I n furtherance of the Land Registration Authority’s mandate in the

protection of the integrity of our Torrens System of land titling and

registration, and in consonance with the commitment of His Excel-

lency President Simeon C. Aquino III towards good governance

through his slogan “Daang Matuwid”, I have the honor of presenting

our agency’s Annual Report for Fiscal Year 2011 which was highlighted by

its three major thrusts, thus:

The Land Titling Computerization

Project (LTCP), the most important

agency project to date, and is aimed at

securing land titles and related docu-

ments, preventing the issuance of dubi-

ous, duplicate (double) and overlapping

titles and providing a speedy lot status

verification with a feature on anytime

and anywhere query on land research;

and

Drive against fake land titles; and

Professionalism in the bureaucracy.

The agency’s income for Fiscal Year 2011, with comparative analy-

sis of the agency’s revenues between FY2010 and FY2011, is included in

this Annual Report.

I t is great pleasure that I greet the effi-

cient and effective men and women of

the Land Registration Authority as they cele-

brate their 109th Founding Anniversary on 01

February 2012.

The Land Registration Authority, as the cen-

tral repository of all land records involving reg-

istered or titled lands, has remained a stalwart

partner in our pursuit for cleaner and safer land

titles. As the computerization of land titling is

close to its completion, it is expected that the

illegal activities of land title syndicates will be

totally eradicated all over the country. In-

deed, it is the desire of my heart to see

this country free from fake titles even

before the end of my administra-

tion, and gain back the Filipino

people’s trust and confidence in

government.

As you celebrate this well-heeled

event, I ask you to remain com-

mitted and steadfast to our goal of

national renewal by providing

downright public service to our real

bosses, the Filipino people.

MESSAGE

M y warmest greetings to all

my fellow civil servants in the Land Regis-

tration Authority (LRA) as we reach another

milestone, the commemoration of our

agency’s 109th Founding Anniversary.

A few years back, LRA embarked on a revo-

lutionary journey that proposed to enhance

the quality of services we provide to the pub-

lic by integrating information technology

(IT) as a key strategy in the implementation

of the land titling system in the Philippines,

not only as a significant source of revenue

for the government, but most importantly, to

augment the integrity of the Torrens System.

All the unrelenting hard work from each of

the 1,975-strong LRA workforce has brought

us to where we are today, the final phase of

the Land Titling Computerization Project

(LTCP), with one hundred ten (110) Regis-

tries of Deeds (RDs) all over the country al-

ready using the automated PHILARIS sys-

tem. This endeavor facilitated a shift from a

paper-based (manual) to a stated-of-the-art

automated system, thereby guaranteeing a

quick and secure registration of land titles.

The LRA exists for the sole

The LRA Chorale was revived on 10 October 2010. Since then, it has

been actively visible in all LRA events and even extends its services to

other institutions such as the Tahan-Tahanan Foundation, Inc., East

Avenue Medical Center in Diliman, Quezon City.

OUR H ISTORY, OUR L EGACY

S ir Robert Torrens origi-

nated the system of land regis-

tration known today all over

the world as the Torrens sys-

tem. As the commissioner of

customs if South Australia,

Torrens was inspired by the

facility with which ships or

undivided shares therein were

negotiated and transferred in

accordance with the Mer-

chant Shipping Acts. Becom-

ing a register of deeds, he de-

vised a scheme of registration

of title that improved on the

old system. When he became

a member of South Austra-

lia’s First Colonial Ministry

he introduced in the parlia-

ment a bill providing for the

adoption of his scheme of

land registration. The meas-

ure was passed and came to

be known as the “Torrens

System.”

On November 6, 1902,

the Philippine Commission

enacted Act 496, known as

the Land Registration Law.

This provided for the creation

of the Court of Land Registra-

tion (CLR), the offices of the

Registers of Deeds and the

institution in this country of

the Torrens System of regis-

tration whereby real estate

ownership may be judicially

confirmed and recorded in the

archives of the government.

However, the system actually

took effect February 1, 1903.

Five judges were appointed by

the Governor-General with

the advice and consent of the

Philippine Commission.

One judge was desig-

nated judge of Court; the rest

were assigned Associate

Judges. Other members of the

court were a clerk and assis-

tant clerk, both appointed by

the Attorney-General with the

approval of the Secretary of

Finance and Justice. Along

with the court were estab-

lished the Registries of Deeds.

