The Asst. Director of Mines & Geology, Guntur after conductingdetailed Inspection, Inspector survey recommended to consider foramalgamation of two quarry leased areas over an extent of 2.75 Acres& 3.75 Acres held by M/s.Naga Jyothi Stone Crusher, inSy.No.401/B(Part), of Kondakavur Village, Narasaraopet Mandal,Guntur District into a single lease covering total extent of Acres 6.50Cents/2.631 Hects with co-terminating the amalgamation of leaseperiod with that of the lease whose period expires first I.e., on24.07.2019, subject to satisfaction of all other terms and conditions ofA.P.M.M.C. Rules, 1966.

Brief Description of the Nature of the Project.

Project is Road Metal Quarry located in an area of 2.631 Ha. RoadMetal of 15,010m3/Annum is produced by means of conventionalmethod of opencast mining through drilling, blasting, loading and



shifting through dumpers/tippers before crushed. The cost of theProject is Rs.25/- Lakhs.

2.0 LOCATION OF THE QUARRY AREA:

M/s. Naga Jyothi Stone Crusher – 2.631 Ha is located at Sy. No.401/B, Kondakavur Village, Narasaraopet Mandal, Guntur District ofAndhra Pradesh.

The Quarry Lease Area is a part of the Survey of India Toposheet No.65/D/4. Guntur is major town at a distance of 46.4 km in ENE direction.

The National Highway (NH-5) connecting Guntur – Ongole at adistance of about 14.2 km in SE direction, The State Highway (SH-45)connecting from Narasaraopet – Chilakaluripet is at distance of 8.4km in ENE direction. The State Highway (SH-50) connecting fromNarasaraopet – Vinukonda is at distance of 5.2 km in NW direction.

The nearest railway station is Munumaka RS at 8.7 km in NWdirection.

There are no wild life sanctuaries, wild life sanctuaries, elephant/tigerreserves within 10km radius of the study area.

Salient features of Quarry Lease Area are given in Table – 1 and Fig -3 shows the study area of 10 km radius around the Quarry LeaseArea.

2.1 Topography:

The topography of the QL area varies from 65 to 130 m RL withsurface relief of 65.0 m. The general slope of the terrain is towardsSouth West.

The reference bench mark at the culvert near to Quarry Lease area is443mtrs in NNW and is at 66.3 m RL This was again transferred andtied up with the boundary Pillar – 4 (ABM) which is at 104.7 m RL

Now, the outside point altitude is taken as the reference for arriving atthe GPS coordinates of all the four corners of the lease area.

2.2 Geology and Exploration

a. Brief description of Regional Geology with reference tolocation of lease/applied area

The area is underlain by various geological formations of different agegroups ranging from Archaean to Recent. The Archaean basementcomplex comprising the granite-gneisses, Schists, Khondalites,Charnockites and basic dykes of dolerites form the predominant rocktypes in the central part. The fringe of the Archaeans in the central

part is represented by Cuddapah basin, namely Nallamalai group ofUpper Cuddapahs. In a sequential order, the younger Kurnoolsoccurring in the Cuddapahs and those in the western parts of thedistrict are thrust over by the Cuddapahs and these in turn by theArchaean granite-gneisses. The Upper Gondwana group of sandstonesand shales out crop are seen at places between Guntur and Tenali.The youngest rock types of the district appear to be of Mio- Plioceneage followed by the Alluvial deposits of Recent to Sub-Recent age

b. Detailed description of geology of lease area

Local Geology:

The Road Metal occurs as the sloping hillock. It contains granite-gneisses, and Schists. The generalized lithological succession of thearea is

One distinct litho-stratographic unit constitute the subject area isRoad Metal. No other minerals or rock units are seen in this area. TheSchist is predominantly distributed in the most of the mine lease area.Road metal is exposed along the mine working in the quarry. RoadMetal occurring in this area is grey in colour on the surface.

