Role of Classification Societies
► The mission of Classification Societies is to contribute to the development and implementation of technical standards for the protection of life, property and the environment
► Classification Societies establish and apply technical requirements for the design, construction and survey of ships and offshore units
► The classification process consists of :
Technical review of the designed plans and related documents
Attendance at the construction of the vessel in the shipyard to verify that the vessel is constructed in accordance with the relevant rules and regulations
Attendance at the production facilities that provide key components such as steel, engine, generators, castings, etc
Periodical surveys of ships in service throughout the ship's life cycle, to verify that the ship continues to meet the relevant requirements of classification rules and international conventions and codes, as applicable

Role of NS Surveyor - Generalities
► The role of NS Surveyor is to confirm that the condition of the hull, machinery, equipment and appliances continue to comply with the applicable classification rules and international conventions
► The surveys are to be carried out in accordance with relevant class and statutory requirements, based on visual examination that normally consists of :
An overall examination of the items for survey
Detailed checks of selected parts
Witnessing tests, measurements and trials where applicable
► When the surveyor identifies corrosion, structural defects or damage to hull, machinery and/or any piece of equipment which affects the ship's class, remedial measures are to be immediately required
Immediate and permanent repairs or replacement of defective equipment
Exceptionally, provisional repairs may be accepted and relevant recommendation for permanent repairs/replacement endorsed

► Responsibilities & Authorities of Ships in Service Surveyors are defined in PNS 002 2.16 + Annex 3
► Surveyor must know the Rules and International Regulations, and the safe practices, and must keep up-to-date with technology
► Surveyor performs the surveys he is authorized for, in accordance with the surveyor’s certificate
► The surveyor must remain impartial during surveys and report on facts

► Prepare for the survey Review the ship’s file, the last survey reports and the ship’s
damage and repair history
Check the ship’s class and statutory position to determine all surveys to be performed
Check BV recognition for statutory surveys and any specific instructions from Flag Authorities
Read the rules and applicable procedures to determine the scope of each survey
► Prior starting survey onboard Check all certificates and confirm the ship’s class and statutory
position
Explain to owners representative the scope and schedule of surveys

► Fill-in the “Request for Survey” form, specifying : Date of the request
Name and title of the person making the request
Ship’s name and Register number
Place and date of survey
List of surveys to be performed
Invoicing address
Any other relevant information

Make sure the survey scope is entirely covered
Record any defects and findings
Extend the survey scope, if necessary
Issue a written repair list, if repairs are required, especially for long duration surveys
Require the necessary repairs to be carried out immediately

Recommendations
• Any defect and/or deficiency affecting the class that could not be immediately repaired and to be dealt with within a specific period of time

► Class recommendations following periodical surveys
Survey is incomplete
• Recommendation must clearly identify the outstanding items
• Such recommendations must be dealt with before the end of the periodical survey window
Repairs are required
• Urgent repairs affecting the safety of the vessel must be carried out promptly and thoroughly, before ship sails
• Less urgent repairs shall be done preferably before the end of the survey window, or later if technically justified

► Class recommendations following occasional surveys
Repairs as required due to collision, grounding, engine damage, etc.
Temporary repairs may be required
• For voyage to dry dock
• For a limited period (till next periodic docking)
• Awaiting spares, anchors, chain cable etc.

► Postponement of recommendations
Recommendations must remain exceptional. Postponement of recommendations are even more exceptional
Surveyors do not have the authority to postpone recommendations
• First postponement of a recommendation for less than 30 days – The SSOM takes the decision
• First postponement of a recommendation for more than 30 days – The CM takes the decision
• Any other postponement of a recommendation – The CM takes the decision

► Statutory recommendations
Minor deficiencies
• Recommendations can be endorsed in exceptional circumstances
• A limited number of minor items
• Maximum two months (not automatically)
• A conditional certificate to be issued
Major deficiencies
• Must be corrected immediately. In exceptional circumstances, where immediate repairs are not possible :
• Flag agreement MUST be obtained. We do not have the authority to take this decision.
• Flag will issue necessary instructions / authorizations

► After the surveys
Send to HO all certificates issued, immediately after issue
• Send only certificates effectively delivered to the owner
Complete and send to HO the Neptune Provisional Survey Statement (NPSS) for updating of Neptune database, immediately after end of survey
Complete and send to HO the survey report without delay
Survey report must be consistent with the surveys carried out and the recommendations eventually endorsed
Certificates, NPSS and Survey Reports are transmitted through the ASMS system to all concerned parties (HO, CM, CD) and
through VeriSTAR Info to ship owners and flag authorities
