Key Elements
> The document is a global noteworthy practice guide, including examples from many countries
around the world.
> There is direct guidance on improving safety in low and middle income countries, with case
studies illustrating solutions.
> The new Safe System approach is at the core of the manual, including ways to implement this
approach.
Safe System infrastructure solutions are highlighted (i.e. the solutions that are most likely to
help eliminate death and serious injury).
> It stresses the need for capacity building (i.e. skills development) and how this can be
achieved.
> The value of demonstration projects is explained, particularly for those working in low and
middle income countries.

Safe system
approach - Foundation
> Shift from crash prevention in general towards
preventing deaths and injuries
> Directly addresses the needs of vulnerable
road users and others
> Encourages safety to be designed into
developing road networks rather than being
considered an afterthought

• Once high risk locations have been identified, appropriate
interventions must be assessed and selected to address this
risk.
• Interventions should be designed to address risk at a specific
location, routes or across the whole road network.
• Detailed information is available on effective interventions
and when these should be used, including for those in LMICs.
• Interventions can be selected based on the expected
reduction in injury, but other factors should also be
considered when selecting interventions.
• ETC.
Key messages for Chapter 11
Exchange knowledges and techniques on roads and road transportation
How do I get started (Chapter 11
material)?
The most cost-effective interventions to target key crash problems are well
known. As a starting point, these interventions should be implemented in a
targeted way on high risk routes. These include:
• footpaths and safe crossing points for pedestrians
• separation for motorcycles and bicycles
• adequate provision of safety for intersections (grade separation at the
highest volume locations; roundabouts; raised platforms)
• median barriers for higher volume, high speed roads
• roadside protection for higher speed roads
• effective speed management to reduce likely impact speeds to survivable
levels
An ideal starting point is to implement ….
