We haveread, understood and agree to the requirements included in the RFP. We have alsoresponded to the new RFP requirements. Please refer to tab 8 for our response andcompliance to the Contractor's License requirements.Redflex is the only vendor with VA operational experience utilizing a combination ofdigital video and digital still camera configuration. Our experience makes us uniquelypositioned with the operating requirements outlined under Virginia code section 15.2-96.1. As the longest established photo enforcement service provider in the USA,we stand shoulder-to-shoulder with nearly 200 partner cities and have helped pioneersuccessful photo enforcement programs in approximately 14 of the 20 states inwhich we currently operate. That is an increase of nearly 50 new partners cities sinceAugust of2007.

(Redflex) is pleased to havethe opportunity to present the City of Newport News(City) with a proposal that highlights our experience inproviding truly world-class high resolution digital RedLight Enforcement Solutions. The proposal enclosedherein is in full compliance with all the specificationsas stated in the Request for Proposal (RFP).In addition to being the largest provider of photoenforcement programs in the USA, we also support the longest continually operatingprogram in the USA. We feel confident that the City will discover and understand "why"Redflex is the most qualified partner for the City of Newport News through ourdemonstrated abilities to provide the most advanced technological approach, the mostcomprehensive support services, and the most robust technical infrastructure.We are proposing to implement a turnkey operation for the City of Newport News in whichwe will provide all necessary equipment associated with the Red Light Photo EnforcementProgram (RLPE). We are committed to ensuring that this program will be fully operationalwithin 30 - 60 days of receiving a notice to proceed from the City. In fact, we recentlyinstalled a fully operational program including hardware and a back-office in less then 1-week (yes, less then 7 days) and we are currently installing approximately 30-40 newsystems each and every month.

    Redflex wants to assure the City that our patent protected technology removes any an allrisk of such a challenge.There is a reason why other vendors' systems are legally limited a single digitalcamera deployment and yet they continue to label such systems as so called stateof the art.Simply put Redflex holds a patent that allows only us to synchronize all digital still camerasto a single timing source. Such a patent eliminates any possibility of incorrect time stampsbeing imprinted on the photo evidence. Of all the Red Light Photo Enforcement systemsdeployed across the Unites States more than 50% utilize the multiple digital still cameraconfiguration.Another way to explain the unique patent Redflex holds on the single time sourcesynchronization is as follows:

    Another advantage of the Redflex solution is the ability of the system to perform Real-Time Traffic Monitoring and Intersection Surveillance, which allows the City to vieweach intersection in real-time and record with robust archiving and playback capabilities.

    Our unique approach includes a combination of still video and high resolution camerasenabling the program to increase its efficiency and thereby capture and issue the greatestnumber of citations. Because we are confident of our system .capabilities, we canguarantee truly industry leading issuance rates. Our audited performance hasobjectively and consistently been proven to be the greatest across the USA.

    Redflex has extensive experience in integrating our operations with court systems in over150 cities nationwide. A testament to our service delivery is Redflex's ability to work withour clients and customize each solution; not with one universal program and or system butto specified City Systems.Our approach to ensure successful integration is to communicate with the Court personnelto define data transfer requirements and methodologies. Our standard IT protocol-includestesting and enhancements. In addition, our policy will ensure that the Redflex ITdepartment conforms to the standards set forth by the court system with regards to dataexchange. Data exchange can be one-way (Redflex to the city/court) or bi-directional withboth systems sharing information as it changes. This' process is driven mainly by thebusiness requirements and Redflex is prepared and is profoundly experienced in workingwith either scenario.

    In addition, Redflex is experienced in supporting FTP, secured FTP, Virtual PrivateNetwork or direct dedicated connection to the court system.

    Redflexunderstands that their exists a serious concern by many Virginia cities andmunicipalities as to the additional work load that the Red Light Safety program may imposeupon the existing police staff. Some cities may have even considered abandoning thesafety. initiative due to such added work load. The concern centers on the followingpassage of VA Code 15.2-968.1 paragraph "H" which states:"On behalf of a locality, a private entity may not obtain records regarding registered ownersof a vehicle that fail to comply with traffic light signals".Redflex's 22 year experience and true market leadership positioning allows us to developunique solutions and answers for all our partner cities. While other vendors may look at aglass as half empty we view it as half full. This positive outlook is key to addressing anddeveloping safety programs that deliver results with minimal imposition upon additionalworkloads. Our past VA program operational experience, particularly with the City ofVirginia Beach, allowed us to develop and implement a solution that is respectful and inalignment with the requirements set forth by VA code 15.2-968.     1. Redflex Traffic Systems' camera system captures and identifies the license platedata of the offending vehicles.2. Redflex Traffic Systems creates an automated batch file of all the offendingvehicles' license plate information.3. The batch file is then formatted as an "automated request" for DMV.

