Professor Aravinda Kar has established a Laser-Aided Manufacturing and Materials Processing laboratory in CREOL, The College of Optics and Photonics at the University of Central Florida. He has been working on various aspects of laser materials processing and manufacturing for more than 30 years. He is a Fellow of the National Academy of Inventors and a Fellow of the Laser Institute of America. He has co-authored a book entitled, Theory and Application of Laser Chemical Vapor Deposition, with J. Mazumder.
Jyoti Mazumder is Robert H. Lurie Professor of Engineering in the Department of Mechanical Engineering and Materials Science and Director of Center for Laser Aided Intelligent Manufacturing at the University of Michigan in Ann Arbor. He is an elected member of National Academy of Engineering. He has published more than 400 papers, co-authored books on Laser Chemical Vapor Deposition and Laser Materials Processing, edited/co-edited 10 books on topics related to laser materials processing and Mechanical Engineering, holds 24 U.S patents and has 8 patents pending. Dr. Mazumder has receivednumerous awards including, Bruce Chalmers Award, M Eugene Merchant Manufacturing Medal, Distinguished University Innovator Award, William T Ennor Award, and the Arthur L. Schawlow Award. He is also Fellow of American Society of Mechanical Engineers (ASME), American Society of Metals (ASM), Fellow of International Academy of Photonics and Laser Engineering and The Laser Institute (LIA).

Focusing on the advanced uses of industrial lasers, last year’s ICALEO attracted a record-breaking number of attendees from twenty-three countries. This year, LIA has modified its conference format to enhance the attendee experience and improve ROI for sponsors and exhibitors. ICALEO 2019 will feature 4 industry-specific conferences that will become the core focus of each day: Aerospace, Medical Devices & Biotech, Microelectronics, and Automotive. The improved conference structure will build on the traditions of the technical conference while driving commercial value for sponsors and exhibitors. Additionally, LIA will actively support the development of its sponsor and member networks before, during and after the event.
Each of the industry foci will have its own business and technical plenary session, tradeshow focus, business conference, and Evening of Innovation Symposium. The ICALEO Technical Conference and its workshops will be subdivided into five technical tracks: LAM, Battery Systems and Energy Conversion, Micro, Macro, and Nano. These tracks will accentuate laser technology advancements within the 4 covered industries.”

Professor Lin Li , is the Director of Laser Processing Research Centre (since 2000), at The University of Manchester, UK. He has served as President of Laser Institute of America (2016), President of International Academy of Photonics and Laser Engineering (2013-2015), and President of Association of Industrial Laser Users (AILU – 2017-2019).
He obtained a BSc degree in Automatic Control from Dalian University of Technology (China) in 1982 and a PhD degree in Laser Engineering from Imperial College London in 1989. He worked at University Liverpool (UK) between 1988-1994 as a Research Associate and Research Fellow in laser materials processing and became a Lecturer in Manufacturing at UMIST (University of Manchester Institute of Science and Technology), UK and was promoted to a ful l Chair Professor in Laser Engineering in 2000.Professor Li is an elected Fellow of Royal Academy of Engineering (FREng) in the UK (since 2013), Fellow of Laser Institute of America (FLIA), Fellow of Institute of Engineering and Technology (FIET), Fellow of International Academy of Production Engineering (FCIRP) and Fellow of International Academy of Phonics and Laser Engineering (FIAPLE). He is an author and co-author of over 400 publications in peer-reviewed journals related to laser based manufacturing and photonic science, an inventor/co-inventor of over 40 patents in this area.
He received Arthur Charles Main Award from the Institute of Mechanical Engineers in 2001 for work in laser based nuclear decommissioning technology. He received Sir Frank Whittle Medal from the Royal Academy of Engineering in 2013 for innovative manufacturing that has led to signif icant economical impacts. In 2014 he received Wolfson Research Merit Award from the Royal Society for research on laser nano-fabrication and nano-imaging, and received Researcher of the Year medal from The University of Manchester in 2014. He has been a Director of Laser Institute of America since 2008. LIA once again wil l recognize the importance of student contributions with the 21st Annual ICALEO Student Paper Award. Not only does the student paper contest i l luminate the great work of up-and-coming researchers, but cash awards wil l be presented to the f irst-, second- and third-place winners. Winning papers are also given the opportunity to submit to LIA’s Journal of Laser Applications® for publication (papers wil l undergo a peer-review process).
Student papers accepted for competit ion wil l be judged by an international panel based on original ity of topic/material presented, scientif ic and technical merit , and presentation quality. Professors wil l not judge their own students’ papers.

