    Fund Balance Reserve Policy Certification - This isUS&Cs NEWEST certification. In conjunction establishing a debt policy, rating agencies are looking for

    (ACPFIM) Accreditation Program - After completion CPFIM, APT US&C recommends successful completion ACPFIM. The first module of the ACPFIM identifieexplains some of the more complex investment choices avato the public fund investor, including: Treasury InfProtected Securities (TIPS), Mortgage Backed Securities (Mstep-up agencies and agency floating rate securities. The smodule of the ACPFIM illustrates how to analyze your cinvestment portfolio with Excel and other software tools.

    hen Steve Hewitt took the job as City Administrator for Greensburg, Kansas, in 2006, there was nothing extraordinary abown of about 1,400 people. Less than a year later, however, everything that was Greensburg was gone. On May 4, 2007, one

    rongest tornadoes on record obliterated almost every house, telephone pole, tree and business in Greensburg, leaving 11 pad and most of its residents homeless. Determined not only to salvage his hometown, but to recreate a model of energy efficd sustainability, Hewitt never considered giving up. Hewitt knew a quick recovery was necessary, but he also understooreful planning was critical. The plan included land use and placement of buildings and infrastructure, as well as initiativtract business opportunities and create new jobs under the decisive goal to rebuild Greensburg as a model green communitylan included more than 80 different projects totaling $100+ million. He is the leading charge for rebuilding sustaimmunities. Hewitt was recently named Governing Magazines 2009 Public Official of the Year; City and County Maga

    008 Municipal Leader of the Year, for his efforts to rebuild his community green. Greensburgs new policy garnered the sulocal, state and national organizations and agencies that promote green building. More publicity has come from the Disc
