RESUMPTION OF FLIGHTS

GUIDELINES (as of 01 March 2021)

Who may travel:

Documentary Requirements to Travel

▪ Mandatory: Required at check-in before passenger acceptance (per DILG MC 2020-087 for ROF &

LSI)

▪ Recommended: Not required for passenger acceptance but may be required by destination LGU

to allow entry (it is recommended for passengers to double-check requirements with destination

LGU).

masks, starting August 15, 2020, as mandated by Department of Transportation. (DOTr)

• All passengers will no longer be required to undergo COVID-19 testing except if the Local

• Testing for COVID-19 will be limited to RT-PCR tests.

• Passengers will no longer have to undergo quarantine unless an individual shows symptom

ADDITIONAL REQUIREMENTS PER LGU

ANTIQUE

LSIs and APOR

• LSI coming from areas outside Region VI coming into the Province of Antique shall have:

▪ Letter of Acceptance or Notice of Coordination from the receiving municipal

local government unit

▪ LSI coming into Province of Antique via Iloilo International Airport, Iloilo Port,

or Dumangas Port, except Caticlan Port and Kalibo International Airport shall

no longer be fetched by their respective municipal local government units.

However, their arrival shall be coordinated with the Municipal Health Office of

their municipality.

REMINDER: Provide a copy of flight manifest to Antique Inter-Agency Task Force on COVID-19

([email protected]) every flight TO/FROM Antique.

BACOLOD

Blacklisted from entering Negros Occidental for violation of RA 11332, the following employees of

PAX CABLE, INC. pose risk to the health and safety of people in the Province of Negros Occidental:

Operational Requirements

• The passenger manifest shall contain the contact numbers and final destination of

all persons issued tickets for travel and shall be submitted at no later than 12:00

noon of the day before the intended date of travel.

• GOSHO or walk-in passengers are allowed provided that they have Valid ID with

address in Negros Occidental.

• Issuance of tickets for MNL-BCD flights will be allowed provided that all returning

passengers are Negrenses.

• Government issued ID must be presented as proof that they are from Negros

Note: All arriving tourists will undergo a health assessment upon arrival at Busuanga Airport. If they are

found to be symptomatic, they will undergo mandatory antigen tests. Tourists who also have been in

contact with as active positive case will also be subjected to mandatory testing. The tourist will shoulder

the Php3,500 fee. If tested positive for COVID-19, the tourist/s will be brought to the hotel isolation

room where he/she is booked while waiting for the results. Tourists are responsible for any

medical/accommodation bills related to COVID-19.

Coron / Busuanga / Linapacan

LSI / ROF / APOR

• RT-PCR Negative Test Result (24 to 72 hours validity) with a corresponding Official Receipt from

any DOH accredited testing facility to be presented upon check-in and LGU personnel upon

arrival

o Negative Saliva RT-PCR Test Result (taken within 72 hours) conducted by the Philippine

Red Cross will also be accepted for passengers bound to Municipality of Coron

• Certificate of Acceptance by the receiving LGU (EOC Busuanga)

• Health Declaration and QR Code Registration at www.corontourism.ph

• Any person manifesting symptoms of COVID-19 during his stay in the municipality shall be

quarantined and tested using RT-PCR. If the test result is positive the person shall be isolated

for twenty-one days (21) and will be the one to shoulder all pertinent expenses to be incurred

relative to his quarantine in a hotel establishment as pre-determined by EOC-Coron.

from BXU

RQUIREMENTS FOR TRANSIT AT BUTUAN AIRPORT

• Negative RT-PCR test which shall not be older than five (5) days prior the travel date

NOTE: If a passenger cannot present item (2) and (3) as there are LGUs and other competent agencies

from their point of origin that no longer issue above documents, the same may be allowed to board

subject to the CAAP and Airline concerned approval or item (4) may suffice.

with the respective LGU of their final point of arrival.

• Negative RT-PCR test result (72 hours validity) – all tourist except children aged two (2)

years and below

• Confirmed booking from DOT-accredited establishments

• Register online as tourist for the Health Declaration Card with QR code available on:

aklan.gov.ph or touristboracay.com. The QR code is a mandatory pre-boarding

requirement. NO QR CODE, NO ACCEPTANCE

o REMINDER: The Tourist QR Code has an expiry of twelve (12) hours from the

checkout time. If pax is extending their stay in Boracay Island, they should send an

email of a new booking slip showing the extension to [email protected]

before their original checkout time.