JLA BEST PAPER AWARD
The Journal of Laser Applications Best Paper Award is given annually in recognition of outstanding laser applications research to the primary author of a selected paper published in the journal in the preceding three years. Each Editor nominates a single paper in their topical area for consideration by the ful l Editorial team based on the quality and signif icance of the work. The winning author receives free registration to ICALEO and a Crystal Award.
The 2019 JLA Best Paper Award has been awarded to Dr. Christian Weingarten for his winning article, “Laser polishing and laser shape correction of optical glass,” J. Laser Appl. 29, 011702 (2017).
Christian Weingarten studied material science at the RWTH Aachen in Germany. Following his master’s thesis on the investigation of hydrogen porosity in the selective laser melting of AlSi10Mg, he began his doctorate at the Fraunhofer Institute for Laser Technology. His research work focused on laser polishing and laser ablation of glass, plastics and ceramics. In 2017, he successful ly completed his doctoral thesis on laser-based form correction of optical glasses. Since July 2018, he has been working in the development of si l icon carbide powder in a medium-sized German company for use in additive manufacturing, among other things. From October 2019, Christian Weingarten wil l be moving to the f ield of environmental management and wil l also be working professionally for sustainabil ity and environmental protection.

The Robot consists of multiple, patented, laser-related elements, including the ABAS beam delivery system, the polygon scanner, and the process control system. The CO2 beam transport system is designed for a moving 8-axis robot reaching 25m. Sophisticated aircraft mapping capabil ity, providing not only stripping control but also aircraft-unique dimensional information. The delivery organization is an exceptional , multi-national and multi-company collaborations to achieve the resultant laser paint stripping robot. Aim is to deliver a compell ing business case.

Dr. Nadine Nottrodt is project manager at the Fraunhofer Institute for laser technology, ILT in Aachen. Since 2008 she is working in the group of Biofabrication. She got her diploma in Biology from the RWTH Aachen in 2007. In 2014 she finished her PhD thesis on the topic of laser based surface functionalization from the RWTH Aachen. As a project manager she was the lead of several project in t issue engineering. One of the most important projects was the European research project ARTIVASC 3D, which aimed to develop three-layered vascularized artif icial skin. Today she is working on laser based cell printing technologies to build up bioactive scaffolds for t issue regeneration.

High precision and the opportunity to control smallest units l ike single l iving cells is one of the main tasks for scaffold production in the f ield tissue engineering. These scaffolds either shall mimic natural t issue or can serve as test systems to investigate and understand cell behavior in natural environment. Today a various number of methodologies exist which canhandle cel ls or build scaffolds. Laser technology with its high spatial and temporal resolution has several f ields of application ranging from surface modification and scaffolding to single cel l analysis and printing. In this talk I wil l give an overview on the broad range of application we address with laser and show how laser technology wil l help to build artif icial organs.

Dr. C. Kumar N. Patel is the CEO and Chairman of the Board. He is the inventor of the carbon dioxide, carbon monoxide, and the Spin-Flip Raman lasers. He pioneered the use of these and other lasers to measure trace gases in diff icult environments. He was at AT&T (now Lucent Technologies) Bell Laboratories for thirty-two years and was Executive Director of the Physics Division and of the Materials Research Division. From 1993 to 1999 he was the Vice Chancellor for Research at UCLA.Dr. Patel was elected to the National Academy of Science in 1974 and the National Academy of Engineering in 1978. He received the National Medal of Science given by the President of the United States in 1996. In recognition of the CO2 laser’s importance to the medical f ield, he has been elected as an Honorary Member of the Gynecologic Laser Surgery Society in 1980 and in 1985 he was elected an Honorary Member of the American Society for Laser Medicine and Surgery.He serves on the Board of Directors of Newport Corporation and was inducted into the US National Inventors Hall of Fame in 2012.

