CONSTITUTION

FORMATION AND TITLE

1 The name of the Association is: RINGWOOD and DISTRICT CRICKET ASSOCIATION Incorporated and its registered office is: 17 CAMBRIDGE CLOSE CROYDON HILLS, VICTORIA, 3136.

PURPOSES

2 The purposes of the Association shall be the playing and fostering of cricket, free from any objectionable features, and the better acquaintance and fellowship of the players of the Association.

3(a) MEMBERSHIP

Any club desirous of playing cricket with the Association shall nominate two (2) Delegates to be admitted as Members of the Association.

(1) A natural person who is nominated and approved for membership as provided in these rules is eligible to be a member of the Association on payment of the entrance fee and annual subscription payable under these rules.

(2) A person who is not a member of the Association at the time of the incorporation of the Association (or who was such a member at that time and has ceased to be a member) shall not be admitted to membership:

a. unless he is nominated as provided in sub-clause (3); and b. his admission as a member is approved by the General Committee.

(3) A nomination of a person for membership of the Association: a. shall be made in writing in accordance with the prescribed form; and b. shall be lodged with the Administration Manager/Secretary of the Association.

(4) As soon as is practicable after the receipt of a nomination, the Administration Manager/Secretary shall refer the nomination to the Board of Management.

(5) Upon a nomination being referred to the Board of Management, the Board of Management shall determine whether to approve or to reject the nomination.

(6) Upon a nomination being approved by the Board of Management, the Administration Manager/Secretary shall notify the nominee in writing that he is approved for membership of the Association and request payment within the period of 28 days after receipt of the notification of the sum payable under these rules as the entrance fee and the first year’s annual subscription.

(7) The Administration Manager/Secretary shall, upon payment of the amounts referred to in sub-clause (6) within the period referred to in that subclause, enter the nominee’s name in the Register of Members kept by him and, upon the name being so entered, the nominee becomes a member of the Association.

(8) A right, privilege, or obligation of a person by reason of his membership of the Association:

a. is not capable of being transferred or transmitted to another person; b. terminates upon the cessation of his membership either by death or

resignation or otherwise.

3(b) LIFE MEMBERS

On the recommendation of the Board of Management defined in the rules of the Association, the Association may elect as an Honorary Life Member any person who has rendered special service to the Association and the game, provided that no Life Member shall be elected except on a resolution carried by at least three-fourths majority of those present at the Annual General Meeting. Life Members shall have all the rights and privileges of

Members of the Association. Clubs may nominate any person for a Life Membership but such nomination must be lodged with the Board of Management prior to the 1st of July in any year.

4 DISCIPLINE, SUSPENSION AND EXPULSION OF MEMBERS

(1) Subject to these Rules, if the General Committee (committee) is of the opinion that a member has refused or neglected to comply with these Rules, or has been guilty of conduct unbecoming a member or prejudicial to the interests of the Association, the committee may by resolution--

a. fine that member an amount not exceeding $500; or b. suspend that member from membership of the Association for a specified

period; or c. expel that member from the Association

(2) A resolution of the committee under sub-rule (1) does not take effect unless-- a. at a meeting held in accordance with sub-rule (3), the committee confirms the

resolution; and b. if the member exercises a right of appeal to the Association under this rule,

the Association confirms the resolution in accordance with this rule. (3) A meeting of the committee to confirm or revoke a resolution passed under sub-rule

(1) must be held not earlier than 14 days, and not later than 28 days, after notice has been given to the member in accordance with sub-rule (4).

(4) For the purposes of giving notice in accordance with sub-rule (3), the Administration Manager/Secretary must, as soon as practicable, cause to be given to the member a written notice-

a. setting out the resolution of the committee and the grounds on which it is based; and

b. stating that the member, or his or her representative, may address the committee at a meeting to be held not earlier than 14 days and not later than 28 days after the notice has been given to that member; and

c. stating the date, place and time of that meeting; and d. informing the member that he or she may do one or both of the following-

i. attend that meeting; ii. give to the committee before the date of that meeting a written

statement seeking the revocation of the resolution e. informing the member that, if at that meeting, the committee confirms the

resolution, he or she may, not later than 48 hours after that meeting, give the Administration Manager/Secretary a notice to the effect that he or she wishes to appeal to the Association in general meeting against the resolution.

(5) At a meeting of the committee to confirm or revoke a resolution passed under sub-rule (1), the committee must-

a. give the member, or his or her representative, an opportunity to be heard; and b. give due consideration to any written statement submitted by the member;

and c. determine by resolution whether to confirm or to revoke the resolution.

(6) If at the meeting of the committee, the committee confirms the resolution, the member may, not later than 48 hours after that meeting, give the Administration Manager/Secretary a notice to the effect that he or she wishes to appeal to the Association in general meeting against the resolution.

(7) If the Administration Manager/Secretary receives a notice under sub-rule (6), he or she must notify the committee and the committee must convene a general meeting of the Association to be held within 21 days after the date on which the Administration Manager/Secretary received the notice.

(8) At a general meeting of the Association convened under sub-rule (7)-- a. no business other than the question of the appeal may be conducted; and

b. the committee may place before the meeting details of the grounds for the resolution and the reasons for the passing of the resolution; and

c. the member, or his or her representative, must be given an opportunity to be heard; and

d. the members present must vote by secret ballot on the question whether the resolution should be confirmed or revoked.

(9) A resolution is confirmed if, at the general meeting, not less than two-thirds of the members vote in person, or by proxy, in favour of the resolution. In any other case, the resolution is revoked.

5. DISPUTES AND MEDIATION

1) The grievance procedure set out in this rule applies to disputes under these Rules between- a) a member and another member; or b) a member and the Association; or c) a member and the committee

2) The parties to the dispute must meet and discuss the matter in dispute, and, if possible, resolve the dispute within 14 days after the dispute comes to the attention of all of the parties.

3) If the parties are unable to resolve the dispute at the meeting, or if a party fails to attend that meeting, then the parties must, within 10 days, hold a meeting in the presence of a mediator

4) The mediator must be- a) a person chosen by agreement between the parties; or b) in the absence of agreement-

i) in the case of a dispute between a member and another member, a person appointed by the committee of the Association; or

ii) in the case of a dispute between a member and the Association, a person who is a mediator appointed or employed by the Dispute Settlement Centre of Victoria (Department of Justice).

5) A member of the Association can be a mediator. 6) The mediator cannot be a member who is a party to the dispute or have an association

with any Club or person involved in the dispute. 7) The parties to the dispute must, in good faith, attempt to settle the dispute by mediation. 8) The mediator, in conducting the mediation, must--

a) give the parties to the mediation process every opportunity to be heard; and b) allow due consideration by all parties of any written statement submitted by any

party; and c) ensure that natural justice is accorded to the parties to the dispute throughout the

mediation process. 9) The mediator must not determine the dispute. 10) If the mediation process does not result in the dispute being resolved, the parties may

seek to resolve the dispute in accordance with the Associations Incorporation Reform Act 2012 or otherwise at law.

6 SUBSCRIPTIONS

a) Entrance fees and annual subscriptions shall be as the Board of Management decides and are payable according to the rules of the Association.

b) The Administration Manager/Secretary shall keep and maintain a Register of Members in which shall be entered the full name, address and date of entry of the name of each member and the Register shall be available for inspection by members at the address of the Administration Manager/Secretary.

c) The funds of the Association shall be derived from entrance fees, annual subscriptions, donations and such other sources as the Board of Management determines.

7 ANNUAL GENERAL MEETING

The Annual General Meeting of the Association shall be convened and held as provided in the rules of the Association. There shall be presented at such Meeting the Annual Report and Audited Annual Financial Statements.

8 ATTENDANCE AND VOTING AT ANNUAL GENERAL MEETING

Every club desirous of playing cricket with the Association shall be entitled to be represented by two (2) Members, (one of whom shall be the Secretary of that club) at the Annual General Meeting. Members, Life Members and the Office Bearers of the Association as well as two (2) Members from the Ringwood and District Cricket Umpires Association, shall be admitted to such meeting and be represented by observers in addition to members, but such observers shall not be entitled to speak to any motion or to vote thereon.

9 ALTERATIONS OR AMENDMENTS

No alteration or amendment of the Constitution of the Association shall be made except as provided in Rule 16.

10 WINDING UP OF ASSOCIATION

In the event of the winding up of the Association, the assets of the Association shall be disposed of in accordance with the provisions of the Associations Incorporation Reform Act 2012.

11 OTHER RULES TO APPLY

Except where inconsistent with the foregoing, all matches shall be played under the Laws of Cricket as adopted by Cricket Victoria. Subject to the foregoing rules, the Constitution, rules and By-Laws of Cricket Victoria shall apply to the Association. (See Rule 81).

RULES

12 ANNUAL GENERAL MEETING

a) The ANNUAL GENERAL MEETING of the Association shall be held in the month of August, but no later than the 21st day of the month in each year.

b) All clubs must hold their Annual General Meeting no later than the 31st of July each year.

The Annual Report and Financial Statements shall be given to all Office Bearers, Life Members and clubs which comprised the Association during the previous season.

13 ELECTION OF OFFICE BEARERS

At the Annual General Meeting there shall be elected the Office Bearers of the Association for the ensuing year. Nominations for all positions must be submitted to the Administration Manager/Secretary, on the forms supplied by the Association, by the first Friday in August each year and must include the names and signatures of proposer, seconder and accepting nominee. Should more than one nomination for any position be received, an election for that position will be held at the Annual General Meeting. Should no previous nominations be received for a particular position, nominations will be accepted on the night of the Annual General Meeting. Election shall be by simple majority. Should a Member be elected an Office Bearer or Life Member, then his club may appoint another Member in his stead. In the event of a casual vacancy in any office referred to in this section, the committee may appoint one of its members to the vacant office and the member appointed may continue in office up to and including the conclusion of the annual general meeting next following the date of the appointment.

14 PATRONS

Patrons may be elected by the Association at the Annual General Meeting of the Association. Persons to be nominated and seconded by two separate member clubs and be lodged with the Administration Manager/Secretary prior to 31st July in any year.

15 INTERPRETATION OF RULES

If any question arises which is not specifically provided for in these rules, or if any question arises as to the interpretation of any rule, the opinion of the Board of Management shall be taken and acted upon, and its decision shall be final.

16 ALTERATIONS AND AMENDMENTS TO RDCA RULES

The Board of Management shall be empowered to alter and amend rules of the Association in accordance with the procedure shown in Rules 17 and 18.

17 (a) PROCEDURES FOR SUBMISSION (SENIOR SECTION)

(1) Formal submissions may be made to the Senior Committee by any Office Bearer, Life Member or affiliated club and must include:

Full text of amended rules.

Précis of proposed changes and reasons for same.

Explanation as to effect of proposed change.

Cross reference to any other rules influenced by proposed change.

Full names/addresses of proposer/seconder.

Any rule amendment proposed by an affiliated club must be seconded by another affiliated club.

(2) The Senior Committee will decide whether such proposals are to proceed. Should the Senior Committee decide against proceeding, reasons for such decision are to be advised in writing to proposer/seconder.

17 (b) PROCEDURES FOR ADOPTION (SENIOR SECTION)

1) Upon deciding that Proposals should proceed, details as described in Rule 17(a) (1) will be forwarded in writing to all Office Bearers, Life Members and affiliated clubs who will be given 21 days to respond by indicating agreement or otherwise on an appropriate form to be included with the proposal.

2) Lack of response by a club will be construed as an abstention to the proposal(s). Failure to return the appropriate form by the nominated date shall incur a fine as gazetted annually by the Senior Committee.

3) Amended rules will be advised to Annual General Meeting of the Association. 4) Unless special circumstances prevail (as considered appropriate by the Board of

Management or Senior Committee no rule amendments will be considered after the Annual General Meeting each year.

18 SPECIAL AMENDMENTS

1) Departure from Rule 17(b) (3) and (4) will be considered by the Board of Management if submission of alteration is received in terms of Rule 17(a) (1) and clearly demonstrates that failure to take immediate action will adversely influence the conduct of Association Affairs.

GENERAL COMMITTEE

19 GOVERNING BODY-MANAGEMENT

After the Annual General Meeting, the affairs of the Association shall be managed and controlled by a governing body, to be called the General Committee, which shall consist of the Office Bearers and Life Members of the Association, and two (2) Members representing each club, one of whom shall be the Secretary, desirous of playing cricket with the Association, also two (2) Members from the Umpires Association.

20 CERTIFICATION OF MEMBERS

The names, addresses and signatures of the two (2) Members appointed to represent each club and Umpires, duly certified by the Secretary of the Club, shall be lodged with the Administration Manager/Secretary prior to the Annual General Meeting and no Delegate shall be admitted to any Meeting of the General Committee until this rule has been complied with.

21 REPRESENTATIVES OF LOCAL PREMIER OR SUB-DISTRICT CLUB

Unless the General Committee at any time, otherwise determine, a representative of any local Premier or Sub-District Club may be admitted to a Meeting of the General Committee but with no voting rights.

