Minutes of a meeting of the Riccarton/Wigram Community Board held on 18 June 2013 at 5.30 pm in the Community Room,

Upper Riccarton Library, 71 Main South Road

APOLOGIES: Nil. The Board reports that: PART A - MATTERS REQUIRING A COUNCIL DECISION 1. NOTICES OF MOTION 1.1 UNITED NATIONS INTERNATIONAL STRATEGY FOR DISASTER RISK (UNISDR) AND 'MAKING

CITIES RESILIENT CAMPAIGN'

The following Notice of Motion was submitted by Sam Johnson pursuant to Standing Order 3.10.1 That the Riccarton/ Wigram Community Board recommend that the Christchurch City Council officially

join the United Nations International Strategy for Disaster Risk (UNISDR) and 'Making Cities Resilient Campaign' as a participating governmental organisation to improve knowledge in disaster risk reduction, and ensure we have best practice in strategic planning and successful processes in order to reduce risk from a disaster. The Board request the Christchurch City Council to request Environment Canterbury (ECAN) and Canterbury Earthquake Recovery Authority (CERA) to become participating authorities

The Notice of Motion was seconded by Jimmy Chen and when put to the meeting was declared

carried. 1.2. UNITED NATIONS INTERNATIONAL STRATEGY FOR DISASTER RISK (UNISDR) AND 'MAKING

CITIES RESILIENT CAMPAIGN' The following Notice of Motion was submitted by Sam Johnson pursuant to Standing Order 3.10.1., That the Riccarton/ Wigram Community Board recommend that the Christchurch City Council strive to

be a world leader in Disaster Risk Reduction and Recovery; actively embracing and implementing the Hyogo Framework for Action and the Ten Essentials for 'Making Cities Resilient' and encourage local organisations, businesses, iwi and other local councils to do so.

The Notice of Motion was seconded by Jimmy Chen and when put to the meeting was declared

carried Explanatory Note The Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and

Communities to Disasters (HFA) This initiative was endorsed by the member states of the United Nations in 2005, and has since

guided national policy and international organisations in their efforts to substantially reduce losses stemming from natural hazards. This Framework is comprehensive and addresses the roles of states, regional and international organisations, calling on civil society, academia, volunteer organisations

1.2 Cont'd and the private sector to join efforts. It promotes the decentralization of authority and resources to

promote local-level disaster risk reduction. The expected outcome of the Hyogo Framework is to substantively reduce disaster losses in terms of lives and the social, economic and environmental

assets of communities and countries.

A tool kit has been developed for local government leaders that supports public policy, decision making and organisation as they implement disaster risk reduction and resilience activities. The tool kit also includes a web-based information platform where cities and local governments can share their own tools, plans, regulations and practices and is available through the Campaign website www.unisdr.org/campaign.

PART B - REPORTS FOR INFORMATION

2. DEPUTATIONS BY APPOINTMENT 2.1 NEW ZEALAND ROADING POLICE UPDATE Inspector Al Stewart - Road Policing Manager, New Zealand Police, updated the Board on road

policing matters within the Riccarton/Wigram ward and the greater Christchurch area including the increase in drink driving offences and many people speeding through road works.

The Chairperson thanked Inspector Stewart for his attendance. 2.2 SOUTH HORNBY SCHOOL Lindsay Penman, Principal of South Hornby School discussed with the Board the school’s

funding application to the Riccarton/Wigram 2013/14 Discretionary Response Fund. The report will be presented to the Board on 2 July 2013.

The Chairperson thanked Mr Penman for his attendance. 2.3 RICCARTON ROAD - ROAD MARKING REVIEW Mr Kwong, Riccarton Road property owner, with the support of Mr Norm Withers, discussed

with the Board his concerns on the current street parking outside his new retail development that is proposed to be taken away on the proposed road marking review on Riccarton Road from Church Corner to Paeroa Street.

The Chairperson thanked Mr Kwong and Mr Withers for their attendance. Refer to clause 11 of these minutes for the Board’s decision on this matter. 3. PETITIONS Nil. 4. CORRESPONDENCE

5. BRIEFINGS 5.1 PLAN CHANGE 52 - RUAPUNA Andrew Long, Senior Planner, updated the Board on the outcome of the Commissioner’s

Report for Plan Change 52 Ruapuna. The Board were advised that the report was now available on the Council’s website.

5.2 EARTHQUAKE RECOVERY COMMUNITY ADVOCATE UPDATE Joanna Corbett, Earthquake Recovery Community Advocate briefed the Board on earthquake

recovery advocacy work being undertaken within the ward. 5.3 STRENGTHENING COMMUNITIES TEAM UPDATE – HORNBY Denise Galloway, Strengthening Communities Team, updated the Board on the team’s work

being undertaken within the Hornby area and updated the Board on projects that continuing within the Hornby area.

