Subject: Columbia Basin Trust (CBT) Affected Areas and Local Initiatives Program 2015 Funding Recommendations
1. ISSUE
The Program Evaluation Committee is making recommendations to City Council regarding the allocation of funds for 2015 from the CBT Affected Areas and Local Initiatives Program.
2. RECOMMENDATIONS THAT the funding allocations from the CBT Affected Areas and Local Initiatives Program for 2015, as recommended by the Program Evaluation Committee be approved.
THAT staff be directed to write a letter to the members of the Program Evaluation Committee thanking them for their work in evaluating the projects.
THAT the Director of Community Economic Development be authorized to sign the funding agreements with the recipients.

4. BACKGROUND
4.1. The City of Revelstoke advertised for applications to the CBT Affected Areas and Community Initiatives Program.
4.2. The applications were reviewed by the Project Evaluation Committee which was appointed by City Council and the Regional District Area B Director.
4.3. The Project Evaluation Committee is making recommendations to City Council and the Regional District Area B Director with respect to program funding (see attached project list).
4.4. The Regional District Area B Director approved the recommendations as presented.
5. FINANCIAL IMPLICATIONS
5.1. The funding for this program is received from CBT and the funds are considered external to the City’s Financial Plan.
5.2. The City of Revelstoke receives 5% of the total program funds as a fee for administering the program.
5.3. A summary of the funding received for the last 16 years since the program’s inception is attached.
6. DISCUSSION
6.1. There were 50 applications submitted to the program this year.
6.2. It is a very difficult task to review the various proposals. The Program Evaluation Committee selected by City Council and the CSRD Regional District Area B Director did an excellent job of evaluating the proposals on behalf of local government and the community.
6.3. A project evaluation summary is attached.

9. RECOMMENDATION AND OPTIONS
9.1. Recommendations:
THAT the funding allocations from the CBT Affected Areas and Local Initiatives Program for 2014, as recommended by the Program Evaluation Committee be approved.
THAT staff be directed to write a letter to the members of the Program Evaluation Committee thanking them for their work in evaluating the projects.
THAT the Director of Community Economic Development be authorized to sign the funding agreements with the recipients.
9.2. Option 1: Council could decide not to approve or to amend the recommendations.
