COVID-19: Highlights and Situation Overview

• Worldwide, there have been over 21.7 million cases and more than 770,000

deaths. The United States, Brazil, and India continue to represent the largest

sources for the global cumulative case count, together comprising

approximately 53% of all cumulative cases. This is followed by Russia, Peru, and

Mexico, which represent the second highest proportion of cases with a

collective 9.4% of the total case count. Latin America and the Caribbean

continue to account for nearly one third of all cumulative deaths attributed to

COVID-19. The United States CDC recently updated their COVID-19 guidelines

concerning quarantine criteria. The CDC reports that in the event that a person

who has previously tested positive for COVID-19 comes into close contact with

a confirmed case, these individuals do not need to quarantine or get tested

again for up to three months as long as they do not develop symptoms again.

• The International Narcotics Control Board, World Health Organization, and the

United Nations Office on Drugs and Crime have released a statement calling

on governments to ensure that the procurement and supply of controlled

medicines in countries meet the needs of patients, both those who have

COVID-19 and those who require internationally controlled medicines for other

medical conditions (WHO Situation Report 208)

• According to Malaysia’s health authorities on August 16, a mutation of the

coronavirus that is far more infectious than the original Wuhan strain has been

detected in Malaysia. The D614G mutation was discovered by the Malaysian

Institute for Medical Research in four cases from two COVID-19 clusters in the

country - the Sivagangga cluster and the Ulu Tiram cluster. According to the

Health Chief, the discovery of the mutation means people need to be more

careful and continue being disciplined in practicing safety measures such as

social distancing, personal hygiene and wearing of masks and this mutation

was found to be 10 times more infectious and is easily spread by an individual

'super spreader'.

• Indonesians have been getting involved in Phase 3 of testing for a COVID-19

vaccine (CoronaVac) developed by a Chinese company. The partnership

between the Indonesian state-owned Bio Farma and Chinese company

Sinovac BioTech started in early July. Now, Indonesia has recruited 1,620

volunteers for the critical part of the vaccine trial. Indonesian President said

that the Phase 3 trials would likely last for 6 months. Candidates have to pass a

general medical evaluation and COVID-19 antibody tests then volunteers are

given a first dose of the experimental vaccine or a placebo. A second dose is

given 14 days later.

• Laos has confirmed two new cases of COVID-19 after 19 days without cases,

bringing the total number of confirmed cases in the country to 22. According

to a press conference by the National Taskforce for Covid-19 Prevention and

Control, a 30-year-old male returning from Taiwan and a 25-year-old female

student returning from the United States are the latest imported cases of

COVID-19.

• Authorities in Dak Lak province (Vietnam) has lifted social distancing measures

in its capital city Buon Ma Thuot as well as a lockdown of four streets starting

August 17. However, authorities in Hai Duong city have imposed a lockdown

since August 14 after new cases were detected in the past week.

• The Philippine government has ordered people to wear face shields in addition

to masks at work and on public transport in order to help contain the spread of

COVID-19 effective August 15. The Department of Transportation said public

vehicles would be in breach of their franchise if they allowed on passengers

without wearing face shields on top of the masks. The additional protocol was

imposed after the Department of Health noted that people leaving their

homes to work was causing a lot of new infections.

Travel Advisories (new update/s)

• Singapore: Cross-border travel between Singapore and Malaysia kicks off

today (August 17). The resumption of cross-border travel between Singapore

and Malaysia takes place under two schemes: the reciprocal green lane (RGL)

for travelers on shorter visits, and the longer-term periodic commuting

arrangement (PCA). The RGL facilitates short-term travel for essential business

or official purposes between both sides for up to 14 days, while the PCA allows

Singapore and Malaysia residents who hold long-term immigration passes for

business and work purposes in the other country to enter that country for work.

Travellers who cross the border under the PCA scheme are required to remain

in the country they work in for at least 90 days before they are allowed to return

on home leave.

• Indonesia: According to government authority, Indonesia will keep its doors

closed to tourists until a coronavirus vaccine is found and immunity can be

provided. According to the chief of Indonesia's national economic and

COVID-19 recovery team, the reopening of tourist destinations to foreign

tourists is something positive, but has to be done at the right time. He added

that the government did not want its efforts to mitigate the novel coronavirus

pandemic undermined by the reopening of its borders to tourists to avoid

creating new clusters. And for the time being, Indonesia government are still

reviewing the plan to reopen (Indonesia) for foreign tourists.

• Laos: The Covid-19 Taskforce further stated that the 12 August Lao Airlines flight

would be the last charter flight permitted to enter the country. Charter flights

had previously been allowed from South Korea because it is the only regional

hub from which Lao nationals can return home via air travel.

• Philippines: Effective from August 15, 2020, all passengers are required to wear

both face shields as well as face masks to comply with Philippine Department

of Transportation regulations. The directive to wear face shields and masks

applies to all domestic and international flights. The shields and masks must be

worn at airports and on-board flights, except during meals or when instructed

by the flight or cabin crew to remove the shields and/or masks. Children up to

2 years old and individuals with respiratory concerns who have difficulty

breathing may be exempted from wearing face shields and face masks.

Cases and Deaths as of 17 August 2020

• As of August 17 (2PM, GMT+8), worldwide, there were 21,752,114 confirmed

cases, including 776,396 deaths. Globally, Case Fatality Ratio (CFR)* is 3.57.

• In China, there were 89,838 confirmed cases with 4,710 deaths, including

deaths in Hong Kong (69) and Taiwan (7). Confirmed cases in China include

confirmed cases in Hong Kong (4,481), Macau (46), and Taiwan (484).

• 370,900 confirmed cases of COVID-19 have been reported in the ASEAN region

with a total of 9,058 deaths.

• 20,528,578 confirmed cases of COVID-19 have been reported in 204

countries/states (other than China, Hong Kong, Taiwan, Macau, and ASEAN

countries):