The Chairperson thanked staff for the briefings.

6. COMMUNITY BOARD ADVISER’S UPDATE 6.1 DRAFT WASTE MANAGEMENT AND MINIMISATION PLAN 2013

The Board had agreed that the Board’s Submission on the Council’s Draft Waste Management and Minimisation Plan 2013 be approved for submitting by the Chairperson after Board members’ email approval. The Board were requested to formally approve the submission.

Clause 13.1 (Part C) of these minutes details the Board’s decision on this matter. 6.2 CHRISTCHURCH CITY COUNCIL DRAFT LOCAL ALCOHOL POLICY The Board agreed that further work was required on the Board’s submission on the

Christchurch City Council’s Draft Local Alcohol Policy. 7. ELECTED MEMBERS’ INFORMATION EXCHANGE

Kerbside Collection Day Changes – the Board discussed the change of kerbside waste collection days within Deans Avenue, Blenheim Road, Wharenui Road, Clyde Road and Fendalton Road. The Board have been advocating for a change of the kerbside waste collection day for the area surrounding the University of Canterbury for a long time. The Board believe that the proposal does not address the issue of rubbish being spread across streets on a Thursday night/early Friday morning.

The Board requested staff advice on the consultation process used to change the kerbside

waste collection days in the Riccarton/Wigram ward.

Owaka Pit Fire – The Board were advised that the pit fire is now extinguished. The Council are having the remains of the fire analysed to determine the method of disposal. The Board noted that this would be another cost to the ratepayers of Christchurch.

Flooding on Buchanans Road and Rempstone Drive – The Board discussed the ongoing

flooding issues in these areas.

The Board requested staff advice on how to mitigate the flooding problems in Buchanans/Gilberthorpes Road area and in Rempstone Drive, Halswell.

FUNDING – END OF PROJECT SUMMARY The Board received a report that provided the Board with the End of Year Project Summary reports

That the Board is concerned at the ongoing parking on berms in Creyke Road and requests that staff prepare an urgent staff report on the placing of appropriate signage to prevent such parking in a specially designed and enhanced street.

CITIES RESILIENT CAMPAIGN' Please refer to Item 1.2 of the minutes. 11. RICCARTON ROAD – ROAD MARKING REVIEW CHURCH CORNER TO PAEROA STREET The Board considered a report seeking its approval for revised bus stop markings and the installation

of new no stopping restrictions on Riccarton Road from Church Corner to Paeroa Street. STAFF RECOMMENDATION

It is recommended that the Riccarton / Wigram Community Board: (a) Revoke: (i) All existing parking restrictions on the northern side of Riccarton Road commencing a

point 159m west of its intersection with Waimairi Road and extending in an easterly direction to a point 87 metres east of Clyde Road.

(iii) All existing parking restrictions on the eastern side of Ilam Road commencing at its

intersection with Riccarton Road and extending in a northerly direction to a point 55m north of its intersection Riccarton Road.

(b) Approve: (i) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at its intersection with Waimairi Road and extending in a westerly direction for a distance of 129 metres.

(ii) That a bus stop be installed on the northern side of Riccarton Road commencing at a

point 129 metres west of its intersection with Waimairi Road and extending in an westerly direction for a distance of 30 metres.

(iii) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at its intersection with Waimairi Road and extending in an easterly direction for a distance of 85 metres.

(iv) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at its intersection with Newnham Terrace and extending in a westerly distance for a distance of 12 metres.

(v) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at its intersection with Newnham Terrace and extending in an easterly distance for a distance of 10 metres.

(vi) That a bus stop be installed on the northern side of Riccarton Road commencing at a

point 10 metres east of its intersection with Newnham Terrace and extending in an easterly direction for a distance of 22 metres.

(vii) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at a point 32 metres east of its intersection with Newnham Terrace and extending in an easterly distance for a distance of eight metres.

(viii) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at its intersection with Ilam Road and extending in a westerly distance for a distance of 88 metres.

(ix) That the stopping of vehicles be prohibited at all times on the eastern side of Ilam Road

commencing at its intersection with Riccarton Road and extending in a northerly direction for a distance of 55 metres.

(x) That the stopping of vehicles be prohibited at all times on the northern side of Riccarton

Road commencing at its intersection with Ilam Road and extending in an easterly distance for a distance of 40 metres.

