The risk appraisal is in line with the risk perception of innovation vouchers. Perception gaps on…

o IPR - yields to the recommendation to check existence of patents regarding public lighting systems.

o Competition and the market size - need to be further investigated in order to figure out the real potential and the associated needed resources .

LEV offers RTD and add-on service vouchers for SMEs to access to RTD and business expertise.

o 7 SMEs applied to 9 vouchers.o 1 innovation voucher rejected for formal reasons.o 7 innovation vouchers are completed.o 4 of the applied 7 SMEs or 57% could be involved in national

and/or European research projects.

National promotion agency FFG runs an “access to RTD” vouchers 5.000 EUR since Nov. 2007

o 24 SMEs have applied to RTD vouchers regarding innovative renewable energy services.

o 4 innovation vouchers have been rejected for formal reasons.o 20 innovation vouchers are completed, and the final reports provided.

13 are approved, and 1 is ex post rejected for formal reasons. 5 innovation vouchers are still pending.

o 6 of the applied 24 SMEs or 25% could be involved in national and/or European research projects.

Which service areas are covered?

Science & Technology needso 14 SMEs applied to vouchers small hydro, wind, solar & bio

energy service techniques as well as integration aspects. 75% of analysed cases -> services & technological developments

Skills & Training needso 4 SMEs applied to vouchers dealing with services regarding

know-how transfer and education covering the whole bandwidth.

Business Model & Financing needso 13 SMEs applied to vouchers covering energy economic and

financing services. Half of these SMEs have undertaken particular risk assessments with the corresponding KIS-PIMS tool.

Selected anaylsis results

With respect to the LEV vouchers…o It bridges partly gaps of the FFG scheme regarding

actors and contents.o Training actions for better matching of SME‘s needs.o Further co-operations (of max. 10 innovation

vouchers) with DG-TREN CONCERTO project SOLUTION are foreseen.

Selected anaylsis results

With respect to the FFG RTD vouchers…o Due to budgetary restrictions the number of rejections

seems to grow significantly.o Price per effort is at the boarder line of being

attractive for innovation centres. o The opening towards private innovation centres is

contradicted by restrictions mentioned above.o Real personal costs seem to be ignored.

What are the lessons learnt?

Innovation vouchers in the given form are mainly attractive for start-ups / single innovators respec-tively for granting thesis.

Beside formal aspects the evaluation depends on the degree of innovation charged by expert opinion communicated to rejected proposers.

There are few interrelations to follow-up actions for the time being.