22 NOTICE OF GENERAL MEETINGS

1) The General Committee shall, unless otherwise arranged, meet at least three (3) times annually, to transact business.

2) The Administration Manager/Secretary of the Association, at least 14 days, or if a special resolution has been proposed at least 21 days, before the date fixed for holding a general meeting of the Association, must cause to be sent to each member of the Association, a notice stating the place, date and time of the meeting and the nature of the business to be conducted at the meeting.

3) Notice may be sent-- a. by prepaid post to the address appearing in the register of members; or b. if the member requests, by facsimile transmission or electronic transmission.

4) No business other than that set out in the notice convening the meeting may be conducted at the meeting.

5) A member intending to bring any business before a meeting may notify in writing, or by electronic transmission, the Administration Manager/Secretary of that business, who must include that business in the notice calling the next general meeting.

23 SPECIAL MEETING

A Special Meeting of the General Committee shall be convened by the Administration Manager/Secretary:

a) On the instruction and by direction of the Board of Management. b) On receipt of a written request, signed by one (1) member from a simple majority of

clubs specifying the matters to be brought before such Meeting. c) Notice of any Special meeting of the General Committee shall be given in

accordance with Rule 22 (2).

24 DURATION OF MEETINGS

All Meetings of the General Committee shall commence no later than 8.00pm and shall terminate not later than 10.30pm, unless a resolution granting an extension of time be carried by at least two-thirds of those present at such Meeting.

25 VOTING

Eligibility to vote at meetings of the General Committee will be as defined in Rule 8 of the Constitution. All resolutions shall be decided, by three quarters majority, on the voices or by a show of hands, but any three Members may demand a ballot. The Administration Manager/Secretary and Office Bearers of the Association shall be ex-officio members of all meetings of the General Committee and shall be entitled to one vote each unless they are also nominated as a Club Member, in which case they shall have only the one vote as a Member. In the event of the voting on any question being equal, the Chairman shall exercise his casting vote in addition to his deliberate vote.

26 PROXIES

Should any member be unable to attend a meeting of the General Committee, the member may appoint, in accordance with the prescribed form of appointment of proxy, some other person as proxy to attend in his place and such person shall, provided that his proxy is in order and is handed to the Chairman immediately on his arrival at the meeting, be entitled to vote, and to all rights of a member at such meeting.

27 MEMBERS UNDERTAKING

Any undertaking given by a member at the Annual General Meeting or at any meeting of the General Committee shall be binding on and enforceable against the club which he represents.

28 QUORUM

A quorum for meetings shall consist of: General committee: members representing the majority of Clubs Board of Management: 4 members of Board Established committees: simple majority of committee members. Business shall not be proceeded with unless such a quorum is present.

29 ATTENDANCE

a) A club failing to be represented at any meeting of the General Committee shall be fined an amount of $30.00 (thirty dollars). If not represented at two (2) consecutive meetings of the General Committee shall be liable to a further fine of $20.00 and/or suspension or disqualification as may be decided by the Board of Management. On arrival at each meeting of the General Committee, Members shall sign an attendance book.

b) The Members of a club ceasing to be, in the opinion of the Board of Management, a playing club, shall not be entitled to vote at the Annual General Meeting or any General Committee meetings and shall, subject to the provisions of Rule 58, forfeit the guarantee deposited with the Association in accordance with that rule.

c) Affiliated clubs must support RDCA social functions. Each club must have the

equivalent of at least one person (excluding RDCA Representatives) per senior team to attend each function and failure to do so will incur a fine equivalent to the cost of an additional ticket per senior team and an additional $50 fine per team. The annual subscription shall include a $100.00 levy to cover the cost of these tickets.

30 PROCEDURE AND STANDING ORDERS

At all Meetings of the Association, the President shall take the Chair. In the absence of the President, the Chairman shall be elected by the meeting.

31 COMPOSITION & POWERS OF BOARD OF MANAGEMENT

Chairman (President of the Association) Administration Manager/Secretary Senior Committee Chairman Finance Manager Veteran’s Association Representative Junior Association Representative In addition to any other powers conferred on it by the rules of the Association, the General Committee and/or the Board of Management shall have power to:

a) Appoint a person duly qualified under the rules of the Association to fill any vacant office;

b) Refer any particular matter to the Board of Management or the Administration Manager/Secretary for report and/or for decision;

c) Confirm the Annual Budget.

32 OFFICE BEARERS

The Office Bearers of the Board of Management shall consist of the President of the Association, Senior Committee Chairman, Administration Manager/Secretary, Finance Manager, Junior Association Representative and Veterans Association Representative, elected at the Annual General Meeting.

Any person shall be eligible for election as an Office Bearer, however no more than two (2) members of any one affiliated club shall be appointed to the Board of Management.

The Office Bearers of the Senior Committee shall be the Chairman, Secretary and Registration Secretary with the latter two also being elected at the Annual General Meeting.

33 REMOVALS

Any Office Bearers may be removed from office for neglect of duty or misconduct, provided that he shall only be removed on a resolution passed by a majority of Members of the Board of Management present at a Special Meeting, called specially to deal with the matter, and provided further that such resolution be confirmed at the next ordinary meeting of the General Committee.

34 DUTIES OF ADMINISTRATION MANAGER/SECRETARY

The Administration Manager/Secretary shall keep minutes of all resolutions and proceedings at each General Meeting and each Board of Management Meeting in the books provided for that purpose, together with a record of the names of persons present at General Meetings. He will also conduct the correspondence of the Association and carry out other duties as determined by the Board of Management. a) (1) The Common Seal of the Association shall be kept in the custody of the

Administration Manager/Secretary appointed in accordance with the provisions of the Associations Incorporation Reform Act 2012. (2) The Common Seal shall not be affixed to any instrument except by authority of the Board of Management and the affixing of the Common Seal shall be attested by the signatures either of two members of the Board of Management or of one member of the Board of Management and of the Administration Manager/Secretary of the Association.

b) Except as otherwise provided in these rules, the Administration Manager/Secretary shall keep in his custody or under his control all books, documents and securities of the Association. Inspection of said books, documents and securities to be made available to members of the Association within fourteen (14) days of receipt of a written request, signed by twelve (12) members of the Association.

34 (i) DUTIES OF SENIOR COMMITTEE SECRETARY

a) Co ordinate and manage the playing conditions and operations of the Senior grades of the RDCA

b) Co ordinate and supervise the activities of the Umpires panel c) Co ordinate and manage inter association playing conditions and arrangements d) Submit recommendations for rule changes to the Administration Manager/Secretary e) Submit an annual budget detailing anticipated operations expenditure to the Finance

Manager f) Arrange for Senior Committee meetings to be minuted and distributed to Board of

Management members g) Other duties as determined by the Board of Management and / or Senior Committee h) Co-ordinate, or delegate co-ordination, of all Tribunal and Appeals Tribunal hearings. i) Act as the primary club contact person for all day to day matters emanating from the

playing of matches within the senior competition.

35 DUTIES OF FINANCE MANAGER

The Finance Manager shall receive all monies on behalf of the Association and lodge these monies to the credit of the Association in a Bank Account at such Bank as the General Committee may determine. The Finance Manager shall keep a full and correct account of the Income, Expenditure and Assets of the Association, and present to each meeting of the General Committee and the Board of Management, an up to date statement of Income and Expenditure. The Finance Manager shall:

a) present properly audited financial statements relating to the past year’s activities and render final accounts to all affiliated clubs within 28 days of the end of each season.

b) ensure all cheques and orders drawn on banking accounts of the Association are signed by any two of the Chairman of the Board of Management, the Administration Manager/Secretary and the Finance Manager.

c) ensure that no appropriation is made to or from any reserve fund of the Association except on a resolution carried by at least three-fourths of those present at a special meeting of the General Committee called for that purpose.

d) render final accounts to clubs 14 days prior to the end of each financial year. e) carry out other duties as determined by the Board of Management as considered and

/ or requested.

36 FINANCIAL YEAR

The financial year of the Association shall end on the 31st day of May in each year.

37 OUTSTANDING ACCOUNTS

Clubs shall pay all monies due and payable to the Association within 28 days of the date of submission of monthly accounts. Failure to do so will incur a fine of $30.00. Where applicable, accounts will include advice of this penalty. A club cannot play and its members cannot vote at meetings until it pays all accounts rendered in the previous season. A player from a club, which disbands or ceases to be a member, cannot play with another club until all accounts are settled. Advice of clubs disbanding and/or ceasing to be a member will be provided to the Victorian Metropolitan Cricket Union.

38 DUTIES OF AUDITOR

An Auditor appointed by the Association shall audit the books and the Annual Financial Statements of the Association, require the Finance Manager to produce proper and complete vouchers and receipts for all entries in the books of the Association and make a report to the Annual General Meeting.

39 REPORTS

All elected committees, and any sub-committees appointed in accordance with Rule 43(b), shall submit reports/ minutes, in writing, to the Board of Management through their parent committee.

40 CHAIRMAN OF THE BOARD OF MANAGEMENT / COMMITTEES / SUBCOMMITTEES

The President of the RDCA Incorporated shall be the Chairman of the Board of Management. The Board of Management will be responsible to ensure that the purposes of the RDCA Incorporated are met.

Chairman of any Sub Committee shall be ratified by the Board of Management and will be responsible for ensuring that the purposes of the RDCA Incorporated are met. The Chairman of the Board of Management and any Committee shall have a casting vote as well as a deliberative vote. In the absence of the Chairman, the meeting shall elect a Chairman.

41 MEETINGS

The Board of Management shall meet at least 4 times per year unless it otherwise determines and shall be convened by the Administration Manager/Secretary.

42 ABSENCE OF MEMBERS

Any member absenting himself without leave from two consecutive meetings of the Board of Management or from any committee shall forfeit his seat.

43 (i) POWERS AND DUTIES OF BOARD OF MANAGEMENT

The Board of Management shall have the following powers and duties: a) To exercise general oversight over the operations of any committee of the

Association b) To appoint Committees as required, appoint a Chairman and establish the staffing

and duties of these committees. c) c) To deal with any business or matter referred to it by the General Committee. d) To appoint Investigation Officer, Tribunal members and Appeals Tribunal members

and to refer, to the Investigation Officer or Tribunal or Appeals Tribunal, any matter it deems fit.

e) To deal with urgent business which may arise between meetings of the General Committee, subject to report to the next meeting of that Committee.

f) To deal with any matter which the rules place within its jurisdiction. Any club dissatisfied with any decision or ruling of the Board of Management may have the matter referred to the Appeals Tribunal, subject to compliance with rule 49(3). An aggrieved party (player or Club Secretary on behalf of player) may lodge a further appeal through the Administration Manager/Secretary to the VMCU in accordance with the rules of that body.

g) To levy additional fines, suspend and/or disqualify clubs if directives of the Board of Management are not complied with.

h) Where necessary, a Board of Management member who is in attendance, in an “Ex-Officio” capacity, at any RDCA Committee meeting, may be included to make up a quorum and in so doing that person would have the authority to exercise normal voting rights.

43 (ii) POWERS AND DUTIES OF THE SENIOR COMMITTEE

a) to exercise general oversight of the operations of the Senior competition b) to ratify the number of playing Grades of the Association and grade teams in

accordance with the Rules of the Association c) to alter or vary times of starting and hours of play, days, and grounds at any time

should the necessity arise d) to exercise general oversight of the operations of the RDCA Umpires Association e) to refer to the Investigation Officer or Tribunal or Appeals Tribunal any matter it

deems fit f) to deal with any matter which the Rules place within its jurisdiction g) to levy additional fines, suspend or disqualify clubs, as any matter necessitates

h) To announce the fixtures at the Annual General Meeting of the Association in each year. Any protest against the fixtures must be received in writing by the Senior Committee not later than 7 days subsequent to the Annual General Meeting. Such protest to be dealt with by the Senior Committee and resolved not later than the September General Meeting of the Association

44 INVESTIGATION INTO PROTESTS, CHARGES AND REPORTS

(a) Constitution of the Tribunal 1. The Tribunal will be appointed to consider protests, charges and reports received

in terms of Rule 45 2. The Tribunal shall consist of a panel of three people, 2 to be selected from the

approved group of nominated club members plus a chairperson appointed by the Board of Management.

3. RDCA Incorporated President shall have the power to appoint an alternate if the Chairman is un-available or ineligible.

4. No person who has a perceived conflict of interest shall sit as a member of the Tribunal

5. Each club shall nominate at least 1 responsible person, when submitting list of Office bearers, who may be appointed as a member of the tribunal.

(b) Constitution of the Appeals Tribunal 1. An independent Appeals Tribunal Panel shall be elected by the Board of

Management to deal with any matters lodged 2. The Appeals Tribunal shall consist of a Chairman and a minimum of two (2)

additional members. 3. The Chairman shall always be independent of the Association. 4. No member who has a perceived conflict of interest shall sit as a member of the

appeals panel.

(c) Powers of Investigation Officer 1. A Protest, Charge or Report, lodged in terms of Rule 45, may be referred by the

Senior Committee Chair and/or his nominee, to the Investigation Officer, for further enquiry.

