  • The Romans built nearly 53,000 miles of roadslinking the capital to their far-flung empire. Toput this amazing feat in context, consider thatthe United States, to date, has built 42,000miles of interstate highways.

    Major roads began in Rome and spread in every di-rection, spawning commerce, communication, andtravel, while permitting rapid movement of Roman le-gions. The roads covered the empire like latticework,joining the different territories (Figure 1). This includ-ed Italy, Germany, France, and Spain; the roads evenextended as far north as Britain. To the east and souththe roads linked the Balkans, Greece, Turkey, the Mid-dle East, and North Africa, including Egypt andTunisia.

    Roman roads were remarkable for preserving astraight line from point to point, regardless of obsta-

    cles. They traversed marshes, lakes, ravines, andmountains. By their bold conception, these roadshave challenged and excited modern engineers.

    Roman Road Design Sets the Standard for TwoMillennia

    Roman road building began in earnest in 312 B.C.,when the Roman Senate approved construction of a132-mile highway from Rome south to CapuatheAppian Way (Figure 2). From Capua, the highway waslater extended eastward, ending on the Adriatic coastat Hydruntum, a total of 410 miles. The empire ex-panded over the next 600 years, and Roman legionsrequired good roads to achieve their conquests andto maintain supply and communication lines.

  • rainwater. This massive road cross section (Figure 3)set the standard of practice for the next 2,000 years,until 18th-century French engineers developed thin-ner cross sections (see sidebar).

    The width of the Appian Way was 36 Roman feet (35English feet). The two-way center lane, heavilycrowned, was 1512 feet wide flanked by curbs 2 feetwide and 18 inches high on each side and paralleledby one-way side lanes 734 feet wide.

    In its most advanced stage of development, the Ap-pian Way was constructed by excavating paralleltrenches about 40 feet apart to mark the exact road lo-cation and to indicate the nature of the subsoil. Thefoundation was then covered with a light bedding ofsand and mortar upon which four main courses wereconstructed: 1) A statumen layer of large, flat stones 10 to 24 inch-

    es thick2) A radus course, about 9 inches thick, consisting of

    smaller stones mixed with lime 3) A nucleus layer, about 1 foot thick, consisting of

    4) A summa crusta, or wearing surface of flintlike lavastones, fitted tightly, about 6 inches thick

    Soldiers, slaves, and convicts provided much of themuscle required to construct a Roman road. First theycleared brush, trees, and rocks. Then they dug

    In 1775 Pierre Tresaguet, an engineer, becameinspector general of all roads and bridges forFrance. He developed an entirely new, relativelylight road sur face, based on the theor y that thesubsoil rather than the sur face should suppor tthe load. His standard section was 10 inchesthick and consisted of a course of uniform stoneslaid edgewise covered by a layer of walnut-sizedbroken stone. The roadway crown rose 6 inches inits 18-foot width and had a uniform cross section.This dif fered from the ver y heavy Roman crosssection that had been used for so long throughoutEurope.

    This type of road served traffic, generally con-sisting of horse-drawn vehicles, for many years.However, when automobiles and heavy truckswere introduced, totally new requirements becamenecessary for road and highway construction.

    Today, European roads consist of much deeperpavement sections. In southern Germany andAustria, where freeze-thaw conditions in winterare much like those in the upper Midwest of theUnited States, the typical road may have 212inches of high-strength basalt concrete with anexposed-aggregate sur face placed over 712 inch-es of unreinforced concrete. These layers areplaced on top of a 6-inch lean concrete base

    suppor ted by 16 inches of frost-resistant aggre-gate subbase and a two-layer subgrade of stif f,silty clay compacted thoroughly. Underdrains areinstalled in the aggregate layer to complete thedesign. These roadsat least 32 inches thickare built for long ser vice life and low mainte-nance, and they can withstand higher axle loadsthan major U.S. highways are designed to with-stand. Although these roads are more expensiveinitially, the life-cycle costs are lower.

    An experimental adaptation of this type of Euro-pean roadway has been built on a Detroit express-way alongside a new segment built to the currentU.S. standard (see Reference 6). It will be quite in-teresting to compare the two roads over time, andmake an in-depth analysis.

    Perhaps the Romans had the right idea after all.Their deep, well-designed pavement sectionsbuiltwith the best materials available at the timehaveleft an enduring legacy.

    THE ROMANS HAD THE RIGHT IDEA

  • drainage ditches on either side and leveled theroadbed. Heavy rollers, hauled by hand, compactedthe subsoil.

    Roman concrete mix. Roman concrete was, whenpractical, made of lime mixed with volcanic rock orsand called pozzolana, named after the place where itwas first found, Pozzuoli, near Mount Vesuvius. Thepozzolana contained an aluminum silicate fromwhich silica was readily liberated by caustic alkalies,such as calcium hydroxide. Silica combined with thelime to form a solid cementing material that wouldharden in water. Today, industrial byproducts such asfly ash and silica fumereferred to now as poz-zolansserve to enhance concrete in a similar way.

    There is no evidence that the Romans understoodthe reason for the superiority of the pozzolana mixover plain lime mortar, but they did know there was adifference, and they used the mix with considerableability to construct their roads. Where pozzolana wasnot available, or too far from the source to transport,they mixed the lime with powdered bricks that fur-nished the silica required. The amazing endurance ofmany of these ancient Roman roads can be attributedto this lime-silica mortar as well as to the favorable cli-mate.

    The Roman Road-building LegacyFollowing the collapse of the Roman Empire in A.D.

    455, Roman roads fell into disrepair, and in manyplaces the stones were dug up and used for buildingpurposes. In spite of this, many of the roads still existand are used daily.

    It was not until 1716 that a central administrationfor the upkeep of roads and bridges was formed inFrance. A training school for young engineers was es-tablished in 1747. This was the beginning of the studyof the science of road construction. Roman road-building technology certainly contributed to this ef-

    fort. And, today, the Romans are considered to havebeen the best and most scientific road builders theworld has yet seen.