2.3 RESERVES AND LIFE OF THE MINE

3.0 Mining Methodology

The material in the quarry area is excavated by conventional method ofopencast mining through drilling, Blasting, loading and shiftingthrough dumpers/tippers before crushed.



Height/Width of the quarry benches are kept at 6m x 3m. Theindividual bench faces are kept nearly vertical. Whereas the overallquarry slope angle (the angle between the line joining the toe of bottombench and the crest of the top bench with the horizontal) ismaintained at around 450 with the horizontal. The Quarryingoperations will proceed towards South East.

Pneumatically operated Jack hammers are employed for drilling 25mm dia. holes. The holes are decked with Gelatine sticks and blasted.The gelatine sticks are stemmed with saw dust and blasted. The topsurface of the bench and surrounding surfaces are kept clean. To offerresistance to the air pressure, the holes are covered with sandbags.

About 1m3 boulders are extracted with the blasting. These are reducedto one cu.ft stones by Rock breaker. The stones are loaded into thedumper/tipper by a 0.9 m3 capacity bucket loaders. The stones soloaded into dumpers/tippers are moved to crusher to reduce it to thedesired size. The crushed material is passed through a double/tripledeck screens and the so separated sized stones are moved though thebelt conveyors into stockpile.

Extent of Mechanization: A standard equipment selection has beenmade in respect of major earth moving machines consisting of 0.9m3

hydraulic excavators, 15t dumpers or Tippers.

Excavator of 0.9m3 capacity is utilized for excavation & loading ofblasted rocks. Rock breaker is used for breaking ofbig boulders. Tipper/trucks/dumper of 15 MT capacities is used fortransportation of rock from quarry site to stone crushing unit.

Transportation: Stone excavated from the quarry is transported to thecrushing unit material through 15 MT capacity trucks/dumpers.During transportation overfilling of trucks and consequent spillage ofmaterials on the roads will be avoided by covering tarpaulin in theloaded trucks.

3.1 List of Machinery/Equipment Proposed: The nature and quantity ofmachinery required for excavation and /or blasting of constructionstone / rock depends on the production capacity of the quarry.However, the machines used are as follows:

Blasting: Kondakavur area is enriched with Stone which is hard innature. Since the hill track is boulder in nature, jointed & fractured,about 90% of the total excavation will be subjected to drilling &blasting for loosening fragmentation for ease in production andremaining is excavated directly by the machine and 100 kg of explosivewill be consumed. Powder factor is found to be 6t/kg of explosive.

Time Schedule: Total working days are 250 days in a year. It is oneshift operation of 8 hrs duration.

Working Plan: The maximum production of construction stoneproposed from this quarry is 15052 cu.m/annum.

3.2 DESCRIPTION OF ENVIRONMENT

The project environmental quality in the vicinity of a quarry lease areaidentified for proposed mining serves as the baseline status and alsofor identification of environmental concerns/impacts corresponding toproject area.

Land Use Pattern

The mining lease area is 2.631 Ha. So far about 1.384 Ha isexcavated. The excavated area will be reclaimed byafforestation/converting into water holding tank.

3.3 Water Regime:

No perennial streams are existing in and around the quarry leasearea. Ground water in plenty is available



3.4 Flora and Fauna:

The subject area is devoid of trees and major vegetative cover. Nomajor wild life exists in the area.

3.5 Quality of Air, Water and Ambient Noise Level:

The subject area is away from industries and Human settlements. Theimpact of quarrying is not likely to have any adverse impact on theexisting environment. Quarrying even on a small scale causes someenvironmental impact. Therefore, efforts are necessary to mitigate theenvironmental impact created. The management is well aware of thisaspect and will take all precautions to mitigate the impact.

3.6 Climatic Conditions:

The peak summer will be in the month of May. Highest temperaturesof 47.2°C are recorded in the area during the month of May and thelowest temperature of 9.4°C is recorded in the month of January. Theaverage rainfall in the district is 1031.6 mm

3.7 Human settlements

Human settlements within 5 km of the quarry are given below:

4.0 IMPACT ASSESSMENT

(a) Land Area.

