NDOT is seeking a statement of qualifications from consultants who wish to be considered to provide these services. This RFQ does not commit NDOT to award a contract, to pay any costs incurred in the preparation of a response to this request, or to procure or contract for services. NDOT reserves the right to award contracts to more than one qualified consultant, to accept or reject any or all responses received as a result of this request, to negotiate with any qualified consultant or to modify or cancel in part or in its entirety the RFQ, if it is in the best interest of NDOT to do so. A. OVERVIEW OF THE WORK: Perform an In-Depth Corrosion Condition Evaluation and develop a Service Life Model. A Susceptibility Index will be computed to aid in the selection of a corrosion control system to extend the service life of the piers and abutments exposed to chlorides. The methods outlined in NCHRP Report 558, 2006, www.TRB.org, although stated to apply to superstructures are considered to be applicable to substructure elements as well and shall serve as a framework for condition assessment and service life modeling requested in this proposal. The In-Depth Corrosion Condition Evaluation will include the following:

1. Visual survey describing the current damage 2. Delamination survey 3. Reinforcement depth determination (clear cover) 4. Chloride ion concentration 5. Corrosion potential survey 6. Electrical continuity testing 7. Corrosion rate testing 8. Soil samples at the base of the piers

For the collection of concrete samples for use in chloride ion concentrations, hammer drilling or cutting small cores will be allowed at each pier. For determination of reinforcement depth, the chloride sampling locations can also be used to verify depth measurements collected with pachometer or cover-meter devices. Several of the piers are directly adjacent to public sidewalks and/or public parking lots. All necessary precautions shall be taken to limit the public from exposure to the hazards of any test procedure. Any permits needed shall be the responsibility of the testing professional. The clear concrete cover, visual and delamination surveys, and chloride profile data will used to model the service life of each of the concrete pier elements. The model may need to be run for several chloride threshold values until there is a good agreement between the model-predicted damage and the total damage observed for all condition evaluations conducted on the element. The chloride threshold value for which the model best predicts actual damage is used to calculate the susceptibility index and subsequently select a corrosion control system. The bridge has 16 reinforced concrete bridge piers at expansion joint locations that are experiencing varying degrees of chloride exposure and deterioration. The bridges were built in 1970. The 16 piers were repaired in 1999 (along with 10 other piers not at expansion joint locations, 26 total) with work that consisted of chipping of delaminated concrete, shotcrete patching, and electrochemical chloride extraction. In 1999, the pier repair work was part of a larger project which included re-decking of the bridges and new exterior mounted drain pipes were installed on the face of the piers. The piers were constructed in 1970 with drain pipes encased in the pier walls that extended thru the footing and connected with the underground storm sewer.

The drain pipes attached to the piers daylight the water at the base of the pier. Some of the piers have asphalt material at the base of the piers while others only have bare soil. Soil samples are to be taken from 2-3 pier locations believed to be the most susceptible to chloride contamination to assess the potential for corrosion of the buried steel pile. B. QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE a. Consultant must designate at least one individual as having “Team Leader”

designation to conduct or supervise all in-depth bridge inspections on site. b. Consultant must have previous experience preforming the required evaluations as

described in the overview of work. c. The results of the in-depth inspection shall not be recorded as an inspection event in

BrM. d. The Team leader must be certified in accordance with the Nebraska Bridge

Inspection Program (BIP) manual. e. Consultant must have working knowledge of:

(1) National Bridge Inventory (NBI) and Elemental Inspections (2) Nebraska Bridge Inspection Program (BIP) manual (3) Bridge Inspection Reference Manual (BIRM) (4) AASHTO Manual for Bridge Evaluation (MBE)

C. EQUIPMENT REQUIREMENTS, PATCHING AND SITE CLEAN-UP a. Consultant shall provide its own bridge inspection equipment and vehicle(s) for use

in completing the bridge inspection services and load rating field verifications. b. Any traffic control or obstruction to parking lot areas shall be coordinated with NDOT

and/or the City of Omaha. c. Consultant is required to provide a minimum two-person crew; at least one of the

crew members shall be a certified Team Leader. d. Consultant shall provide its own mobile power supply for operation of tools. e. All holes in Pier created by Consultant shall be patched. Consultant shall submit a

patching procedure for approval by the Department. f. The Consultant shall be responsible for clean-up and disposal of all concrete or

reinforcement waste material removed from any Pier.

