RFI Clarifications Drawings and Specifications
1. Please provide additional building sections that properly identify roof elevation differences.
Refer to Steel Elevations, structural drawings for working points, also refer to wall sections for top of wall systems. Sloping roofs low TOS is 2’-0” +/-
2. Alternate 2 appears to be different than what as presented on the Prebid conference
call. Please confirm scope Refer to the documents for scope. Prebid presentation images were for reference
3. The Project Description slide presented during the Prebid conference call identifies scope “not in the scope of work” differently than the D1.1 Drawing. The demolition drawing identifies the activity rooms as not in scope and suggest more corridor work is in scope. A1.1A plan doesn’t include a complete plan of those areas. Please confirm scope and issues drawings that show the full area of the renovation.

4. Please advise of the extent of repair and/or replace flooring on stage and stairs. Please
also clarify if spec section 094600 is the product that matches existing.
Scrape and sand floor down to the wood then treating it with one of the following low lustre black paints:

5. There is conflicting info regarding shades on this project. There are several callouts for
"shades at all exterior windows typical" and then when I look at interior elevations, shades are called out in certain rooms and not in others. Please clarify if shades are required at "All Exterior Windows" including those receiving film or drapes, or if shades are only required on certain windows, in which case I would need a schedule to price accurately.

6. What are the dimensions of the side-folding grille in the lobby?
20’ long x 4’-6” high
7. What is the need for the Tarkett Tarkolay/Taraflex Isolsport instead of a fully adhered
floor? Is there a known moisture issue in the concrete? It is basis of design for it’s performance
8. Below is the question from one of the Steel Bidder pertaining to canopy columns ; Please advise “Can you find out who the Architect spec’d out for the Conic Caps?
This should be provided as a steel fabrication
9. The base of the Architectural Metal Canopy Structure is shown as Brick base Architectural
Planter [A3.2] However the Civil Drawing Says it as Concrete Curb (C301). Please provide more details and drawings if its feature Architectural Brick Base Planter.
Refer to A5.8 for Canopy pier Base in section. Concrete filled pier, Iron Spot Brick as specified on building watertable. Dimensions are: 4’-8”W x 20’-0”L x 3’-8”H
10. Per drawing A7.0 at elevation 8/A7.0 calls for baby Changing Station and it will not found
on spec section 102800 , Please provide manufacturer. Bradley Corp see revised finish drawings Attached
11. On drawings M1.1A and M1.1B HVAC General Note #7 and on M-4.0 Note #6 under the VAV Schedule it says the duct liner shall only be a non-porous sealed type. Spec section
230713 Duct insulation page 4, 2.6 Duct Liner, paragraph B says the liner to be equal to Johns Manville Linacoustic RC flexible fiberglass. Is this the basis of design and/or is it considered non-porous? If not please supply a specification for the desired non-porous liner.

12. The duct liner thickness in the specs stated 1.5’’ and the key notes on the drawings call for 1’’Please clarify.

• Area off of Library 202 what is the floor finish? More specific please… Coat 203?
• Area off of Corridor 210 next to Storage 204, what is the finish floor? SC- sealed concrete, same as Storage 204

14. Spec. no.101400.3.4.A says a signage schedule and drawings are at the end of the section, however they are not.

16. The toilet wainscot height (PWT1) is called out as 48” in the material schedule, 76” in the
finish schedule, and both 72” and 76” on the elevations. Please advise.
76”H shown on the elevations will be the typical for all tile wainscot in bathrooms, all other heights noted will be revised to this. In Add. 4.
17. The material schedule states that CWT1 is used at the front of the senior services
reception desk, but the finish schedule calls for CWT2 here. Please advise.

21. Need clarification on the wall tile elevations in the bathrooms. Print A7.0 elev #24 is
showing PWT-1 up to 72” with schluter over it and paint on top. Elev #14 is showing PWT-1 with Schluter and PWT-2 on top. Which shall we use? Please advise
PWT2 locations are on wet walls above the wainscot and all other walls receive paint above the wainscot.
22. Which tile is the field and which is the accent tile for areas 200 and 210? PTF-1 or PTF-2?
Refer to finish schedule. PTF1 is the field, PTF3 is the accent
23. Per Door Schedule on Drawing A9.1, it was not clear where fiberglass doors are, Please
clarify specific Door type and frame type that is applies to this spec. section 081613 Fiberglass Doors & Frames.