• ID with Philippine Residency

APOR:

• For tourist travelling by air, only Caticlan Airport in Caticlan shall be the port of entry

and exit to Boracay, thus KALIBO INTERNATIONAL AIRPORT shall only cater to

CEBU PROVINCE

TOURIST

• Valid Medical Certificate (issued by a reputable doctor and within seven (7) days prior to

travel date)

• Proof of Pre-booking at a resort or hotel establishment where pax will stay during the

duration of visit. The resort or hotel establishment should be located within the Province of

Cebu and duly accredited by the Cebu Provincial Task Force

• Pass symptoms checking or screening at the point of departure and point of arrival

LSI

• Valid ID

APOR

• Valid ID from respective government agency

• Original or certified true copy of a travel authority or order issued by the Department of

Secretary or his designated official

NOTES:

• Persons with incomplete documents shall not be allowed to board the aircraft

• All passengers and personnel should wear face shields and face masks when accessing Mactan-Cebu International Airport Terminal premises and during their flight effective August 15, 2020. Face shield should sufficiently cover nose and mouth.

CEBU CITY LSI / PRIVATE APOR / MEDICAL AND OTHER REASONS

• Originating pax from Cebu City who are classified as APOR (Cebu City based worker/employer who will have a short visit to Manila)

• Passengers under the classification above who cannot provide Letter of Coordination will be accepted upon check-in but will need to coordinate / call their barangays before boarding

• Upon arrival in Mactan Cebu Airport, passengers without Letter of Coordination will need to approach the kiosk of the Cebu City LGU for validation and confirmation of acceptance.

LAPU-LAPU CITY Effective January 4, 2021 Lapu-Lapu City will be placed under Modified GCQ. TOURIST/NON-ESSENTIAL TRAVEL Exemption: Visitors / Guests from Mandaue, Cebu City and Cebu Province

• Letter of Acceptance issued by the Lapu-Lapu City Government (if none, pax may apply upon arrival)

• Negative RT-PCR Test Result (72 hours prior departure) from DOH accredited laboratory

• In the event that the guest, visitor, or tourist does not have a RT-PCR test result upon arrival at the airport, they can undergo RT-PCR testing at their own expense. Thereafter, they shall isolate at their hotel until the results are released.

• Proof of confirmed booking in a hotel or accommodation establishment based in Lapu-Lapu City with a DOT Certificate of Authority to Operate

• Roundtrip ticket

LSI

• Letter of Acceptance issued by Lapu-Lapu City Government

APOR

• Letter of Acceptance issued by the Lapu-Lapu City Government

• Valid ID

• Certificate of employment which shall also state purpose of travel

APOR shall include the following:

• Duly-authorized humanitarian assistance actors

• and with the concurrence of the receiving LGUs

• Uniformed personnel, government officials and employees for official business with corresponding travel authority

• Those transporting medical supplies and laboratory specimens related to COVID-19

• Anyone crossing zones for work permitted in the zone of destination and going back home

• Lawyers in the private practice, upon presentation of their Integrated Bar of the Philippines (IBP) ID

RETURNING OVERSEAS FILIPINOS (ROF), who arrived at the Ninoy Aquino International Airport and returning to their residence in Lapu-Lapu City via Mactan Cebu International Airport Domestic Terminal, shall be authorized to enter upon presentation of the following documents:

a. Letter of Acceptance issued by the Lapu-Lapu City Government or barangay; b. Negative RT-PCR result; c. Bureau of Quarantine Certificate of Completion of Quarantine

The aforementioned requirements shall not apply to ROFs who arrived at Mactan Cebu International Airport – Domestic Terminal and whose residence is outside Lapu-Lapu City. REMINDER: Provide an advance copy of the list of passengers bound for Lapu-Lapu City at [email protected]

CLARK (ANGELES CITY)

• APOR

▪ Only the following persons shall be allowed entry into Angeles City:

o APOR

o Persons traveling on official business, provided that they are able to present

written documentation as proof

▪ Non-APOR individuals coming from outside the Province of Pampanga shall not be

allowed entry into Angeles City

▪ Residents of Angeles City who are working outside the Province of Pampanga are

advised to stay in their place of employment for the duration of the community

quarantine; should they prefer otherwise, they may be allowed to return to Angeles

City, provided that they have tested negative for COVID-19 via RT-PCR testing prior to

their return

C. All those who are allowed to board for Davao-bound flights without RT-PCR testing must observe the following: 1. Non-Davao City passengers may still exit the airport even without the RT-PCR negative test result as long as their LGUs will fetch them and they can present other needed documents 2. For Davao City residents without negative RT-PCR test results to show, HDFs and other necessary documents will be checked.