2. On the same day, the Senior Committee Secretary, upon referral of the matter to the Investigation Officer, will take all reasonable steps to advise the course of action being taken to all persons/clubs involved.

3. The Investigation Officer shall, as soon as possible, and where practicable no later than 7 days after the referral date, submit a report to the Senior Committee Chair and/or his nominee via the Senior Committee Secretary.

4. The Investigation Officer shall summarise the findings and submit a report to the referring body containing recommendations.

5. If the Investigation Officer's report recommends laying a charge, the Senior Committee Chair and/or his Nominee, may elect after reviewing the recommendation, to refer the matter to the Tribunal in terms of Rule 47 or offer the person charged the alternative of accepting or rejecting an appropriate penalty within the guidelines set out in Rule 79(f). If the person charged declines to accept the penalty the matter will be referred by the Senior Committee Chair and/or his Nominee to the Tribunal.

6. Where a club or player is found guilty of a charge, or accept a penalty as a result of the investigation then the cost of the investigation officers services will be borne by the relevant club or clubs in the form of a fine.

45 PROTESTS, CHARGES AND REPORTS

1. A protest, charge or report may be lodged by any member of the RDCA Umpires Panel, an affiliated Club (on behalf of Club members) or a member of any RDCA Committee, including the Board of Management.

2. Every protest, charge or report made against a result, club, team, delegate, player, office-bearer, umpire or member of any club for improper conduct or misbehaviour shall be forwarded to the Senior Committee Secretary and may be referred by the Senior Committee Chair and/or his nominee to the Investigation Officer and/or Tribunal.

3. Other than as detailed in item 4 below, no such protest, charge or report shall be entertained unless lodged with the Senior Committee Secretary (in writing) within 24 hours following the last day of the match giving rise to the protest, charge or report.

4. If the protest, charge or report does not arise out of a match, then the incident giving rise to the protest, charge or report can be lodged within five (5) days of the incident. – subject to Rule 46

46 MATTERS REFERRED FOR INVESTIGATION

The Tribunal and/or Investigation Officer shall hear and/or investigate any matter referred by the Senior Committee or Board of Management and submit a report to the Senior Committee and / or the Board of Management in due course.

47 TRIBUNAL HEARINGS

The Senior Committee Secretary shall: a) Forward a statement of any protest, charge or report to be heard by the Tribunal to

the persons, club or teams concerned. b) Appoint a time, date and place for the hearing of the protest, charge or report (to be

held unless otherwise advised, on Wednesday of the week following the completion of the match in which the protest, charge or report was made); notify the members of the Tribunal, summon all necessary parties including any informant, person, club or team concerned together with any necessary witnesses to attend.

c) In all cases, individual(s) appearing before the Tribunal must be accompanied by a Club Representative.

d) Full particulars of the procedure to be observed by the Tribunal relating to the hearing of every charge, report or protest is shown in Rule 50a of the Rule Book.

e) If any person summoned to a tribunal hearing is unable to attend that hearing for whatever reason then that person must notify the Senior Committee Secretary in writing at least 48 hours before the time appointed and provide the reason for not attending.

f) The Senior Committee Secretary shall have the power to adjourn any tribunal hearing to any date and time to be fixed if they consider it is in the best interest of the Association to do so.

g) Any player seeking a deferral of a tribunal hearing due to the unavailability of that player to appear before the tribunal is ineligible to play in any grade until the matter is heard by the Tribunal.

48 DECISION ON PROTEST, CHARGE OR REPORT

1. The Tribunal and/or Appeals Tribunal may impose such penalty by way of disqualification, suspension, fine or otherwise, as it may think fit. (Suspension terms to be aligned with fixture schedule and encompass complete games).

2. Suspensions handed out by any section of the Association will apply across all sections of the competition.

49 REPORT ON DECISIONS OF HEARING OF PROTESTS, CHARGES OR REPORTS

1. The Tribunal shall announce its decision at the conclusion of the hearing. 2. The Tribunal shall report its decision in writing as early as possible to the Senior

Committee, through the Senior Committee Secretary, which shall notify the persons or clubs concerned of the decision and report details of the protest, charge or report and the decision, in most appropriate manner, to members of the Association.

3. Within 14 days of the original hearing an aggrieved party (player or Club Secretary on behalf of player) shall have the right to appeal to Appeals Tribunal, should they be able to demonstrate that:

(ii) Appropriate Rules and / or procedures were not followed by the Tribunal (iii) Decision was based on erroneous or previously unavailable evidence (iv) Penalty handed down is considered to be too severe. (v) There has been a denial of natural justice

4. Any suspensions or penalties shall be advised to VMCU for information and dissemination to VMCU affiliated Associations.

5. An aggrieved party may lodge a further appeal through the Senior Committee to the VMCU in accordance with the rules of that body.

50 (a) TRIBUNAL PROCEDURE

(1) The Chairman shall impress on all principals and witnesses the necessity of observing the following condition: “Any person or persons giving evidence of an untruthful nature to the Tribunal shall, in the case of any player concerned, be disqualified from taking part in any match for such time as the Tribunal shall decide and in the case of any other person shall, on a report to the Senior Committee by the Tribunal, be dealt with as that body may deem fit”.

a. The Chairman shall have the right to call any witnesses as deemed fit. b. The Chairman shall have the right to consider any supplementary reports

and/or information that are considered relevant to the hearing but at all times subject to such reports and/or information being made available to all parties prior to the hearing in a timely manner.

(2) The Senior Committee Secretary or hearing Convenor shall read the report. The reported person shall then be asked if the charge is admitted to or denied.

(3) Should the reported person plead GUILTY to the charge, the following procedure must be adopted:

a. The informant will give particulars of the incident reported. b. The reported person will have the right to clarify any point in the evidence

provided by the informant. c. The reported person shall be allowed to make a statement if he they so

desire. d. The informant shall have the right to clarify any point in the evidence of the

reported person. e. All persons shall then retire and the Tribunal Panel will arrive at a

decision. (4) Should the reported person plead NOT GUILTY to the charge, the following

procedure must be adopted: a. The informant will give particulars of the incident reported. b. The informant shall have the right to call any witnesses in support of his

report. c. The reported person shall have the right to question the informant and/or

the witnesses. d. The reported person may make a statement and shall have the right to call

witnesses in support of his their statement.

e. The informant shall have the right to question the accused and all witnesses.

f. At the conclusion, all persons shall retire and the Tribunal Panel shall arrive at a decision.

(5) The decision shall be announced in the presence of the informant and the reported person.

(6) A witness may not leave the room after having given evidence until the conclusion of the hearing of all evidence. A witness may not ask a question or interrupt proceedings at any time.

(7) If during the consideration of the evidence the Tribunal Panel desires to recall any witness, such witness shall be questioned in the presence of the informant and the reported person.

(8) All disqualifications imposed shall commence from and include the first competition match commencing after the hearing and played by the team of which the reported person was a member at the time that the report or charge was made.

(9) No person shall be represented by a legal practitioner at any hearing, without the consent of the chairperson. An advocate may act on behalf of the reported player to determine the facts from the player or players before the Tribunal is assembled and to advise the best way to conduct or present the case. The advocate may cross-examine the informant, reported person or any witness.

(10) Any parties summoned to attend under Rule 47b who do not attend a Tribunal hearing after being notified in writing by the Senior Committee Secretary or hearing Convener, shall be dealt with as shown in paragraph 1 above.

50 (b) APPEALS TRIBUNAL - PROCEDURE

1) Upon the right to appeal being granted under Rule, 49.3 the Senior Committee Secretary shall notify the appellant and the other party to the original protest, report or charge in writing of the granting of the right to appeal. The aggrieved party/appellant must within 7 days of receiving notice that the right to appeal has been granted, lodge with the Senior Committee Secretary, in writing:

(a) a summary of the arguments to be put before the Appeals Tribunal as to why the appeal should be granted and

(b) a list of witnesses he or she intends to call at the appeal 2) All notices given under this Rule shall in the case of a player be given to the player at

his address as registered with the RDCA or to his club secretary and in the case of the other party to that party at his last known address.

3) The Senior Committee Secretary shall appoint a time and venue for the hearing of the appeal and notify the parties in writing of same in the manner set out in Rule 50 (b) 2 above.

4) (a) The Chairman shall impress on all attendees the necessity of observing the

following condition: “Any person or persons giving evidence of an untruthful nature to the Appeals Tribunal shall, in the case of any player concerned, be disqualified from taking part in any match for such time as the Appeals Tribunal shall decide and in the case of any other person shall, on a report to the Senior Committee by the Appeals Tribunal, be dealt with as that body may deem fit”.

(b) The Chairman shall have the right to call any witness as deemed fit. 5) The Senior Committee Secretary or hearing Convener shall read the appeal grounds. 6) No person shall be represented by a legal practitioner at any hearing without the

consent of the chairperson. An advocate may act on behalf of the reported player to determine the facts from the player or players before the Appeals Tribunal is

assembled and to advise the best way to conduct or present the case. The advocate may cross-examine the informant, reported person or any witness.

7) No party may leave the room after having given evidence until the conclusion of the hearing of all evidence. A witness may not ask a question or interrupt proceedings at any time.

8) If during the consideration of the evidence the Appeals Tribunal panel desires to recall any witness, such witness shall be questioned in the presence of the appellant.

9) The decision shall be announced in the presence of the appellant. 10) All disqualifications imposed shall commence from and include the first competition

match commencing after the hearing and played by the team of which the reported person was a member at the time that the report or charge was made. In the event of a player under the age of 16 years appearing before the Appeals Tribunal, a player’s advocate may address the Appeals Tribunal on the player’s behalf and with the chairman’s permission they may question witnesses.

11) The chairman shall have the right to declare any appeal as being an abuse of the appeals process and should there be such a declaration made, a fine of $100 shall be payable by the club representing the player on appeal.

51 MEMBER VACATING SEAT

Any member of the Tribunal, Appeals Tribunal, Board of Management, or Senior Committee as the case may be, whose club is directly affected by a charge, report or protest, must vacate his seat on the hearing of the same.

52 BY-LAWS

The Board of Management shall have power, to make by-laws not inconsistent with the rules of the Association. At least seven (7) days notice, in writing, of a proposed by-law must be given to each club and any by-laws so made shall be binding on all office-bearers, clubs, teams, members, umpires and players and be ratified at the next General Meeting.

53 CLUBS BOUND BY RULES AND DECISIONS

All clubs comprising the Ringwood & District Cricket Association Incorporated shall be bound to conform to the rules and decisions of the Association.

54 PREVIOUS RULES CANCELLED

All previous rules and Regulations of the Ringwood & District Cricket Association Incorporated are hereby cancelled and these rules shall operate forthwith.

55 DIRECTION

If any direction of the Association has not been complied with, within the specified time therefore, the Board of Management is empowered to take such action as it deems fit. Any breach of the rules is liable to a fine and/or penalty to be determined by the Board of Management, including the loss of match points and/or bonus points.

56 CLUBS COMPRISING THE ASSOCIATION

The clubs which shall comprise the Association during the ensuing season shall be determined at the Annual General Meeting, provided that the Board of Management may thereafter admit clubs on conditions that the Committee prescribes.

57 ANNUAL SUBSCRIPTIONS AND FEES

Each club shall, in each year, pay to the Finance Manager of the Association, the annual subscription for each team, as determined by the Annual General Meeting together with any other fees and charges levied in accordance with any directive issued by the Board of Management.

58 GUARANTEE

Applicants for admittance to play cricket with the Association shall upon admittance, furnish the Finance Manager with a guarantee of $100.00. In the opinion of the Board of Management, any club failing: a) To carry out the rules, Regulations or Resolutions of the Association; b) To play a scheduled match, unless excused by the Board of Management for a reason

satisfactory to that Committee and unless such reason is communicated, in writing, to the Administration Manager/Secretary prior to 7.00pm on the Tuesday prior to the scheduled commencement of the match, may forfeit the guarantee. In the event of a club wishing to continue after forfeiting its guarantee, such club may, after making good its default, with the consent of the Board of Management, pay to the Finance Manager a further guarantee of $100.00 on or before the Tuesday prior to the commencement of the next match. Should the club not deposit the further guarantee such club shall be disqualified and debarred from taking further part in the competition. Disqualification shall also apply to the individual members of such clubs and such members shall be debarred form participating in Association Trophy Awards.

59 GUARANTEE FUNDS

All guarantee funds will be lodged in a separate bank account. Such monies will be retained during the period which the club concerned desires to play cricket with the Association and will be refunded in full upon the termination of this desire and the payment to the Association of all monies outstanding.

60 DEFAULT IN PAYMENT

A club in default at the 31 October in each year, by reason of the non-payment of all fees, charges or levies prescribed by these rules shall incur a fine, and/or penalty which shall be determined by the Board of Management.

Members please note that in accordance with Section 48(3) of the Association Incorporations Reform Act 2012, Model Rule number 75 is deemed to be included in the RDCA Incorporated Constitution Rules.

