ROLE OF PRESENTING OFFICERFUNCTIONS AND RESPONSIBILITIES
UNDERSTANDING AND PRESENTATION
• Why charges should be deemed to be proved if not beyond doubt ,at least on the basis of preponderance of probability.
• Presentation of the case in understandable and orderly manner with precision and clarity
RAPPORT WITH THE INQUIRY AUTHORITY
• Impression•Skill of conduct of examination of witness
•Boldness with polite manners•No undue influence over the IA
TO THE I A• Planning in the regular hearing
• Knowledge of relevant roles and procedures • Supply of documents
• Collection of relevant statements etc.• Meeting the Investigating officer
• Thorough and purposeful study all the documents and each element of the event
• Reconstruct the incident in mind • Scrutinise the part played by the Charged official
• Examine the necessity and adequacy of the evidence• Correlate each item with evidence to know its
effectiveness
• What will be admitted by the C O and his defenc• Calling witness for :-

• Collect the necessary evidence• Contact the witnesses in advance for ensuring their
attendance and deposition
• Try your best to disprove or at least raise doubt.• Maintain day-to-day notes of every hearing
• Make special note of the points raised by the defence• Focus on the standard of proof
• Do not ask leading questions in examination o a witness• Ask permission to cross examination of a non co-operative
witness
• Crisp and coherent , no verbose • Anticipate the possible line of defence of the CO
• Properly canvass the evidence• Impress the I A with your logic and presentation