    4. The Batch file is emailed the Newport News Police Department.5. The Newport News Police Department forwards that Batch file request to DMV asan automated request to populate the RO data fields of all the offending vehicles.6. DMV responds back to the Newport News Police Department with the requestedRO data.7. Newport News Police Department forwards DMV's response to Redflex TrafficSystems .. 8. Redflex Traffic Systems prints and mails the citations to the respective registeredowners of the offending vehicles.

    This simple and automated process imposes minimum additional labor upon the NewportNews Police Department. Through the simple clicks of forwarding the request to DMV andforwarding the response of DMV to Redflex Traffic Systems Newport News's PoliceDepartment will experience no noticeable added work or labor.As the Selection Committee evaluates our proposal, we are confident that our verifiablecapabilities, experience in delivering programs of similar magnitude and complexity andour proven public safety benefits will demonstrate that Redflex is clearly the most qualifiedvendor to support the Newport News' efforts and to deliver a full turnkey system.Redflex is truly honored and privileged to participate in the first RFP process in the State ofVirginia since the reintroduction of Photo Enforcement. As one of only three vendors thatimplemented and operated a safety initiative in Virginia, Redflex Traffic Systems assuresthe City of Newport News that if selected we will implement a world class safety initiativesecond to none.With our past experience and operations in VA Beach Redflex Traffic Systems is familiarwith the unique requirements of operating a successful program in the Commonwealth andis the only vendor with operational experience in Virginia that meets all the requirementsset forth in the RFP.     3. Technical Proposal

    The Redflex system is the only system in the industry that .does notrequire a roadside cabinet or additional street infrastructure. In fact, if

    Issuance of warnings, notices, citations, summonses, follow-up on notification, andpast-due processing. Processing of all traffic citations and preparation evidence packages 'for Court. Operation of a toll-free telephone intelligent voice-response system for public inquiries,

    On-line viewing and payment options. Public Awareness/community relation education campaign (Le., press releases,brochures, public service announcements, web site, etc.).

    - Training for the Newport News Police Department, Court, District Attorney, and otherofficials involved in the use of the system. Providing expert witness testimony in Court to confirm the functionality and accuracy of

    the system. Intersection violation studies in accordance with VDOT guidelines, pre-installation sitemonitoring, and site selection services. .Technical ScopeEquipmentThe Contractor shall provide and install all equipment including, but not limited to, poles, cabinetsand related operational equipment at the selected intersections. A computer shall be furnished forthe Newport News Police Department for processing citations.Redflex will take the responsibility for providing and installing allequipment required for a functional system. We will consult with the Cityregarding the relative benefits of a free standing modular system(attached to existing infrastructure). In addition, we will provide theNewport News Police Department with computer for processingcitations.

Should theCity require that our system remains completely autonomous from the existinginfrastructure; the Redflex System has the smallest footprint in the. industry featuring asingle pole and camera enclosure (front and rear) per intersection.approach.The single pole or modular configuration can be very effective, in addition to being cleanand minimally invasive to the City's existing landscape. This set-up requires no largemastarms (which are required by video-only systems) and it utilizes small, safe"breakaway" poles and foundation that ensures greater public safety.This system also has the ability to effectively mount to existing city infrastructure, therebyeliminating the need for a "free-standing" pole. .As outlined, to provide the greatest system performance, the Redflex camera enclosureutilizes a multi-camera configuration, which has been proven to optimize violation captureand citation issuance.A complete description of the equipment proposed and approaches covered shall befurnished withthe proposal.Automated enforcement systems Manufactured, Installed and Maintained by Redflex comewith a wide variety of hardware and software configurations depending on specificcustomer requirements. Each configuration can be mounted on free-standing poles orusing the City's existing infrastructure. All proposed equipmentwill be new.This following information outlines the existing hardware, software and technicalspecification currently available for use in satisfying specific automated enforcementneeds. These configurations are Redflex's current core equipment capabilities. Thesespecific hardware configurations can be modified to meet a wide variety of customerrequirements.HardwareCamera SystemsMultiple Camera System - This camera system is a multi camera high resolution imagingsolution used to house and control a wide variety of camera both still digital and video.This system utilizes our patented multiple digital still camera approach.Slimline Series Configuration - The Slimline series camera system is designed tosupplement the traditional set-up system as an auxiliary camera location or can be used asa primary camera system with a surface mount or pole mounted cabinet option. TheSlimline series is designed to provide a smaller equipment "footprint" while still exhibitingthe same quality imaging as the traditional multiple camera system. The Slimline series isa single digital still camera system but there is virtually no limit to the number of Slimlinesystems that can be used as a network of cameras.