Schedule 1 – Matter 13 Provision for members to have access to, and be able to obtain copies of, the records, securities and other relevant documents of the incorporated association. Model Rule 75(2) – Custody of inspection of books and records The Committee may refuse to permit a member to inspect records of the Association that relate to confidential, personal, employment, commercial or legal matters or where to do so may be prejudicial to the interests of the Association. Model Rule 75(3) – Custody of inspection of books and records The Committee must on request make copies of these rules available to members and applicants for membership free of charge. Schedule 1 – Matter 15 Provision for members to have access to, and to be able to obtain copies of, minutes of general meetings, including financial statements submitted at general meetings. Model Rule 75 – Custody of inspection of books and records (1) Members may on request inspect free of charge – a) the register of members; b) the minutes of general meetings; c) subject to subrule (2), the financial records, books, securities and any other relevant document of the Association, including minutes of committee meetings. (2) The Committee may refuse to permit a member to inspect records of the Association that relate to confidential, personal, employment, commercial or legal matters or where to do so may be prejudicial to the interests of the Association. (3) The Committee must on request make copies of these rules available to members and applicants for membership free of charge. (4) Subject to subrule 2, a member may make a copy of any of the other records of the Association referred to in this rule and the Association may charge a reasonable fee for the provision of a copy of such a record. (5) For the purposes of this rule – relevant documents means the records and other documents, however compiled, recorded or stored, that relate to the incorporation and management of the Association and includes the following – a) its membership records b) its financial statements c) its financial records

d) records and documents relating to transactions, dealings, business or property of the Association.

DOMESTIC PLAYING ARRANGEMENTS – SENIOR COMPETITION In the absence of specific rules dealing with playing arrangements for any competition playing under the auspice of the Ringwood and District Cricket Association Incorporated, the following playing arrangements will apply. The top four (4) grades of the senior competition shall comprise ten (10) teams per grade with the top two (2) grades (Lindsay Trollope Shield and Bill Wilkins Cup) to be designated “Premier Grades” and comprise club 1XI teams only. All other grades (except 1 day competition grade(s)) shall comprise eight (8) teams).

61 COMMUNICATIONS

a) All forms and communications addressed to the Association must be by mail, email or facsimile and be typed or written in ink.

b) Information circulars emanating from RDCA officials must be consecutively numbered to ensure that clubs are aware that all advices have been received. Clubs will be held responsible for ensuring that advices are received in sequence.

62 SELECTION COMMITTEE

The Selection Committee consisting of a minimum of three (3) members shall be appointed annually by the Senior Committee to select teams to represent the Association in matches.

63 ASSOCIATION MATCHES

a) “Representative Teams” and practice squads of the Association will be selected by the Selection Committee.

b) A player selected in any representative Association team or in any practice squad, who is subsequently unable to play in such representative team or attend practice, shall furnish the Senior Committee, at least seven (7) days prior to the match or practice, his notice of unavailability. If a selected player fails to attend or play as required or if the notice of the unavailability is furnished less than seven (7) days prior to the match or practice, the Senior Committee may impose such penalty, including suspension or fine, as it considers the occasion warrants. Players selected in Association Representative Teams will be unavailable for selection in any club team scheduled to play on the same day.

c) Notification of selection shall, for the purpose of this rule, be deemed sufficient if players concerned are advised of their selection personally or by letter at least four (4) days prior to the match or practice.

TEAM/INDIVIDUAL AWARDS

64 TROPHIES - PREMIERSHIP

a) Premiership trophies shall be awarded to the premiership teams in all senior grades. Where applicable perpetual trophies will be suitably engraved and held by the Association.

b) All grade names shall, where possible, be those of living Life Members. Should a Life Member die, then the name on that Shield should remain there for a minimum of 5 (five) years after that member’s death. It would then be superseded by a suitable replacement provided that the replacement Life Member has had at least 10 (ten) years service to the Association. If, after 5 (five) years a suitable replacement is not available, then the deceased member’s name shall remain on that Shield until such time as one becomes available.

65 INSURANCE

All shields and trophies shall be insured by the Association to the full insurable value.

66 GRADE TROPHIES

The Association shall provide trophies approved by the Senior Committee to the winners of Batting and Bowling averages in every grade in the Association. All criteria for Batting, Bowling and All Rounder trophies is based on performances during the home and away series only. To win a trophy:

(a) i) In all grades except the modified format a Batsman must bat in at least half the

matches played by his team in the particular grade and score more than 250 runs in that particular grade ii) In the modified format a Batsman must bat in at least half the matches played by his team in the particular grade and score more than 200 runs in that particular grade.

(b) A Bowler must bowl in at least half the matches played by his team in the particular grade and bowl:

i. In Premier Grades, Stuart Newey Plate and Steve Pascoe Shield not less than 480 balls and take not less than 20 wickets,

ii. In all other grades, except Modified and One Day grades, not less than 360 balls and take no less than 20 wickets; and

iii. In Modified grades not less than 300 balls and take no less than 15 wickets (c) In One Day Grades a Batsman must play in at least six matches played by his team

in that particular grade and score more than 200 runs in the particular grade. (d) In One Day Grades a Bowler must bowl in at least six matches played by his team in

that particular grade and bowl no less than 240 balls. (e) An All-Rounder Trophy shall be presented each year to a player in Lindsay Trollope

Shield, Bill Wilkins Cup, Stuart Newey Plate and Steve Pascoe Shield. The winner of these trophies shall be the player who gains the greatest number of points, based on the following allocation:

Runs 1 point per run

Catches 5 points

Wickets (unassisted) 15 points

Wickets (assisted) 10 points

Run outs 5 points per player

Throw Outs 10 points

Stumping 10 points

All trophy winners will be provided with a complimentary ticket to the Annual Presentation Function and will be expected to attend the function. In the case of the non-appearance of the trophy winner the club shall be fined $30 and shall pay the full cost of the ticket. The Board of Management may also take disciplinary action against a player for non-attendance.

NB The conditions authorised in (a) (b) (c) and (d) may be varied by the Senior Committee under special circumstances.

67 OTHER RDCA TROPHIES

(a) Fairest and Best Awards

The following Awards will be made each year, based on votes submitted by Umpires (on a 3, 2, 1 basis) with the winner being the cricketer who polls the most number of votes in the particular grade. Players disqualified during the year (home and away games) will not be eligible for these awards. Should more than one cricketer tie on the most number of votes, a tie will be declared and an award will be made to each player.

Trollope Shield - Bill Dean Medal Wilkins Cup - Bill Wilkins Medal Newey Plate - Stuart Newey Medal Pascoe Shield - Steve Pascoe Medal

(b) Club Championship Trophy – Phil McCallum Championship Award

A Club Championship Trophy, named “The Phil McCallum Club Championship Award” will be awarded on a yearly basis having regard to final team standings, i.e. on completion of the finals series, and the following criteria:

1. Recognising the success of each team in a particular grade; 2. Providing a weighting to higher graded teams; 3. Provide some benefit to clubs that field more teams in the Competition; 4. Promote strength of club members by placing a minimum four teams entry on

eligibility to participate; 5. Recognising success of a club by ensuring representation in at least one of the

top three grades to be eligible.

The Senior Committee shall decide on an appropriate means of determining the Champion Club and advise all clubs prior to the start of each season.

(c) Spirit of Cricket Trophy – Ron Ellis Trophy.

A Spirit of Cricket trophy, named the Ron Ellis Trophy, will be awarded to the team competing in the Lindsay Trollope Shield, Bill Wilkins Cup, Stuart Newey Plate and Steve Pascoe Shield competitions that averages most points per game over the home and away season. Points will be awarded by appointed professional Umpires based on parameters approved by the Senior Committee.

(d) Twenty / Twenty Competition (20/20)

A trophy will be awarded to the winning club in the RDCA Twenty/Twenty competition.

(e) Umpire of the Year Award – Ken Dunham Award

An Umpire of the Year Award, named the Ken Dunham Award, shall be made each year and shall be awarded to an umpire on the adjudication of the RDCAUA Umpires’ Selection Panel.

(f) Best Administered Club Award – Bob Bisset Award

A Best Administered Club Award, named the Bob Bisset Award, shall be made each year to the club that the Senior Committee judges to have been the best administered club within the Association.

The following criteria will be considered when assessing this award:

1. Level of fines incurred

2. Efficiency of communication with Senior Secretary

3. Level of help provided to Association (official roles)

4. Player infringements

(g) All Stars Team of the Year Award – Fred Hodgkins All Stars Team of the Year.

The Fred Hodgkins All Stars Team of the Year shall be named each season as determined by a Selection Panel approved by the Senior Committee.

68 ANNUAL AGE TROPHIES

Under 21 – David Beatty Award

This award will be given to the best player in the representative games and the recipients will be decided by the Senior Committee in consultation with the manager(s) of the team(s).

69 PREMIERSHIP SYSTEM

The following premiership point system shall be adopted:

a) Outright win if the winning team leads on 1st innings 12 points Outright win where 1st innings a tie 9 points Outright loss where 1st innings a tie 3 points Outright win if winning team behind on 1st innings 8 points Outright tie - each team regardless of 1st innings result 6 points 1st innings win 8 points 1st innings lead if beaten outright 4 points 1st innings tie 4 points No play or drawn game - each team 4 points Team having a fixtured bye Maximum points

awarded in that grade in that round.

Team receiving a forfeit or walk-over Maximum points awarded in that grade in that round.

b) If any teams be equal in premiership points gained at the end of the home and

away matches, the relative positions of such teams shall be determined by percentages as follows: The batting percentage for a team shall be obtained by dividing the total number of runs scored by the number of wickets lost. The batting percentage against each team shall be obtained by dividing the total number of runs scored against it by the number of wickets taken. The former shall be divided by the latter. The team having the higher quotient shall be considered to have the better performance. In an innings closed or match abandoned, only the wickets lost shall be counted. In an innings completed, ten (10) wickets shall be considered as lost.

c) If any team withdraws or is expelled from the Association during the home and away matches or for any other reason is unable or refuses to complete the home and away matches, the remaining fixtures shall be regarded as walk-overs.

d) Except where otherwise determined at the Annual General Meeting, at the conclusion of the home and away matches, the first four teams in each grade shall play off for the premiership in accordance with the “Page - 4 Team Finals System.”

70 PROMOTION AND RELEGATION SYSTEM

A promotion and relegation system shall apply to the senior grades as follows:

Any club being promoted shall conform to the conditions as detailed by the Senior Committee.

If any club does not conform to the conditions of entry into the higher grade, the Senior Committee shall decide on the club to be promoted.

The Senior Committee shall determine the promotion and relegation system to apply to teams competing in the senior grades. The basic principle, where possible, is that all Premiers will be promoted and last placed teams relegated.

CLUB/TEAM ENTRIES

71 APPLICATIONS FOR ADMITTANCE, FEES AND GUARANTEES

All new clubs will be eligible for affiliation with the Ringwood and District Cricket Association Incorporated subject to the following: (a) All applications by clubs desirous of playing cricket with the Association for the ensuing season, shall be made in writing, on forms supplied by the Association and lodged with the Administration Manager/Secretary not later than the first Friday of August in each year and shall contain the following information:

(1) Name, address and telephone number of President, Secretary, Treasurer, Club Members and when available, Junior Team Managers. (2) Team entries for the ensuing season, indicating location of playing grounds, type of wicket and the best means of approach to same. (3) Name of team sharing its wicket and dates on which the ground is unavailable. (4) Telephone number at Pavilion or Ground. Such entries are to be regarded as final. Failure to field any nominated team may result in a penalty as decided by the Board of Management. (5) In regard to the nomination of new Clubs into the Association, additional information may be required by the Board of Management before a nomination is placed before the General Committee for decision at the Annual General Meeting. (6) Each Club must certify that it has complied with the requirements of the Member Protection Policy.

(b) A club may enter teams in the Veterans and Junior Competitions without the need to play in the Senior Competition. (c) The composition of all senior grades will be determined by the Senior Committee, Proposals for changes to playing competition structure of the Association shall be dealt with by the convening of a General Meeting, to provide the clubs the opportunity to hear submissions, for and against the proposal, and permit the members the opportunity to vote by ballot or by show of hands. A simple majority of eligible votes will be required to achieve acceptance of such a proposal.

72 FULFILMENT OF FIXTURES

(a) If a team is unable to secure its ground for a match it must give seven (7) clear days’ notice to that effect to the opposing club and to the Senior Committee Secretary. The Senior Committee Secretary shall then decide where and when the match shall be played and is empowered to impose a penalty on any club failing to comply with its decision.

(b) Every team unable to play a competition match shall give notice to the Senior Committee Secretary and to the opposing club of its inability to play by no later than noon on the day preceding the day scheduled for play. Should this deadline be met the fine will be $50 but should advice be received after this deadline the fine will be $100. Withdrawal of a team from the competition, after cut-off date in September, will incur a fine of $100.

(c) Any team failing to fulfil any engagement shall forfeit the match in question and shall also be liable to be dealt with by the Senior Committee, which may include financial penalties.

