Executive Summary

The Aklan State University (ASU) Information Systems Strategic Plan (ISSP) was developed to give a clear picture in the utilization of the university’s Information, Communication and Technology (ICT) services. It gives a visible status of how the information systems played an important role in the sustainable development of the university in envision of an academic pillar of excellence. It also aims to develop a unified vision, mission and goals of the ICT among the ASU’s five campuses. This identifies the strengths and weaknesses of the university in providing ICT services to the community. It also helps to improve the university’s opportunities with the assistance from its identified linkages. The ASU ISSP emphasizes the need of IT people investment in the university to produce a strong manpower of human resource in terms of ICT services. It also provides consolidated report of the university’s present IT situation, identified strengths and opportunities, as well as the weaknesses and threats. This is significant for the assessment of the needed requirements concerning the four academic pillars of the university namely instruction, research, extension and production.

ASU ISSP also identified recommendations and strategies to maintain and promote the university as a center of development in agriculture education for Region VI. Below is the summary of recommendations for the university.

Introduction

The Aklan State University Historical Background

The Aklan State University (ASU) is considered as one of the institutions of

learning in Western Visayas. It started as the Banga Intermediate School in 1917 through

a resolution passed by the Provincial Board headed by Governor Simeon Mobo. The

school became a farm school with the conversion of the Banga Intermediate School into

the Capiz Farm School (Aklan being a part of Capiz then), which was formally opened in

June 1918.

As the enrolment increased considerably, the school was converted into a secondary rural school in 1928 and was named the Banga Rural High School.

Through Republic Act No. 3439 authored by Congressman Jose B. Legaspi, the Banga Rural High School was named the Aklan Agricultural College (AAC) in 1963. A two-year technical course was first offered. Subsequently, the college was permitted to offer Bachelor of Science in Agriculture (BSA) program, with Agronomy and Animal Husbandry as major fields on May 19, 1966.

In the seventies, the College further strengthened its instruction program and continued to expand its higher education services by offering other baccalaureate courses. In addition, it offered graduate and post graduate programs to cater to the needs of professionals who seek for career and intellectual advancement.

Having met the standards and requirements of an agricultural state college, the Aklan Agricultural College was converted into the Aklan State College of Agriculture (ASCA) on April 10, 1992 by virtue of Republic Act No. 7371, which was sponsored by Congressman Ramon B. Legaspi, Sr.

Pursuant to pertinent provisions of R.A. 7722, and R.A. 8292, as well as R.A. 8745 or the General Appropriations Act of 1999, four (4) CHED-supervised institutions were integrated to ASCA in 1999. These were the Roxas Memorial College of Arts and Trades (RMCAT) in Kalibo; the Aklan National College of Fisheries (ANCF) in New Washington; the Northern Panay Teachers College (NPTC) in Makato; and the Western Aklan Polytechnic College (WAPC) in Ibajay.

But better things came for ASCA. The consolidated version of House Bill 1548 authored by Congressman Allen S. Quimpo and Senate Bill 2236 were passed on final reading on February 5, 2001, and on January 29, 2001, respectively. On April 4, 2001, R.A. 9055 entitled “An Act Converting the Aklan State College of Agriculture in the Municipality of Banga, Province of Aklan into a State University to be known as the Aklan State University, appropriating Funds Therefore and for Other Purposes” was finally signed into law by President Gloria Macapagal-Arroyo which elevated the former ASCA to Aklan State University (ASU).

Today, the School where “boys love to work, and pretty girls sing, cook and dance” has gone a long way from its obscurity in the good old days to its present national prominence.i

ASU today is awarded as National University for Agriculture and Center of Development in Agriculture Education for Region VI by the Commission on Higher Education (CHED) in 2009.

