Agent Enrique S. Camarena’s widow addresses ElksMost everyone involved with the Elks Drug Awareness Program knows the story of slain DEA Agent

Enrique “Kiki” Camarena; how on February 7, 1985 he was kidnapped as he went to his pickup truck in Guadalajara, Mexico. But what many don’t know is that he was going to have lunch that day with his wife. You see, Geneva “Mika” Camarena and their three sons (aged 11, 6 and 4) were living with Agent Camarena in Mexico at the time. She knew the important work her husband was engaged in and she knew the dangers. She never could have imagined what was going to take place that day.

When he didn’t show up for lunch, she didn’t give it much thought, even though this was the first time he had ever missed a date with her. She figured it must be work related. When he didn’t get home for dinner that evening, she still figured it was work related. When she woke up the next morning and he wasn’t there, she began to worry. Two weeks later, after no news, she returned to the U.S. with her children, under constant guard from the DEA, but still not knowing his fate.

Nearly a month later, on March 5, the body of her husband was found. The horror of his kidnapping, torture and murder can only be imagined. What Mrs. Camarena and her children had to endure is nearly unfathomable. For years she went into hiding, knowing that the murderers of her husband would not feel fulfilled until she and her children were met with the same fate.

Now, she is able to tell the Elks, thanks to their support and the support of the DEA, her family and children everywhere, she believes she no longer needs to remain in hiding and that she can finally and openly tell her story. On Saturday and Sunday, prior to the opening of the Grand Lodge Session, Mrs. Camarena met with the State Chairmen of the Elks Drug Awareness Program as part of their training here in Reno. She personally thanked them for continuing the work of her husband and for honoring his memory with the presentation of the Elks Enrique S. Camarena Award. She thanked them for their work with Red Ribbons and praised them for working in their communities to educate children about the dangers of illicit drugs. With the support of the Elks, she told the Chairmen that she can now stand with them in their efforts and encouraged each of them to participate in all aspects of the Elks Drug Awareness Program.

Mrs. Camarena will also address the Grand Lodge Session on Monday as part of the Elks Drug Awareness Program’s Report at 9:55 a.m.

Stronger communities through ENF grantsAt its February meeting, the ENF Board of Trustees

approved appropriations and distributions for the 2013-14 fiscal year totaling a record $26 million, an increase of 10 percent over last year.

This increase in distributions means the ENF will do more to help Elks build stronger communities. Here are two breaking updates to 2013-14 ENF programs. Stronger Beacon Grants

Lodges have become beacons of hope for their communities. The new Community Investments Program Beacon Grants start ongoing, Elks-led, community projects. The ENF doubled the 2013-14 Beacon Grant amount to $2,000. With twice as many funds, Lodges will be able to do twice as much to meet local needs.

“Lodges that pair a Beacon Grant with the Gratitude Grant will have access to $4,000 that they can use to address a community need that they identify,” adds ENF Director Jim O’Kelley. “That’s exciting. We believe that Lodges can help themselves in addition to the community by engaging their membership and other people in meaningful service.” Stronger Scholarships

In addition, the ENF increased funding for the Most Valuable Student scholarship program for the first time in six years. The contest will now feature 20 top awards—10 for males, 10 for females—of at least $20,000.

The 20 top finalists will participate in a Leadership Weekend in Chicago during which they’ll interview with the national judges. These finalists will be vying for two first-place awards of $50,000; two second-place awards of $40,000; and two third-place awards of $30,000. The remaining 480 runners-up will receive fifth-place scholarships of $4,000.

“By doing more for our scholars today, we are better preparing them to give back tomorrow,” says ENF Assistant Director Debbie Doles. “Today’s Elks scholars are tomorrow’s Elks. The more they get out of their scholarships—personally and monetarily—the more likely they will be to join the Elks after they turn 21.”

Applications for Freedom Grants are online only and will be accepted from August 1 through August 31, 2013. To apply for a Freedom Grant, the Lodge Secretary or designated Grants coordinator should go to www.elks.org/enf/grants/freedom.cfm. (This link will not operate until August 1.)

Freedom Grants of $2,000 each will be available to 125 Lodges for the support of programs which serve veterans or active duty military personnel and or their families in their Lodge community. Freedom Grant projects must take place between September 21, 2013, and July 31, 2014. The Elks National Veterans Service Commission will judge applications based on their completeness, Lodge commitment, and the program’s expected impact on veterans or members of the active military and/or their families.

Lodges will be notified of the approval of their applications between Sept. 21 and Sept. 30.

To best serve your community’s veterans or active duty military personnel, we encourage you to use the Freedom Grant for more than a cash donation. Develop a grant project that involves both veterans or active duty military personnel and Elks. Freedom Grants can be used for two or more events.