D. EXPECTATIONS FOR THE DELIVERABLES a. Reports and documents must be submitted in Microsoft Word, Excel, PDF or other

formats as directed by State. b. Photos shall be taken in digital format of each pier to document all phases of the in-

depth evaluation. c. Consultant’s Quality Control (QC) procedures shall be submitted to the NDOT for

approval, prior to notice to proceed. d. State reserves the right, but not the duty, to conduct Quality Assurance (QA) on any

bridge inspection performed by Consultant. e. State shall retain all rights to the deliverables.

DETAILS It is anticipated that one (1) consultant will be awarded the contract for this work. The payment method for the contracts may be Lump Sum, Cost Plus Fixed Fee, or Specific Rates of Compensation. A minimum of two (2) consultants will be short-listed for interviews. The evaluation criteria to be used for the short-listing and final selection is outlined below. The NDOT reserves the right to abandon or terminate any contract at any time and either re-advertise services or utilize its own forces. The NDOT also reserves the right to accomplish services for future phases on all projects with the selected consultant, select another consultant, or utilize its own forces. The NDOT will not hold a briefing. All information is contained within this RFP and on the NDOT’s website. If additional information is deemed necessary, it will be posted on the same web page as this RFP and will be labeled as an update. Consultants interested in this RFP are responsible for checking for updated information. Interested consultants must have a current DR Form 497, “Architect, Engineer, and Related Services Certification Form” on file with the NDOT prior to the deadline identified in the Schedule of Activities. If necessary, a completed DR Form 497 should be submitted to: [email protected]. Please submit the Drug-Free Workplace Policy separate from the response to this RFP (Drug Free Workplace Policy Example). The Drug-Free Workplace Policy is a one-time submittal to NDOT. Please do not re-submit this document unless your Policy has changed or you never have submitted this document with a previous proposal. While the “Drug-Free Workplace Policy” is not a submittal requirement, all consultants must have an acceptable “Drug-Free Workplace Policy” on file prior to the deadline identified in the Schedule of Activities. 2. Experience and Understanding (25 pts) a. Applicability and relevance of comparable bridge projects involving non-

destructive techniques. (Consultant should limit its number of projects/programs to three (3) in their proposal).

b. Consultant has demonstrated understanding of key elements of the work.

3. Performance data (25 pts) a. Performance evaluations by NDOT regarding the work of the consultant. b. Adherence to applicable standards and completeness of previous project

submittals to NDOT. c. Project schedule adherence on previous projects with NDOT. d. Cooperation with NDOT staff on previous projects. e. If consultant has no experience with NDOT, review information obtained from

consultant’s references for consultant’s performance with other states, local governments, or appropriate clients. The proposal should list a minimum of two (2) references in their proposal.

INTERVIEWS Interview date and times for short-listed consultants will be posted on NDOT’s website. Interviews will be capped at 15 minutes, followed by up to 5 minutes of Q&A with the selection committee members. NDOT will make every effort to post the short-listed consultants and the interview schedule on NDOT’s website prior to the deadline identified in the Schedule of Activities. NDOT selection committee will conduct interviews with the short-listed consultants via telephone. Consultant may contact the Consultant Services Engineer to make any special arrangements. Upon completion of all the interviews and approval of the Director, the selected consultants will be notified by telephone. NDOT will make every effort to post the final selections on NDOT’s website prior to the deadline identified in the Schedule of Activities.