(d) In the event of a club withdrawing a team from the competition or forfeiting a game during the season, then the club must withdraw or forfeit its lowest grade team.

(e) Possibility of re-scheduling of games (due to vandalism, ground damage etc): Clubs must advise Senior Committee Secretary as soon as possible and he, in consultation with the Senior Committee Chairman , or his delegate, will make a ruling.

(f) In the event of any team of a member club being unable to field a side resulting in their forfeiture of games on more than 5 occasions during a season then the said team and club will be dealt with by the Senior Committee. Sanctions on the said team may include being compulsorily withdrawn from competition during the season. Sanctions on the said club may include a financial penalty (Minimum $100) and a restriction on the club registering the team again in the following season. Both at the discretion of the Senior Committee.

PLAYING ELIGIBILITY

73 REGISTRATION OF PLAYERS

All players must be registered in My Cricket with their respective clubs and a player must be registered with the club with which he desires to play, prior to the completion of the match. Each club is responsible for maintaining their own player registration listing (in My Cricket) comprising ONLY those players that are eligible to be registered with their club.

EXISTING REGISTERED PLAYERS The existing club player block registration listing at the end of the previous season will be used as the club player block registration listing for the next season.

NEW REGISTRATION Prior to entry onto a Club's My Cricket data base, each new player must complete and sign an Association Registration Form. This form must be signed by the Secretary or other official of the club, retained in the club records and produced for verification if required by the RDCA Incorporated No player shall be eligible to play unless registered as above and no player shall be registered unless eligible.

74 APPROVAL BY BOARD OF MANAGEMENT

Notwithstanding anything contained in these rules, all players shall be and remain at all times subject to the approval of the Board of Management and / or the Senior Committee.

75 PLAYER REGISTERING WITH MORE THAN ONE CLUB

Any player who signs the registration forms for and submits himself for registration with more than one club in this Association shall be dealt with by the Senior Committee.

76 CLASSIFICATION OF PLAYERS

(a) A Premier, Sub-District or Club of another Association shall be permitted free interchange of players between its Senior teams and their highest grade in this Association without permits, provided that such players are duly registered in accordance with the rules of this Association, but this rule shall not permit the transfer of players between teams in this Association without compliance with these rules.

(b) (1) If a club has two or more teams in this Association, then any player of that

club may play in any team of that club, excepting that a player must not play in a grade more than two grades lower, in his club, than played in his previous match without the approval of the Senior Committee.

(2) A player may transfer to a team of his club in a higher grade at any time without a permit.

(c) The number of home and away games to be played by players to be eligible to play in semi-final and/or final matches of any one grade in any season will be determined by the Senior Committee. Players of a team causing a forfeit cannot use that forfeit game as part of their eligibility to play in semi-final and/or final matches. (Junior matches do NOT qualify for senior grades or vice-versa). It is permissible for any club to freely interchange their eligible players between any consecutively graded teams of that club in the RDCA or other Associations final series, provided that sides are competing on the same day or days in semi-final and/or finals matches. In instances where the higher graded side has progressed to the Grand Final, a player may play in the Preliminary Final in the lower of consecutively graded teams where he played in that team in the Semi- Final or he fulfils other eligibility requirements.

(d) Any team playing an unregistered or ineligible player shall be fined $40 per player and shall lose all points earned in that game. MATCH points will be awarded to the non-offending team.

(e) Persons called upon to act as “substitutes” MUST be registered players of this Association. A player acting as a substitute need not have played the required qualification games in order to act as a substitute in finals, however a player may not act as a substitute in a grade more than two consecutive grades lower than the grade in which he last played in during the current season.

(f) A registered player of this Association shall not be permitted to play in two matches at the same time or in the same round, either with this or any other Association without a permit from the Senior Committee.

(g) Players from another Association - refer to Rule 77(e).

77 CLEARANCES AND PERMITS

Clearance requests are to be submitted online through MyCricket and MUST be approved prior to that player commencing play in any match.

If no action is taken by the club to which the application for clearance is made within seven (7) days, the Registration Secretary may deal with the application as deemed fit.

All clearance and associated registrations must be finalised prior to the commencement of the match.

(a) Any player unable to obtain a clearance from his club in this Association shall have the right to apply to the Registration Secretary who shall have the power to deal with the application.

(b) Any player who has previously registered with an RDCA affiliated club requires a clearance application to be submitted on line, on their behalf, in the MyCricket system. This clearance must be approved by the player’s previous RDCA club prior to that player commencing play in any match.

(c) Disqualified players from any Association must obtain a clearance before playing in this Association.

(d) Any player who has played with a club affiliated with another Association during the current season, and desiring to transfer to RDCA Inc must first obtain a clearance from his club, such clearance to be endorsed by the Association he desired to leave. In the event of the club refusing the clearance he may appeal to his Association. Should the club and Association refuse the application for a clearance, he may appeal to the Senior Committee of the Ringwood and District Cricket Association Incorporated, whose decision shall be final and binding on all concerned. To be eligible to play in following rounds, a player must be registered with the club with which he desired to play, prior to the commencement of the match.

(e) Interim Permits - the Registration Secretary of this Association shall have power to grant Interim Permits.

ETHICS

78 CRICKET ATTIRE

(a) All players must appear on the field in proper cricket attire which should be predominately white (or cream), comprising white shirt with collar, white pullover if worn, long white trousers, white socks and cricket shoes or other predominately white sports shoes.

Players officiating as umpires must wear proper cricket attire plus distinguishing clothing as required under Rule 113.

Umpires shall report players contravening this rule who shall, on a first occasion, be fined $10.00 and, if a further breach of this rule occurs, shall be dealt with by the Senior Committee, which may impose a higher fine or penalty.

(b) For all scheduled one day matches clubs, have the option to wear their approved 20/20 attire. BOTH competing clubs must agree to compete in coloured clothing and use a brand of white ball to be nominated by the Senior Committee Secretary. BOTH clubs must inform the Senior Committee Secretary of this decision, including a request that the umpires wear coloured shirts, at least 48 hours before the commencement of play.

(c) No player shall wear boots or shoes equipped with studs, spikes, sprigs or projections made of metal or hard plastic which could damage the surface when playing on synthetic wickets. The penalty for non-compliance with this rule shall be a fine of $20.00 and the offending player shall not be permitted to participate in the match until this rule has been complied with.

79 MISBEHAVIOUR

(a) During the progress of a match, and in all matters pertaining to dealings with Association Officials concerning the conduct of RDCA Incorporated, all players and club officials shall behave in an orderly and seemly manner and abide by the spirit of cricket. Bad language will not be tolerated. Smoking on the playing field during the progress of a match is strictly prohibited. Alcoholic beverages must not be consumed during hours of play.

Any report made against an umpire must be lodged with the Senior Committee Secretary (in writing) within 24 hours of the incident giving rise to the report. All reports will be referred to the Umpires Association for investigation and resolution.

(b) Clubs will be responsible for the behaviour of their spectators. (c) Where an umpire believes a player has infringed the code or conduct, the umpire

shall inform the player that an incident report will be submitted. At the same time,

the umpire will advise the Team Captain of the report and that any further such incidents during that match will result in the Captain being named for inability to

control his players. The report will be formalised by completion of an ”Incident Report Form”, which is to be signed by the offending player and/or his captain and/or club representative and forwarded to the Senior Committee Secretary within 24 hours after the conclusion of the match. After consideration of the submitted report by the Senior Committee Chair and/or his nominee, the Senior Committee Secretary shall notify the player, in writing, via the Club Secretary of the outcome (naming / suspension or other action).

i. Any player or person charged wishing to appeal against any naming/suspension must lodge a written statement with the Senior Committee Secretary within 48 hours of notification of the penalty.

ii. The Tribunal shall hear the appeal at the earliest opportunity but no later than 14 days following the issue of the naming.

iii. Any player or person charged whose appeal against a naming/suspension is not successful shall serve an additional one match suspension to the penalty originally offered by the Senior Committee Chair and/or his nominee.

(d) Should a player be named in the finals series, such naming shall carry over to the subsequent season.

(e) Umpires are to report all breaches of behaviour as shown in Rule 107.

(f) In accordance with the decision of the Senior Committee Chair or nominee the Senior Committee Secretary, or his nominee, will advise, within the under-mentioned guidelines, an appropriate penalty that a reported player or person charged may accept in lieu of attending a Tribunal hearing.

If the misconduct recurs these penalties may escalate. Any player named during a season shall, in the first instance, be issued with a warning and, should a second instance occur during the term of the naming, be suspended from playing for two (2) matches in which his team is due to participate. Any suspension will be served according to the terms of Rule 48.2. Note: Where the duration of a players penalty covers either a finals match or any other game being played over 2 days of the same weekend, then each days play missed will equal 1 weeks penalty.

(g) Any player suspended during the season shall be deemed ineligible to participate in all competitions / representative matches for the term of that suspension.

(h) Penalties, whether automatically accepted or imposed at a hearing, shall be posted on RDCA website.

80 CODE OF CONDUCT

1) The following code of behaviour has been recommended by the Victorian Metropolitan Cricket Union (VMCU) and been adopted by the Ringwood and District Cricket Association Incorporated

2) All matches shall be conducted in the true spirit of the game of cricket and club Officials, Coaches, Captains and Players are requested to adopt this code.

3) No player or official shall, during any match, whether on or off the field of play, engage in conduct unbecoming to the game of cricket. Players shall:

a) Respect the umpire. b) Not verbally or physically abuse any umpire. c) Not dispute the umpire’s decision nor react in a threatening or disapproving manner. d) When given out, move immediately from the field. e) Generally assist the umpire in carrying out his duties. f) Not indulge in “sledging” of opposition players. g) Not verbally or physically abuse any player or official.

4) Clubs shall place all teams under the control of a responsible person.

5) Captains shall: a) Instruct all players to avoid time wasting. Incoming and outgoing batsmen are

expected to pass on the field of play. Instruct bowlers to return to the start of their run-up quickly and be ready to bowl without time wasting. Instruct all fieldsmen to move quickly between overs and whenever required to change position, ie field setting and changes be undertaken without time wasting.

b) Ensure that players conduct themselves in a manner that conforms to the traditional image of the game of cricket.

6) No alcohol shall be consumed by players or match officials while the match they are participating in is in progress.

7) Players shall maintain a standard of dress consistent with RDCA Rule 78

8) Clubs will be responsible for the behaviour of their supporters and spectators.

9) Player being NAMED - see Rule 79(c).

10) Persons registered with the Ringwood and District Cricket Association Incorporated (RDCA) who post on the RDCA website or on a club website or in social media will be subject to the rules of the RDCA. “The term social media refers to any electronic medium which is used by individuals or organisations to disseminate information or opinions to one or more other individuals or organizations and encapsulates the use of websites including, but not limited to Facebook, Twitter and MySpace."

81 LAWS OF CRICKET

The Laws of Cricket as adopted and interpreted by Cricket Victoria as existing at the date of the Annual General Meeting of this Association in any year shall be observed, except as varied by the current RDCA rules including:

(a) Any law introduced as an experimental law shall be subject to confirmation at the Annual General Meeting or a meeting of the General Committee prior to the commencement of the season.

(b) (1) A ball pitched off the side of the synthetic or matting wickets shall be called

and signalled “No Ball” by the umpire at the bowler’s end. On matting wickets a ball pitched on the centre concrete between mats or on centre or side leathers shall be called and signalled “No Ball” by either umpire.

(2) In one day matches, balls which in the umpire’s opinion would pass higher than the height of the batsman’s shoulder whilst standing in an upright position shall be called and signalled as a “No Ball” by the umpire at the bowler’s end OR by a professional umpire at square leg.

(c) Declarations of innings may be made at any stage of a match except when scores are tied.

(d) The number of on-side fieldsmen shall not exceed five of whom not more than two may be behind the popping crease at the instant of the bowler’s delivery. In the event of an infringement of this rule by the fielding side, the umpires shall call “No Ball”.

(e) A team shall consist of a minimum of seven (7) players.

(f) Waist high full toss. Where a Professional Umpire is officiating, the rule will be applied as it is listed in the Laws of Cricket (Law 42, sections 6, 7 and 8). In grades (games) without

a professional umpire, ANY delivery which passes or would have passed on the full above waist height of the striker standing upright at the crease is to be called a NO BALL. NOTE! Either umpire may make the call on such deliveries.

(g) Adjudication of wides In grades without professional umpires, the lines marked (for one day games) are to be used as a guideline for interpreting wides (off and leg side) in a two day game.

82 DUTIES OF TEAM CAPTAINS

Team captains should see that:

(1) Has a good knowledge of the rules and laws of cricket and the rules of the Association.

(2) Conduct of team members is exemplary. (3) The team displays high sportsmanship and abide by the spirit of cricket. (4) (i) If playing at home that the ground is in order, flags (if required) are in the

correct position, 10 metre fielding circles are marked on the ground at each end of the pitch, centred on middle stumps and stumps are in position at least 5 minutes before the start of play on each day. (ii) No player under the age of 16 shall be permitted to field within ten (10) metres of

the strikers end stumps except slips and gully in any Senior Grade match within this Association. All players if fielding within ten (10) metres of the strikers end stumps, except slips and gully, are to wear protective equipment – helmets and protectors.

