Administration Bureau Commander – Elgin Police Department June 2013 - December 2014 Reporting directly to the Chief of Police, responsible for leading 60 officers and civilian personnel in the Traffic Division, Records Department, 911 Communications Center, and the Evidence Division. Responsible for Administrative Adjudication, Technical Information Services Division, SWAT/Crisis Negotiations, Aviation Operations, Press Information and Social Media, city-wide Special Events, and the regional ILEAS mobile field force. Major Accomplishments

Administered Administrative Adjudication for local prosecution to expedite case resolution and offset costs associated with enforcement. $7.5 million has been collected in offender fees since inception in 2012.

Finalized a $10 million public safety system radio communications center with state-wide interoperability which is now transitioning to a multi-agency communications center.

Led integration of air-operations to provide aerial support at no-cost to department.

Developed and implemented protocols for visiting Heads of State. Lieutenant Support Services – Elgin Police Department January - May 2013 Reporting to the Bureau Commander of Administration, responsible for supervising sergeants and civilian managers and handling sensitive internal investigations and officer-involved use of deadly force incidents. Additional duties for developing and implementing policies, preparing manpower and budget requests, and directly supervising all dignitary visits. Major Accomplishments

Developed officer-involved use of deadly force investigation protocol and investigative team.

Improved public information initiatives aimed at community education with media and local radio.

Implemented Sales Force program from the City for Snow Command and inclement weather. Lieutenant Patrol Division – Elgin Police Department March 2012 – December 2012 Reporting to the Bureau Commander of Operations, responsible for supervising sergeants, officers and community service officers on the Afternoon Shift and the Fourth Watch. Worked to increase enforcement of street level crimes while ensuring proper officer training to limit use of force and abuse complaints. Increased officer involvement in all city neighborhood group meetings. Sergeant – Elgin Police Department July 2007 - February 2012 As a sergeant I worked in three different areas of the department: Special Assignments, Gang Crimes, and Patrol Day shift. In Special Assignments I interacted with citizen boards and government councils while reporting directly to the Chief of Police. As the sergeant of Gang Crimes I supervised detectives and officers while working with different federal agencies to address and reduce gang motivated crimes. During this time we utilized civil lawsuits against street gang members as an alternative method to combat their organizations. As a Patrol sergeant I supervised front line officers and dealt with citizen issues and concerns. While on this assignment, I wrote and secured a $250,000 technology grant from a local congressman to fund in-car video cameras for patrol vehicles.

Prior assignments – Elgin Police Department January 1999 – June 2007 Patrol officer from 1999 until June of 2000. I then became a senior detective in the Major Investigations Division from 2000 until 2007 handling all violent crimes, arsons, and large complex investigations as a team supervisor over five investigators. Police Officer - Addison Police Department, Addison, IL October 1989 - December 1998 Perform police officer duties enforcing local, state and federal laws. I completed six years as a patrol officer, one year working an undercover narcotics assignment and two years as a traffic officer. I left Addison to take employment with the Elgin Police Department.

Air-One Emergency Response, Rockford, IL 2007 – Present (part-time duty assignment from Elgin Police Department) Chief Flight Officer for air unit in charge of planning and managing all missions and training operations with Homeland Security, FEMA, ILEAS, and other state and federal agencies. Hampshire Fire Protection District, Hampshire, IL April 2005 – March 2009 (publicly elected office) President of the Board of Directors responsible for hiring of the Fire Chief, setting compensation for officers and employees of the District, establishing yearly budget and levying taxes for the District.