ASU Organizational Goals

1. Improve the University’s physical, manpower and material resource capabilities and methodologies for effective, efficient, and relevant teaching and learning process;

2. Focus the University’s curricular offerings primarily towards the needs of the agricultural/fishery and allied sectors in consonance with the University’s mandate;

3. Direct research priorities towards agricultural/fishery productivity, environmental preservation and allied problems; and

4. Increase commitment for rural development through expansion of service areas and provision of appropriate skills training and post harvest training assistance to the socially and economically disadvantaged people in the countryside.

The software currently in use by the campuses of the Aklan State University varies on the Information Technology program offered by the university. The ASU Banga has a complete desktop publishing and graphic software shown in Chart 1 because the consolidation of reports and electronic presentation are usually done by the main campus of the university. The ASU Banga gathers and consolidates the report of each campus.

The ASU Kalibo is full-packed of system development software because they are the university’s pioneer in the information system program. But this data gives contrast to the database systems currently in use by each campus shown in Chart 4. The only campus that has no existing system development software is ASU Makato because they only offer teacher education program while ASU New Washington offers minor IT subjects. The ASU Banga offers office information management program with a curriculum that has similarity to the information technology program of ASU Kalibo.

The computer hardware that is functionally use by the different campus of the university is shown in Table 2. This is the figure of functional desktop computer including the number from the computer laboratory of each campus. Let’s see the changes when we remove the figure of desktop computer from the computer laboratory.

Notice the figure of the functional desktop computers in use by campus, only 31% utilize by the office personnel and faculty for their computer related activities. In the conducted physical survey by campus, the faculty needs to provide their own laptop/netbook to be utilized in the university premises for their computer related works and multimedia presentation of their course module. Others also bring their desktop computer and printer in use for the services of the university.

There are different types of internet service provider (ISP) from the five campus of the university. Pantelco is the most common ISP among the five campuses. ASU Banga ICT services provided internet access to different offices in the campus except for the CTE-Laboratory High School, Administrative office, Research and Extension, International House and the office of the Board Secretary.

ASU Ibajay also used Pantelco as their ISP to provide internet access service to all offices including the computer laboratory of the campus.

The ASU Kalibo has two ISPs to separate the internet access services to the four computer laboratories and to the different offices in the campus. Because of the growing numbers of students with laptop/netbook in addition to the faculty and staff who owned personal laptop/netbook, the internet access services typically experienced down time service. This results to the Human Resource, Cashier, Registrar, Accounting and Budget, Cashier, and Supply offices to have a separate internet connection service. Also, the Library and the NSTP office has separate ISP to avoid the down time service of internet access.

The Teacher Education Center of ASU Makato also used Pantelco as their ISP for internet access services.

The ASU New Washington has two separate internet access services but has the same ISP.

Database systems

Notice the employee attendance program database system is commonly found in the four campuses of the university. This came from an outsource information system of the biometric machine used as attendance logs of the faculty and staff of the university. ASU New Washington is the only campus that do not use biometric machine for their attendance logs. ASU Banga has the most number of existing database system that is in-house developed by the IT personnel in-charge of the university. These database systems were created in MS Access. The card cataloguing database system is also an outsource information system of the ASU Banga Library that has different features including the logs of the faculty and students who come in and out of the library.

IT personnel

The ASU IT personnel have no plantilla item. All the IT related positions are designated by the administration of the university president. The office of the ICT services located in the ASU Banga has one designated ICT director to handle all the ICT related issues among the five campuses. The ICT director has one technical staff and one clerical staff in-charge of the ICT projects. Every campus has an ICT coordinator under the ICT Director.

Chart 5 is shown the existing proposed ASU-ICT center organizational structure. The boxes with colored light orange are actively functional units in IT related services. The boxes with colored light green are designations but has no proper monitoring of IT related services under the ICT Director. The boxes without color are the designations without person in-charge.

Computer Network

Topology refers to the way in which the network of computers is connected.ii There are different kinds of network topology layout among the five campuses. Basically, all campuses has available and functional network infrastructure that is connected to the internet. Each campus commonly used the type of tree topology for their computer network.