(5) The team is ready to play at the scheduled time. (6) All 1st XI teams playing premier grade cricket must provide a scorer for the duration of

the match: Non Compliance will result in a financial penalty; $50 – first breach or $100 for any subsequent breaches.

(7) Before the start of play, captains will exchange list of players who may not be changed without consent of the opposing captain. These names are to be entered into the scorebook after completion of play on the first day, if it has not already been done so.

(8) At the end of the match, complete the “Captains Appraisal of Professional Umpire” form.

(9) Ensure that both scorebooks are correct at the end of each innings and at the conclusion of each day’s play. Signing the opposition’s scorebook at the conclusion of the match signifies the correctness of all names, full results and match points claimed.

(10) Ensure that officially appointed umpires are paid their fees at the afternoon tea interval.

(11) Welcome officials of the opposing team and the RDCA (if present) at the afternoon tea interval.

(12) At the end of each match, ascertain from the official umpire(s) whether any matters emanating from the match will require further action.

83 (i) CONDITIONS OF PLAY – TWO DAY MATCHES

a) 1) All matches shall consist of a designated number of overs (see Rule 84) to be played

on days/dates advised prior to the commencement of the season. 2) On the first day of a two-day match, the number of overs to be bowled shall be 80

(70)*, unless the team batting first is dismissed with five or less overs to be bowled, when the team batting second may take the option of forfeiting the balance of the overs due to be bowled on that day. NOTE! A declaration is not considered as a ‘dismissal’ and, in such circumstances, the full amount of overs scheduled is to be bowled on that day.

b) 1) The team batting first if it is not dismissed shall have its innings compulsorily

closed after the scheduled overs have been bowled. NOTE: No reduction of overs for adverse weather. Play may continue to 7.00pm on either day to make up time lost but no over is to commence after 7.00pm.

2) The team batting second shall be entitled to bat for the remaining number of scheduled overs (or to 7.00pm on the second day if adverse weather intervenes during the match) whereupon the match shall end.

c) Should the innings of the team batting first be completed either by dismissal or declaration prior to completion of the scheduled number of overs then the team batting second shall be entitled to bat for the remainder of the designated overs unless they declare or are dismissed. The remaining designated overs may be used for a second innings.

d) Where less than 25 overs have been bowled on the first day of a two day game, this game will not be regarded as having commenced for the purposes of this rule and the game will be played as a Limited Overs game on the scheduled second day of the game.

e) If play has not commenced two hours after the scheduled starting time (first day only), captains may agree to abandon play.

f) Should a bowler be unable to complete an over in any match, that over shall be completed by another bowler provided that such bowler shall not be the one who bowled the preceding over.

g) When BOTH competing captains agree, matches may be terminated any time after a first innings decision has been reached. A match may not be terminated early in order to achieve an outright result. Should captains not agree and the match is terminated for any reason other than outright result the team(s) responsible will be penalised 12 match points and further action against the captain(s) responsible will be subject to consideration by the Senior Committee.

h) 1) In all matches, where the scheduled number of overs has been completed, the

team scoring the greater number of runs in the first innings, irrespective of the number of wickets lost, shall be declared the winner.

2) When the team batting second is prevented from receiving its over entitlement, the game shall be drawn, unless in the available time a decision is reached.

83 (ii) CONDITIONS OF PLAY - LIMITED / EXTENDED OVER MATCHES

(a) Limited /extended over matches shall consist of a designated number of overs as indicated in Rule 84 and shall be single innings games.

i. Where time is lost before the commencement of a match, the number of overs available to each team will be reduced by 1 for every 8 minutes, or part thereof, lost. In these instances a minimum of 25 overs per side will be required to constitute a game.

ii. Where time is lost during the first innings of a limited/extended over match, the number of overs available to each team (and bowling restrictions) will be reduced by 1 for every 4 minutes lost.

iii. Where time is lost during the second innings of a limited/extended over match, the match will continue until either a decision is reached or to the end of the over in progress at 7.00pm whichever is the earlier.

(b) Restrictions shall apply to limited / extended over matches in all grades and these restrictions will be advised prior to the commencement of each season.

Where overs are reduced, the maximum number of overs each bowler may bowl will be reduced equitably among the minimum 5 bowlers required to complete a full innings. (Refer Rule 84 (ii) for calculation).

(c) At all times the game shall conclude when the team batting second is dismissed or declares its innings closed.

(d) In limited / extended over matches captains may agree to conclude the match once a decision is reached.

(e) Other conditions of play are as defined in Rule 83 (i) – Two Day Matches

(f) For the purpose of determining ‘Wides’ in Limited/Extended over games, a ball that passes the batsman down the ‘Leg side’ without deflection, shall be deemed wide. On the ‘Off side’ the ball must pass inside the extension of the painted lines as described in Rule 99.

(g) Application to play games on a Sunday or public holiday (in lieu of Saturday). Clubs desiring to take this option must submit an application at least 4 weeks prior to scheduled date of the game. The Senior Committee Secretary is empowered to make the decision. If approved, the game will become part of scheduled fixture and be subject to the rules that apply thereto. Approval may not be forthcoming if the proposed date of the game clashes with that of a scheduled Association representative match. Clubs requesting a change of fixture must be aware of player availability under rule 63(b). In the event that Saturday games of the same round are abandoned by the Senior Committee due to weather conditions (wet or heat) such decision will also apply to matches in that round being played on the Sunday or public holiday.

(d) Umpires and captains are responsible for policing the bowling restrictions under point

9 of the table in rule 84 (i) above. They must report any breaches to the Senior Committee Secretary by noon on the day following the completion of the match. Penalties to apply for the breach of this rule are:

85 AFTERNOON TEA and DRINKS BREAKS

1) In multi-day matches, should an innings terminate, or there be a suspension in play resulting from bad light or weather conditions within 15 minutes of the scheduled tea break, an adjournment will be taken immediately and, upon resumption, play shall continue under the normal playing conditions. Should the team batting have lost 9 wickets at the time scheduled for the afternoon tea break, play may continue for up to 15 minutes in an endeavour to complete the innings.

2) Drinks may be taken if pre-arranged before each session between captains and umpires.

3) Drinks shall not be taken more than once in any session of play, except as required for the health and safety of players and umpires.

4) The home club shall, on all days of play, provide drinks. Failure to do so shall be reported to the Association by the umpire(s), or, if there are no official umpires, by the visiting club. A fine of $50 will be levied on the first occasion that a club fails to comply with this rule and $100 on the second occasion.

5) The sharing of drinking vessels is not permitted under any circumstances. If drinking vessels are to be used they must be cleaned before any use and cleaned between subsequent uses. The home club shall supply drinking vessels for players and umpires. It is recommended that clubs use disposable cups in all matches. A fine of $50 will be levied on the first occasion that a club fails to comply with this rule and $100 on the second occasion.

6) Subsequent breaches of rules 85 (4) or 85 (5) will be dealt with by the Senior Committee.

86 PENALTIES FOR SLOW OVER RATE

(1) MINIMUM OVERS REQUIREMENT In each innings of a match the overs bowled shall be no less than an average 16 overs and 3 balls per hour. (2) PENALTIES: (Applicable to Lindsay Trollope Shield, Bill Wilkins Cup, Stuart Newey Plate & Steve Pascoe Shield only) (i) Bowling Side: Penalty Assessment If a team side bowls fewer overs than required under 86 (1), penalties shall be imposed when its accumulated shortage exceeds 10 overs, whereupon a penalty of ($50) shall be applied for each over in excess of 10. (ii) Exceptions A penalty shall not be incurred in matches where a side is dismissed and the adjusted batting time taken did not exceed:

2 Day matches – 200 minutes Limited Over matches - 100 minutes Extended Over matches – 120 minutes

(iii) Allowances for On-field Delays The allowances to the bowling side shall be actual times for injuries requiring treatment or assistance to leave the field, ball-drying or replacement, other delays unrelated to adverse conditions or time wasting and tardiness in starting or resuming play and time wasting for which the batting side is to be penalised under 86 (4) (iv) Batting side: Penalty Assessment A batting side shall be penalised at the same rate per over as in 86 (2) (i) for the number of overs relative to the amount of actual batting time wilfully wasted by it in each innings including undue time taken by an incoming batsman to reach his wicket.

(a) Matches will be played on the weekend following the completion of the semi-final matches.

(b) Playing conditions will be the same as for two-day matches (c) The matches may be terminated any time after a first innings decision has been

reached at the discretion of the losing captain. (d) In the event of a drawn, abandoned or tied game the loser of the Qualifying final

shall proceed to the Grand Final. GRAND FINAL MATCHES

(a) Matches will be played on the weekend following the completion of the preliminary final matches.

(b) Playing conditions will be the same as for two-day matches. (c) In the Grand Final, a tied game will result in a shared premiership. (d) A drawn or abandoned game will result in the premiership being awarded to the team

that won the Qualifying final. (e) The matches may be terminated any time after a first innings decision has been

reached at the discretion of the losing captain.

89 LATE STARTS

(a) The team or teams responsible for unnecessary delay shall be liable for the fine of $20.00 or as determined by the Senior Committee

(b) Should a team not arrive at the ground designated for a match within 30minutes of the scheduled starting time on either day, then that team shall forfeit the match.

90(a) ADVERSE WEATHER COMMITTEE

The Senior Committee will determine members of the Adverse Weather Committee.

(1) Wet Weather

This Committee shall inspect a number of grounds and if the majority of grounds are considered to be unsuitable for play on that day, a decision will be placed on the RDCA phone as early as possible, but no later than 11.00am, the number which will be shown in the Match Handbook and also advised at the Pre-season Secretaries Meeting. A text message will also be sent to club secretaries as early as possible. A match having commenced, the decision to resume play shall be in the hands of Official Umpires or Team Captains if official umpires are not in attendance (refer Rule 113(d) In the event of acute thunderstorm activity in the immediate vicinity of the playing area, play is to cease immediately and all players, umpires and officials are to find safe shelter without delay.

(2) Rain With the agreement of the Official Umpires (or Team Captains if Official Umpires are not appointed) that the safety of players is not in jeopardy, play may commence when raining / precipitating. However, should a decision be taken to suspend play due to precipitation, play may not recommence until, in the opinion of the Umpires / Team Captains, the precipitation has completely ceased.

(3) Extreme Heat Policy Refer to policy as stated in the Match Handbook and as listed in the Downloads section of the Association website.

90 (b) OTHER POLICIES

MATCH RECORDS

91 ENTRY IN SCORE BOOKS

During the progress of each match each team shall cause to be entered in its own scorebook the detailed scores and bowling analyses of its own and of the opposing team and the times of starting and finishing play on each day. At the conclusion of each day’s play, the respective Captains shall see that the analyses of both scorebooks agree and that the names of all players of both teams appear therein and shall sign each other’s scorebook accordingly.

92 STARTING TIME TO BE RECORDED

In all matches played in this Association, the time of commencement of play on every day shall be obtained by the scorers from the Umpires and entered in the scorebooks.

93 PRESS REPORTS

For the convenience of press reports, the secretary of all home teams shall notify the result of each day’s play to the press correspondent between the hours of 6.30 pm and 8.00pm on that day. Every team failing to comply with this rule shall be fined $10.00 for breach thereof.

94 MATCH REPORTS

(a) Official match reports shall be entered online with MyCricket by both clubs individually, including all players’ performances, by 6.00pm on the day following the completion of a match. Fines, per offending team, for not complying shall be:

1st offence - written warning 2nd offence - $20 fine per team 3rd offence - $30 fine per team 4th offence - $40 fine per team 5th and subsequent offence - loss of four (4) match points per team

Official match results must also be entered when a match is washed out (other than when the whole round is abandoned by the Senior Committee), or when a team receives a forfeit or bye (by the team receiving the forfeit or bye).

(b) i) A separate Captains Appraisal of the Professional Umpire report is to be entered online in My Cricket by each captain within 72 hours following the scheduled completion of the match. The report is to be completed in accordance with the guidelines in the Senior Match Handbook. Failure to comply will initially result in the club receiving a written warning of non compliance. A second failure to comply will result in the club being fined $50 and for any subsequent breach a fine of $100 shall be applied.

ii) Incomplete or inadequate reports in terms of the guidelines provided may result in clarification being sought of the offending captain / club and is to provided within 7 days of the request. Failure to do so will result in a penalty being applied as per rule 94b i.

95 TEAM LISTS

(a) In all matches, before the start of play, captains will exchange a list of players (in accordance with My Cricket team listings) which may not be changed without the consent of the opposing captain. These names are to be entered into both scorebooks after the completion of play on the first day, if it has not already been done so. All players must be registered to that club prior to the commencement of the match.

(b) This list must not differ from those names recorded in terms of Rule 82 without the consent of the opposing Captain.

