Regulatory status for using RFID in the UHF spectrum 18 March 2009

The table attached provides an overview of the Ultra High Frequency (UHF) regulations worldwide. Suggestions for amendments, updates or additions to this report are welcome and should be communicated to Henri Barthel at GS1 Global Office ([email protected]). Each entry includes the following data:

Country name. All GS1 member countries as well as major non-member countries are included, representing a total of 98,75% of the world Gross National Income (GNI).

Status. The following convention indicates the status of UHF regulation in the country:

OK Regulations are in place or will be in place shortly

IP In Progress. Appropriate regulations expected within 6 to 12 months

NA Information Not Available

Frequency. Indicates the frequency band(s) authorised in the country for RFID applications.

The objective is to get a band available in the 860 to 960 MHz spectrum. Power. Indicates the maximum power available to RFID applications. The power is

expressed either as eirp (Effective Isotropic Radiated Power) or erp (Effective Radiated Power). Please note that 2 Watts erp is equivalent to 3.2 Watts eirp.

Technique. Indicates the reader to tag communication technique. FHSS stands for Frequency Hopping Spread Spectrum and LBT stands for Listen Before Talk.

Comments. Provides additional information on the regulatory status. Regulator. Name, telephone number, email and URL of the national body responsible for

regulations. The following statistics can be derived from the data that are currently available:

Regulations are in place or will be in place shortly in 61 countries representing 91,9% of the global GNI.

Regulations should be settled within 6 months in 14 countries representing 4,96% of the global GNI.

Information is not yet available for 44 countries representing 3,14% of the global GNI. NOTE: The following countries were updated since the last publication of 5 January 2009: New Zealand, Japan, Australia, Korea, Pakistan and Colombia

Note: The ETSI standard EN 302 208 is used in European countries and quite a few countries outside of Europe. The standard has been amended and republished in April 2008. It now makes provision for a so-called four channel-plan. An unlimited number of readers can operate in each of the four transmit channels, while the tag responses use the other channels available in the band. A major feature of the new regulation is that LBT will not be required any longer. The standard EN 302 208-2 V1.2.1 was referenced by the Official Journal of the European Communities on 4 November 2008. EU member states must implement the new standard before the 31st of December 2009. Countries in which the new regulation is expected are marked with “**” in the Technique column.