o To ensure a safe and orderly exit out of the airport, passengers with

Negative RT-PCR test results must be seated away from passengers who do

not have RT-PCR test results

• Option of submitting themselves for quarantine in quarantine facilities provided by the city,

hotel or accommodation establishments or to observe strict home quarantine when the

circumstance allows

• Once obtains a negative RT-PCR test result, they shall be allowed to return to normal activities

APORs

• Will be staying in Iloilo City for less than five (5) days

• Must indicate to Iloilo City Emergency Operations Center (IC-EOC) their temporary place of

issued by the Provincial Government of Antique in addition to the required documents.

collection of the swab within 72 hours from flight. o Repeat Antigen Test on Day 4/5/6 from arrival o Accomplished Affidavit of Undertaking. o Must possess and submit a copy of their company ID and proof of work in Ilocos Norte

(travel order, business order, mission, etc) soon after the time of entry. o Provide complete personal information such as government full name, contact

number, company, company contract name and number and the duration of stay in Ilocos Norte.

- For Passengers for Indispensable Travel (IT) o Must present a negative RT-PCR test (and a corresponding official receipt), with the

be conducted in coordination between and among the health officers of said LGUs.

CATARMAN & CALBAYOG

LSI

• The City Government of Calbayog is now accepting returning LSIs, as long as they comply with

the necessary travel documents, including Certificate of Acceptance/Coordination issued by

LGU-Calbayog effective 24Oct2020.

TAGBILARAN

Effective March 1, 2021 the following shall be the new testing protocols applicable for all

classification of individuals (Returning Residents, OFW, APOR, Tourist)

• (a) Negative RT-PCR Test result

o If conducted prior to departure at the point of origin, test shall be done not later than

72 hours and validity shall be for a period of 3 days from arrival. Should pax to stay

beyond 3 days, they shall undergo repeat testing which can either be RT-PCR Test or

Antigen Test.

o If conducted upon arrival, pax shall be placed under quarantine until release of

negative result. If the RT-PCR test yields a negative result, pax shall be released and the

validity shall be a period of 5 days. Should pax to extend their stay, they shall be

required to undergo testing, either RT-PCR or Antigen Test.

• 14-day quarantine at a government quarantine facility or an accredited private quarantine

facility shall only be implemented for inbound travelers who develop symptoms anytime during

his/her stay in the Province of Bohol and have tested positive for RT-PCR

• For those who availed of a repeat RT-PCR and yielded positive results, they shall be immediately

isolated and quarantined for a period of 10 days at a government quarantine facility or an

accredited private quarantine facility. If they have no symptoms for 3 consecutive days, they

shall be discharged as clinically recovered.

TOURIST:

• Confirmed Hotel Booking – tourist need to have a confirmed booking with an accommodation

establishment (AE) located in the Municipalities of Panglao or Dauis which has a Certificate of

Authority to Operate (CAO) from the Department of Tourism (DOT) or the Ultimate Bohol

Experience (UBE) Seal from the Provincial Government of Bohol.

• Negative RT-PCR Test Result (72 hours validity) and Testing Protocols

o Only tourists who have obtained a negative RT-PCR test result from a DOH accredited

Lab not earlier than seventy-two (72) hours prior to the date of travel, shall be allowed

entry to the Province of Bohol.

o Tourists who have cancelled bookings or last-minute changes in their flight schedules

may also opt to be swabbed upon arrival in Bohol at their own expense. However, they

would need to fill up a signed undertaking stating that they are willing to undergo strict

hotel quarantine until their negative RT-PCR result is released.

o Locals may join the meetings, incentives, conventions, and exhibitions (MICE) and

events (wedding, reunions, anniversaries, birthdays, and similar celebrations),

provided that after the said activity, they will agree to be quarantined for five (5) days

and be swabbed for RT-PCR testing and that they will only be allowed to go home once

a negative results of the said test is released.

• Visit to Tourism Sites – trips outside the AE may only be done thru DOT accredited travel and

tour operators and only to sites which have the UBE Seal by the Provincial Government of

Bohol. List of Tourism Service providers with DOT Accreditation and establishments granted by

UBE Seal are posted at the Bohol Tourism website: tourism.bohol.gov.ph.

• Online Registration – Tourist must register through the Bohol Tourist Registration portal via

tourism.bohol.gov.ph, registered tourists will be sent necessary information and instructions