All campuses have telephone lines and fax machine. The personnel of each unit per campus basically have e-mail accounts that enable them to transfer record from one campus to another via internet.

SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis

Strengths

1. National University for Agriculture

The Commission on Higher Education (CHED) identified the Aklan State University in Banga, Aklan as a national university of agriculture for Region 6 based on the partial list released through CHED Memorandum Order (CMO) No. 18, Series of 2009 released in June 9, 2009.iii

2. Center of Development in Agriculture Education for Region VI

As a COD, ASU will receive funding assistance of P2 million per year for three years effective February 27, 2009 to February 27, 2012. The COD citation is the premier merit given by CHED to higher education institutions (HEIs), both private and public, which have demonstrated the highest degree or level of standards along the areas of instructional quality, research and publication, extension and linkages, and institutional qualification.iv

3. Telecommunication and computer facilities

Based on the ASU records from its five campuses IT inventory, the university has a total of 384 desktop computers where 165 units are used by the faculty and office personnel. The ASU is also currently connected to the internet service provider of Pantelco under Bayantel.

4. International Computer Driver’s Licensed (ICDL) Faculty

ASU has 18 faculty members that are certified and passed the International Computer Driver’s License examination who are currently teaching ICT related subjects in the five campuses of the university.

Weaknesses

1. Insufficient number of IT personnel

There is no plantilla item for the IT personnel in the university. The IT related services and functions in the university’s information

system are designated to the faculty who has plantilla item.

2. Under-qualification of designate ICT Director

The current qualification of the ICT Director designate has a degree in Bachelor of Science in Agriculture educational instead of IT related educational degree qualification.

3. Lack of Management Information System

The information system management among the office units doesn’t have a filling system for easy access and retrieval of records. This results to the difficulty of data gathering for the consolidated reports from the five campuses of the university. The information from the external agency and possible linkages that sends invites via e-mail of the university doesn’t have response on-time because there is no in-charge of e-mail monitoring.

4. Lack of understanding of the benefits of computerization

There are still campuses that have resistance to implement computerization of necessary records of the university. This may cause delay in the consolidation of data gathered among the campuses.

5. Lack of funding for in-house IT related projects and maintenance of IT resources

There is no budget for the in-house IT related projects and maintenance of IT resources of the university. The ICT services project linkages to iSchools is the only existing budget of the unit while the IT resources maintenance are dependent to the computer laboratory fee of the students.

Opportunities

1. Partnership with other organizations

Korean International Volunteers (KIV) continuing program in partnership with the ASU receives different IT equipments donation along with month-long scheduled IT training-workshop for students, faculty and staff of ASU’s five campuses. This maximizes the IT literacy and resources of the university.

2. Institutional Linkages

Creating institutional linkages with Daewoo University Colleges and MIDAS Engineering Co. Ltd in South Korea in collaboration with ASU gives establishment of a general framework within which academics, research, and professional cooperation may develop.v

3. Technology advancement

The current inventory of the IT status of university’s five campuses gives an opportunity to be a high-tech based institution that utilizes all IT resources for the benefits of the institution.

Threats

1. Existence of other educational institution offering related courses

The Aklan Catholic College and STI-Kalibo offers the same IT related courses considered as a competitor of ASU Kalibo. Information Technology as one of the in-demand courses in business outsourcing industry nowadays, students wants an up-to-date information and experience of the latest IT equipment to be well-equipped in their future job hunting venture.

2. Human resource competition with other educational institution/private company

IT faculty without plantilla items are mostly pirated by other private companies. Because there are more opportunities outside and higher compensations and benefits offered to them.

3. University’s political climate

This is common Filipino mentality towards politics, upon the changes of administration; several projects from the previous administration will be affected.

4. National Budget

Like any other government units, ASU is also affected by the changes in government budget.

