PRESBYTERY OF CINCINNATI STATED MEETING

Westwood First Presbyterian Church February 16, 2019

CALL TO ORDER

Elder Robert Young, moderator, convened a stated meeting of the Presbytery of Cincinnati at Knox Presbyterian Church, in Cincinnati, Ohio on Saturday, February 16, 2019 at 9:00 a.m. with the Call to Order and prayer, followed by a call to worship led by Ruling Elder Madeline Bronaugh.

FORMATION OF THE ROLL AND DECLARATION OF QUORUM The roll was formed as presbyters and guests registered (attachment). Informed by the stated clerk, the moderator declared a quorum was present.

INTRODUCTION OF NEW PRESBYTERS AND GUESTS Members of the presbytery introduced and welcomed new presbyters and guests.

CORRESPONDING MEMBERS MOTION PREVAILED to seat the Rev. Lisa Nichols Hickman (Presbytery of Shenango) as a corresponding member.

WELCOME The Rev. Jeff Colarossi (pastor, Westwood First) extended greetings on behalf of the hosting congregation, and briefly shared the history and mission of the church. Ruling Elder Bill Bogdan took over as moderator for the next portion of the meeting.

AGENDA MOTION PREVAILED to adopt as presented the agenda of “worshipful work” in which the presbytery's work of discernment, decision making, and fellowship is conducted within the context of worship.

(received in consent agenda) INFORMATION Statement of Parity As of February 1, the number of active teaching elders (77) entitled to vote in the presbytery was less than the number of ruling elders (110) so entitled by the presbytery’s bylaws: Commissioners (85), Officers/Council Members (9), Former Moderators (10), Moderator of Presbyterian Women of the Presbytery (1), and ruling elders commissioned to pastoral service (5). Consequently, there is no imbalance to redress. No congregations need to elect additional ruling elders to attend presbytery meetings. The presbytery can elect ruling elder commissioners based on the bylaws:

Ruling elders elected by each session and commissioned to represent the congregation as follows:

• Up to 300 members – 1 ruling elder • 301 to 600 – 2 ruling elders • 601 to 900 – 3 ruling elders • 901 and more – 4 ruling elders

INFORMATION The Committee on Ministry has taken the following actions on behalf of the presbytery:

RULING ELDER COMMISSIONED TO PASTORAL SERVICE APPROVED the agreement for the Ruling Elder Robert Obermeyer (member, Batavia) to serve part-time (20-24 hours/week) as Commissioned Ruling Elder in pastoral service at Eastminster Presbyterian Church (Cincinnati) for the period of one year, beginning February 17, 2019. Further, authorize him to perform the following functions for the congregation: administer the Lord’s Supper and the Sacrament of Baptism, perform a service of Christian marriage when invited by the session and allowed by the state; serve as Moderator of the Session; and to have voice and vote in meetings of the presbytery. With the concurrence of the presbytery, this agreement may be terminated by either party with 30 days’ written notice. The Presbytery may terminate the relationship at any time. Terms:

INFORMATION A written report was distributed. Actions taken by the Trustees: - Approved a request from the Session of Cranston Memorial Church to authorize the sale of the congregation’s former manse. - Reviewed and shared input with Bob Young, chair of the Presbytery Council, for the proposal Council will bring to the Presbytery relating to the move of the Presbytery’s offices and the eventual sale of the Myrtle Avenue property. - Approved a new policy directing how the Trustees will invest and manage any net financial proceeds from the closing of any congregations, and also for the net proceeds from the potential eventual sale of the Presbytery office building. All net proceeds (from the sale of real estate, personal property, and/or any cash assets transferred to the Presbytery upon the closing of a congregation) will be restricted and used only to create and sustain Presbyterian presence within the bounds of the Presbytery of Cincinnati. This policy is effective immediately, and will direct the investment and management of all net proceeds from congregations that have closed in the past year, and any that will close in the current year and in the future. - Reviewed and provided initial guidance to other congregations that are contemplating the sale of portions of their properties, and/or leases for portions of their church facilities. - The Trustees are also working to identify and understand the Presbytery’s contingent liabilities—primarily loan guarantees (explicit or implied) of congregation’s mortgage loans. Presbyterian polity requires that any such loans be approved by the Presbytery, but our records are incomplete so we will be working to ensure we have the correct, up-to-date information. This is critical for all of us as members of the Presbytery, so that we understand the potential obligations for which we would all be responsible. - Included with the meeting documents is a 2018 Per Capita Collections report. We collected nearly 94% of the Per Capital apportionment; thank you to all congregations who remitted their payments to the Presbytery. The Presbytery sang “God of Our Life”