(xi) That a bus stop be installed on the northern side of Riccarton Road commencing at a

(xxiv) That the stopping of vehicles be prohibited at all times on the southern side of Riccarton Road commencing at a point 42 metres west of its intersection with Hansons Lane and extending in a westerly direction for a distance of 58 metres.

(xxx) That a bus stop be installed on the southern side of Riccarton Road commencing at a

(xxxi) That the stopping of vehicles be prohibited at any time on the southern side of Riccarton

(xxviii) That the stopping of vehicles be prohibited at any time on the southern side of Riccarton

Road commencing at its intersection with Wharenui Road and extending in an westerly direction for a distance of eight metres.

(xxxix) That the stopping of vehicles be prohibited at any time on the southern side of Riccarton

Road commencing at its intersection with Wharenui Road and extending in an easterly direction to its intersection with Euston Street.

(xl) That the stopping of vehicles be prohibited at any time on the southern side of Riccarton

Road commencing at its intersection with Euston Street and extending in an easterly direction for a distance of 55 metres.

BOARD CONSIDERATION

Staff advised the Board of the following amendment:

(xxxiv) That the stopping of vehicles be prohibited between 4:30pm and 6pm on the southern side

of Riccarton Road commencing at a point 51 metres west of its intersection with Wharenui Road and extending in an easterly direction for a distance of 43 metres.

11 Cont’d The Board agreed with the staff recommendations except for clause (xxxiv) which took away on street

car parking outside 229 – 235a Riccarton Road. The Board agreed to amend Clause a(ii) of the staff recommendations to read: (a) Revoke: (ii) All existing parking restrictions from on the southern side of Riccarton Road, commencing at a point 100 metres west of its intersection with Hansons Lane and extending in an easterly direction to a point 55 metres east of its intersection with Euston Street. The Board agreed to amend Clause (b)(xxxiv) of the staff recommendation to read: (b) Approve: (xxxiv) That the stopping of vehicles be prohibited at any time on the southern side of

Riccarton Road commencing at a point 116 metres east west of its intersection with Field Terrace Wharenui Road and extending in an easterly direction for a distance of eight metres.

The Board expressed dissatisfaction with the lack of consultation, particularly with the Board, prior to

the report being presented for decision. The Board requested staff advice on the progress of the Riccarton Road Management Plan 1996 and

the current Riccarton Road Operating Plan.

BOARD DECISION

The Board resolved that the staff recommendations (a)(i) to (iii) and (b)(i) to (xl) be adopted with the following amendments:

(a) Revoke: (ii) All existing parking restrictions from Hansons Lane and extending in an easterly direction

to its intersection with Euston Street. (b) Approve: (xxxiv) That the stopping of vehicles be prohibited at any time on the southern side of

Riccarton Road commencing at its intersection with Wharenui Road and extending in an westerly direction for a distance of eight metres.

12. MATAI STREET EAST – PROPOSED PARKING RESTRICTION The Board considered a report seeking the Board’s approval to remove an existing bus stop on the

northern side of Matai street East (outside Christchurch Girls’ High School and replace it with a P3 Drop Off/Pick Up Zone.

The Board resolved that: (a) The existing bus stop on the north side of Matai Street East commencing at a point 142 metres

west of its intersection with Deans Avenue and extending in a westerly direction for a distance of 25 metres be revoked.

(b) The parking of vehicles be restricted to a maximum period of three minutes on the north of

8. ESTABLISHMENT OF A RICCARTON/WIGRAM 2013/14 YOUTH DEVELOPMENT SCHEME

PURPOSE OF REPORT 1. The purpose of this report is to seek approval from the Board to set aside funding from its

2013/14 Discretionary Response Fund for the purpose of establishing a 2013/14 Youth Development Scheme.

EXECUTIVE SUMMARY

2. The Youth Development Scheme provides small grants to eligible young individuals and youth not-for-profit groups. The purpose of the fund is to celebrate and support young people living positively in the local community by providing financial assistance for their development. Applications to the fund will be considered in the following categories:

Personal Development and Growth:

- Leadership Training - Career Development - Outward Bound / Spirit of Adventure - Spirit of Adventure - Educational Opportunities that are not a component of the school curriculum/subject.

Representation at Events - Individuals:

Applicants qualify for assistance if they have been selected to represent their school, team or community at a local, national or international event or competition. This includes sporting, cultural and community events.

Representation at Events – Teams/Groups (more then one person)

As above, although teams are required to submit only one application on behalf of the team/groups members requiring funding assistance that reside in the Riccarton/Wigram ward. This applies where there is more than one person applying for funding for the same event/project.

3. Applicants to be eligible will also need to meet the following criteria.

Age groups 12 to 25 years Projects must have obvious benefits for the young person and if possible the wider

community. Have applications submitted six weeks prior to the event taking place.