    Digital Still Cameras - Available to the City of Newport News is the 12.4 Mega Pixelcamera system in multiple configuration form~t. This multiplediqital still camera formatoffers the highest possible resolution in the photo enforcement industry and allows landand zone specific violation monitoring. Each camera can be fitled with a wide variety ofcamera lenses depending on the specific requirements of the irnaqe to be captured andar-ea to be monitored. ..Video Camera system - 30 FPS (frames per second) digital Vi980 capture systems are'incorporated as part of our standard product offering. This provides "secondary .evidence"depicting situational events which occur before, during' and after each violation. Streamingvideo and the capability to record this video stream is also available. If the city also desireswe can provide the option to include an audio component to the video stream.Vehicle Detection System - A wide variety of vehicle detection systems are availabledepending on the specific requirements and devices utilized. Vehicle detection systemscan be either intrusive (more reliable) or non-intrusive (more aesthetic) and come in theform of an induction loop (most common), a video loop (least intrusive), piezo sensors(speed detection) and Laser (non-intrusive speed).Phase detection systems - Redflex utilizes a wide variety of options when it comes tocapturing the phases required to accurately enforce violations .. Is.olation of the phasedetection system from the City control cabinet can be done directly, inductively, or isolatedby solid state and optically coupled devices. In addition to being isolated, each enforcedlane can be designated a common or individual phase' dependinq on customer'requirements. In addition to capturing the red light data, amber light timlnqs can also becaptured and recorded. This would assure that the city is legally protected from anyaccusations of shortening or varying the amber phase timing.SoftwareOperating Systems - The camera systems run on Windows NT4, 2000 and XP operatingsystems to interface with the camera software. .Smartcam (Redflex Proprietary Software) - Used to control image capturing and vehicledetection systems.Smartscene (Redflex Proprietary web based Software) - Used for video imagecapturing in conjunction with Smartcam software.SmartOps (Redflex Proprietary web based Software) - Used to process incident files.generated by Redflex Systems.WebOps (Redflex Proprietary web based Software) - Used via the internet to allowcustomers to securely view and approve/reject citation packages.The proposal shall address the following proven equipment capabilities:

    The Camera System shall use a digital media. Film based systems are not acceptable.Preference will given to systems that utilize a combination of high resolution still images withan output in excess of 3000 x 2000 pixels per frame/image and full motion digital videotechnologies. Systems that use multiple cameras and integrated video/still cameras will be givenpreference.

    Redflex's camera solution uses a 12.4 mega pixel digital media that produces acombination of high resolution still images with output 4288x3113 pixels perframelimage and a full motion digital video technology. Five years ago, with theintroduction of our patented combination still-video system; Redflex was the firstvendor to recognize, develop and implement a system that provided the highest resolutionand quality color still photographs benefits of full motion video. This approach allowsofficers to view all possible extenuating circumstances; providing true objectivity.We haveover 850 systems with this exact set-up and configuration fully operational; coast-to-coast.Each Redflex Camera Unit is installed, configured and tested to ensure high shutterspeeds providing sufficient frames per second for simultaneous violation capture. Thisincludes multiple still cameras that capture up to 8 frames per second and video camerasthat capture up to 30 frames per second (fps).However, even at 8 frames per second (+30 fps integrated video), it is only with a multiplecamera set-up (up to three stills and one video) that any system is able to effectivelycapture simultaneous violations from different lanes and movements during a singlephasing.Redflex's experience in the photo enforcement industry is reflected in the design of itsphoto enforcement systems, allowing maximum flexibility to suit the application and thecustomer's needs. A major component of the systems flexibility is the use of multipleintegrated and synchronized high resolution digital cameras.As you can see from the graphic above usingmultiple high resolution digital still cameras,Redflex can leverage the pixel coverage of which the system is photo enforcing, resultingin "Dynamic Pixel Utilization". Dynamic Pixel Utilization means that more pixels areused in areas where they are more effective, creating higher quality and more legibledigital still photo evidence than a single camera based photo enforcement systems.With respect to specific areas of interest such as the license plate of an offending vehicleand/or an image of the driver, Dynamic Pixel Utilization, achieved through a multiplecamera set-up, including a specific camera for taking plate shots can result in up to 500%greater pixel coverage on the area of interest compared to single camera based systems.This is very important in insuring that the area of interest, such as a license plate or driversface, is clear in all types of traffic and weather conditions.