The mining lease area is 2.631 Ha. So far about 1.384 Ha isexcavated. The excavated area will be reclaimed byafforestation/converting into water holding tank.

(b) Air Quality

The project includes various quarrying operations involving

• development of benches,• approach roads,• haul roads,• drilling,• blasting,• excavation and• transportation

These operations generally result in generation of dust and therebypose health hazards. However, adequate control measures will beprovided at every stage of operation such as water sprinkling atloading and unloading point and on haul roads before transportationto reduce the fugitive dust emissions.

Heavy Earth Moving Machinery like excavator, dumpers, dozer andother transport vehicles will emit gaseous pollutants mainly CO andNOx.

The generation of dust is anticipated from various quarry activities i.e.drilling, blasting, loading, haulage, unloading, and other activitiesrelated to quarry.

The increment in the fugitive emissions will be due to materialhandling and transportation activity. These will be restricted to thelease area only by adopting water sprinkling, which will be practiced



at the quarry site to control air pollution load. When the mines areunder closure, the following is the ambient air quality.

Dust levels will be higher within the active operational areas (quarryarea) due to blasting and transportation. However, in the buffer zoneit is not likely to be affected by dust problems, when proper dustsuppression measures are taken.

Air Quality Management

The following measures will be adopted to mitigate air pollutiongenerated due to the quarry activities:

Rock breaker will be used for breaking over size boulders inorder to reduce dust and noise generation.

Water spray on haulage roads & proper maintenance of haulroads will be done.

Development of green belt around lease boundary, roads andother places will be carried out to control the air pollution.

Personal Protective Equipment like dust mask will be providedto all employees working in the dusty areas.

Proper maintenance of vehicles will be done to limit gaseousemissions.

(c) Water Quality

Water consumption in the mine is estimated to be about 10 m3/day asdetailed below in table. Source of water is from bore well/localpurchase.

Surface Water

There is no perennial surface water source in the quarry lease area.Ground water is the source for the nearby habitation also.

Stone is non-toxic in nature. There will be no outside discharge ofliquid effluent from the quarry site.

Ground Water

Ground water pollution can take place only if the quarry rejectscontain toxic substances, which get leached by the precipitation waterand percolate to the ground water table thus polluting it. Any nearby



wells or other sources of water can be rendered unfit for drinking andeven for industrial use.

This is not the case with this deposit as the stone or topsoil does notcontain any harmful ingredients. Moreover, stone constitutes of fairlyinert and chemically non- reactive ingredients.

The general ground level in the quarry area is 65.0 mRL. Water tablein the area measured at nearest habitation is about 20 m bgl.Ultimate quarry depth will be equal to the Ground level.

Water Pollution Control Measures

The following measures will be implemented to prevent waterpollution (if any) from the quarry:

No wastewater will be generated during quarry operation Garland drains all along the downstream boundary of the

pit. Rainwater falling in the quarry pit will flow based on the

slope into the garland drain provided with sedimentationpits.

(d) Noise Levels

Noise generation is from operations at quarry development, excavationand transportation of stone.

High noise levels will be confined to work zone areas only. Noise levelsget diffused rapidly with distance.

Noise impact is mainly restricted to the work zone areas. Hence, thenoise levels impact due to the quarry operations on community isinsignificant.

Noise Control Measures

The following control measures will be adopted to keep the ambientnoise levels well below the limits:



• Controlled blasting with proper spacing, burden, stemming andoptimum charge/delay will be maintained.

• The blasting will be carried out during less human activitytimings i.e. during lunch interval or during change of shifts.

• Proper maintenance, oiling and greasing of machines at regularintervals will be done.

