About this Study
Funded by bed tax revenues, the Cultural Tourism Development Fund provides two separate grant
programs: Category B (grants to organizations with an annual operating budget of more than $1.175M),
and Category C–II (grants to organizations with an annual operating budget of $200,000 to $1.175M).1
These grants support the tourist development efforts of these cultural institutions. The Cultural Tourism
Development Fund awarded a total of $4,045,000 to Palm Beach County’s cultural organizations during
FY 2017: Category B organizations were awarded a total of $3,600,000, and Category C-II organizations
were awarded a total of $445,000.
Administered through the Cultural Council under contract with the Tourist Development Council and
Board of County Commissioners, this biennial grant program requires Category B organizations and
Category C–II organizations to collect standardized spending and marketing data from the grantees’
visitors and audiences over the duration of the grant period through the use of an audience-intercept
survey. 2 During FY 2017, a total of 34 organizations participated in this research study: 20 Category B
grantee organizations, and 14 Category C–II grantee organizations. Together they collected a total of
15,880 surveys from visitors and audiences to their performances, events, and exhibits during the FY
2017 grant period. The intents of this research study are to report the survey findings, to inform future
tourist marketing efforts, and to evaluate the economic impact and return-on-investment of the Fund
relative to its mission of enhancing Palm Beach County as a cultural destination.
This research project is a joint effort between Surale Phillips, President, Decision Support Partners, Inc.
and Americans for the Arts. The survey was designed with input from the Cultural Council and its
grantee organizations, and so that it aligns with the rigorous methodology employed by Americans for
the Arts in other local and national economic impact efforts. The participating organizations were
provided with technical assistance from the consultant through the grant period.
Methodology The survey contained a standardized set of questions that were administered by staff, volunteers and/or
paid contractors to destination and event visitors through paper and tablet audience-intercept surveys,
and online surveys at fixed stations. As possible, visitors were selected randomly per the instructions
provided through technical assistance.
Survey quotas were set for each grantee based on its anticipated total attendance as well as the number
of opportunities for surveying (e.g. number of performances in a season). Each Category B grantee was
issued a survey quota of 600, except for three Category B grantee quotas that were set at only 400 due
to limited surveying opportunities. These Category B quotas were calculated using parameters intended
to produce results within a margin of error of four percent at a 95 percent confidence level. Each
Category C–II grantee was issued a survey quota of 100 due to the need for reasonable data collection
requirements for smaller organizations (some C–II grantees exceeded their quota significantly).
1 Additional factors beyond operating budget determine eligibility for each program. 2 During FY 2015, only Category B organizations were required to collect intercept surveys; category C–II organizations were added to the
research process for the first time beginning in FY 2017.
Economic Impact of Cultural Tourism in Palm Beach County (FY 2017) Page 2 of 35 Countywide Aggregate Report (includes both Categories B and C–II grantees)
Audience-intercept surveying, a common and accepted research method, was conducted by all grantees
to measure event-related spending by out-of-county visitors, full-time county residents, and part-time
county residents. Visitors were asked to complete a survey while attending an event or making a visit to
a destination venue. In total, 15,880 valid3 surveys were collected. Survey respondents provided
itemized expenditure data on event-related activities such as meals, souvenirs, transportation, and
lodging. Out-of-county visitors also provided expenditure data related to their trip to Palm Beach County
as well as the primary reason for their trip. Demographic and marketing data were also collected from
most respondents. 4
Data were collected between October 1, 2016 and September 30, 2017 (to guard against seasonal
spikes) at a broad range of paid and free events (a night at a performance will typically yield more
spending then a weekend free art exhibit, for example). The survey respondents provided information
about the entire party with whom they were attending the event. With an overall average travel party
size of 3.13 people, these data from the 15,880 valid surveys represent the spending patterns of nearly
50,000 attendees, significantly increasing the reliability of the data.
A Note about the Economic Impact Analysis Used in This Study To derive the most reliable economic impact data, input-output analysis is used to measure the impact
of audience expenditures. This is a highly regarded type of economic analysis that has been the basis for
two Nobel Prizes. The models are systems of mathematical equations that combine statistical methods
and economic theory in an area of study called econometrics. They trace how many times a dollar is re-
spent within the local economy before it leaks out, and it quantifies the economic impact of each round
of spending. This form of economic analysis is well suited for this study because it can be customized
specifically to Palm Beach County. To complete the analysis for Palm Beach County, project economists
customized an input-output model based on the local dollar flow between 533 finely detailed industries
within the economy of Palm Beach County. This was accomplished by using detailed data on
employment, incomes, and government revenues provided by the U.S. Department of Commerce
(County Business Patterns, the Regional Economic Information System, and the Survey of State and
Local Finance), state and local tax data (sales taxes, property taxes, corporate income taxes, gas taxes,
and lodging taxes and other miscellaneous local option taxes), as well as the survey data from the
responding nonprofit arts and culture organizations and their audiences.
