Executive Director

Oversee, administer and lead the Society Initiated a unique public/private partnership to take over management of a BC Housing complex. Revamped and expanded programs without additional funding. Revamped senior management team, reduced by one-third and now more effective. Addressed over-expenditure with integrated delivery of services and programs and reduced costs. Dramatically raised profile of organization and significantly increased staff morale. Developed an education plan for counselors to increase their skills/knowledge. Implemented a budget system holding Directors accountable for expenditures. Implemented a wage grid for employees to ensure a fair and equitable system. Established positive relationships with stakeholders and government.

The Southeast Regional College, Weyburn, Saskatchewan 2009 – 2012

President & CEO

Oversaw, administered and led the College. Moved the College from a regional/local college towards a provincial focused College. Negotiated and secured Federal and Provincial funding to construct a new Energy Training Institute

campus in Estevan at a cost of over $18 million which was to become a provincial centre of excellence. Revamped the College’s organization to focus on quality education, new Executive Team Developed proposal and direction for the provision of an international education programs Planned for the construction of a new main campus in Weyburn. Launched a $3.5 million capital campaign.

The University of Calgary - Qatar, Doha, Qatar 2007 - 2008

Director of Administration

Worked with the team in a startup mode to open and operate the campus. Oversaw all administrative matters and directed and monitored the annual plan and its rollout. This was a one year contract.

Worked with the Dean and staff to operationalize the University in Doha. Developed the first year business and operational plans and oversaw their implementation. Planned for the construction of a new complex to house the campus.

Cayman Island Health Services Authority, Grand Cayman, Cayman Islands 2006

Chief Executive Officer

Oversaw delivery of all health services, including medical, mental health, ambulance, dental care, and public health. Supervised 9 direct reports with staff of 700. Administered $72 million annual budget.

Tendered for island’s first air ambulance services. Delivered program at 15% less cost than forecasted. Introduced fee-for-service operations to turn around annual $10 million operating deficit. Initiated

financial plan projected to achieve break-even point in 3 years, and generate profits thereafter. Planned to reduce medical costs by $4 million/year by eliminating salaried medical staff and introduced

program that allowed all private physicians to practice at main hospital. Negotiated acquisition of MRI equipment projected to show profits by year 3. Saved $400,000 per year by initiating remote hosting, and upgrading clinical and financial systems. Acquired additional funding by establishing Hospital Foundation and fundraising committee. Streamlined organization and improved efficiency by instituting new organizational structure. Planned tele-health and tele-education for clinical consults, rounds, and training purposes.

Coaldale Health Care Centre, Coaldale, Alberta 2003 - 2005

Chief Executive Officer

Directed all operations. Supervised management team of 14. Administered $5 million budget. Implemented new care model, streamlined operations, and addressed financial deficit, working in

conjunction with Board and Chinook Health Region. Established rehabilitation services to enhance regional rehabilitation needs. Planned and initiated exit strategy for Coaldale Community Hospital Association to migrate operation

of Coaldale Health Centre to Regional Health Authority. Negotiated recovery of $1.5 million equity in facility, and eliminated $800,000 in accumulated debt. Assisted Association Board in finalizing all transactions with Ministry of Heath and local Health

Authority. Advised board on reinvestment tactics to meet needs of local community.

Position ended when we merged the Centre with the Regional Health Authority, and I laid myself off.

Sun Country Child & Family Services Authority, Lethbridge, Alberta 2000 - 2003

Managed partnerships and contracts with community-based partners such as schools, health authorities, support services, and local governments. Supervised senior management team and 240 employees. Administered $37 million budget. Served as Director of Child Welfare. Oversaw all services.

Obtained increased funding for children’s services. Evaluated best practices of programs. Implemented pilot project to evaluate new treatment modalities for fetal alcohol syndrome/effect

children, and led development of program’s best practices. Re-organized foster care, including training and recruitment of foster parents, funding, and placement. Restructured management team and delivered improved focus on aboriginal services, early intervention,

quality assurance, and community collaboration. Saved $2 million in foster care and staffing costs. Introduced Post Private Guardianship Support

Program later enshrined in legislation and adopted province-wide. Worked with local police department to incorporate child welfare workers into police family violence

unit, creating only program of its kind in province. Developed effective PR plan focusing on newspapers, media releases, and community relations. Appointed to Premier’s Award of Excellence Leadership Team.

Position ended when the Province merged Children’s Authorities across the Province, an approach I strongly supported.

Regional Municipality of Durham, Social Services Dept., Oshawa, Ontario 1992 - 2000

Director, Business Affairs & Financial Management

Administered $300 million budget. Budgetary responsibility for professional and support staff of 1,100. Managed Finance, IT, Administrative, Facilities, Childcare Division, and strategic planning.

Saved $1 million (10%) by implementing standardized guidelines for administration of support services. Lowered operational costs 20% by assisting in redefining scope and operational requirements for

several key services, including JobsOntario, Ontario Works, and Hostel Services. Redesigned emergency response plan. Facilitated key provincial/federal emergency measures exercise. Saved $250,000 by introduced alternative delivery model for long term care division’s laundry service. Created strategic business plan to market family counseling services as EAP program. Replaced lost

subsidies by successful introducing fee-for-services program. Reduced costs by streamlining child care staff 12%. Negotiated purchase of, and led development and

implementation of, Children Services Management Information Software Program. Formulated strategy to address Provincial Social Contract Act. Redesigned planning, managed

manpower and program. Completed implementation with zero salary reductions or layoffs.

Windsor Western Hospital Centre, Windsor, Ontario 1989 - 1992

Executive Vice President

Responsibility for all para-professional and support services with more than a dozen direct reports. Reduced operating expenditures by over $500,000 and increased revenues $300,000 through

streamlining of practices, procedures and staffing.

Organized and implemented new revenue-generating rehabilitation services associated with the Workers' Compensation Board.

Implemented a pre-admission and pre-aesthetic clinic which streamlined the delivery of day surgical services

The Nova Scotia Hospital, Dartmouth, Nova Scotia 1986 - 1989

Chief Executive Officer

Led a team of approximately 1,000 staff with an operating budget in excess of $47 million (1989). Included responsibility for the operation of a Central Laundry and a Central Drug Distribution Service for other hospitals and nursing homes in the Province.

Initiated a hospital-wide organizational renewal process, leading to the formation of a Senior Management Team, a Hospital Management Team, management philosophies, and a participatory management approach

Instituted a proactive planning focus to decision making, including the development of a role study and master plan

Developed the framework for a Hospital Foundation, including by-laws, and secretariate structure Negotiated with the Province the development of plans and the design of a new 100-bed extended

care/rehabilitation facility.

The Hospital for Sick Children, Toronto, Ontario 1980-1986

Vice President, 1980 - 1986

During my tenure, oversaw the operation of all departments except for Surgical programs. Redesigned a hospital-wide program review and evaluation process for all programs and services Improved the operating efficiency of a multitude of departments with annual savings between 5-10%,

achieving a surplus of over $1.3 million in 1985-86. Implemented a unified/centralized Material Management program with a computer-based inventory

control and quota system which achieved significant annual savings.

Coordinator of Long Range Planning, 1980 -1981

Wrote the Hospital's "Long-Range Plan for the 80's" which served as the foundation for Master and Functional Plans. This led to a $250 million building/redevelopment program.