• Green Belt and Plantation will be developed wherever possible

(e)Vibration Levels ( due to blasting)

Ground vibration, fly rock, air blast, noise, dust and fumes are theeffects of blasting on environment. The seismic wave due to explosiveenergy in the ground can cause significant damage to structures anddisturbance to human occupants due to vibration.

The vibration/ Particle Velocity (Peak Particle Velocity) is measured inmillimetre per second. The standards for safe limit of PPV areestablished by Director General of Quarrys Safety for safe level criteriathrough Circular No. 7 dated 29/8/1997. The safe level criteria PPVas mentioned in Circular No. 7 of DGMS is presented below: -

As the distance increases the PPV value is likely to reduce. Theground vibrations generated by blasting during the quarry operationswill be maintained well within standards prescribed by DGMS bycontrolled blasting and optimum charge. Ground vibrations are notlikely to affect the structures in the vicinity of quarry lease area.

VIBRATIONS AND FLY ROCKS CONTROL MEASURES

The blasting operations will be carried out by drilling and blasting.The measures for abatement of ground vibration, air blast and flyrocks are detailed below:

Blasting will be performed strictly as per the guidelinesspecified under MMR, 1961;

Proper design of blast with correct spacing, burden &optimum charge/delay;

Supervision of drilling and blasting operations to ensure blastdesign geometry as per planning;

Sub-drilling will be kept adequate to eliminate toe formation;

Supervision of drilling and blasting operations to ensure blastdesign geometry;

Sub-drilling will be kept just adequate to tear-off the benchbottom;



Blasting operations will be carried out only during day timeas per DGMS guidelines;

Proper warning signals will be used;

Effective stemming of the explosives will be done in the drillholes;

The mining operations are by opencast method and no surfacesubsidence will be there

h. Socio economics

The main occupation of villagers is agriculture. The operationsof mining activity in this area improved the socio-economicstatus of the local people by creation of employment.

There are no Historical Monuments within 10 km radius of thequarry lease area

j. Bio-diversity

The road metal quarry is in operation. Vegetation within the mininglease area is sparse. Most of the vegetation is cleared for carryingout the mining operations. The ongoing mining operations are nothabitating any flora and fauna.



DISASTER MANAGEMENT AND RISK ASSESSMENT

When the accident takes place while carrying out the mining activity,immediately, First Aid will be applied which is in the mine site itself.If it is a minor, the treatment will be done at Site. If, any majoraccident, the person will be shifted to Narasaraopet (17 Km.) where allmedical facilities are available. The Site –in-charge will take care ofall statutory requirements if any disaster occurs in the mine. 4.1 POST PROJECT MONITORING

Pollution monitoring program includes periodic analysis of air, groundwater, soil and water samples. Ground water and soil samples atrepresentative locations within and nearby the project site shall beperiodically analyzed to detect contamination if any. In the event ofany contamination, concerned authorities shall be notifiedimmediately and appropriate corrective action in consultation with anapproved consultant shall be initiated.

4.2 Monitoring Strategy

The monitoring of various environmental parameters is necessary andis a part and parcel of the environmental protection measures.Monitoring is as important as that of control of pollution since theefficiency of control measures can only be determined by monitoring.A well-defined environmental monitoring program would be employedwith trained and qualified staff to monitor the ambient air to checkwhether the quality of effluents is maintained within the permissiblelimits.

A comprehensive monitoring program is suggested underneath.Environmental attributes should be monitored as given below:



• Air pollution and meteorological aspects.• Water and waste water quality.• Noise levels.• Soil characteristics.• Ecological preservation and up-gradation.

Locations and frequency of monitoring will be as per the guidelines ofAndhra Pradesh pollution control board and MOEF/SEIAA.

4.3 Ambient Air Monitoring

As per MOEF& CC there is a need to identify 3 ambient air stations at120° angle keeping the main source in the center. The ground levelconcentrations of suspended particulate, sulphur dioxide and nitrogenoxides in the ambient air outside the project boundaries and in theadjoining villages will be monitored at regular intervals. Any deviationfrom predicted/'expected values will be investigated and necessaryaction will be taken.

