Wow! This year has really gone by fast. Somehow Christmas always sneaks upon us even though it’s always the same date each year. Several HLE houses are lit up and decorated for the holidays. Old man winter has finally arrived to stay for a while.

Call to order by Board President, Ron Rivers at 614pm with 5 members present and Brenda Wells. Paul Hazel arrived at 6:30pm. Approval of Minutes - Minutes for October 19, 2009 approved. Treasurer’s Report a. Check has been requested from Charlie Best for second time for the funds for the remotes for Phase 5. b. Phase 6 is spending more money than being collected to pay for street lights and mowing along fence line. David discussed the

location of the gate. Three owners in Phase 6 would be on the outside of the gate. The city would have to accept the private street outside of the gate in order for the dues to be removed from these three property owners.

c. October financials look good. d. Approximately $14,000 had to be written off as a bad debit due to foreclosures. Three was only $5,000 budgeted for bad debit

for 2009. e. Cheryl stated $10,000 was budgeted to be placed into Capital Improvement and $10,000 into Capital Reserve. Cheryl made a

motion to transfer the funds from the General account into these two funds. Jack 1st, Todd 2nd…all Board members in favor. f. Cheryl stated that CD rates are so low right now. She hopes to ladder the CD’s once rates begin to go up. Manager’s Report a. Delinquent Accounts (17- 1st time notices, 3- 2nd time notices, 6 - 3rd time notices, 1 – 4th time notices and 0 sent to the

attorney. Several of the 17 1st time notices belong to property owners with multiple lots. b. Remote Control Order – Our supplier has stated that the price of remotes will go up after Jan. 1st. Brenda requested we go

ahead and order a supply of remotes at the 2009 price. c. Tennis Court Repairs – Bids from B & R to remove, straighten and concrete two poles holding a net and concrete the black

divider fencing and make fence repairs and also a bid to place the volley ball poles in tires was accepted. d. Approximately $1,000 in donations has been received so far toward replacing the flowers beds around the POA area.

Residents have asked if the Board was going to match what was raised. Ron asked Cheryl if the funds were available and Cheryl stated yes. The Board voted to give $1,000 towards the flower bed project. Total cost should be around $2,500 including plants and labor. Some of the labor is being donated by B & R.

Board Topics e. Cliff McKinney emailed his opinion to the Board concerning boats in back yards if they are behind a fence and can not be seen

from the street in accordance with the Bill of Assurance. Ron made a motion that we request Cliff give the Board the verbiage to use when addressing this issue.

f. Cheryl has created a BOA for Westshore for David and Ted to review. Final plat has been received and total acreage has been recorded.

g. Cheryl has revised Quail Valley Phase 4 BOA for David and Ted to review. h. Gate location for Westshore was discussed. Will start out with dues plus ½ and may have to increase with approval from the

Board. i. 2010 budget was discussed.

If you don’t want to attend the dinner, you can be dropped off at the River Market.

Phase “5” Gate

The construction of the Phase “5” Gate is almost complete! Anticipated date for the gate to begin operation is Monday, January 4th

Once the gate is completed, ONLY Phase 5 Property Owners will have access to Phase 5 with the exception of vendors Phase 5 recently voted to give access.

The gate will operate by REMOTE only (previously purchased remotes will also work for the Phase 5 gate and will be coded

accordingly) . A keypad will be available for guests to scroll to your name. Guests will then push a call button which will in turn call the phone # which you

have provided to the POA office.

Tennis Court Repairs The tennis court repairs have begun. We are expecting the repairs to take 1 to 2

weeks (weather permitting). Two net poles will be replaced, the fence separating the courts will be stabilized and new nets will be installed.

The courts will be closed during the repair process.

In order to maintain the tennis courts: Please DO NOT play anything other than Tennis on the courts.

DO NOT lean or push on the fence separating the courts. Do NOT pull on the nets.

Neighborhood Watch

Thanks to all the residents who have been driving through HLE checking for suspicious activity.

A couple of reports have come in concerning vandalism on Christmas decorated mailboxes.

Parents - Please DO NOT allow your children to play inside /outside homes under construction.