How can a dollar be re-spent? Consider the following example:
A husband and wife attend a performance at a local theatre (one of the Fund’s
grantees). As part of their experience they pay $125 for a meal at a nearby restaurant
before the show. The restaurant then uses a portion of the $125 to pay the server; the
server then re-spends some of the money at the grocery store; the grocery store uses
some of the money to pay its cashier; the cashier spends some on rent; and so on.
Thus, in this example, the initial cultural expenditure was followed by at least four additional rounds of
local spending (by the restaurant, the server, the grocery store, and the cashier). Eventually, the $125
dollars will “leak out” of the local economy entirely (i.e., be spent outside Palm Beach County) and cease
3 Surveys were deemed invalid by the researchers if they did not include completed responses to key questions used to establish residency. In
addition, extreme outlier surveys were identified and removed. 4 Demographic and marketing questions were included on all surveys. Demographic questions were presented as optional.
Economic Impact of Cultural Tourism in Palm Beach County (FY 2017) Page 3 of 35 Countywide Aggregate Report (includes both Categories B and C–II grantees)
to have a local economic impact. In this example, if the couple purchased their meal from a non-local
restaurant there would be no local economic impact. Since the restaurant is in Palm Beach County,
however, the dollars remain within the local economy.
The economic impact of the couple's initial $125 expenditure is the direct economic impact. The
economic impacts of all subsequent rounds of local spending are the indirect and induced impacts. The
total impact is the sum of the direct impact plus all indirect and induced impacts. This report provides
the total impact. A dollar “ripples” very differently through each community, which is why a customized
input-output model was created for Palm Beach County.
Survey Sample Based on the study’s sample of 15,880 valid surveys, researchers estimate that 66.1% of the 3,825,224
total aggregate attendees reported by the grantees were residents of Palm Beach County, and the
remaining 33.9% were non-residents.5
▪ Among the resident attendees, 81.5% reported that they were full-time residents and 18.5%
were part-time residents.
▪ Among the non-resident attendees, 49.3% may be described as primary cultural tourists and
50.7% may be described as secondary cultural tourists.6
5 For the purposes of this study, residents are attendees whose primary residence is in Palm Beach County (including both full-time and part-
time residents); non-residents reside outside the County. 6 A primary cultural tourist is any survey respondent who reported any of the following: that the primary reason for their visit to Palm Beach
County was specifically to attend the event where they completed the survey; or that the primary reason for their visit to Palm Beach County was specifically to experience Palm Beach arts/culture; and/or the primary reason for their visit was something else, but that Palm Beach County’s arts and cultural opportunities were a “significant” factor in the decision to make their trip. All remaining non-residents are considered a secondary cultural tourist, including those who reported that Palm Beach County’s arts and cultural opportunities were a “contributing” factor or “not at all” a factor in the decision to make their trip (i.e., all survey respondents were at least a secondary cultural tourist since they were surveyed while attending a cultural event). Non-culture related spending by secondary cultural tourists was excluded from this analysis since those dollars may not be directly attributable to Palm Beach County’s cultural industry.

Executive Summary of the Economic Impact Findings
This analysis demonstrates a strong return on investment for the Cultural Tourism Development Fund
and provides compelling evidence that the grantee organizations and their attendees contribute
significantly to the economic vitality of Palm Beach County. Aggregate culture-related spending by the
Cultural Tourism Development Fund’s grantee organizations and their attendees totaled an estimated
$584 million in Palm Beach County during FY 2017.8
▪ Total culture-related spending by attendees totaled an estimated $472.8 million.
o Event-related spending by attendees who are residents of Palm Beach County
accounted for $180.6 million.
o Event-related spending by attendees who are non-residents of Palm Beach County
accounted for $154.9 million.
o In addition to the event-related spending described above, primary cultural tourists
spent an additional $137.3 million during their visits to Palm Beach County.
▪ The 34 grantee organizations themselves accounted for the remaining $111.2 million.
