Chuck Evans, Senior Vice President and General Manager Henkel Corporation Chuck Evans is Senior Vice President and General Manager at Henkel Corporation’s automotive group. Evans leads sales, operations, strategic planning and overall business management for the company. He has nearly 30 years of experience with the company, previously serving in a variety of sales, marketing and technical roles. Evans earned a Bachelor of Science degree in chemistry and philosophy from Illinois State University and completed executive management studies at Harvard and Insead, France.

Rajat Agarwal, Director, Global Product Development and Innovation, Automotive, Aerospace, Metals Industries, Henkel Corporation Rajat Agarwal is Director, Global Product Development and Innovation, Automotive, Aerospace, Metals Industries, Henkel Corporation. His 15 years of experience with Henkel includes technology development, commercialization and innovation processes with a focus on the automotive and steel industries. Agarwal has spent the last five years working in Germany with global responsibility for product development and innovations.

Dr. Jay Baron, President and CEO Center for Automotive Research In addition to executive responsibilities, Dr. Jay Baron leads the Manufacturing Engineering and Technology group at the Center for Automotive Research. Dr. Baron’s research has involved automotive tooling, vehicle assembly, process validation and competitive evaluation of technologies involving advance light-weight material processing and business case assessment.

In 2010, he co-authored “Assessment of Fuel Economy Technologies for Light-Duty Vehicles,” published by the National Research Council. Using data from this NRC publication, he co-authored “The U.S. Automotive Market and Industry in 2025,” published by the Center for Automotive Research. Dr. Baron continues to provide numerous presentations and seminars on automotive manufacturing and global trends.

James Tamm, Chief, Fuel Economy Division National Highway Traffic Safety AdministrationJim Tamm leads the Fuel Economy Division within the National Highway Traffic Safety Administration. The division is responsible for establishing Corporate Average Fuel Economy regulations for passenger cars, light-duty trucks and medium-duty passenger vehicles and fuel efficiency regulations for medium- and heavy-duty commercial vehicles and work trucks.

NHTSA’s Fuel Economy Division is also responsible for developing alternative CAFE standards for low volume manufacturers, and implementing consumer information programs, including regulations for some content on the fuel economy label and new regulations for alternative fuel badges on light-duty vehicles.

Jim joined NHTSA in 2009 after a 31 year career at Chrysler where he served as an Engineering Supervisor in Powertrain Systems Engineering. He received a Bachelor of Science in Mechanical Engineering from Pennsylvania State University and a Master of Science in Mechanical Engineering from the University of Michigan.