The moderator introduced Ruling Elder Erwin Hein, Harrison-First, moderator of the Administrative Commission for Elmwood-Carthage to present their report. The closing service for the church was held on February 2, 2019 with the Rev. Nancy Ross-Zimmerman, a former member of the church, preaching. The Administrative Commission recommends: 1. That the Presbytery of Cincinnati accept the offer of $5,000 from Praise Tabernacle Apostolic Church to purchase the Elmwood-Carthage Church property at 6317 Highland Avenue, Cincinnati (Elmwood), Ohio. That the General Presbyter of the Presbytery of Cincinnati be authorized to complete the necessary paperwork regarding the dissolution of Elmwood-Carthage Presbyterian Church as a non-profit corporation in the State of Ohio. That Presbytery sell the Reading-Lockland building to Alyson Gawrych-McClure for the price of $50,000. The moderator asked for discussion. The Reverend Tyler Pettigrew made the following substitute motion: To give oversight of RLPC property to the trustees of the Presbytery of Cincinnati; to allow further conversation with Village of Lockland about the RLPC property, to make a final decision about RLPC property at the next presbytery meeting in May. MORNING WORKSHOPS Following worship Bill Bogdan invited Ruling Elder Beth Kochheiser, Westwood First, to describe the places where the morning workshops would be located. Bill dismissed the body to the morning learning opportunities. Upon returning from the morning workshops, the moderator, the Rev. Adam Fronczek, invited the body to sing the hymn, “What a Friend We Have in Jesus.” Adam Fronzcek then introduced the Rev. Jim Goff to bring the report of the Committee on Ministry.

Jim Goff explained the process that Stacey has followed to transfer her membership. He then asked the first question. The moderator opened the floor for other questions. After questions were answered, a motion was made to arrest the examination and was seconded. The motion was approved. Stacey was escorted from the room and the moderator opened the floor for discussion around the motion to transfer her ordination. A motion was made to sustain the examination and concur with the recommendation of COM. This was seconded and approved. Stacey returned to the room and was welcomed as a member of presbytery. The Schenectady Classis of the Reformed Church in America of which the Rev. Stacey Midge was a member, sent the following resolution to be shared with the Presbytery:

WHEREAS the Reverend Schenectady Classis is an assembly and judicatory within the Reformed Church in America; and WHEREAS the classis is the body that oversees and cares for ministers and churches in its care; and WHEREAS the Reverend Stacey Midge, who was ordained as a Minister of Word and Sacrament by the Reverend Classis of Central Iowa on July 20, 2003, and has served within our bounds as a Minister of Word and Sacrament in good and regular standing for the past ten years, has now been released to the care of the Presbytery of Cincinnati where she serves as the senior minister of the Mount Auburn Presbyterian Church; and WHEREAS the Reverend Midge has served the congregations of our classis faithfully as the Associate Minister for Youth, Mission and Outreach at the First Reformed Church of Schenectady, and supervisor of the Niskayuna Reformed Church and Trinity Reformed Church; and

Nancy Kahaian to transfer her membership to the Presbytery of West Virginia from the Presbytery of Cincinnati, effective March 1, 2019

INFORMATION Feedback for Ruling Elders Worship Leaders Covenant The COM provided feedback to the COM liaison to Third PC regarding the two contracts for the Ruling Elders who serve as Worship Leaders. She will speak with Third and provide a report at the March meeting of COM.

BOP Sabbatical Grant The COM provided its support of the application of the Reverend Rhoda Brumfield for the Sabbatical Grant Program of the Board of Pensions. COM Designee to Interim General Presbyter Search Team The COM elected the Reverend Brad Sheppard (Immanuel) as the COM Designee-Representative to the Interim General Presbyter Search Team.