Valentin P. Gapontsev, Ph.D., has been the Chief Executive Officer and Chairman of the Board of IPG since its inception. Prior to founding the Company in 1990, Dr. Gapontsev served as senior scientist in laser material physics and head of the laboratory at the Soviet Academy of Science’s Institute of Radio Engineering and Electronics in Moscow. In 2006, he was awarded the Ernst & Young® Entrepreneur of the Year Award for Industrial Products and Services in New England, and in 2009, he was awarded the Arthur L. Schawlow Award by the Laser Institute of America. In 2011, he received the Russian Federation National Award in Science and Technology, and he was selected as a Fellow of the Optical Society of America. Dr. Gapontsev holds a Ph.D. in Physics from the Moscow Institute of Physics and Technology.

ICALEO® 2019 is the epicenter of all things photonics materials processing. The conference has five unique tracks with significant focus on innovative and novel uses of lasers and photonics.

Mr. Ream is a pioneer in the development of laser materials processing technologies. Starting in the ‘70s with his participation in high power laser welding development for the Air Force, Navy, and NASA, Mr. Ream has continued to contribute to a broad range of laser applications and production implementations. Through his previous diverse employment experiences, including Sciaky Bros. , AVCO Everett Research Laboratories, I IT Research Institute, Battel le, Amada, GE Fanuc, Worthington Industries (TWB), and Edison Welding Institute (EWI), Mr. Ream has gained a broad perspective on the technological and marketing forces that have shaped the laser materials processing world.

With the addition of the Laser Additive Manufacturing symposium, ICALEO 2019 promises to be a very special event. Dr. E.W. (Ted) Reutzel is acting Head of Penn State’s Center for Innovative Material Processing through Direct Digital Deposition (CIMP-3D) and the Applied Research Laboratory’s Additive and Laser Manufacturing Division, and serves as graduate faculty in Penn State’s Engineering Science & Mechanics Department and Additive Manufacturing & Design Program. Dr. Reutzel has led numerous programs to investigate and implement metal AM, including support for the Navy’s f irst demonstration of a f l ight-crit ical part (Ti6Al4V AM l ink on the MV-22B Osprey). The ICALEO Laser Macro-Processing Conference draws attendees and presenters from around the world and from a wide range of process and application areas. This year, in addition to the usual topics of cutting and welding, we have papers on cladding, cleaning, drilling, hardening and shock peening. We will hear presentations on processing of light materials – aluminum, titanium, CFRP – for aerospace applications, up to heavy welding and cutting, including deep welding of stainless steel superconducting magnet cases for the ITER Tokamak. Between these extremes, many applications from the automotive industry will be presented.
There are two topic areas that have an unusually large number of papers this year: Beam Shaping and Process Monitoring. The papers in the Beam Shaping sessions
The ICALEO Macro processing conference includes some of the most prolific laser processing applications; including cutting, welding, drilling and cladding. Although these applications have been widely adopted, researchers and industry are continually innovating to provide new techniques and novel technologies to improve macro materials processing. This year, application innovations take advantage of improvements in lasers (higher power, better beam quality, and new wavelengths) and beam delivery methods (multi-core fibers, beam shaping

mostly report on the process properties and capabilities of concentric multi-core fibers. Most of the presentations are from the fiber manufacturers, but the study from EWI, “Adjustable Mode Laser Welding Evaluation”, will give us an independent view of the capabilities of these new laser delivery fibers.
The other area with a significant number of papers is Process Monitoring, with several papers reporting on the capabilities of Optical Coherence Tomography (OCT) to observe keyhole depth and shape. This series of papers culminates with a look at the ultimate goal of process monitoring – real time process control, with a paper from Trumpf, “Smart production - On the way to autonomous laser processing”.

MACRO TRACK SUMMARY
Robert Mueller, Ph.D., CLSO, is a Sr. Laser Applications Special ist at Massiv Automated Systems in Brampton, Ontario, Canada. Robert has 35 years of laser experience, 25 years experience with high power industrial laser applications and systems and has held the Certif ied Laser Safety Officer designation since 2003. Rob holds a Ph.D. from York University, with a thesis on laser welding dynamics, and an M.Sc. in Laser Physics from The University of Toronto. He has published over 60 papers, conference presentations and patents.
Brian Victor is Director of Industrial Applications at nLIGHT, a leading manufacturer of semiconductor lasers and fiber lasers. He supports nLIGHT’s industrial customers and system partners by developing laser processing solutions and troubleshooting their manufacturing challenges. Before joining nLIGHT, Brian served in engineering, consulting, sales, and service roles for a diverse l ist of manufacturing companies special izing in laser materials processing. Brian holds BS and MS degrees in welding engineering and has developed laser process expertise in welding, cutting, cladding, brazing, and heat treating for a variety of markets and material systems.

Patel , Ph.D., has 30 years of experience in the laser material processing field, is an active member of Laser Institute of America (LIA), SPIE, and OSA and was elected to serve as a President of LIA for year 2009. Currently Raj is a Director of Applications Engineering at NKT Photonics. He has worked with various lasers for developing applications in Flat Panel Displays, microelectronics, semi-conductor, photovoltaics, mobile and medical device manufacturing, and photonic industry. Raj has authored 29 U.S. patents and published and presented more than 125 technical papers and articles related to laser processing, optics, and mask technology.

Owing to distinct advantages including environmental fr iendliness, decent fabrication efficiency, wide coverage of materials, versal ity of processing types, and flexibi l ity in terms of geometry, laser nanomanufacturing has emerged to become an efficient tool for producing both nanostructures and nanomaterials as spurred by the inexhaustible new findings in the sophisticated interaction of l ight f ields with matters. The Laser Nanomanufacturing Conference of ICALEO 2019 is intended to provide deep insight of the latest achievements in the f ields of laser nanofabrication and nanoengineering for creation of novel nanostructures and nanomaterials. The topics of the conference include two-photon polymerization, laser synthesis and treatment of nanomaterials, 3D micro/nanoprinting, interference nanopatterning, manipulated laser beam processing, and laser-induced surface nanostructuring, etc. The conference program for the three-day event consists of one keynote paper, 15 invited papers and 18 regular papers for the total of 34 oral presentations.
Some of the remarkable achievements in recent years in this vibrant f ield are highlighted as fol lows. The conference wil l begin with a keynote presentation given by Prof. John Fourkas from University of Maryland, who wil l discuss nanotexturing of various surfaces using laser nanofabrication for investigating cell behaviors. Another example of laser surface structuring is to real ize large-scale ultralow-loss photonic integrated circuits on crystal l ine l ithium niobate nano-membranes using femtosecond laser direct writ ing, which wil l be reported by Prof. Ya Cheng from Shanghai Institute of Optics and Fine Mechanics. Moving to 3D nanomanufacturing, Dr. Eva Blasco from Karlsruhe Institute of Technology wil l speak about the design and preparation of functional polymeric materials for 3D laser l ithography, which is of vital importance for additive micro-/nano-printing application. The discussion on the laser nanomanufacturing of novel functional materials wil l be extended to hydrogel by Prof. Mitsuhiro Terakawa from Keio University. In particular, the physical and chemical properties of the hydrogel can be 3D tai lored by laser irradiation, enabling formation of composite micro/nanostructures. Laser provides not only a tool for nanostructuring but also a means for manipulating micro/nanoscale objects, which is highly desirable in the future nanomanufacturing. Prof. Min Qiu from Westlake University wil l demonstrate how to tackle the formidable challenges on l ight-driven motions of microsized objects in nonliquid environments using tai lored laser pulses.

Ya Cheng received his BS degree from Fudan University and his Ph.D. from Shanghai Institute of Optics and Fine Mechanics (SIOM). Currently Ya Cheng is a Professor of SIOM and serves as the Dean of School of Physics and Materials Science, East China Normal University. He has co-authored more than 200 papers in peer reviewed journals which have been cited nearly 7,000 times (Database: Web of Science, H-index 42). He is a council member of Chinese Optics Society and a Fellow of the Institute of Physics, UK.

He is currently a member of the board of directors for the Laser Institute of America (LIA), Japanese Laser Processing Society, and the Japan Society of Laser Technology, a council member of the International Academy of Photonics and Laser Engineering (IAPLE), and a Fellow of SPIE-the international society for optics and photonics, Optical Society of America, LIA, and IAPLE. He is also an editor-in-chief of Journal of the Laser Micro/Nanoengineering and an editor of Opto-Electronic Advances, and Advanced Optical Technology, and International Journal of Extreme Manufacturing. He was awarded the Doctor Honoris Causa from University of Szeged, Hungary.

Mr. Ream is a pioneer in the development of laser materials processing technologies. Starting in the ‘70s with his participation in high-power laser welding development for the Air Force, Navy, and NASA, Mr. Ream has continued to contribute to a broad range of laser applications and production implementations. Through his previous diverse employment experiences, including Sciaky Bros. , AVCO Everett Research Laboratories, I IT Research Institute, Battel le, Amada, GE Fanuc, Worthington Industries (TWB), and Edison Welding Institute (EWI), Mr. Ream has gained a broad perspective on the technological and marketing forces that have shaped the laser materials processing world.

Klaus Loeffler began his engineering studies at IFSW in 1985. After completing his studies, he worked in the development department of CO2 lasers at TRUMPF Lasertechnik. In 1995 Klaus moved to Plymouth, MI to manage the TRUMPF Lasertechnology subsidiary. In 2002 he transferred to Volkswagen where he took over the management of the Joining Technology Department. In 2006 he became Head of International Sales at TRUMPF Laser- und Systemtechnik GmbH. Since 2014 he has been Managing Director of Sales & Services at TRUMPF Lasertechnik GmbH.processing world.

Dr Henrikki Pantsar is Director of Applications and Services at Trumpf Laser Technology Center in Plymouth, MI. His department is responsible for laser applications and customer services for the North American market. Before Trumpf, Inc. he was CTO at Valoe Corporation, Vice President of R&D at Cencorp, and has also worked at Fraunhofer USA, VTT and Lappeenranta University of Technology. He received his PhD from Lappeenranta University of Technology in 2005. Dr Pantsar is the secretary of the Executive Board of The Laser Institute.

Friedhelm Dorsch has worked for TRUMPF since 2000 in various posit ions in the f ield of lasers and laser applications. These include the Head of Process Sensor Systems for laser materials process-ing, Managing Director (Diode Lasers) in Princeton (NJ) where he supervised the development and production of high-power diode lasers, and was also the group leader for laser pump sources in Schramberg (Germany). Before joining TRUMPF, he was a Project Engineer, Production Manager and Technical Director at JENOPTIK Laserdiode. He holds a Physics Diploma Degree from the Uni-versity of Hamburg and has experience chairing several conferences in the past, including for LIA.

Dr. Ty Olmstead has been the Director of Technology at Ocean Insight (formerly Ocean Optics Inc.) since 2016 bringing with him over 20 years as a technology leader developing optic and photonic systems and integrating them into architectures for custom applications. As a senior member of the leadership team at Ocean Insight, Dr. Olmstead drives R&D, product development, and custom solutions using by balancing the f ine edge of innovation and structured engineering and quality principles. Dr. Islam Salama is a Senior Director with Intel Corporation responsible for packaging substrate Pathfinding of the high density interconnect across Intel products. In this capacity, Islam manages a global team of technologists and manufacturing team responsible for delivering next generation packaging technologies. His team is focusing on packaging substrate architectures, process and materials technology building blocks, intel lectual property, and manufacturing ecosystem development. Islam has a Ph.D. in laser materials processing from the College of Optics and Photonics (CREOL), UCF and has been with Intel since 2003.