This $584 million in total culture-related spending by the Cultural Tourism Development Fund’s grantees
and their audiences supported an estimated 13,204 full-time equivalent jobs within Palm Beach County,
generated an estimated $270.7 million in household income for the County’s residents, and generated
an estimated $25 million in local government revenues as well as $29.1 million in state government
revenues.
Primary cultural tourists who stayed in paid lodging reported that their travel party stayed an average of
6.70 nights in paid lodging during their visit to Palm Beach County, used an average of 1.29 rooms per
night, and paid an average nightly rate of $202.56. They occupied a total of 268,293 room nights during FY
2017 and generated an estimated $58,855,681 in revenue for the County’s paid lodging establishments.
Finally, respondents were asked, “If this performance, event, or activity were not available, would you
have traveled to someplace other than Palm Beach County to attend a similar cultural experience?”
▪ 38.5% of resident attendees reported that they would have left Palm Beach County to attend a
similar cultural experience.
▪ 44.9% of non-resident attendees reported that they would have chosen a different travel
destination to attend a similar cultural experience.
▪ Researchers estimate that this would have resulted in a loss of approximately $204.5 million in
direct economic activity generated within Palm Beach County by attendees of the Cultural
Tourism Development Fund’s grantees. Those dollars would have been spent somewhere else
instead, and they would have had no impact on Palm Beach County’s local economy.
8 The spending and economic impact data for each of the 20 individual Category B grantees were calculated separately using the sample of
surveys collected by each organization. In addition, the spending and economic impact data for the four Category C–II grantees that collected a sample of at least 400 valid audience surveys were calculated separately using the sample of surveys collected by each organization. Then, due to their smaller sample sizes, the spending and economic impact data for each of the 10 remaining Category C–II grantees were calculated using the category averages for all 14 Category C–II grantees. Finally, the results for all 34 grantee organizations were summed to calculate the total findings for the Cultural Tourism Development Fund grant program. As a result of this most specific and accurate methodology, the countywide averages multiplied by the countywide totals likely will not equal the reported totals.

Detailed Findings—All Attendees
Total Estimated Attendance The 34 Cultural Tourism Development Fund grantees reported a combined aggregate attendance of
3,825,224 during FY 2017. This figure does not identify “unique attendees;” rather, it can include
attendees who visited more than one of the grantee organizations during the year. 9
▪ Residents of Palm Beach County represented an estimated 2,529,517 attendees (66.1% of the
total aggregate attendance).
o Full-time residents represented an estimated 2,061,747 attendees (81.5% of resident
attendees; 53.9% of total attendees).
o Part-time residents represented an estimated 467,770 attendees (18.5% of resident
attendees; 12.2% of total attendees).
▪ Non-residents of Palm Beach County represented an estimated 1,295,707 attendees (33.9% of
the total aggregate attendance).
o Primary cultural tourists represented an estimated 639,375 attendees (49.3% of non-
resident attendees; 16.7% of total attendees).
o Secondary cultural tourists represented an estimated 656,332 attendees (50.7% of non-
resident attendees; 17.2% of total attendees).
First-Time Visitors Most non-resident attendees were first-time visitors to the Cultural Tourism Development Fund
grantee organization where they were surveyed. It is not surprising, however, that this percentage
varied widely between residents and non-residents of Palm Beach County.
▪ 38.8% of all attendees reported that when they completed the audience survey, they were
visiting that grantee organization for the very first time.
o Non-residents of Palm Beach County were much more likely to be first-time visitors
(58.9%) than were residents (28.7%).
o Secondary cultural tourists were much more likely to be first-time visitors to the
organization where they were surveyed (68.4%) than were primary cultural tourists
(51.1%).
Size of Immediate Travel Party Residents attended cultural organizations in slightly larger travel parties than non-residents. The
survey asked for the size of each respondent’s immediate travel party (i.e., not the size of an entire tour
group). For all attendees, the average travel party size was 3.13 people (2.71 adults and 0.42 children
younger than 18 years of age). The average travel party size was modestly higher for residents (3.03
people) than for non-residents (3.18 people).
9 To account for the possibility that attendees may have visited multiple grantee organizations, and to avoid “double-counting” of cultural
spending, researchers estimated a unique attendance figure for use in economic impact calculations.
