To voice your ideas on how to change travel behavior while reducing greenhouse gas emissions from the transportation sector and ensuring that current and future transportation infrastructure

is maintained in a state of good repair.

We are seeking public input on state and regional strategies aimed at:

• Reducing transportation sector emissions through changes to vehicles, fuels, and land-use;

• Increasing deployment of zero emission vehicles;• Strengthening the resiliency of transportation infrastructure as the

climate changes; and• Protecting vulnerable groups and populations.

RGGI Background

• The Resilient Rhode Island Act established the Executive Climate Change Coordinating Council (EC4) in 2014.

• The 11-member Council, comprised of State Agency department directors, is chaired by DEM Director Janet Coit.

• Two advisory bodies support the Council’s work – the EC4 Advisory Board and the EC4 Science and Technical Advisory Board

• EC4 analysis has shown that deep GHG mitigation is required across all sectors of the economy – electricity, thermal (heating), and transportation – if RI is to meet its reduction targets.

• Viable pathways exist to reduce transportation sector emissions:

➢ Increase energy efficiency, e.g. reducing vehicle and miles traveled;

➢ Electrify end uses coupled with a decarbonized grid, e.g. EVs charged with clean energy; and

➢ Decarbonize fuels, e.g. substituting cellulosic ethanol for gasoline.

RGGI Background

• Transportation Climate Initiative (TCI), Georgetown University➢ Collaboration of 12 Northeast and Mid-Atlantic jurisdictions that seeks to

develop the clean energy economy, improve transportation, and reduce carbon emissions in the transportation sector

• New England Governors and Eastern Canadian Premiers (NEG/ECP)➢ Resolution 41-4 (2017) acknowledges importance of cross-border collaboration

in identifying EV travel corridors and evaluating challenges to implementation.

• U.S. Climate Alliance➢ A bipartisan coalition of governors, including Governor Raimondo, committed

to reducing GHG emissions consistent with the goals of the Paris Agreement.

• Multi-State Zero Emission Vehicle (ZEV) MOU➢ 8 state agreement to jointly coordinate actions with a goal to place 3.3 million

ZEVs on their roadways by 2025.

• Please cluster your chairs into groups of approximately 8-10 people

• Group facilitators, comprised of State agency staff, will join each group to guide you through a series of questions

• Facilitator will also take notes from the discussion

• Please chose a reporter to report back on 3 to 4 key outcomes from your discussion. These can be areas where there is significant consensus or significant discord among participants.

• Please remember to be courteous, inclusive and to make sure everyone has a chance to talk during the discussion.
