steps for implementation are func-tions that all Rotary clubs need to address to be effective. A club may address these functions in any way it chooses. This flexibility allows the Club Leadership Plan to be implemented throughout the Rotary world. The Club Leadership Plan is supported by the new Recommended Rotary Club Bylaws, the Rotary leadership development cycle (including the presidents-elect training semi-nar and district assembly), the Planning Guide for Effective Rotary Clubs, and the Memo of Club Visit.

The Club Leadership Plan has been proven successful by clubs around the world and is the suggested structure for both new and existing Rotary clubs. All clubs should review the plan and deter-mine which practices are already in place and which would ben

efit the club. Assistant governors should assist club leaders with their assessment and support their efforts to implement the plan. Implementation of the Club Leadership Plan will result in an effec-tive club that is able to improve its community and the world. Club Leadership PlanThe purpose of the Club Leadership Plan is tostrengthen the Rotary club by providing theadministrative framework of an effective club.The elements of an effective club are to:

1. Develop a long-range plan that addresses the elements of an effective club.

2. Set annual goals using the Planning Guide for Effective Rotary Clubs in harmony with a club’s long range plan.

3. Conduct club assemblies that involve members in the planning process and keep them informed of the activities of Rotary.

4. Ensure clear communication between the club president, board, committee chairs, club members, district governor, assistant governors, and district committees.

5. Provide for continuity in leadership, including the concept of succession planning to ensure development of future leaders.

6. Amend bylaws to reflect the club committee structure and roles and responsibilities of club leaders.

7. Provide opportunities to increase fellowship among mem-bers of the club.

Club Committees Club committees are charged with carrying out the annual and long-range goals of the club based on the four Avenues of Service. The president-elect, president, and immediate past presi-dent should work together to ensure continuity of leader-ship and succession planning. When feasible, committee members should be appointed to the same committee for three years to ensure consistency. The president-elect is responsible for appointing committee members to fill vacancies, appointing committee chairs, and conducting planning meetings prior to the start of the year in office. It is recommended that the chair have previous experi-ence as a member of the committee. Standing committees should be appointed as follows:
