    Earmarked $10 Million for Sensors and Electronic Survivability

    In February 2011, Bartlett earmarked $10 million in the FY2012 National Defense Authorization Act forsensors and electronic survivability for the development of command, control, and navigation capabilitiesfor manned and unmanned aircrafts for Proxy Aviation in Germantown, Maryland, located just outsideBartletts district.

    In February 2012, the Frederick News Post reported that Sen. Rob Garagiola garnered about $344,000 inthe fourth quarter of 2011more than triple the amount raised by Bartlett, who brought in $104,490 inthe same period.

    Bartlett, however, had more cash on hand, with $343,000 compared to Garagiolas $323,000. [FrederickNews Post,2/02/12]

    Bartlett Raised Little Money, Brought About Rumors of Retirement

    In October 2011, Bartletts FEC report showed that he raised only $1,000 in Q3, invitingspeculation about whether or not he would retire instead of fighting for his seat, which maybecome more Democrat friendly.

    Bartlett only received a single contribution in Q3 from the Republican Main Street PAC. Bartletthad $260,727 in the bank. A campaign aide said that fundraising has been slow due to uncertaintyabout the new districts. He pointed out that Bartlett is one of the only incumbents to put his nameon the 2012 ballot.     In November 2011, Bartlett said that the economy and jobs would be the biggest issues in the new 6 thdistrict.

    Bartlett said that a reduction in government spending would help create jobs. In addition, he said thateliminating federal regulations and scrapping the tax code and creating a tax on consumption wouldcreate jobs.

    In January 2012, Bartlett said Obama gave a great speech, and that most of it could have beengiven by a Republican, except for some parts. Those parts included what Bartlett referred to as amischaracterization of the capital gains tax.

    In November 2011, Bartlett was named the lifetime honorary chairman of the Antietam NationalBattlefield Memorial Illumination.

    Bartlett liked the title and had attended the Illumination event yearly since being in Congress. Bartlett saidhe was listening to classical music on 9/11 when he heard the news that a plane hit the WTC, and after thesecond plane crashed, his mind turned to Antietam and whether it would lose its distinction as the site ofthe bloodiest day of casualties on U.S. soil.