Help our nation’s heroes with a Freedom GrantExamples of Freedom Grant uses (list is not

inclusive): • Provide supplies to and volunteer at a transitional house for homeless veterans. • Host a party for active duty military and their families or Veterans from a local hospital. • Christmas gifts for hospitalized Veterans or those in the active military• Therapeutic or recreational equipment for a Veterans’ hospital• Hold a video game or other tournament at the Lodge. • Participate in a VA sponsored Stand Down for homeless and at-risk veterans. • Volunteer and support a local USO. • Coordinate an outing to a sporting or cultural event. • Sponsor an Honor Flight for a local veteran.

Lodges which have not returned Final Report forms for any Lodge grant previously received or which are not in compliance with Section 16.010 of the GL Statutes are ineligible to apply. Marvin M. Lewis Elks and Scouting AwardThe Benevolent and Protective Order of Elks is

proud to announce the recipients of the 2013 Marvin M. Lewis Elks and Scouting Award. Approved by the Grand Lodge in 1998, the award recognizes Elks in good standing who have significantly contributed to the youth of their communities by volunteering in the programs of the Boy Scouts of America and is named in honor of the late Marvin M. Lewis who had given such strong support to the Scouting movement over the years.

This year’s recipients are Ronald K. Barlow of Tintic, UT #711, Edward Schweiger of Festus-Crystal City, MO #1721, James R. Shipman of Jackson, MO #2652, and Dennis L. Shortened ritual available on DVDDue to the interest in the new Alternative/Shortened

Opening, Closing, and Initiatory Rituals, Grand Lodge Ritualistic Committee Member Jim Fowler recently pulled together a team of award-winning officers to demonstrate them. The demonstration, along with a detailed presentation on how to implement these options in your Lodge, was recorded and is available on DVD. The presentation provides an example of the Ritual for the Officers of your Lodge. Remember that a Lodge By-Law Amendment is required before use of the Shortened Initiatory Ritual.

The DVD is for instructional purposes ONLY and runs approximately 30 minutes. It can help educate your Lodge Members on the alternative rituals so they can decide whether to allow your Lodge to use them. The DVD also provides a demonstration of the actual performance of the ritual.

Every effort was made to ensure that the words spoken in the DVD were accurate and in compliance with the information included in the September 2012 Grand Lodge Newsletter. It is suggested that you verify the words when memorizing or using them.

A limited supply of the shortened Ritual DVD is available at Grand Lodge Convention from the Ritualistic Committee in Room A16 for $2.00 while supply lasts. For copies after convention, contact Jim Fowler at [email protected]. The DVDs are being produced and shipped at cost, which is $4.50 each, including postage and packaging.

Oldest Elk at G.L. ConventionSam Johnson Jr. apparently is the oldest Elk

Member attending this year’s Grand Lodge Session. The 93-year-old Sam is a Member of Tucson East, AZ #2532. He attended his first session in 1976 and has missed only four since that time.

Model of Elks National Home on display at boothElks members and guests attending the National Convention can take a step back in time to get a glimpse

of the Elks National Home, which was constructed in 1916. A model of the facility is on display during the convention in Hall 4 of the Reno-Sparks Convention Center.

Home Executive Director Pam Mutter said when GER Thomas Brazier visited the Home earlier this year, he suggested bringing the model to Reno to display.

The model had been neglected for many years until it was found in the basement of the Home. “Snow, sun, rain, and traffic of all kinds took its toll,” said Hubert A. Roberts, a resident at the Home.In spring 2010, then-Home Director Ronald Plamondon asked Roberts if he would be willing to renovate

the model, and Roberts agreed to take on the project.“Before and after pictures will show the condition and the scope of this project,” Roberts said, adding

that the first group of buildings consisted of four pieces, the lobby, game room, dining room and kitchen, second-floor offices, nurses station, and future Peaksview Room.

All of these needed to be cleaned, painted, re-stuccoed, etc.,” Roberts said. “Some of these buildings also needed structural repairs. I was working alone until this phase was completed.”

Roberts was granted permission from current Home Director Pam Mutter and assistant Nellie Martin to exhibit this phase for seven to 10 days.

“I displayed them on a work bench and 2-by-4s, and everyone loved them,” Roberts said.After the Grand Trustees met at the home in 2012 and gave some reassurance of the Home’s future,

Roberts said he and some helpers went back to work on the six cottages and connecting corridors. He had help from Frank Abate and four of the women at the Home who did all the trim work.

“Almeta Angel expended so much of her many talents decorating the buildings for the holidays and each season, just to make the home look authentic,” Roberts said. “I give her full credit for this. We decorate the model as much as possible to look like the Home at Christmas, using miniature lights, wreaths, garlands, stars, trees, bushes and small pictures of our many displays. We also do the four seasons decorations the same way.”

Roberts estimated he spent 500 hours refurbishing the model. “It was so rewarding and so much fun!” he said. “Suffice it to say, it was a ‘labor of love.’” The Home constructed in 1916 replaced the old Hotel Bedford in Bedford, Va., which the Order of Elks

had purchased in 1902 and dedicated a year later. After the new Home was built, “A” Building was added in 1923, followed by the “H” and laundry buildings in 1927 and the “I” building in 1930 and theater in 1938.