Later, the Court of Land

Registration, because of Act

2347, was given over to the

Court of First Instance and a

new office was established—

the General Land Registra-

tion Office. On June 17, 1954,

Republic Act No. 1151 abol-

ished the GLRO and created

in its stead the Land Registra-

tion Commission (LRC). The

Commissioner of Land Regis-

tration took over the powers

of the GLRO, including those

of the judge of the fourth

branch of the Court of First

Instance of Manila. The LRC

worked under the jurisdiction

of the Department of Justice,

and was in direct control of

the Registers of Deeds (RDs)

as well as the Clerks of Court

of First Instance in land regis-

tration cases. It was then that

a Registry of Deeds was estab-

lished in every city and every

province, and a branch regis-

try was put up wherever else

possible at the time. On Feb-

ruary 9, 1981, the president

issued Executive Order No.

649, reorganizing the LRC

into the National Land Titles

and Deeds Registration Ad-

ministration (NLTDRA).

This agency operated under

the administrative auspices of

the then Ministry of Justice,

and extended the effective

assistance to the Ministry of

Agrarian Reform, the Land

Bank of the Philippines, and

other agencies in line with the

Land Reform Program. In a

Presidential Memorandum

Circular on September 30,

1988, the NLTDRA was

changed into the Land Regis-

tration Authority. This was in

line with Executive Order No.

292 of July 25, 1987, institut-

ing the Administrative Code

of 1987, which took effect on

November 23, 1989.

The Authority has grown

through the years. It now has

1,950 employees nationwide,

and has been a virtual work-

horse for the Department of

Justice. It has consistently

increased its revenues through

its registries of deeds for the

past eleven years. Many new

methods and techniques have

been developed by the ad-

ministration in the defense of

the rights of landowners

The status of the Land

Titling Computerization Pro-

ject (LTCP) of the Land Reg-

istration Authority is pres-

ently on its fourth phase.

More than 100 Registries of

Deeds in Cities and Provinces

are now on-live with their

operations. In addition to this,

the partnership of the agency

with various government

agencies and stakeholders i.e.

realtors and bankers, has fi-

nally been formalized with

the creation of The Organiza-

tion of Property Stakeholders

(TOPS).

In truth, the Authority is

more active than ever, willing

and able to defend the integ-

rity of the Torrens System in

the Philippines for the benefit

of the landowners and the

entire Filipino people.

MESSAGE

M y heartfelt greetings to the Land Registration Authority, its

officials and employees.

Land is a very important object of commerce. Our eco-

nomic growth depends much on the development of land and

therefore the importance of the certificate of title which is the evi-

dence of land ownership cannot be overemphasized. It is for this

reason that the LRA has embarked into the Land Titling Comput-

erization Project (LTCP), not only would speed up the processing

of land transactions, but would also provide ample protection and

security to our land records. The LTCP when fully implemented

and made operational is expected to swiftly and accurately per-

form the complex task of the LRA and the Registries of

Deeds’ operations. It is on this note that I exhort

everyone in the LRA and the Registries of Deeds

to take the challenge and do their part in the

realization of this vision. This is the time to

renew our commitment to the public service,

professionalism, competence and dedicated

performance, traits that a public servant

should exemplify as we aim for a modern-

ized land registration system.

I hope that all the officials and employ-

ees of this Authority will continue to support the

programs of this administration as it would be for

the benefit of everybody, our beloved office, the trans-

acting public, and ultimately, that of our country.

I sang malugod na pagbati sa Pangasiwaan sa Patalaan ng Lu-

pain (Land Registration Authority).

Ikinagagalak kong ipaalam sa ating mga kababayan ang

pagsisimula ng pagsasakatuparan ng Land Titling Computeriza-

tion Project (LTCP) bilang bahagi ng modernisasyon ng LRA.

Mapapadali at mapapabilis na ang pagkuha ng impormasyon ukol

sa estado ng isang titulo ng lupa kahit anong oras at kahit saan

man sa mga sangay ng Pangasiwaan sa iba’t-ibang probinsya ng

bansa. Layunin din ng programang ito ang maiwasan ang lanta-

rang pamemeke ng titulo na nakakasira sa katatagan ng ating eko-

nomiya. Buong galak din naming ipinababatid ang di ma-

tawarang dedikasyon ng Pangasiwaan, sa pamamagitan

ng Task Force Titulong Malinis na buong tapang at

The IT Team successfully deployed the full PHILARIS CO at the Central Office on January 29-30, 2011.