Economic Impact of Cultural Tourism in Palm Beach County (FY 2017) Page 8 of 35 Countywide Aggregate Report (includes both Categories B and C–II grantees)
Information Sources for Cultural Attendees Word of mouth (excluding online social media) was the most frequently cited source of information
about arts and cultural opportunities in Palm Beach County for all attendees (34.5%), regardless of
residency status. “Other” sources—including write-in answers such as “from friend,” “billboard,” and
“saw it while driving”—was the next most popular source of information (21.1%), followed by internet
searches (19.7%), newspapers (16.2%), television (16.2%), brochures (13.8%), and social media (13.2%).
▪ Palm Beach County residents (including both full-time and part-time) utilized newspapers to
learn about arts and cultural opportunities in Palm Beach County at higher rates than non-
resident attendees (19.2% and 10.3%, respectively).
▪ Internet searches were more popular among non-resident attendees (25.1%) than they were
among residents (17.0%).
Visitor Satisfaction All categories of attendee were very satisfied with their experiences attending the performances,
events, and exhibits hosted by the Cultural Tourism Development Fund’s grantees. Survey
respondents were asked to rate their satisfaction with the cultural experience on a scale of one through
five where 1 meant “not at all satisfied” and 5 meant “extremely satisfied.” Overall, respondents gave a
very high average rating of 4.7 out of five. This rating was consistent among residents and non-residents.
Visitor Demographics The typical survey respondent was female, white/Caucasian, middle aged or older, and reported a
household income of $100,000 or more. There were no significant differences among residents and
non-residents.
▪ The survey sample included 65.6% female respondents and 33.4% male respondents. A very
modest number of respondents reported nonconforming gender.
▪ Most of the survey respondents reported their race/ethnicity as white/Caucasian (80.6%), of
Hispanic/Latino origin (9.2%), or black or African American (6.0%). Other race/ethnicity
categories selected included Asian, Hawaiian or Pacific Islander, and multi-racial/multi-ethnic.
(Respondents could choose multiple categories, if applicable.)
▪ Adults over the age of 65 made up 38.6% of the sample, followed by adults age 45-64 (31.5%).
Respondents younger than the age of 45 accounted for the remainder of the survey sample
(29.9%).
▪ Nearly half of the survey respondents reported that their household income totaled $100,000 or
more (42.8%). The rest reported total household income of between $60,000 and $99,999
(29.8%), or total household income less than $60,000 (27.4%).

Detailed Findings—Non-Resident Attendees Only
Frequency of Visits to Palm Beach County Non-resident cultural attendees are frequent visitors to Palm Beach County. More than half of non-
resident attendees (57.7%) indicated they had visited Palm Beach County three or more times in the
past five years, while 17.6% had visited one or two times previously. One non-resident attendee in four
(24.7%) was a first-time visitor to Palm Beach County.
▪ Primary cultural tourists were more likely to have visited the County three or more times
(65.4%) than were secondary cultural tourists (48.7%).
▪ Secondary cultural tourists were more likely to be visiting the County for the first time (30.9%)
than were primary cultural tourists (19.4%).
Primary Reason for Visitor Trip Most non-residents surveyed while attending a performance, event, or exhibit at the Cultural Tourism
Development Fund’s grantee organizations reported that they were visiting Palm Beach County
specifically to experience the County’s arts and cultural opportunities. In fact, nearly one half of the
non-resident attendees indicated that the primary reason for their trip to Palm Beach County was either
specifically to attend the event at which they were surveyed (39.9%), or specifically to experience Palm
Beach County arts and culture in general (4.1%). Other popular reasons for visiting the County included
vacation (25.2%) and to visit family or friends (19.5%).
▪ Primary cultural tourists, by definition, were very likely to report that their reason for visiting
Palm Beach County was either specifically to attend the event at which they were surveyed
(75.5%), or specifically to experience Palm Beach County arts and culture in general (7.7%). (The
remaining primary cultural tourists, by definition, reported that Palm Beach County’s cultural
activities were a “significant” factor in their decision to visit.)
▪ By definition, secondary cultural tourists did not visit Palm Beach County specifically to
experience the County’s arts and cultural activities. Therefore, secondary cultural tourists were
much more likely to report that they were visiting Palm Beach County on vacation (44.4%) or to
visit family/friends (35.9%). Other reasons provided include business trips, conferences, and for
other miscellaneous purposes.
Availability of Cultural Opportunities Availability of arts and cultural opportunities is of major importance to Palm Beach County visitors.