4. Applicants will also be required to complete the application form (Attachment 1) and provide

the additional material noted on this. Only one application permitted per financial year per applicant.

5. Applicants should continue their efforts to seek other sources of funding and not rely solely on

Community Board support as applying for assistance does not mean an automatic acceptance. 6. Successful applicants will be required to attend a Youth Celebration event hosted by the

Community Board to share and report on their experiences. The Board would appreciate individuals or groups who are funded for performance events, to be available if possible to perform at Board supported events,

7. In making recommendations to the Board staff will make comment on the following matters:

the extent of additional funds that the individual/group has sourced from other funders, and the amount of fundraising undertaken.

The level at which the group or individual is performing in their chosen field.

PURPOSE OF REPORT

1. The purpose of this report is to seek the approval of the Board for an application for funding

subject to the Community Board establishing a Youth Development Scheme for 2013/14 financial year.

EXECUTIVE SUMMARY

2. The applicant is Daniel Hare, a 16 year old student Middleton Grange school. 3. Daniel is requesting funding towards the cost of attending a Boys’ Brigade National Leadership

Development Course (NLDC). Boys that attend the programme are identified as future leaders within Boys’ Brigade movement. The aims of the programme are to provide physically demanding experiences in the outdoors, develop strength in leadership and equip participants with confidence through character building activities.

4. The NLDC is based at Rotoiti Lodge in St Arnaud and all course activities are located within the

Nelson Lakes National Park. The course is designed specifically for young men to develop leadership skills through personal challenge in an outdoor environment. The course runs for eight days and is scheduled for the July school holidays.

FINANCIAL IMPLICATIONS

5. The total cost per person to attend the course is $555.

6. This is the first time the applicant has applied to the Riccarton/Wigram Community Board for

PURPOSE OF REPORT 1. The purpose of this report is for the Riccarton/Wigram Community Board to consider South

Hornby Primary School's application for the South Hornby School Choir Visit to Adelaide project for the amount of $2,400 for funding from its 2013/14 Discretionary Response Fund.

EXECUTIVE SUMMARY 2. Budget provision is in the LTCCP and is currently under review in the 2013/14 Annual Plan. The

Discretionary Response Fund opens each year on 1 July and closes on 30 June the following year, or when all funds are expended.

3. The purpose of the Fund is to assist community groups where the project and funding request

falls outside other council funding criteria and/or closing dates. This fund is also for emergency funding for unforeseen situations.

4. At the Council meeting of 22 April 2010, Council resolved to change the criteria and delegations

around the local Discretionary Response Fund. 5. The change in criteria limited the items that the local Discretionary Response Fund does not

cover to only: (a) Legal challenges or Environment Court challenges against the Council, Council

Controlled Organisations or Community Boards decisions; (b) Projects or initiatives that change the scope of a Council project; and (c) Projects or initiatives that will lead to ongoing operational costs to the Council. Council also made a note that: "Community Boards can recommend to the Council for

consideration grants under (b) and (c)." 6. Based on this criteria, the applications from South Hornby Primary School is eligible for funding. 7. Detailed information on the application and staff comments are included in the attached

South Hornby Primary School choir school is travelling to Adelaide in November 2013. The school choir has been doing this exchange trip since 2003 on a bi-annual basis, as part of their Sister City Programme. The children in the choir spend time with the children of Hawthorndene School, performing two concerts for them while they are there, one for the children at the school and one in the evening for the families. The choir will visit two or three local schools and will perform alongside their choirs. The children are billeted with Hawthorndene families and spend the weekend doing activities organised by the families, as well as spending time in classes doing school activities.

The children participating in this project are 10 to 11 years of age and gain self esteem as well as an increase in confidence as they perform in a lot of new places as they take on new and different responsibilities.

22 of the children reside in Hornby and 2 live in Rolleston and commute to the school as their parents work in Hornby. The cost of the trip is $800 per child and each family is responsible for their own fundraising. Some of the families are joining together to do sausage sizzles at Bunnings and Mitre 10. The parents fundraise the whole cost of the trip which includes airfares, insurance and transport to the different schools. All the parents are committed to see that their children get the opportunity to travel to Adelaide as part of the school choir. However as South Hornby Primary is a decile 3 school many parents struggle financially to make ends meet. There are 24 parents and caregivers, family and friends who have been assisting in this project.

The School Principal, the choir teacher and the school secretary accompany the children, and pay their own way. Details about the school choir can be found on the school's website at www.southhornby.school. The families of the children keep in touch by newsletters and emails.