Recommendations

Recommendation 1: Revision of ICT vision, mission, goals and objectives

Rationale

The current ICT vision, mission and objectives must correlate the university vision, mission and goals. This provides the university efficient ICT services expected by the faculty, students and local community.

Current Status and Discussion

The existing ICT unit of the university functions as a catalyst of educational transformation. Where the ICT equipment and resources are commonly utilizes in educational and training purposes. The IT innovation for a total developmental change of the university’s information system is not yet cited in the current vision, mission and goals of ICT. This is to inline the ICT’s proper function in the sustainable development of the university.

Steps

1. Review the current ICT vision, mission, goals and objectives (VMGO).

2. Identify the ICT services offered by the five campuses.

3. Revise current ICT VMGO based on the university’s vision, mission and goals.

4. Create and/or review the current ICT VMGO of ICT by campus that correlates to the main ICT VMGO.

Required Involvement

1. The Vice President for Research and Extension Development services (VP for REDs) will facilitate the meeting together with the ICT director and coordinators from five campuses to sit down the review of current VMGO of ICT and its satellite.

2. The ICT director will create a proposed revision of ICT VMGO to be presented in the administrative council meeting for the approval of the board of regents.

Recommendation 2: Creation of university ICT policy

Rationale

To avoid being left behind, several nations develop such ICT policies addressing several core issues for keying into the benefits of an ICT–driven world. The aim is to be a creator, a producer and not a consumer or mere passenger. It is usually a proactive indication of the seriousness government attaches to the role of ICT in society.vi

Current Status and Discussion

The existing ICT unit has only internet access policy but there is no ICT policy in general use. The current status implies that the faculty, student and local community are not aware of the internet access policy of the university, thus, many among them are violating the said policy. Ignorance is a monster retarding the growth and use of ICT. Policies will deal with ICT diffusion, and ICT literacy, and awareness of the benefits of ICT, the creation of new economic and social opportunities for poverty eradication, job creation and empowerment.vii This will enable the ICT offers not only services but also a product of innovation in management information system from the university’s IT workforce that will benefits the institution and local community as well. This will provide proper utilization of IT resources and workforce of the university.

Steps

1. Organize ICT coordinators and IT faculty in the conceptualization of the ASU ICT policy.

2. Identify the services of the university in providing ICT.

3. Create a standard guideline for the services offered and proper utilization

of the university’s IT resources.

4. Create duties, functions and responsibilities of the IT related position in the ICT organizational structure.

5. Identify persons who will critic and evaluate the university ICT policy.

Required Involvement

1. The ICT director will facilitate meeting of ICT coordinators and IT faculty of five campuses.

2. The ICT director, ICT coordinators and IT faculty will identify and discuss the guidelines in the proper utilization of university IT resources and identify the duties, functions and responsibilities of the IT related position in the ICT organizational structure.

3. The VP for REDs will critic and evaluate the university ICT policy before submitting to the administrative and academic council for further recommendations and/or suggestions before submitting to the board of regents.

Recommendation 3: Revision of the proposed ICT center organizational structure

Rationale

The structure of your business will act as the backbone and support concerning decision making and other processes.viii This will indicate the proper flow of communication within the organization and identify the person in-charge of the IT related duties and responsibilities.

Current Status and Discussion

The existing proposed ICT organizational structure consists of 14 IT related positions including the Technical and Clerical staff under the ICT director. The revision of the organizational structures is to update the current functional units of the university. The need of identification of the proper person in-charge responsible for the specific IT related designation that regularly maintains and performs the given functions.

The faculty, students and local community are not aware of the person in-charge to be approached in the proper utilization of the computer laboratory, IT equipments and seek assistance in the IT related problems encountered.

Steps

1. Gather the ICT coordinators and IT faculty from five campuses of the university to discuss the revision of the proposed ICT organizational

structure.

2. Set guidelines of qualification for the designate IT related positions in the organizational structure.

3. Create a qualified team to finalize and wrap-up the proposed ICT organizational structure to be presented to the administrative and academic council for the approval of the board of regents.