4.4 Noise Monitoring

Noise levels in the workspace environment will be monitoredperiodically. If any deviation is observed necessary correctivemeasures will be taken.

Monitoring noise levels is essential to assess the efficacy ofmaintenance of schedules undertaken to reduce noise levels and noiseprotection measures. A good quality sound pressure level meter isessential for this purpose. This work can be handled by plantauthorities themselves or by hiring services. Noise surveillance is forthe benefit of the workers well- being and to keep track of machinewear.

4.5 Monitoring of Water Quality

Ground water near the project site will be routinely tested for itsquality. No contamination of ground water and surface water isexpected. However these waters will be periodically tested for anychange of water quality.



The effluents coming out of the process should be monitored regularly.Ground water is recommended to be monitored in at least two villagesin the direction of ground water flow to keep surveillance on theground water quality.

4.6 Reclamation

Reclamation is in terms of vegetation after the rock is consumed andalso as conversion into water reservoir, where possible.

2. INTRODUCTION OF THE PROJECT / BACKGROUNDINFORMATION

(i) Identification of project and project proponent. In case ofmining project, a copy of mining lease / letter of intent should begiven.

M/s.Naga Jyothi Stone Crusher, by its Mg.Partner: Sri. N.SivaramaKrishna Prasad has submitted an application to The Asst. Director ofMines & Geology Guntur no 27-03-2015, for clubbing of two leasesinto one lease and informed that the twoquarry leases for Road Metalin Sy.No.401/B(Part) of Kondakavur Village, Narasaraopet Mandal,Guntur District, over an extent of 2.75 Acres & 3.75 Acres respectivelyand requested to club the two quarry leases held by them for RoadMetal into a single lease.

The Asst. Director of Mines & Geology, Guntur after conductingdetailed Inspection, Inspector survey recommended to consider foramalgamation of two quarry leased areas over an extent of 2.75 Acres& 3.75 Acres held by M/s.Naga Jyothi Stone Crusher, inSy.No.401/B(Part), of Kondakavur Village, Narasaraopet Mandal,Guntur District into a single lease covering total extent of Acres 6.50Cents/2.631 Hects with co-terminating the amalgamation of leaseperiod with that of the lease whose period expires first I.e., on24.07.2019, subject to satisfaction of all other terms and conditions ofA.P.M.M.C. Guntur District for a further a period 24.07.2019 in favour of M/s.Naga Jyothi Stone Crusher.

(ii) Brief Description of the Nature of the Project.

Project is Road Metal Quarry located in an area of 2.631 Ha. RoadMetal of 15,010m3/Annum is produced by means of conventionalmethod of opencast mining through drilling, blasting, loading andshifting through dumpers/tippers before crushed.

(iii) Need for the Project and its importance to the country.

The newly formed Andhra Pradesh State Infrastructure Mission aimsfor the creation of a wellplanned and seamlessly integratedinfrastructure within the State. Keeping in view of this, It is proposedto produce Road Metal at the rate of 15010 cu.m/Annum of RoadMetal from subject mine which can be used to lay beds for roads andfoundations; used on pathways and ornamental gardens. Smallerstones are also used in cement for road blacktop applications as itadds strength.

(iv) Employment Generation (Direct and Indirect) Due to Project.

The direct employment potential of the project is 20 persons.

3. PROJECT DESCRIPTION

(i) Type of Project (including interlinked and interdependentproject, if any)

The proposal is for production of 15,010m3/Annum of Road Metalfrom ML of 2.631 Ha adopting conventional method of opencastmining through drilling, blasting, loading and transportation throughdumpers/tippers before crushed.

(ii) Location (map showing general location, specific location andproject boundary & project site specific layout) with coordinates.