(c) Substitutes are only to be permitted in terms of laws of cricket and after advising umpires/opposing captain.

(d) Failure to advise of substituted player prior to the entry of players names in the scorebook will preclude that player from participating in that match, (a team shall consist of a minimum of seven (7) players.)

(e) At the conclusion of the match the scorebook must be signed by the captains or officials of both clubs signifying the correctness of: (1) all players names (2) full results including match scores, player scores and extras (3) match points claimed

GROUNDS AND EQUIPMENT

96 PITCHES

All competition matches shall be played on synthetic or matting or any other type of pitch approved by the Association. Reporting of damage to a pitch. A club must advise the Senior Committee, through the Senior Committee Secretary, that synthetic surface has been damaged. Such advice is to include details of the action the club plans to take. The Senior Committee Secretary will confirm whether action is acceptable and carry out inspection, if, or as, necessary. Laying of a new/replacement pitch. A club must advise details of the type of synthetic to be used and obtain the approval of the Senior Committee, via the Senior Committee Secretary before laying same.

97 PLAYING SURFACES

a) A synthetic wicket shall not be more than nine (9) feet and not less than six (6) feet wide and not less than seventy-eight (78) feet long.

b) On synthetic wickets the batting or popping crease shall be marked IN WHITE, four (4) feet in front of and parallel to the bowling crease. Clubs failing to have painted creases on synthetic wickets shall incur a fine of thirty dollars ($30.00).

c) The Senior Committee may require a club whose synthetic wicket is, in its opinion, not of the required length or in good condition, to repair or replace the wicket to the satisfaction of the Senior Committee within reasonable time.

d) All premier teams to have an RDCA approved super sopper present at the ground during home games. Penalty for non compliance $100.00.

98 BALL

(a) In all grades, each team shall provide one new leather ball (156 grams or 5 and a half ounces), purchased from the Association, to be used as the match ball when opponents are batting. A new ball may be used to commence each team’s second innings of a home and away round for all grades. The balls, so provided must be approved by the professional umpires or by the Captains if no professional umpire be present. A substitute ball, in good condition, shall be provided by each team and handed to the umpire or umpires prior to the commencement of the match for use in case the ball originally provided be lost or becomes unfit for further play.

(b) Each club will use only balls of Australian manufacture and stamped "RDCA" approved. Non compliance with this requirement will result in a fine of $50.00 for each offence.

(c) Each ball must be signed by the official umpires or captains, where no official umpire is in attendance, at the conclusion of the first day’s play.

99 GROUNDS

All pitches and surrounds must be properly prepared for each day’s play by the home team, which shall be responsible for provision of an approved playing surface, marking full circles of 10 metres radius on the ground and centred on each middle stump and the proper fixing of boundaries.

To assist in adjudication of wides in Limited/ Extended over games, a white line must be painted on the popping crease, 75 centimetres either side of the outside stump. Clubs shall be responsible for setting playing boundaries and must ensure that player safety is considered at all times when setting the boundaries by taking any hazards out of the field of play (eg. Football goal posts, drains). Boundaries shall, where possible, be at least 60 metres from the centre of the pitch and shall be marked by permanent fences / defined gutters, where available, or raised markings that are readily seen from the centre wicket. Raised markings must be set no more than 10 metres apart. The boundary between markings shall be taken as a straight line. Umpires must be informed of the boundaries marked out prior to the commencement of play. The batting crease shall be filled in level with the pitch and the approach to the wicket shall be sufficiently level to enable the bowler to obtain a fair run to the wicket. Lindsay Trollope Shield, Bill Wilkins Cup, Stuart Newey Plate and Steve Pascoe Shield teams are to provide a scoreboard at home grounds of a standard which enables details to be easily read from the wicket and to be updated at least once per over. Failure to comply with the above requirements may result in a fine of $40.00. All grounds and pitches shall at all times be subject to the approval of the Senior Committee and any instructions issued by the Senior Committee for their improvement must be carried out.

100 STUMPS AND MATERIAL

Stumps of the regulation sizes, in good condition, erected so as to be 28 inches (71.1 cm) in height and 9 inches (22.86 cm) in width, shall be used in all matches. Fine of $20.00, if in poor condition.

(a) The first named team in all matches shall provide sawdust to be available in the event of inclement weather.

(b) Sufficient materials, satisfactory to the umpire/s, to complete the match, shall be ready 20 minutes before the commencement of each day’s play.

(c) The first named team in all matches shall provide a scoreboard, chalk and at least one broom.

101 INSPECTION OF PITCH

If the visiting team desires to inspect the pitch before the matting is laid, a representative must be in attendance on the ground 30 minutes before the scheduled time for the commencement of play.

103 PRIOR CLAIM BY ASSOCIATION

The Association shall have prior claim over all grounds of clubs competing in the Association for use in connection with semi-final and final matches. Each club must ensure that before the start of each season, a booking is made for its main ground for possible use for semi finals.

UMPIRING

104 UMPIRES

Professional umpires as available shall be allotted to matches as available. Two umpires shall be appointed to stand in each Lindsay Trollope Shield and Bill Wilkins Cup games. Each team shall, each match day, pay half the fees of the umpires. In case of non-payment, clubs shall be liable to the Association for any amount due to the umpires and a fine imposed. The fees payable to umpires shall be determined at the Annual General Meeting or at any meeting of the General Committee. (Refer Match Handbook for details.) The professional umpire shall officiate at the bowler’s end throughout the match where only one is appointed to a match. Umpires shall ascertain from the Captain of the Home Club particulars of all boundaries before the commencement of play and advise the visiting captain.

105 DUTIES AND POWERS OF PROFESSIONAL UMPIRES

i. Upon his arrival at the appointed ground on each day of play, the professional umpire(s) will assume sole control of the match and shall decide as to the weather or ground being unfit for play. If no professional umpire is in attendance, refer to Rule 113(d). It is solely for the umpires together (or sole umpire if only one in attendance) to decide whether either the conditions of the ground, weather or light or exceptional circumstances mean that it would be dangerous or unreasonable for play to take place.

ii. Umpires shall ascertain from the captain of the Home Club particulars of all boundaries before the commencement of play and advise the visiting captain.

iii. At matches where an official umpire is officiating, he must compare time with the captains and advise them, at the appropriate time that play is to commence in five (5) minutes. At all other matches, captains must compare time.

iv. In games with an RDCA umpire the coin should be tossed no later than 30 minutes prior to the commencement of play.

106 NON-APPEARANCE

If the professional umpire/s are not in attendance, umpires shall be supplied as provided in Rule 113(d).

107 REPORTS

(a) Professional umpires shall submit incident reports to the Secretary of the Umpires Association, on a form provided by the Association. The report must reach the Umpires Secretary no later than noon on the day following completion of the match.

(b) Professional umpires must report any breach of the rules of misconduct of players or club officials occurring during any match at which they are officiating. Notice of intention to report shall be given to the captain or official of the offending club on the day of the occurrence. Signature(s) of the reported player(s) and/or the captain and/or an official of the reported players club should be obtained on the form but if a signature is not available the reason should be stated on the form. Written notice by fax or email to the secretary of the reported player’s club shall be sufficient notice for the purpose of this Rule 107.

(c) Every report under paragraph (b) shall be forwarded to the Senior Committee Secretary by the Umpires Secretary, to reach him no later than 24 hours after the completion of a match as detailed in Rule 45.

(d) A Tribunal hearing will be held on the Wednesday evening following completion of the game, unless otherwise advised, (at a time and place to be advised by the Senior Committee Secretary) unless the reported player elects to have his case determined without a hearing and to accept a penalty of suspension from playing as advised by the Senior Committee Secretary in terms of Rule 79 (f). The Secretary of the club of the reported player must provide written advice to the Senior Committee Secretary, no later than noon on the Tuesday following the completion of the match, as to whether the specified suspension will be accepted. The Board of Management and / or the Senior Committee of the RDCA may elect to have the Tribunal hear the report regardless of the reported player’s decision.

PLEASE NOTE: If the Senior Committee Secretary has not been advised as indicated above, the case will automatically be referred to the Tribunal. Unless advised otherwise, the Tribunal will meet on the Wednesday of the week following the completion of the match or matches in which the reports are made.

108 ATTENDANCE AT MEETINGS

The Board of Management and / or the Senior Committee may call on any professional umpire to attend any meeting of the Association and/or its Committees.

109 EQUIPMENT

Professional umpires shall provide themselves with a white coat and hat, dark trousers, white shirt and copies of the RDCA rules and the laws of cricket. They shall adopt the recognised code of signals and be in attendance at least 20 minutes prior to the start of play. Umpires may wear the official RDCA Umpires white jumper in lieu of the coat, although if two umpires are officiating both umpires must wear similar attire.

110 REMOVAL FROM UMPIRES LIST

Any professional umpire appointed by the Umpires Association Executive or Senior Committee may at any time be suspended or removed from the Association list by the Umpires Association Executive or Senior Committee.

111 UMPIRES’ CODE OF SIGNALS

Umpires must use the recognised Code of Signalling which is:

“Boundaries” by waving the arm from side to side across the body.

“Six” by raising both arms above the head.

“Byes” by raising an open hand above the head.

“Leg Byes” by touching a raised leg with the hand.

“One Short” by bending arm upwards to touch the nearest shoulder with the tips of the fingers.

“No Ball” by extending one arm horizontally and calling out sufficiently loud for the striker to hear to enable him to play the ball so called.

“Wide Ball” by extending both arms horizontally.

“Dead Ball” by crossing and re-crossing both wrists below the waist.

“Cancel Call” by crossing arms across the chest.

“Out” by raising the index finger above the head. NOTE: “No Balls” and “Wides” are not counted in the over, but the “No Ball” or “Wide” AND any runs scored from them are debited against the bowler. Should an umpire desire to notify an alteration to the scorers, he shall do so by crossing his arms across the chest. Besides signalling, the umpire shall call distinctly for the information of players.

112 FINALS UMPIRES

Each club is required to nominate at least one suitable member to act as an official umpire in the semi-final and/or finals matches. They will be paid the normal finals umpiring fee. They will wear dark trousers, white shirt, white jumper or coat, and white footwear. Failure to comply with this rule will result in the club incurring a fine equivalent to umpires payment, unless extenuating reasons, acceptable to the Senior Committee are provided by the club.

113 APPOINTMENT OF AMATEUR UMPIRES

(a) In case of matches for which non-professional umpire/s have to be provided, such umpire/s shall be provided by the batting side unless otherwise agreed by the respective captains.

(b) The captain of the batting side may replace an umpire from time to time and the captain of the fielding side may request replacement of an umpire at any time. Any request to change a club umpire must be complied with by the opposing captain.

(c) A non-professional umpire shall wear suitable distinguishing clothing acceptable to the professional umpire or in the absence of that umpire acceptable to both captains. Acceptable, suitable, distinguishing clothing is grey dust coat, coloured poncho, dark jumper or coat, coloured trousers (dark blue or black).

(d) Where no professional umpire is in attendance, the non-professional umpires shall have all the powers and duties of professional umpires, save and except that:

(1) No player under the age of sixteen (16) years shall officiate unless by consent of the opposing captains.

(2) The captains shall be the sole judges of the fitness of the playing conditions. Should captains disagree, the match MUST start or continue – the aggrieved team having the right to obtain the opinion of one of the Saturday contacts listed in the Match Handbook who will be independent of the two competing club teams, by ringing the mobile telephone number provided in the Match Handbook. The decision of the Saturday contact will be regarded as final.

(e) Where a professional umpire is in attendance and standing at the bowler’s end and a non-professional umpire is standing at square leg, the professional umpire shall have the power to over-rule the nonprofessional umpire, if in the opinion of the professional umpire the non-professional umpire made an incorrect decision.

114 DUTIES OF UMPIRE AT SQUARE LEG

(1) Umpire must wear suitable distinguishing clothing acceptable to the professional umpire or in his absence, acceptable to both captains.

(2) Like the umpire at the bowler’s end, the square leg umpire must concentrate fully on the game, remain unbiased and refrain from coaching during over changes.

(3) Stand within 20 metres of the wicket so that the crease, which is the back edge of the marked line, can be clearly seen.

(4) Give decisions on STUMPING, HIT WICKET, RUN OUT, SHORT RUN (watch the crease, not where the ball goes), NO BALL (if ball lands on concrete between mats or on middle or side leathers, if ball lands off the side of synthetic pitch, if wicketkeeper has gloves in front of wicket before ball reaches wicket, if bowler appears to throw).

(5) Umpire may be called upon to assist the bowler’s end umpire in his decision (if view blocked during action of a catch, if batsmen had crossed before a catch taken, if more than five fieldsmen on the leg side, if more than two fieldsmen behind square leg).

(6) Remake the wicket when bails are off. (7) Alert bowler’s end umpire if fieldsmen are deliberately upsetting batsman by moving

or making noises while bowler is running in. (8) Umpire may stand at “point” for a better view, eg sun at back, but with the fielding

captain’s permission. (9) Umpire may be replaced if requested by fielding side captain. (10) Umpire should be over the age of sixteen (16) (11) Umpire may be a person not playing in the match, but only with the consent of both

captains.