29. Spec 099600 High Performance Coatings call for this section to be used at all exterior Steel. Where does Spec 099713 Thermal Insulating Coating apply? Note on drawing indicates to apply Thermal Coatings at All Exterior Steel Also. Please clarify where each type is to be used.
High performance coatings will be on all exterior exposed steel as a finish.
Thermal coatings are specific to areas of thermal bridging, this coating is to be used at all areas where exterior steel bridges to the interior per the manufacturers instructions.
30. In order to include irrigation with our landscape proposal, for the Rocky Hill Senior
Community Center, I will need to know the scope of work for this project. What areas do they want irrigated? Where is the water source? Lawn areas, shrubs or both? Please advise and thank you in advance.
There is no irrigation in the project.
31. Drawing C.301 Indicates Accessible Ramp and Retaining Wall (to door 300B/Exit 139). See Arch Drawings. There are no details on the Arch or Struc Drawings. Please clarify There is no ramp or retaining wall
32. There are several discrepancies between the Electrical Lighting Plan and the Reflected Ceiling Plan regarding fixture types and counts [E1.1B and A2.1B (Add. #3)]. Examples include Arts/Crafts, Fitness, and Fitness Storage. Please review and advise.
For Bidding purposes the Electrical RCP will govern for power and quantities.
33. Are the Forbo Bulletin Boards a part of this project? I see them spec’d and it says there is
more detail on the Finish Schedule. The bulletin boards are not on the Finish Schedule at all and I don’t see any evidence of them on the drawings. If they are included in the project, can you please provide details including color, size, count, etc.

34. According to RFI response #7 in Addendum 3 the wood baffles are in the “café” bar in the
main lobby. Is the entire ceiling in Lobby 200 supposed to be AWC1 Wood baffles? Or is only part of it supposed to be AWC ? If only part, please provide clarification as to the exact area or square footage. The only ceiling types show are gypsum board and APC-1. Please clarify.
Wood baffles are only above the café bar radiused 9’-3” gwb ceiling.
Changes per MEP SPECIFICATIONS:
1. Section 220719 Plumbing Piping Insulation:
a. Paragraph 3.3.A.1.a: Change to read: “Cold water piping, All pipe sizes: glass fiber insulation: 1” thickness”.
b. Add Paragraph 3.3.A.1.b: “Hot water piping, 1” pipe size and less: glass fiber insulation, 1” thickness”.
c. Add Paragraph 3.3.A.1.c: “Hot water piping, 1.25” to 1.5” pipe sizes: glass fiber insulation, 1.5” thickness.
DRAWINGS:
1. Drawing P2.1A&B:
Clarification: Temperature maintenance heat tracing shall be provided on all new domestic hot water piping from outlet of main thermostatic mixing valve at water heater to within 24” of all hot water fixture stops.
2. Drawing P2.1B:
Clarification: Plumbing fixtures near Storage a304 on Detail 2 (Alternate Bid) shall have same fixture designations as the fixtures near Storage 301 on Detail 1 (Base Bid). Provide water cooler EWC-1 in Corridor 210 on Detail 1 (Base Bid).
3. Drawing P4.0 (Plumbing Fixture Schedule): a. Water closet WC-1A & WC-1 is to have battery powered sensor operated flush valve. Change
model to Sloan model 8111-1.28. b. Urinal U-1 is to be used for both the ADA and non-ADA installations. Urinal U-1 is to have
battery powered sensor operated flush valve, Change model to Sloan 8186-0.125. c. Sink SK-3 is to be ADA compliant. Change model to Elkay LRAD332265, 6.5” deep. Provide
Truebro insulation kit for waste and supplies. d. Sink SK-4 is to be ADA compliant. Change model to Elkay LRAD252265, 6.5” deep. Provide
Truebro insulation kit for waste and supplies. e. Lavatory LAV-1A model is correct, but description is not as the fixture is a wall mounted

4. Drawing E2.1A : a. See sketch SKE-1 for location of existing panel HV-MDB-A and existing Fire Alarm Control
Panel.
5. Drawing SE1.1: a. Provide fiber optic cable in Site Communication Loop Conduit between buildings (Town Hall to
Library, Police Station to Fire Station, Fire Station to Community Center.) Fiber Optic Cable to be Non-Armored Single Mode OS2 12 Fiber pre-terminated with ST Connectors at both ends. Route cable interior through building to IT Room/Equipment location at both ends – See sketch SKE-2 for approximate IT rooms/equipment locations in each building. Provide fiber optic cable between Town Hall IT room and Community Center IT equipment location to complete loop, routed above ceiling.
b. Provide 25 pair Cat 5e Indoor/Outdoor cable in Site Communication Loop Conduit between Town Hall IT room and Library IT Equipment location.
6. Drawing E1.1A:
a. Provide Type K light fixtures at Kitchen Pass-throughs at Corridor 102 and Multipurpose 125. See Sketch SKE-8.

“Sink Type S-4 is to be provided with a solids interceptor. As the sinks are to be handicap accessible, locate the interceptor in the adjacent base cabinet. Offset sink waste piping to maintain knee clearance.”
2. Division-28 283100 Part 2.2B - wiring is required to be hardwired. Is MC or cable an
approved method? We are requesting more Clarification on approved wiring methods. Fire alarm wiring to be manufacturer approved fire alarm cable or fire alarm mc cable

No. Upstream of panel HV-MDB-A is the ATS, Generator, Building Main C/B and utility transformer, but the study only need include the new equipment from HV-MDB-A downstream.

circuit.
17. Is there a base tank for the generator and if so how many gallon tank?

