SUMMARY:
Thirty-Eight years of experience in the Construction, Aerospace/Defense, Department of Energy,
Department of Defense and Electronics industries. My duties have included owning and operating a project
management consulting company, being a Materials Manager responsible for the operation and supervising
the production & inventory control, shipping & receiving departments. Developed and implemented policies
and procedures for use in the set-up of program/project management departments, document control systems
using manual and computerized methods. These systems have been used to improve productivity, reduce
labor hours, lower overhead rates and provide early warning of problems that could cause delays or cost
overruns on a project. Developed and trained clients and employees in the use of Primavera’s P6, P3 for
Windows, Suretrak, Parade, for performance measurement (Earned Value). Utilized Expedition, Contract
Manager or Prolog for document control on construction projects to manage Submittals, Change Orders,
RFI’s and other documents.

My duties include the Input of schedule and cost data for project completion. Based on data provided by
others, I develop a computerized schedule and cost model. The schedule shows progress based on actual start
and completion dates of activities to help complete the project on time and within budget.
Current projects include utilizing P6 ver. 8.2 for managing schedules for the California Department of Water
Trashrack Replacement Project and Project delay claims involving ELAC Parking Structure #4 and other
various projects. Currently utilizing P3 by Primavera to develop and maintain on a monthly ongoing basis
schedules for Elementary School Replacement, Airport Construction, and Corp of Engineers QCS system.
Provide forensic scheduling support for Delay claim analysis for arbitration and Expert witness support in
court cases where needed. I developed and provided monthly update support on a 2500 activity schedule for
the construction of a 34 story 2nd
tower at the Grand Hyatt Hotel San Diego. Developed and updated a MS
Project Schedule of over 800 activities for the L3 Communications “PCS Rectifier Project”.

Project Scheduler
My duties include the review, approval and analysis of Proposal, Baseline, and Monthly and Bi-Weekly
schedules for their compliance to the specification’s as they are outlined in the Project Bid and contract
documents. To develop and maintain on an as needed basis, project Master Plan Phased schedules or multi-
building project schedules for Government, Private or Educational District Owners.
EDGE Development, Inc. Temecula, Calif. 11/04 to 9/22/2012 – Scheduling Manager
My duties include the set-up and maintenance of all company project schedules including Southern, Northern
California and Private Works. Develop corporate wide policies and procedures to insure that all project
schedules are maintained (updated) on a monthly basis at a minimum. On an as need basis developing
resource and cost loaded schedules to meet Owner specifications and requirements. Provide training and
support in the use of the documentation required to support weekly, biweekly and monthly reports.
Com Global Systems, Inc. San Diego, Calif. 08/02 to 01/04 – Sr. Systems Analyst
My duties include developing and maintaining Design and Construction schedules for $41 million in Capital
Improvement Projects for the City of Poway. These schedules are cost loaded for cash flow analysis and to
meet Bond requirements for future bond measures. Setup and use of Expedition 9.0 a web based document
control software used on construction projects. Additional task include maintenance of PMW173 program
and GFI/GFE schedule using P5, P3e and Primavision. Review new release of Cost Manager an EVM
software that supports P3e, TeamPlay and P3e/c and adds additional reporting and tracking formats.
Ortiz Enterprise’ San Diego, Calif. 4/02 to 11/02 – Project Scheduler
My duties are to develop and maintain a 1700 cost/resource-loaded schedule for the construction of the La
Mesa Segment of the MTDB Light Rail system through 2 years of construction. Project cost $59,000,000.00.

My duties and responsibilities as Scheduling Manager are the Training of the Project Managers and Project
Engineers in the use of Primavera for Windows software, to schedule and manage their projects. Use data
and drawings provided by the cost estimating department to produce schedules for proposals. Develop the
methods required to resource and cost load future projects. Develop and manage schedules for Project
managers who do not have Project Engineers to manage their projects. Develop and maintain the companies
Standard Cost Code Dictionary to support accountings Job Cost system and the Estimating department in bid
& proposal preparation.

As the owner of CPM Plus my duties include management of the day to day operations of a Project Management
consulting company, of 10 to 18 consultants and sales in excess of $ 1 million dollars. CPM Plus provides
consultants trained in the set-up, implementation and operation of Project Management systems. Our goal is to
use detailed cost loaded schedules to measure performance and provide early warning of cost and schedule
variances which could cause schedule slippage and cost overruns. Develop and provide training to clients in the
use of computerized Scheduling, Performance Management and Document Control Software
Teledyne Ryan Aeronautical San Diego, Calif. 3/1/93 to 11/09/93 - Manager Master Scheduling
Responsible for the setup and implementation of a cost/schedule integrated project management system to
meet C/SCSC requirements for a Navy Unmanned Air Vehicle (UAV) programs. Trained 6 schedulers in the
development of schedules utilizing the WBS, multi-level schedules, predecessor/successor reports, graphics,
and earned value methods.

Supervised the phase-out of manual cost/scheduling methods. Implemented a computerized program
management system resulting in a 50% increase in productivity. Directed an eighteen-month beta test of
(Parade) a government reporting performance measurement software (ie: C/SSR, CPR, & C/SCSC).
