  • RNA ROMANIAN NAVAL AUTHORITY

    The Romanian Naval Authority is the state authority in thefield of safety of navigation, the specialized technical body ofthe Romanian Ministry of Transports and Infrastructure.

    The Romanian Naval Authority was established as a publicinstitution, with juridical personality and extra-budgetaryfunds by merging the Inspectorate of Civil Navigation ICNwith the Romanian Register of Shipping.

    The Romanian Naval Authority overtook all the rights andobligations of both, the Inspectorate of Civil Navigation andthe Romanian Register of Shipping, which are dissolved.

    The Romanian Naval Authority exercises its tasks through itsown staff, through the harbours masters offices and technicalinspectorates, which become its territorial operatives bodies.

  • The management of the Romanian Naval Authority is done bythe board of directors leaded by a president who is theDirector General of the RNA.

    The Director General of RNA and the board of directorsmembers are nominated and revoked by the Ministry ofTransports and Infrastructure.

  • R.N.A. MAIN TASKS

    Fulfils the obligations assumed from the internationalagreements and/or conventions Romania is part of.

    Inspection, control and surveillance of navigation. State and flag port control Draws-up, approves and, if the case may be, asks for the

    Ministry of Public Transports and Infrastructure approval oflegal instruments and standards projects.

    Co-ordinates the search and rescue operations in the nationalnavigable waters and the actions to be taken in case ofnavigation events or disasters.

    Co-ordinates the oil pollution prevention activities.

  • R.N.A. MAIN TASKS

    Penalizes the contraventions and investigates the navigationevents and disasters.

    Registration of ships under Romanian flag. Registration and certification of seafarers. Technical supervision, classification and certification of ships. Represents, by mandate, the Romanian Government in the

    international organizations in the field of naval transports.

    Fulfills all specific tasks at the order of the ministry oftransports and infrastructure.

    Tasks: Certify and monitories the compliance of the Romanian

    flagged ships and their equipments with the nationaltechnical standards and the previsions of the internationalconventions Romania is part of.

    Tasks:

    Performs the navigation survey and the ships trafficcontrol in the national navigable waters and in theRomanian ports.

  • Performs the ships control and inspection, hoistingwhatsoever flags, in the national navigable waters and inthe Romanian ports, having regard to the national lawsand provisions of the agreements and internationalconventions Romania is part.

    Performs the state inspection as to the compliance ofthe naval transports with the Romanian and internationalregulations.

    Performs the survey of ships observance of the legalregime of the Romanian inland maritime waters,territorial sea, contiguous zone and exclusive economicalzone as authorized by the law.

    Orders the ports closing when the weather conditionaffects the safety of navigation.

    Performs the surveillance, from the point of view ofsafety of navigation, of the piloting, towing and mooringactivities.

    Co-ordinate the prevention, control and limitation of oilpollution consequences in the national navigable waters.

    It structure: Port state control/Flag state control department. Naval disasters and events investigation office. Commercial companies inspections office.

    Tasks: Flag state control of the ships hoisting Romanian flag. Port state control of the ships hoisting foreign flags in the

    national navigation waters and Romanian ports. Investigates the navigation events and disasters happened

    in the national navigation waters involving ships hoistingwhatsoever flag, as well as Romanian flagged ships inopen sea.

    Penalizes the persons violating the civil navigation andwaters pollution laws.

    Tasks: Annually elaborates the budget in accordance with the

    Ministry of Finance regulations.

    The budget is certified by the board of directors andapproved by the Ministry of public works, transports andHousing.

    The annual balance of the R.N.A. budget remains at itsdisposal and the next year will be used with the samedestination.