Required Involvement

1. The university President will facilitate meeting with the VP for REDs to discuss the revision of the proposed ICT organizational structure.

2. The VP for REDs will gather ICT director and coordinators from the five campuses to set guidelines of qualifications for the designate position in the ICT organizational structure.

3. The VP for REDs will assess the qualifications of the identified person to be designated to the IT related position in the structure.

4. The VP for REDs will critic and review the university’s ICT organizational structure before submitting to the administrative and academic council for further recommendations and/or suggestions before submitting to the board of regents.

Recommendation 4: Verticalize the qualification of ICT Director

Rationale

The qualification of a unit head builds strong foundation to lead an organization to the proper direction in obtaining their VMGO. The unit head is capable enough and equipped with knowledge and ideas concerning IT policies and its role in the sustainable development of the university.

Current Status and Discussion

The existing ICT director has a bachelor’s degree in agriculture which is not in line with the Information Technology related background needed by the ICT director to understand the role of IT in the university. This may lead to under qualification that results insufficient output from the service unit of the university.

Recommendation 5: Creation of IT personnel plantilla items

Rationale

The creation of IT related personnel namely: Information Technology Officer, Information System Analyst, Information Systems Researcher, Computer Programmer, and Computer Maintenance Technologist will secure the university’s competent and highly qualified IT workforce from the human resource piracy of other companies.

Current Status and Discussion

There are no existing IT personnel plantilla items in the university. This result to hiring a contractual and/or job order basis IT related position to perform IT related tasks. In hiring contractual IT related personnel for both teaching and non-teaching position, the university ends up losing competent IT people that left an IT related project and /or teaching load unfinished in the middle of the semester because other company offers bigger compensation and pirated the university’s IT personnel.

Steps

1. Review the needed IT personnel plantilla items.

2. Set standard qualification for IT personnel plantilla items.

3. Discuss the IT personnel plantilla items with the administrative council.

Required Involvement

1. The university President will discuss with the Human Resource Officer on the availability of IT personnel plantilla items together with the Finance director and the Budget Officer for the source of fund.

Recommendation 6: Creation of an inventory of IT equipments database system among five campuses

Rationale

The database system for inventory of IT equipments among five campuses determines and provides assessment of the IT status of the university.

Current Status and Discussion

There is no up-to-date inventory of IT equipments among the five campuses of the university. This results to the pointing fingers from one person to another when conducting a physical inventory parallel to the documented files of the service unit in-charge. The only reliable source of supply inventory like IT equipment is the supply office. The said office only rely on the availability of the auditor for the physical inventory of all the supplies in the university which only done once or twice a year if not quarterly. This caused the outdated inventory of the supply office.

Steps

1. Create and identify members of IT workforce to develop in-house database system for inventory of IT equipments among the five campuses.

2. Set a regular meeting with the IT workforce to monitor the in-house database system.

3. Conduct test-run of the in-house database system in one campus.

4. Review the database system before deploying to other campuses.

5. Identify the person in-charge of the maintenance and troubleshoot of database system.

Required Involvement

1. The ICT director will facilitate the creation of IT workforce and regularly meet them to monitor the phases in the development of in-house database system.

2. The VP for REDs will submit a recommendation to the office of the university President the list of IT workforce for their duties and functions in the development of in-house database system for inventory of IT equipments among the five campuses.

Recommendation 7: Creation of IT workforce for the in-house software development

Rationale

The IT workforce is a group of highly competent IT analyst, technologist, and programmer specialize in the information systems development. They play an important role in the creation of information systems that eventually changed the office manual operations.

The university’s official website introduces the institution via internet in the global community. This is also one way of marketing education online. It gives an assessment to the prospective student/s whether or not to enroll in the university. The content and layout of the website gives a lot of impression to the global community.

