Motion by Councillor Dennis seconded by Councillor Hainlin:
This Council recognises, with regret, the inconvenience and hardship
suffered by the Ratepayers .in this Boroxigh due to the six months'
industrial action taken by its Refuse Collectors during 1978-9 and
resolves that when the rate for 1980/81 is, made it shall be reduced by
%% to compensate. . * "
Motion by Councillor Roan seconded by Councillor B Elliott:
That this Council regrets the lowering of the Fire Brigade provision
within the Borough and Greater London generally and calls upon the GLC
to reyerse its present policies.

PETITIONS . . I
The following petitions were submitted to the Council:-
(i) Submitted by Councillor Nutt, containing 634 signatures of residents and parents of pupils opposing the proposed move of St. Teresa's School from Hatch End to Stanmore, which was
referred to the Education Committee.
(ii) Received by the Mayor, containing 71 signatures of parents
of pupils at Elmgrove First School expressing their concern for :
the safety of the children due to the heavy traffic using Kenmore Avenue and seeking more .adequate road safety measures outside the School, which was referred to the General". Public :
Services Committee.
(iii) Containing 51 signatures of residents of Southfield Park
North Harrow requesting the Council to re-examine the pedestrian crossing facilities in the North Harrow Shopping Area of Pinner Road, which was referred to the General Public Services Committee.

THAT THE FOLLOWING RECOMMENDATIONS AS CONTAINED IN THE REPORT OF THE POLICY AND RESOURCES COMMITTEE HELD ON 19 FEBRUARY 1979 BE HEREBY APPROVED AND ADOPTED
RECOMMENDATION XXII: Appointment 'of. Representatives on outside bodies(a) Thames Water Authority
(b) Harrow Community Health Council
The Chairman having moved the adoption of Recommendation XXII (Appointment of Representatives- on Outside Bodies) Councillor Nutt moved and Councillor Mrs Rees seconded the following amendment, which was agreed:-
Substitute the name of Mrs M K -Carroll of 1 Manor Road, Harrow for Mrs . J Bradshaw in paragraph (ii)
The paragraph to read:-
(ii) That consequent upon the resignation of Councillor R Bradshaw, Mrs M K Carroll 'of 1 Manor Road Harrow be appointed to serve as one of the Council's representatives on the Harrow Community Health Council until 31 August 1982.
RECOMMENDATION. XXV: Central Harrow Redevelopment: Proposed Compulsory Purchase Order
The Chairman having moved the adoption of Recommendation XXV(Central Harrow Redevelopment: Proposed Compulsory Purchase Order) Councillor Harrison moved and Councillor Mrs Davies seconded the following amendment which was not carried
After compulsory purchase order in the last line of the Recommendation add the following words "in order to assemble a site for high density residential rented property"
The Mayor then put the recommendation as printed which was carried.
RECOMMENDATION XXVI.: Sale of Council houses: Policy.
The Chairman having moved the adoption of Recommendation XXVI (Sale of Council Houses: Policy) Councillor Stevens moved and Councillor Campbell seconded the following amendment which was carried:-

Add the following words after "Housing Committee" in the last line -of the recommendation.
"and request all committees to report on any such properties under their control"

That this Council is acutely aware of the distress that the /current industrial dispute, effecting the refuse collection service, is causing both to local residents, commercial and industrial ratepayers and employees involved.
-Withvthe preceding. rparagraph in mind, this Council resolves to immediately call upon representatives of the workforce, concerned to join with the representatives of the Council to meet daily until the outstanding issues have been resolved and the refuse collection service is back working normally.

THAT THE REPORT OF THE SPECIAL MEETING OF THE GENERAL PUBLIC SERVICES COMMITTEE HELD ON 21st MARCH 1979 BE RECEIVED AND INSOFAR AS IT REQUIRES CONFIRMATION AND IS NOT OTHERWISE DEALT WITH WITHIN THESE MINUTES BE HEREBY CONFIRMED.
The Chairman, Councillor Mrs Kirk, in moving the adoption of Recommendation I (Refuse Collection) asked that the Recommendation be amended so as to delete the words "Standing Order 43.3" from the first line of paragraph (2) and insert "Standing Order 44.3 3 and that a note be added to the recommendation that Councillors Barry Elliott, Hyams and H Underwood voted against this recommendation.
Thereupon Councillor Harrison moved and Councillor Barry Elliott seconded an amendment in the following terms which was not carried:-
Add the following after paragraph (3)
(4) To authorise the Officers of the Council to settle the current refuse collection dispute on the basis of a payment to all those concerned of a sum which will, in aggregate, not exceed £40,000 and will not be less than £35,000, in return for an immediate return to work on a normal basis, but including the collection of all the current backlog of refuse.

' The Disputes Panel - at their meeting, on 8 February and 7 March, approved the engagement of private -contractors initially tx> remove rubbish from' street ' dumps and carting it to privately operated tips and subsequently also to remove rubbish from private properties. The General Public Services Committee on 21 March supported this action and tinder Standing Order 43 are recommending tne Council to approve this decision.' They are also recommending . your Cosiaiittee to approve a supplementary estimate in. the sum of £150',000' to iseet ' the additional net cost involved for wMca there is no provision, in their estimates.
Resolved to SECOHMBSP;
That the Council agree fcliat the additional cost of £150,tK)0 incurred by tne 'General Pesbiic Services, Committee on the refuse collection service daring 1978/79 be met by a supplementary estimate.

117. Arrangement of Agenda; RESOLVED: That the item listed in Part II of the Agenda be considered with the press and public excluded on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted.
118. Minutes; RESOLVED: That the minutes of the meeting of the Committee held on 19 February be signed as a correct record.
119. Harrow College of Higher^ Education: Refectory: The Director of Education and Law and Administration reported upon the unlawful occupation by students of the refectories and kitchens at the Harrow College of Higher Education which was preventing their use for the preparation of meals and causing the catering staff to be
[. redeployed elsewhere.
RESOLVED: That (1) authority be given for the institution of High Court proceedings to recover possession of the refectories and kitchens and if Counsel advises, also to obtain an order restraining the students from unlawfully occupying any other parts of the College.
(2) That the Committee authorise the Principal of the College,- Dr H R Harris, to swear an affidavit setting out details of the occupation and other officers to swear affidavits as required by .Counsel.
(3) That the Education Committee be asked to consider ways and means of preventing a similar situation arising in the future.