Build 22 functionalities were defined together with the PHILARIS—RD TWG on February 4 and 10, 2011. Enhance-ments and fixes for this build are cur-rently being developed.

Memorandum of Agreement for the LRA-BIR Linkage was signed on Febru-ary 8, 2011.

Western Samar - 2 Barcode Scanners; and

Laguna (Calamba) — 1 Scanner.

Successfully deployed the Philaris RD 1.0.21.4 to 108 "live" sites and 4 Opera-tional Testing sites.

March 31, 2011 1. PHILARIS-RD System

Build 22, which includes the functional-ity to process transactions covered by the Comprehensive Agrarian Reform Program, is currently undergoing LARES Testing.

LRA UAT expected by April 6 to 8

The Budget for FY2011

For Fiscal Year 2011, the Land

Registration Authority had an ap-

proved total budget allocation amount-

ing to P316,358,282.00, prior year’s

budget classified as ‘continuing’ in-

cluded, and P652,350,378.00, for

Funds 151 and 101, respectively.

Under Fund 151, a total of

P240,520,000.00 was allocated for the

agency’s maintenance and other oper-

ating expenses (MOOE), the huge

amount of which was spent during the

first two quarters of the year with

P58,766,815.73 and P82,892,007.80,

respectively.

The summary of data given above

was based on the ‘Summary of

FY2011 Quarterly Financial Report of

Operation’ prepared by the Financial

Management Department thru its

Budget and Finance Division.

The Physical Accomplishment

The testing and implementation of

the Land Titling Computerization Pro-

ject (LTCP) are on-going, though still,

at the stage of adjustment. Thus, for

FY2011, LRA has issued 583 Original

Certificates of Title.

Further, in the Registries of

Deeds, there was a remarkable smooth

implementation of the new system

noted by the agency. This year,

2,702,481 deeds/instruments and

other requests for registration, without

the issuance of TCTs/OCTs, were

acted upon by our Registries of Deeds.

This was almost 1% higher than our

target of 2,690,000. To date, out of 165

Registries of Deeds throughout the

country, 110 of them are now on-live

operations. This means that 67% of the

Registries of Deeds are now using the

computerized system.

In the reconstitution of titles,

1,205 applications were completely

processed.

Moreover, remarkable increases

were noted by the agency in the fol-

lowing areas of concerns, thus: (1) 39%

increase in the approval of subdivision

and/or consolidation plans where the

agency surpassed its target of 5,400 to

7,137 approved subdivision and/or

consolidation plans; and (2) 2% in-

crease in the resolution of consultas

with 135 resolved cases, either thru

consulta, resolution, or opinion, as

compared to the target of 132 for this

year.

The Revenues Generated

For Fiscal Year 2011, the Land

Registration Authority surpassed its

target by 61.76% which is 8.55%

higher than the previous year’s excess

income.

A s of Dec. 30, 2011, the LRA has a to-

tal work force of Two Thousand One Hundred

Seventy-Eight (2,178), both in the Central Of-

fice and the different 167 Registries of Deeds.

Of this number, 2,111 are regular employees

and 67 are casual employees.

For the year 2011, 336 employees were

sent to various Seminars and Workshops to en-

hance their knowledge , skills and be updated of

current trends and practices in their respective

fields. These seminars include Management

Training Programs for the 3rd Level, Manda-

tory Continuing Legal Education (MCLE) for

lawyers, Technical Trainings for the Geodetic

Engineers & Cartographers, Accounting, Audit-

ing, Records Management, Personnel Manage-

ment, Supervisory, and other various trainings.

LRA has likewise forged several Memo-

randa of Agreement with different government,

private and banking institutions, the most sig-

nificant of which is the Pick-up Deposit Agree-

ment with the Philippine Veterans Bank. At

present, said bank services seventy-five (75)

Registries of Deeds throughout the country.

This scheme reduces the risk of our Collecting

Officers in depositing cash collections to our

depository banks.