A resident recently email me the following - thought it might be helpful:

Things Your Burglar Won’t Tell You Of course I look familiar. I was here just last week cleaning your carpets, painting your shutters,

or delivering your new refrigerator.

Hey, Thanks for letting me use the bathroom when I was working in your yard last week. While I was in there, I unlatched the back window to make my return a little easier.

Love those flowers. That tells me you have taste….And taste means there are nice things inside. Those yard toys your kids leave out always make me wonder what type of gaming system they have.

Yes, I really do look for newspapers wiled up on the driveway. And I might leave a pizza flyer in your front door to see how long it takes you to remove it. Keep mail box empty.

If decorative glass is part of your front entrance, don’t let your alarm company install the control pad where I can see if it’s set. That makes it too easy.

A good security company alarms the window over the sink. And the windows on the second floor, which often access the master bedroom and your jewelry. It’s not a bad idea to put motion detectors up there too.

It’s raining, you’re fumbling with your umbrella, and you forget to lock your door - understandable. But understand this: I don’t take a day off because of bad weather.

A loud TV or radio can be a better deterrent than the best alarm system. If you’re reluctant to leave your TV on while you’re out of town, you can buy a $35 device that works on a time and simulates the flickering glow of a

real TV. (Find it at faketv.com)

More Things A Burglar Won’t Tell You Sometimes I carry a clipboard. Sometimes I dress like a lawn guy and carry a rake….I do my best to never,

ever look like a crook.

The two things I hate most: loud dogs and nosy neighbors.

I’m not complaining, but why would you pay all that money for a fancy alarm system and leave your house without setting it?

I love looking in your windows. I’m looking for signs that you’re home and for flat screen TVs or gaming systems I’d like. I’ll drive or walk through your neighborhood at night, before you close the blinds just to

pick my targets.

Avoid announcing your vacation on your Facebook page. It’s easier than you think to look up your address. To you, leaving that window open jus a crack during the day is a way to let in a little fresh air. To me, it’s an

invitation.

If you don’t answer when I know, I try the door. Occasionally, I hit the jackpot and walk right in.

If you see suspicious vehicles or activities, please do not hesitate to contact the Benton Police Dept. Non Emergency # 778-1171.

It’s always better to be safe than sorry. You never know what a simple traffic stop might reveal!

Neighborly Reminders

Listed below are requests/complaints received from HLE residents. We remind you to please be considerate of your neighbors.

Leaves It is not appropriate to blow leaves into your neighbors yards.

Do Not blow leaves into the lake. Only the natural fall of leaves from trees should be in the lake.

Dogs Please do not allow your dogs to “take care of their business” on other resident’s property!

This would include - Residential lawns, undeveloped lots and HLE property. Please leave your home prepared to pick up after your dog.

Dogs should not be allowed to roam freely and should be on a leash at all times when outside the boundaries of your property. PLEASE make sure ALL your pets have ID tags in case they get

away from your property without your knowledge.

Cats

Cats have been reported getting into “non cat owners” flower beds and taking care of their business. Please make every attempt to keep “your” cat out of your neighbors yards.

Dumping There is NO DUMPING on ANY property in HLE!

Notices to POA Please notify the POA if you will have a boat, trailer, motor home, etc in your driveway for a few days.

Safety Tips for Runners / Walkers

ALWAYS wear light colored clothing or reflective items in the dark - at least one item other than your shoes.

NEVER assume a driver sees you unless you can make eye contact with him or her. Do not assume you can be seen from the sidewalk or bike lane. When in doubt, stop and wait.

NEVER assume a driver will obey a stop sign or a traffic light or even slow down at an intersection. People do not always do the right thing and it’s always a gamble when someone has a

cell phone in their hand.

ALWAYS run against traffic, even in neighborhoods.

Fun Run Mornings

Walk or run with your friends and neighbors in the cool of the morning! Every Tuesday and Thursday morning at 5:30am there is a fun run starting at the Hurricane Lake Boat Docks. You will find a variety of people going different paces and distances, from 1 to 7 miles. Bring your neighbors, friends and your dog (on a leash) - this is open to everyone!

After the run, stick around and enjoy some of the best coffee ever brewed.
