2015-Present Commonwealth of Virginia, Department of Behavioral Health & Developmental Services
DOJ Settlement Project Manager
Responsibilities include coordinating plan development, performance and progress reporting across all
change categories defined by the 2012 Settlement Agreement between the United States of America,
Department of Justice and the Commonwealth of Virginia, regarding the provision of services to
individuals with intellectual and developmental disabilities. The Agreement, resulting from an extensive
two year federal investigation from 2008 - 2010, is intended to ensure the Commonwealth's full
compliance with Title II of the Americans with Disabilities Act (ADA), 42 U.S.C. #12101, as interpreted by
Olmstead v. L.C., 527 U.S. 581 (1999). Full compliance calls for individuals with intellectual and
developmental disabilities to have their needs met in the most integrated setting possible, typically
achieved through an appropriately broad, state-wide array of community-based services (as opposed to
large institutions). This project requires extensive coordination, collaboration and communication at
the federal, state and local levels.

Responsibilities include consulting and advising at both the strategic and operational levels regarding
and full range of business, planning, performance, technology and organizational issues (please see core
competencies in profile summary above). Previous clients include the Virginia Department of Veterans
Services, Virginia Workers' Compensation Commission, Virginia Department of Rehabilitative Services
and Anthem, Inc. (previously WellPoint). Perform services as primary and sub-contractor. Currently

2013-2014 State of New York, Governor’s Executive Chamber
Director of Performance Management
Responsibilities included leading the Governor's strategic program to develop and implement a
statewide performance management discipline (referred to as NYPerforms). This program focused on the creation of outcome-based goals/metrics for approximately 40 major agencies, the
operational/technological improvements needed to achieve those outcomes, and the development of
relevant and clear information for the tax paying public. Frequent collaboration and planning occurred
with leaders and staff at every level of state government. Best practices from other states (e.g. Virginia,
Washington and Maryland) were also researched, adjusted and incorporated (where appropriate) into
the methodology and product to create the most optimal approach for New York State.
2007-2013 KPMG, LLP
Director Public Sector, Technology Enabled Transformation
Responsibilities included developing proposals and providing hands-on service/product delivery in the
following disciplines: strategic planning, performance management, project management, operational
improvement, technology planning, procurement, contract review/enhancement and
organization/governance design. A partial list of clients includes the Commonwealths of Virginia and
Pennsylvania, Overseas Private Investment Corporation, U.S. Navy, Inter-American Development Bank,
Ohio Public Employees Retirement System, Cardinal Health, Georgia Technology Authority and the New
York State Department of Homes & Community Renewal (Office of Rent Administration and the Tenant
Protection Unit).
2005-2007 Commonwealth of Virginia, Office of Governors Warner and Kaine
Senior Advisor to Governor and Chief of Staff; Deputy Secretary of Technology (Governor's
appointment), Enterprise Applications Program Director (Governor's appointment)
Responsibilities included improving state government performance and service delivery by organizing
and leading cross-agency enterprise teams, implementing cost-effective technology solutions, pursuing
continuous operational improvements and focusing on strategic outcomes. Key to this was having
strong business and political relationships and the skills to unite different organizational cultures within
any given state-wide initiative. Organized and supervised the startup of the Virginia Enterprise
Applications Program (VEAP) under Governors Warner and Kaine which led to the implementation of
the state-wide Performance Based Budget system -- a critical component of “Virginia Performs” and a
major factor in Virginia’s award for Best Managed State (Pew Center on the States). Led the
procurement for (and negotiated) the Commonwealth’s first ever Public-Private Partnership (PPP)
multiyear contract for enterprise applications services. Led the first ever Executive Branch compliance
analysis for IT accessibility of all agency systems (Section 508 of the Rehabilitation Act of 1973).
1999-2005 Commonwealth of Virginia, Virginia Retirement System
Chief Information & Technology Officer
Responsibilities included delivering all technology services (infrastructure, voice, applications, desktop,
network, database administration, security, procurement/contracting) to agency divisions and
approximately 500,000 retirement system members and 1000 employers. Responsible for
organizational design, hiring and termination decisions. Redesigned the technology service delivery
model and IT department for greater flexibility and responsiveness to business needs. Built strong
relationships with Board members by focusing on their key requirements and delivering expected value
on time and on budget.
1998-1999 Commonwealth of Virginia, Virginia Department of Taxation
Senior IT Manager
Responsibilities included delivering all infrastructure technology services (voice, desktop, network,
database administration, applications, security, procurement/contracting) to agency divisions and tax
paying citizens and businesses throughout the Commonwealth. Responsible for organizational design,
hiring and termination decisions. Redesigned Change Management policies and procedures to improve
system up-time and service availability.
1988-1998 Federal Reserve Bank of Richmond (5th District)
Information Systems Officer
Responsibilities included delivering all technology services (infrastructure, voice, applications, desktop,
security, network, database administration, procurement/contracting) for district-wide operations and
critical member-bank payment systems. Responsible for organizational design, hiring and termination
decisions. Managed and led the full consolidation of all 5th District mainframe systems (1st of 12
districts to successfully complete). Co-developed two major software automation products with IBM
that were used in all Federal Reserve districts and subsequently sold by IBM to private companies.
1986-1988 James River Corporation
Senior Systems Programmer
Integrated disparate internal and external corporate networks and applications to support rapid
business mergers and increase paper product market share. This was an extremely technical position
that focused on communications architectures, operating systems, network monitoring/error correction
functionality and overall system performance.

Communications Consultant

wholesale aluminum product transactions. This was an extremely technical position that focused a
great deal on communications architectures and developing new systems.