COUNCIL REPORT Ruling Elder Bob Young, Moderator

Bob Young brought the following motion to the presbytery: That the Trustees be tasked with the Relocation of The Presbytery Offices to the campus of Blue Ash Presbyterian Church, 4309 Cooper Road, Cincinnati with the following consideration/conditions:

o A Lease agreement be drawn up for a Five (5) year period, renewable in Five (5) year(s) increments as long as all parties are in agreement.

o A monthly rent payable of $1,000 per month with a 3% per year increase over the Five Year Lease Agreement.

o A Remodeling Budget not to exceed $10,000. o A Moving Budget not to exceed $5,000. o Engage a contractor(s) to do the work of remodeling. o Engage a Moving Company to move the office equipment, furniture, files, and

other necessary items. o Appoint a Work Team to begin the cleanout/clearout process of the Myrtle Ave.

Ash Presbyterian Church (Council Rep, Trustee Rep, General Presbyter) It is the Committee’s hope that the relocation be completed and the Presbytery Office relocated by July 1, 2019. The moderator opened the floor for questions or discussion. The motion was approved. Joshua Long joined Bob Young to share the report of the Personnel Committee.

Effective May 15, 2019 the new Interim Stated Clerk will begin work, until then will apprentice with current Stated Clerk to learn the job.

Placed in nomination for Interim Stated Clerk, for a two-year period, the Rev. Dr. Erwin Goedicke. Erwin left the room and the moderator asked for discussion of the motion. Hearing none, the moderator asked for a vote, the motion was approved.

Provisional Minutes, Presbytery of Cincinnati Stated Meeting February 16, 2019 Page 22 of 23 Joshua shared that the Personnel Committee, along with the moderator of General Council and a member of Committee on Ministry, staffed by the Stated Clerk, is moving forward to hire an acting presbyter/head of staff for a 3-month period while searching for an interim General Presbyter. Interim will be hired by Council and they hope to introduce that person at the May meeting of presbytery.

The Acting Presbyter/Head of Staff will be announced via email and Sampler. Service to begin on March 1, 2019. Ruling Elder Lisa Allgood was hired as the Acting Presbyter/Head of Staff and began work on March 1, 2019.

Joshua Long encouraged everyone to thank Nancy Kahaian for her service with the presbytery and invited them to the presbyter office on Wed., Feb. 27, from 3-6 for cookies and coffee and to wish her goodbye.

MEAL AND TABLE FELLOWSHIP

A member of the Westwood First Church shared information about lunch and prayed before the moderator dismissed the body for lunch and fellowship.

AFTERNOON WORSHOPS After lunch the body was invited to share in workshops and return to the sanctuary at 2:25 pm.

REPORT OF THE STAFF OF THE PRESBYTERY

The moderator invited the Stated Clerk to give her report. The Clerk, the Rev. Melana Scruggs, reminded everyone of the importance of completing the annual statistical report and of the deadline for doing so. She reminded Ministers of the Word and Sacrament that their membership cards were available if they had not received them at registration. She then asked the moderator for a moment of personal privilege, which he granted. Melana shared thanks for the privilege of working with the Rev. Dr. Nancy Kahaian and for Nancy’s commitment to the Church and the work of Cincinnati Presbytery. The moderator invited General Presbyter, the Rev. Dr. Nancy Kahaian, to give her report. Nancy thanked the presbytery for the privilege of serving with them for the last three years. She encouraged continued work for living into the structure and culture that they have worked toward. She promised prayers. The body gave a standing ovation as a way of thanking Nancy for her work. Moderator Adam Fronczek offered a prayer for Nancy and her new journey in ministry in West Virginia.

Provisional Minutes, Presbytery of Cincinnati Stated Meeting February 16, 2019 Page 23 of 23 Elders Rob Heidenreich (Covenant-First) and Bob Young (Blue Ash) invited the generosity of the presbytery in the offering that will be shared equally between four PCUSA World Mission partners: Ellingtons, Ludwigs, Callisons, and Smith-Mathers. The offering received was $1,200.00. The Presbytery sang the Doxology and Elder Bill Bogdan, Vice-Moderator, offered a prayer of dedication.

SACRAMENT OF COMMUNION The Rev. Jeff Colarossi and the Rev. Nancy Ross-Zimmerman presided at the Table and the Presbytery shared communion together.