Current Status and Discussion

The current website of the ASU together with the other campuses needs revision to create greater impact to the global community of prospective students. The ASU Kalibo is the only campus has a website attached in the ASU Banga’s official website. The ASU New Washington also established their website that is not attached to the official ASU’s website. The issues of the website development of the five campuses always fall into conflicts of idea because each campus has different flagship offers, different

version of ASU logo that uniquely identifies each campus and different course offerings. The differences of the five campuses of the university maybe unified into one standard website template with separate web administrator for the maintenance and update of the web content but all websites of the five campuses are linked to the ASU’s official website.

Steps

1. Gather the members of the university’s webpage development team.

2. Set a regular meeting with the team to monitor the university’s webpage development.

3. Identify the person in-charge of the editing and proofreading of webpage content, and graphics and layout designs among the five campuses of the university.

Required Involvement

1. The VP for REDs will conduct regular meeting with the webpage development team to monitor its output.

2. The ICT director gives technical assistance to the team if needed and oversee the webpage development team in the absence of the VP for REDs.

Definition of Terms

Desktop Computer

A desktop computer is a personal computer (PC) in a form intended for regular use at a single location, as opposed to a mobile laptop or portable computer.

Desktop and tower computers are two different styles of computer case that use desk space in varying ways. Desktop computers are designed to lay flat on the desk, while towers stand upright.ix

Information Technology

It refers to anything related to computing technology, such as networking, hardware, software, the Internet, or the people that work with these technologies.x

ISP

Stands for "Internet Service Provider." In order to connect to the Internet, you need an ISP. It is the company that you (or your parents) pay a monthly fee to in order to use the Internet. If you use a dial-up modem to connect to your ISP, a point-to-point protocol (PPP) connection is established with another modem on the ISP's end. That modem connects to one of the ISP's routers, which routes you to the Internet "backbone." From there, you can access information from anywhere around the world. DSL and cable modems work the same way, except after you connect the first time, you are always connected.xi

Modem

The word modem is actually short for Modulator/Demodulator. (There's something you can really impress your friends with). A modem is a communications device that can be either internal or external to your computer. It allows one computer to connect another computer and transfer data over telephone lines. The original dial-up modems are becoming obsolete because of their slow speeds and are being replaced by the much faster cable and DSL modems.xii

Router

This is a hardware device that routes data (hence the name) from a local area network (LAN) to another network connection. A router acts like a coin sorting machine, allowing only authorized machines to connect to other computer systems. Most routers also keep log files about the local network activity.xiii

Switching Hub

Short for port-switching hub, a special type of hub that forwards packets to the appropriate port based on the packet's address. Conventional hubs simply rebroadcast every packet to every port. Since switching hubs forward each packet only to the required port, they provide much better performance. Most switching hubs also support load balancing, so that ports are dynamically reassigned to different LAN segments based on traffic patterns.

Some newer switching hubs support both traditional Ethernet (10 Mbps) and Fast Ethernet (100 Mbps) ports. This enables the administrator to establish a dedicated, Fast Ethernet channel for high-traffic devices such as servers.xiv

Web Page

Web pages are what make up the World Wide Web. These documents are written in HTML (hypertext markup language) and are translated by your Web browser. Web pages can either be static or dynamic. Static pages show the same content each time they are viewed. Dynamic pages have content that can change each time they are accessed. These pages are typically written in scripting languages such as PHP, Perl, ASP, or JSP. The scripts in the pages run functions on the server that return things like the date and time, and database information. All the information is returned as HTML code, so when the page gets to your browser, all the browser has to do is translate the HTML.xv

Website

A website, or Web site, is not the same thing as a Web page. Though the two terms are often used interchangeably, they should not be. So what's the difference? To put it simply, a Web site is a collection of Web pages. For example, Amazon.com is a Web site, but there are millions of Web pages that make up the site. Knowing the difference between these two terms can save you a lot of embarrassment.xvi