F or the year 2011, the Land Registration Au-

thority, through the Hon. Administrator, has

issued about 583 decrees of registration in both

ordinary and cadastral land registration proceed-

ings, pursuant to the final judgments/orders ren-

dered by Courts.

This Department, being the technical arm of

the Court on matters involving land registration

cases, has submitted to about 987 reports in the

ordinary and cadastral land registration proceed-

ings.

The Subdivision and Consolidation Divi-

sion, received subdivision, consolidation-

subdivision and consolidation survey plans from

January to December 2011 about 7,743 plans for

verification and examination. Out of the total

number submitted for recommendation to the

Honorable Administrator, 7,175 plans had been

approved.

With the use of the computerized system

process of plotting and examination, the agency

sent to the different Registries of Deeds a total of

27,382 patents for registration and a total of

5,206 patents for denial.

Through this, let me commend all the offi-

cers and personnel of the Department on Regis-

tration for their remarkable contribution to pub-

T he Legal Affairs Department is

composed of four Divisions namely

Law Division, Inspection and Investigation

Division, Clerks of Court and the Reconstitu-

tion Division.

The Law Division is primarily tasked

with the resolution of consultas and rendition

of opinion on issues involving transactions.

The Inspection and Investigation Division on

the other hand is tasked with the conduct of

administrative disciplining actions against

erring officials and employees of this Author-

ity.

The Clerks of Court Division is charged

with assisting the Regional Trial Court,

Branch 4 of Manila, the Land Registration

consultas and promulgating the consulta

resolutions. Lastly, the Reconstitution Divi-

sion is tasked with the processing of Admin-

istrative Reconstitution pursuant to RA

6732 in relation to RA 26. It is also charged

with rendering reports to the courts in cases

involving petitions for judicial reconstitu-

tion.

For the year 2011, the Law Division

was able to resolve 135 consultas exceeding

its target of 116 and was able to render nu-

merous opinions, verbal and written, despite

its limited manpower.

The Inspection and Investigation Divi-

sion on the other hand, heeding the call of

the Honorable Administrator to profession-

alizing the LRA personnel, resolved 28 ad-

ministrative cases and administratively

charged 14 employees; and acted numerous

miscellaneous complaints and requests.

The Reconstitution Division was able

to issue 209 orders for administrative recon-

stitution involving 1,337 certificates of title.

It has likewise rendered 386 number of re-

ports relative to petitions for judicial recon-

stitution of titles in various courts.

The Task Force Titulong Malinis, the

investigators of which are mostly personnel

of the Legal Affairs Department, was able to

complete the investigation of 45 cases, in-

volving 45 number of fake titles. It is like-

wise involved in the dissemination of infor-

mation on how to detect fake titles thru the

giving of lectures to different real estate bro-

kers, as well as appearing in radio and tele-

vision interviews.

F or the FY 2011, the agency registered a to-

tal of 34,347 EP/CLOA titles containing an

area of 87,868.9106 hectares. This is 99.6% of the

total EP/CLOA titles transmitted by the DAR in that

year.

We continuously undertake the patent distribu-

tion to various provinces nationwide. Just this year,

the agency was able to distribute 71,212 titles contain-

ing an area of 36,775.2829 hectares. We were able to

get 88.08% rating based on the target of 80,484 for

this year. Last year also, we were able to register

64,682 patent titles containing an area of 37,286.1769

hectares.

The 108th LRA Anniversary of the agency was celebrated on

01 February 2011. Administrator Eulalio C. Diaz III sig-

nalled the start of the event with the lighting of the torch as

early as 4:30 am. The fun-run ensued from LRA building to

Quezon Avenue to East Avenue then back to LRA building.

Then at 7:00 am, there was aerobics.

Enrique B. De Gula’s entry, Malinis na Titulo Pangarap ng Bawat

Pilipino, won the 2011 Slogan Writing Contest. The awarding was

done during the 108th LRA Founding Anniversary celebration on 01

February 2011.

Atty. Robert Nomar V. Leyretana’s family

witnessed his ‘oath taking’ as Deputy Ad-

ministrator for Operations before Adminis-

trator Eulalio C. Diaz III. After the oath,

well-wishers and dedicated staff of Deputy

Administrator Leyretana swarmed around to

congratulate him. He assumed his post as

Deputy Administrator for Operations on 27

June 2011.