M/s. Naga Jyothi Stone Crusher – 2.631 Ha is located at Sy. No.401/B, Kondakavur Village, Narasaraopet Mandal, Guntur District ofAndhra Pradesh.

The Quarry Lease Area is a part of the Survey of India Toposheet No.65/D/4. The mining will be carriedout in an area of 2.631 Ha.

Road metal in the quarry area is excavated by conventional method ofopencast mining which will be semi-mechanized and on single shiftbasis. Because of presence of hard and competent rock mass, drillingand blasting will be performed for loosening of the rock mass.

The material in the quarry area is excavated by conventional method ofopencast mining through drilling. Blasting, loading and shiftingthrough dumpers/tippers before crushed.

Mine is operated for 25 days in a month and 250 days in a year.

(v) Raw Material/ Consumables Required along with estimatedquantity, likely source, marketing area of final product, mode oftransport of raw material and finished product.

Kondakavur area is enriched with stone which is hard in nature.Since the hill track is boulder in nature, jointed & fractured, about90% of the total excavation will be subjected to drilling & blasting forloosening fragmentation for ease in production and remaining isexcavated directly by the machine and 100 kg of explosive will beconsumed. Powder factor is found to be 6 t/kg of explosive.

ii) Land Form, Land use and Land Ownership

The total quarry lease area of 2.631 Ha comprises of Govt. waste land.There will be a permanent change of land use. The quarrying activitywill leave excavated area part of which will be reclaimed byplantation/water reservoir based on the mining depth at conceptualstageThe mining is carried out in an area of 2.631 Ha.

No Waste generation from the mine is expected.

iii) Topography along with maps

The topography of the QL area varies from 65 to 130 m RL withsurface relief of 65.0 m. The general slope of the terrain is towardsSouth West.

The reference bench mark at the culvert near to Quarry Lease area is443mtrs in NNW and is at 66.3 m RL This was again transferred andtied up with the boundary Pillar – 4 (ABM) which is at 104.7 m RL

Now, the outside point altitude is taken as the reference for arriving atthe GPS coordinates of all the four corners of the lease area.

iv) Existing infrastructure

The National Highway (NH-5) connecting Guntur – Ongole at adistance of about 14.2 km in SE direction, The State Highway (SH-45)connecting from Narasaraopet – Chilakaluripet is at distance of 8.4km in ENE direction. Mine is devoid of Top soil. However, any top soil generated will beused for afforestation

The temperature during summer touches 47.2°C with wintertemperature of minimum of 9.4oC. The area receives an annualrainfall of 1031.6 mm.

5. PLANNING BRIEF:

Since there will not be any major influx of people from outside in thisregion because of the project, there will hardly be any increase ofpopulation. Most of the workers are people from surrounding villagesonly.

The quarrying activity will leave excavated area part of which will bereclaimed by plantation/water reservoir based on the mining depth atconceptual stage.

There will not be any major influx of people from outside in this regionbecause of the project and only local people from surrounding villagesare employed. Further since the size of the project is small, no adverseeffect on physical and social infrastructure like roads, electricity,water supplies etc due to project are anticipated.

iv) Amenities /Facilities:

Required site services like office, first aid and rest shed will beprovided

6. PROPOSED INFRASTRUCTURE:

(i) Industrial

All necessary infrastructure as per the Mine Rules will be providedwhich includes an office, first aid and rest shed.

(ii) Residential

No residential facilities are proposed

(iii) Greenbelt

Green Belt and Plantation will be developed wherever possible

(iv) Social Infrastructure

About 20 persons are employed.

(v) Connectivity

No new approach roads are planned.

(vi) Drinking Water Management (Source and Supply of Water)

Drinking water facility will be provided to workers.

(vii) Sewerage System

No wastewater generation except for domestic waste from toilet whichis treated in septic tank followed by soak pit

(viii) Solid Waste Management

No Solid Waste generation from the mining.

Mining operations will not be carried during night times.
