REVOLUTIONARY STAMPS OF INDONESIA 1945-1949 CATALOG ISSUES FOR JAVA AND SUMATRA On August 17, 1945, The Republic of Indonesia, under the leadership of President Sukarno and Vice President Hatta, was declared. The Japanese army was still in control of the country and refused to turn over authority and armament to the Indonesians. The Japanese also continued to operate the postal system. The Dutch wanted to re-establish control over Indonesia, but received no help from their allies. This was the beginning of a Civil War lasting from October, 1945, until December, 1949. More than 1 million Indonesians lost their lives in this conflict. Even after the Dutch recognized Indonesian independence, they held onto western New Guinea, a source of bitter conflict in the years to come. The Dutch controlled the bigger cities and there they continued the use of Netherlands Indies stamps. In the Indonesian army controlled areas of Java and Sumatra, the Djawatan PTT organized services using locally produced stamps. Because of the Dutch naval blockade, separate stamp issues were required and created for each island. Living conditions during this period were poor. Inflation went out of control. This was reflected in the quality of the paper and printing, and denominations rose under the stress of the times. Few people could afford to collect or set aside postal issues. The first Revolutionary postage stamp issues were old Netherlands Indies and Japanese Occupation issues overprinted by hand or with rubber stamps. The possible combinations seem endless, including many which are favor cancels or forgeries. The hand overprints were followed by locally printed overprints and finally unique new designs. Many varieties of each of these issues exist. There are many imperf “proofs”, some of which are likely printer’s waste, perforation and paper varieties and other errors caused by the crude processes available at the time. It is not my intention to create the world’s most comprehensive catalog, a feat that is probably impossible, but rather to provide a workable outline of the major types of stamps issued in this very complicated period and to encourage other collectors to explore this fascinating corner of philatelic history. Most primary sources are in Indonesian, Dutch or Japanese and there is little in clear English. I accept full responsibility for my own translation errors. Following the pattern set down by the Indonesian Pranko catalog, two series of numbered listings follow, J(ava) and S(umatra). The current list does not address postal stationery, the more common philatelic or favor cancels, or the postally used stamps, covers, revenue and other stamp uses. Values given are my best estimates of current values at this writing. True value is whatever a willing buyer is willing to pay. ISSUES FOR JAVA AND SUMATRA

JAPANESE MILITARY OCCUPATIONOVERPRINTS USED IN SUMATRA

The first locally printed Sumatra stamps werehand stamped overprints on available leftoverstocks of Netherlands Indies issues, many ofwhich had already been overprinted by theJapanese. Thus some of these overprints appearalone on basic Dutch or Japanese stamps andalso as second overprints on various Japaneseoverprinted issues.

The type chart is meant to illustrate the types ofJapanese Occupation issues which are knownwith Sumatra overprints. The early Sumatraoverprints are also known in combination with theSumatra hand overprints listed above. Favoroverprints, cancellations and forgeries abound.