The result is a more successful photo enforcement program forthecitypolice and traffic departments, and most importantly, the community.*In fact, as referenced in the news clip below, there has been recent press that allegedimage quality issues in programs such as in New York, NY; that issued tickets to the wrongdrivers because theplate images were misread. This program uses a single camera and itdemonstrates the field of view and image resolution .issues of vendors that are constrainedto using one camera. The system must imprint violation information on the image at the point-of-capture.Lnformationmust include, but is not limited to: location, date, vehicle speed, duration red phase (in l/l Othstimeformat), duration of the amber phase (in IIJOOths timeformatiand elapse time between:. images. Vendors that do not imprint this information on each image at the point of capture willnot be considered

    Each of the high resolution digital images produced by the system includes an encrypteddatabar, which "stamps" pertinent violation information of the image at the exact point of .capture. The databar includes a 256-character field that can be customized t61 sult theCity's specific preferences and requirements. Standard data elements are encrypted at the ..point of capture on each image and this information cannot be manipulated byRedflex orthe system. Typical data fields include:

    location where the violation occurred; the day, month, and year of the violation;

    vehicle speed the amount of time that has elapsed since the light turned red in 1/1000thstime format (which is a vital piece of information because VA law required

    that the potential offender must be given a 0.5 second grace period afterthe light turns rend);

    duration of the amber phase in 1/1OOOthstime format elapse time between images motor vehicle during violation; display of rear license plate of vehicle; the time of the violation in hours, minutes, and. seconds; frame sequence number;

    In addition the databar is encrypted with the violation images at the time of capture.Databar information, point type,and font cannot be manipulated at any time,

    Looking at the encrypted data bar from "real" violation images, one is able to clearly seethat the pertinent data fields are very clear and visible. Of special importance is (1) RED:1.2520, which illustrates the light has been red for 1.252 seconds, (2) AMBER: 3.0240,which illustrates a real-time elapsed yellow phasing and (3) Elapse Time: 0;000; whichrepresents the first image captured to this set of violation'images. .Continuing, the pertinent data fields are 'clearly visible and have been automaticallyreported for the Scene B images. Of special importance is (1) RED: 2.5040, whichdemonstrates that the Scene B image is captured later in the red phasing (2) AMBER:3.0240, which illustrates a real-time elapsed yellow phasing and (2) Elapse Time: 1.2520;which represents this image was later in the sequencing, as 1.252 seconds has elapsedbetween the Scene A image and the Scene B images, which is consistent to the report ofthe RED timing. The Camera System shall be modular in construction and will facilitate rapid installationand maintenance.The Redflex Solution camera systems components are a" modular and wired for plug and' .play operation . The Camera System shall generate secured violation evidence that can be communicated to andprocessed using Vendor-supplied or operated photo enforcement processing systems.

    The System will generate secure violation evidence that will be communicated to andprocessed through our system. The System safeguards the image and data files againstalteration by giving each element a unique digital signature to confirm its authentic status.Public key cryptography and additional encryption processes secure the transmission ofthe evidence. Using public key cryptography, .keys are created in matched pairs. Encryptwith one half of a pair and only the matching other half can decrypt it. This allows Redflexto capture and transmit evidence over a virtual private network.The digital signatures arecreated and used to deal with key management and the effectivedeployment of symmetricciphers. The resulting hybrid cryptosystems use public key methods to manage keys forsymmetric ciphers. Redflex creates public key infrastructures (PKls) to make thesebenefits widely available for our customers. This process ensures evidence integrity. The Camera System shall befully suitable andfunctional for unattended use under allweather and ambient light conditions. The system is required to use a synchronized strobeflash unit.

    The Redflex system is fully suitable and functional for unattended use under all.weatherand ambient light conditions.     The Redflex Camera Units can be .pole-rnounted in vandal and weather resistantlockable housings and each pole will meet federal roadside safety standards. Housing will be mount atop' a pole to allow both horizontal and vertical adjustment atthe intersection The housing will ~e securely mounted on the top of the pole and allow horizontal andvertical adjustments. The pole shall have the following characteristics:

    - Steel construction with welded joints;- Zinc dipped with backed enamel finish;- Secure installation to the ground mounting surface;- Available access to requisite conduit feeds; and- Adherence to breakaway mounting regulations.

    The cabinet will be designed in such a manner to ensure system operation' under anambient temperature range of 00 to 1220 Fahrenheit and a maximum humidity of 99%.,

    Thecamera housing will contain a heatinq system, which will activate automatically toreduce any fogging on t.hewindows, which may obstruct the view of the camera.

    All cable assemblies and terminal blocks shall be mounted' and dressed within thecamera housing .. AIIterminal blocks for input from the signal controller will be UL or CSA approved.
