ISSUE

Per Board's direction, staff assessed Metro's organization and implemented severalchanges to its management structure (See Attachment A).

DISCUSSION

With the creation of the four positions mentioned above, staff is eliminating thefollowing six positions:

• Executive Director, Highways &Project Delivery, pay grade CC ($209,705 -$258,169 - $306,675)

• Executive Director, Transit Project Delivery, pay grade CC ($209,705 -$258,169 - $306,675)

• Chief Financial Services Officer, pay grade BB ($156,915 — $196,144 -$235,372)

• Chief Administrative Services Officer, pay grade BB ($156,915 — $196,144 -~235,372)

• Executive Director, Management, Budget and Local Programming, pay gradeBB ($156,915 — $196,144 - $235,372)

• Executive Officer, Procurement, pay grade H1AA ($133,702 - $167,148 -$200,574)

The net effect of these changes is a reduction of two positions. Moreover, the totalnet savings of removing these positions is $429,064 (please see table below).

DETERMINATION OF SAFETY IMPACT

Approval of this recommendation will ensure the continuation and effectiveimplementation of voter-approved Measure R projects and will enhance the quality ofservices provided to the community.

FINANCIAL IMPACT

Funding for the new positions is included in the FY14 budget. Each of the fourpositions will be funded with General Overhead Project 100001 and/or a mixture ofPlanning, Construction and Highway Overhead projects. In addition, the cost of theseOverhead projects will be allocated to all other projects funded by Bus and RailOperating, local, federal and grant funding according to the Federal Governmentapproved Cost Allocation Plan (CAP).

Examples of Duties• Oversees the overall administration of Metro's transit safety functions and

compliance activities including Construction Safety, Transit Operations Safetyprograms and Occupational Health &Safety programs.

• Oversees the development, implementation, administration and review ofMetro's comprehensive safety programs and plans.

• Oversees Metro's Risk Management functions, including General Liability,Workers Compensation, Excess Liability, Builders Risk, and Metro's self-insured General Liability and Workers Compensation Programs.

• Establishes and implements long-range Safety, Risk Management &Management Audit Services' goals, financial strategies, budget, plans andpriorities and establishes department standards of performance.

• Advises and makes recommendations to the CEO and Board on safety andrelated environmental issues including matters and provides recommendationon issues.

• Provides direction on comprehensive transportation safety design reviews toidentify and mitigate hazards in facilities, systems and equipment design andimplementation.

• Provides directon on external &internal Audit fiznctions to ensure completionin accordance with established policies and procedures, and completion ofmandated audits.

• Oversees the development of programs to insurance underwriters to providecoverage for Metro's loss exposure.

• Coordinates with Operations and Construction executive staff to ensure thatsafety and risk managementt programs are effectively developed andimplemented.

• Coordinates with other departments to ensure that the overall Agency's goalsand objectives are properly implemented and successfully achieved.

• Prepares and presents written and oral reports to executive management, theBoard of Directors, outside agencies and the public.

• Represents Metro on safety, risk management &audit issues at meetings,conferences and public events.

• Ensures that department program and plans are in compliance with applicablelaws, rules, codes and regulations, resources are effectively managed, andcorrective actions are implemented in a timely manner to ensure compliance.

• Master's degree in Engineering or Management and experience working withconstruction of capital projects in a mass transit environment is highlydesirable.

• Valid California Class C driver's license.

Special Conditions• Must possess registration as a Professional Engineer in the State of California or

be able to attain such within 6 months of appointment.