115 MODIFIED RULES FOR DESIGNATED GRADES

a) The senior committee will determine the grades to which these rules apply based on team entries each season.

b) Applying to both one (1) day and two (2) day games:

i. A minimum of 7 bowlers per split / (35 overs) must be used with each bowling a minimum of 2 overs each. Maximum 7 overs per bowler.

ii. 5 overs to be bowled at each end prior to changing ends, batsmen change ends at the end of each over except every 5th over as bowling will commence from opposite end. Umpires may change positions at the same time as the bowler.

iii. A team can have 13 registered players of which any combination of 11 players can bat, bowl and field.

iv. Each team must declare their 13 players by exchanging team sheets (in back of RDCA scorebook) listing all 13 players and indicate underage players where relevant, prior to the commencement of play.

v. Note Rule 84(1) for underage player bowling restrictions.

vi. All 13 players of a team must be entered in My Cricket and also be recorded in both scorebooks. Players not listed in the scorebook and on My Cricket will mean they are unable to count the match towards finals qualifications.

vii. If a bowler commences an over that exceeds the limit of overs bowled as specified in these guidelines the delivery(ies) is/are to be declared null and void and a replacement bowler will re-bowl the over.

viii. Any ball bowled that bounces over the shoulder shall be deemed a ‘no ball’ in both 1 and 2 day games.

ix. If other players have retired the 12th and 13

th players can bat, with the opposition

captain’s permission, until a side loses 10 wickets.

x. Substitute players are not allowed in the modified format.

c) Applicable to one day games only: i. Playing 70 overs – 35 each team

ii. Batsmen retire as soon as they make 50 runs (Not the end of the over). (RETIRED NOT OUT is scorebook entry).

iii. When all available players in the team have batted, RETIRED NOT OUT batsmen may return in order of retirement and bat until dismissed or until the close of the innings.

iv. When a batsman returns to the crease the bowling side may reuse any bowlers who have bowled without any of the original over limitations.

v. Any ball bowled down leg side without touching the batsman shall be called a wide. Offside wides to be judged via current pitch markings on both sides of the wicket.

vi. If a team is dismissed in less than 35 overs the opposition is entitled to bat a maximum of 35 overs.

vii. Scorers should record details when a player retires, such as the team score (treat like a fall of wicket) at that point and number of overs bowled e.g.15.3. These facts will help in determining batting partnerships.

d) Applicable to two day games only:

i. Each innings (70 overs) will be split into 35 over groups i.e. after the first 35 overs of an innings there will be a tea break and the fielding side will start their batting innings.

ii. On 2nd

day the team that batted second on day 1 will resume their innings (assuming they were not dismissed) with the 2 current not out batsman, for a further maximum of 35 overs. After the Tea break the other team will then resume their innings.

iii. At the end of each batting session, a notation must be made in the scorebook confirming score at end of 35 overs e.g. 4/156. Not out batsman and their individual scores e.g. Smith 23* Jones 12*. Note: (A further notation should be made to record which end the last over

was bowled from and which batsman was on strike. These details will be important on day 2 ensuring bowling commences from the correct end with the correct batsman on strike. In effect, the first innings of each team (70 overs) is split across 2 days).

iv. If a team is dismissed prior to using its allocated 70 overs, the other team will be able to bat these overs. For example, if Team 1 is dismissed in 60 overs, Team 2 can bat for 80 overs (70 overs + 10 overs). Follow on rules will still apply as per the current 2 day rules.

v. Other points awarded for a 1st innings win, outright win etc will be allocated according to

the current points system.

vi. In the event of rain existing rules will apply. The team batting last must be given the opportunity to face 70 overs. If the team batting last does not face 70 overs and is not dismissed or they don’t make the necessary runs the game will be a draw.

vii. In each section of the innings, a bowler can only bowl a maximum 7 overs per

session/split. Note: (The rationale behind this rule is about participation and to stop teams

bowling 2 or 3 bowlers in the first 35 overs and coming back on day 2 and bowling the same bowlers).

viii. In the event that a team is dismissed within the 70 overs the bowling restriction is removed after 35 overs have been bowled in the next batting session.

ix. Finals will be played in this split innings format with a two week final series as follows:

Semi Final One 1 v 4

Semi Final Two 2 v 3 - winners to play off in the grand final.

The Home team for the grand final will be the higher ranked side at the end of the home and away series.

20/20 COMPETITION RULES AND PLAYING CONDITIONS

1. Playing Conditions

The Laws of Cricket and the Rules of the Ringwood & District Cricket Association (RDCA), except as varied herein, shall apply.

2. Duration of Match and Nomination of Teams

The match shall consist of one innings per side with each innings limited to a maximum of 20 overs. The team batting second shall be entitled to receive the same number of overs as the team batting first except that, should the innings of the team batting first be completed “all out”, the team batting second shall be entitled to bat until the completion of the 20th over or when a decision has been reached. Teams shall be 11 per side and shall be from clubs affiliated with the RDCA only. Teams shall be nominated prior to the commencement of play with captains exchanging team lists prior to play commencing. Only players registered with the RDCA will be eligible to play or act as substitute fielders. Guest players must be registered and be eligible to play with the RDCA. A player must play at least two preliminary rounds to be to be eligible to play in the quarter final, semi final or grand final matches.

3. Hours of Play and Intervals

Preliminary Rounds and Quarter Finals : Matches will be played on days determined by the Senior Committee at the ‘home’ club venue and be scheduled to commence as soon as practicable after 5.15 p.m. , except that should the temperature at that time (as defined by Melbourne Weather Bureau Scoresby weather station ( Ph; 1900 926 121) be more than 40 degrees, the match shall be abandoned and declared a draw. Matches commencing after 5.30 p.m. shall require each innings to be reduced by 1 over for each 6 minutes or part thereof. There will be an interval of no more than 10 minutes between each innings. No drinks intervals shall be permitted. An individual player may be given a drink either on the boundary edge or at the fall of a wicket, on the field, provided that no playing time is wasted. No other drinks shall be taken onto the field without the permission of the umpires. Semi Finals: Matches will be played at a time and venue as decided by the RDCA Senior Committee. The Grand Final will be played on Australia Day at a time and venue to be determined by the RDCA Senior Committee. Scheduled hours of play for Semi Final and Grand Final matches will be determined by the RDCA Senior Committee.

4. Delayed or Interrupted Matches

Time lost during the first innings for adverse weather or other unforeseen circumstances will result in both innings being reduced by 1 over for each 6 minutes, or part thereof, lost. Time lost during the 2nd innings (including stoppage for bad light) – Innings to be compulsorily closed at end of the over in progress at 8.00pm. The minimum number of overs faced by each side to constitute a game is 10. If a game has not commenced for any reason by 6.15 p.m. then the game can be rescheduled, by agreement between the team captains, within 7 days. If this cannot be agreed then the game result will be a draw.

If a game cannot be completed because of weather, light or some unforeseen reason, the game shall be declared a draw. If the team batting second has its time/overs cut short and provided at least the 10 overs have been bowled the winner will be determined by the team with the highest comparative score at the time of the last completed over irrespective of wickets lost.

5. The Ball

One new white RDCA approved cricket ball will be used to commence each innings. Clubs are encouraged to have additional balls available in case of lost balls etc in order to avoid delays.

6. Ground Dimensions

Boundaries of 50 metres will be clearly marked on all grounds where matches are played by easily distinguishable cones / flags. An inner circle of 30 metres is to be clearly marked to allow fielding restrictions to apply. White sight boards are not permitted to be used for 20/20 fixtures.

7. Groupings, Fixture, Points System.

(a) Nominated teams will be randomly drawn into a number of Groups by the Senior Committee, and a Preliminary Round Fixture will be then be drawn. The number of Groups to apply will be determined by the Senior Committee and will depend on the number of teams nominated and with the intention of having an equal number of teams in each Group if possible.

(b) In the Preliminary Rounds, it is the intention if possible to have each team play the other teams within their Group (subject to above) with the results being used to determine the Group winner by the use of points gained and, if required, a Net Run Rate calculation. A win is equal to 4 points, a draw is equal to 2 points. A tie is determined by equal runs scored irrespective of wickets lost. In the event of a tied game, a ‘bowl out’ will be contested in order to achieve a result. The ‘bowl out’ will take place immediately after the tied match is completed and will occur on the pitch used for the match. The ‘bowl out’ will take place from one end of the pitch with a full set of stumps and bails being set at the other end. The umpire(s) will select one ball which both teams will use. Captains will toss a coin for the right to decide which team bowls first or second in the ‘bowl out’. Each captain will nominate 3 players to bowl (who must have played in the tied match) who will each bowl 2 deliveries at the set stumps. Teams will alternate bowlers and the winning team will be the one whose bowlers strike the set stumps the most often (without bowling no-balls). If the teams remain tied after the first six deliveries a ‘sudden death’ format will apply providing both teams have the same number of deliveries.

(c) After the Preliminary Round matches, the top team in each Group will progress to quarter finals together with the next rated teams from across all groups if necessary in order to make up 8 quarter final teams. The basis for determining the ranking of teams that were not Group winners will be based on Preliminary Rounds (points and Net Run Rate) and will be positioned in descending order regardless of their preliminary round group placing. The (8) teams will be ranked (1 to 8) based on their Preliminary Round performance and the quarter finals will be played as follows:

1v 8, 2 v 7, 3 v 6, 4 v 5.

The four winning quarter final teams will be ranked (1 to 4) based on their performances in the Preliminary Rounds and the semi finals will be played as follows: 1 v 4, 2 v 3. The two winning semi finalists will play off in the Grand Final.

(d) Tie breakers for teams finishing on equal points will be: i. Most wins in Preliminary Matches ii. When teams have both equal wins and equal points, the team with the higher

Net Run Rate in the Preliminary Matches will be placed in the higher position. iii. If still equal, the team with the higher number of wickets taken per balls

bowled in the Preliminary Matches in which results were achieved will be placed in the higher position.

iv. In the event that teams cannot be separated by (a) to (c) above, this will be done by drawing lots.

(e) Net Run Rate. A team’s Net Run Rate (NRR) is calculated by deducting from the average runs per over scored by that team, the average runs per over scored against that team. In the event of a team being all out in less than its full quota of overs, the calculation of its Net Run Rate shall be based on the full quota of overs to which it would have been entitled and not on the number of overs in which the team was dismissed. Only those matches where results are achieved will count for the purpose of NRR calculations.

8. Restrictions on the Placement of Fieldsmen

At the instant of delivery there shall not be more than five fieldsmen on the leg side Fielding restrictions will apply as follows:

- for the first 5 overs of an innings only 2 fieldsmen will be allowed outside a 30 metre circle - for the next 5 overs (overs 6 – 10) only 3 fieldsmen will be allowed outside a 30 metre circle - for the next 5 overs (overs 11-15) only 4 fieldsmen will be allowed outside a 30 metre circle - for the remaining 5 overs (overs 16-20) only 5 fieldsmen will be allowed outside a 30 metre circle.

9. Bowling Procedure

Maximum length of a bowler’s run-up shall be limited to10 metres as designated by a clearly marked line behind each bowling crease. Overs are to be bowled in five over blocks alternating between ends i.e. overs 1 to 5 are bowled from one end, 6-10 from the other end etc At the end of each over, only the two batsmen change ends (only officially appointed professional umpires are to officiate at the bowler’s end).

Apart from normal fielding position changes, the fieldsmen only change after each five over block. At the end of each five over block the batsmen remain at the same end (as do umpires if 2 officially appointed umpires are in charge). Matches may be played by bowling from only one end if umpires decide that the other end is unfit for play (wet, sun glare etc) or other exceptional circumstances (eg propensity for lost balls). No bowler shall bowl more than 4 overs in an innings. In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed. Where the total overs is not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up the balance. In the event of a bowler breaking down and being unable to complete an over, the remaining balls will be allowed by another bowler. Such part of an over will count as a full over only in so far as each bowler’s limit is concerned.

10. Declarations

The Captain of the batting side may not declare his innings closed at any time during the course of the match.

11. Free Hit after a Foot Fault No Ball

The delivery following a no ball called for a foot fault (Law 24.5) shall be a free hit for whichever batsmen is facing it. If the delivery for a free hit is not a legitimate delivery (any kind of no ball or wide ball), then the next delivery will become a free hit for whichever batsman is facing it. For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball, even if the delivery for the free hit is called a wide ball. Field changes will only be permitted for free hit deliveries if a different batsman is on strike for the free hit delivery.

12. Timed Out

The incoming batsman must be in a position to take guard or for his partner to be ready to receive the next ball within 1 minute and 30 seconds of the fall of the previous wicket or he will be dismissed “timed out”. The incoming batsman is expected to be ready near the boundary to make his way to the wicket immediately a wicket falls, and is expected to jog to the wicket.

13. Clothing

Players will be permitted to wear coloured shirts and/or equipment subject to approval, in advance, from the RDCA Senior Committee.