18. Site communication loop - How are these conduits to enter the buildings? Are there
basements in these buildings? Any boxes required inside the buildings?
Conduit can enter Library below grade. All other building conduits shall run up the
building exterior and enter building above grade
19. Where is the location of the circuit breaker panel in the police station that is to supply
power for the gate operators?
Location not known. Carry 150' of circuiting (wire &conduit) within the building for
each gate.

- A bid opening will follow receipt of the bids and be video recorded. This video will be posted to the Town’s website later in the day on April 28th, 2020
- Lowest responsible, qualified, and eligible bidder should be prepared to attend a virtual scope meeting on the afternoon of April 29th, or the morning of April 30th. More specifics to be determined with that General Contractor.
The Owner (Town of Rocky Hill) through its Owner’s Representative (Colliers Project Leaders) and its Designers (QA+M Architecture) is soliciting bids for the construction of the a new addition to and renovation of the Rocky Hill Senior/Community Center. The Bid Documents, consisting of the Drawings and Narratives prepared by QA+M Architecture comprises the bidding and construction documentation for this project. This Invitation to Bid provides an overview and logistics reflecting the bidding process and logistics for this project.
Project Description:
The primary scope of this project is to renovate and expand the Rocky Hill Senior/Community Center to provide additional program spaces for the Town’s services and programs. The project will include roughly 5,000 sf of renovation work within the existing Senior/Community Center and roughly 15,000 sf of new addition space. The work includes but not limited to several multipurpose spaces, art and crafts spaces, small library, fitness spaces, and small café space. There will also be utility work, telecom, and exterior improvement work including patio and playground space.
The existing Senior/Community Center is attached to the Town Hall building and share a Town campus with several other important Town facilities including Police, Fire, and Library.
The Construction Documents also lists several alternates which will be analyzed by the Owner and selections made based on cost and schedule.
Bid Document Availability:
An electronic copy of the Bid Documents will be posted after 12:00 PM, March 24, 2020 and will be on file and available within the Advanced Reprographics online plan room at https://www.advancedplanroom.com/jobs/public or by calling (860) 410-1020. Pre-Bid Conference:
A bidder’s pre-bid skype meeting and conference call for all contractors will be conducted at the date and time as specified above. The Owner is undertaking a public bidding process for this project that includes soliciting complete project bids from General Contractors. The Owner will meet with the most

competitive bidder to review the scope of work, discuss the approach to the project, and solicit recommendations to improve value in the project. After considering these factors, a successful bidder will be identified. Contractors shall honor their bid price for ninety (90) days from bid due date.
Form of Contract:
A lump sum contract, AIA Document A101 will be executed with the General Contractor for the construction of the entire project. No exception to the scope of work or contract will be considered unless such notification is given before the Bid Due date or within the Bid Submission.

2.1 PERFORMANCE REQUIREMENTS
A. Surface-Burning Characteristics: Comply with ASTM E 84; testing by a qualified testing agency. Identify products with appropriate markings of applicable testing agency.
1. Flame-Spread Index: 25 or less. 2. Smoke-Developed Index: 450 or less.
B. Structural Performance: Provide demountable partitions capable of withstanding the effects of gravity loads and the following loads and stresses within limits and under conditions indicated:
1. Load-Bearing Capacity: Not less than 4.5-lb/linear inch distributed proof load when tested according to BIFMA X 5.6.
2. Transverse-Load Capacity: Lateral deflection of not more than 1/120 of the overall span when tested under a uniformly distributed load of 5 lb/sq. ft. according to ASTM E 72.
C. Acoustical Performance: Where acoustical rating is indicated, provide demountable-partition assembly tested by a qualified testing agency for sound transmission loss performance according to ASTM E 90, calculated according to ASTM E 413, and rated for not less than the STC value indicated.

3.1 INSTALLATION
A. General: Install demountable partitions after other finishing operations have been completed.
1. Install partitions rigid, level, plumb, and aligned. Install seals at connections with floors, ceilings, fixed walls, and abutting surfaces to prevent light and sound transmission.
2. Broken, cracked, chipped, deformed, or unmatched panels and components are not acceptable.
3. Except for filler panels scribed to fixed walls or columns, do not modify manufacturer's standard components.
B. Suspended-Ceiling System: Do not alter suspended-ceiling system.
C. Doors and Frames: Install door-and-frame and glazing-and-glazing-frame assemblies securely anchored to partitions and with doors aligned and fitted. Install and adjust door hardware for proper operation.
3.2 ERECTION TOLERANCES
A. Install each demountable partition so surfaces vary not more than 1/8 inch from the plane formed by the faces of adjacent partitions.
3.3 ADJUSTING
A. Inspect installation, correct misalignments, and tighten loose connections.
B. Adjust doors to operate smoothly and easily, without binding or warping.
C. Check and readjust operating hardware. Verify that latches and locks engage accurately and securely without forcing or binding; lubricate as recommended by manufacturer.
D. Clean soiled surfaces to remove dirt, fingerprints, adhesives, and other foreign materials according to manufacturer's written instructions.
E. Remove and replace defaced or damaged components.