The clear majority of non-resident attendees considered Palm Beach County’s arts and cultural
opportunities when deciding to make their trip. Among non-resident attendees, 33.6% indicated that
Palm Beach County’s arts and cultural opportunities were a “significant” factor in their decision to make
their trip, and an additional 31.8% indicated that arts and culture were a “contributing” factor to that
decision. Only one third of the responding non-resident attendees reported that the County’s arts and
cultural opportunities were “not at all” a factor in their decision to visit the County (34.6%).
Economic Impact of Cultural Tourism in Palm Beach County (FY 2017) Page 10 of 35 Countywide Aggregate Report (includes both Categories B and C–II grantees)
▪ Primary cultural tourists, by definition, were very likely to report that Palm Beach County’s arts
and cultural opportunities were a “significant” factor in their decision to make the trip (63.7%).
(The remaining primary cultural tourists, by definition, reported that their reason for visiting
Palm Beach County was either specifically to attend the event at which they were surveyed, or
specifically to experience Palm Beach County arts and culture in general.)
▪ By definition, secondary cultural tourists reported that arts and cultural opportunities were a
“contributing” factor (44.7%) or “not at all” a factor (55.3%) in their decision to make the trip.
Marketing and Decision Making Marketing information is critical to supporting cultural attendance by non-residents both before they
travel to Palm Beach County and after they arrive. Almost two thirds (62.0%) of non-resident attendees
indicated that they made their decision to attend the cultural event or destination where they were
surveyed before arriving in Palm Beach County. These advance-planning attendees spent more per
person as a result of attending the event than did the non-residents who made the decision to visit the
cultural organization after arriving in the County.
▪ Non-resident attendees who decided to attend the event before they arrived in Palm Beach
County spent an average of $197.86 per person directly as a result of attending the event,
compared with the average of $112.22 for those who decided to attend the event after arriving
in Palm Beach County.
▪ It is not surprising that primary cultural tourists were more than twice as likely to make the
decision before they traveled (84.8%) than were secondary cultural tourists (35.5%).
Transportation Cars and planes are the primary modes of transportation for non-resident attendees. Nearly three
quarters of non-resident attendees traveled to Palm Beach County by car (71.9%), followed by plane
(31.5%). Primary cultural tourists were more likely to travel by car (85.2%) than were secondary cultural
tourists (56.5%), a substantial number of whom indicated they traveled to Palm Beach County by plane
(50.1%). Other modes of transportation such as bus, boat, and train were reported infrequently.
(Respondents could choose multiple categories, if applicable, so responses may add to more than 100
percent.)
Other/Additional Palm Beach County Activities In addition to Palm Beach County’s arts and cultural opportunities, non-resident attendees participate
in other local activities and enjoy other amenities. Non-resident attendees reported that they visited
an average of 1.09 additional arts or cultural organizations during their visit to Palm Beach County (i.e.,
they visited this many more cultural organizations beyond the one where they completed the survey).
▪ Secondary cultural tourists visit a higher number of additional arts and cultural organizations
(1.47) than did primary cultural tourists (0.76), suggesting that tourists who did not come to
Palm Beach County specifically for arts and culture are enjoying multiple cultural experiences
during their visit, and with more variety, than primary cultural tourists who visit with more of a
singular purpose. (It’s important to note that respondents may have included in their response

visits to arts organizations that did not receive a grant from the Cultural Tourism Development
Fund for FY 2017.)
▪ In addition, non-resident survey respondents reported that they participated in other non-arts
activities during their visit to Palm Beach County at high rates including nature/outdoor
activities (64.9%), fine dining (64.7%), shopping (59.0%), and sports/recreational activities
(29.0%).
Future Visitation Visitors to Palm Beach County’s Cultural Tourism Development Fund grantee organizations plan to
return to Palm Beach County. The vast majority (87.0%) of non-resident attendees reported that they
anticipate visiting again in the future. Primary cultural tourists are slightly more inclined to return to
Palm Beach County (90.0%) than are secondary cultural tourists (83.6%).
Detailed Findings—Economic Impact of Cultural Tourism
The following results compute both event-related spending and overall culture-related spending based
on total attendance at the Cultural Tourism Development Fund’s grantee organizations in Palm Beach
County during FY 2017.
Estimated spending figures are calculated through common statistical methods utilizing reported
attendance figures combined with analysis of the audience survey data. To account for the possibility
that attendees may have visited multiple grantee organizations, and to avoid “double-counting” of
cultural spending, researchers estimated a unique attendance figure for use in economic impact
calculations. To do so, researchers divided the total reported attendance for each organization by the
average number of cultural organizations that its visitors reported attending during their stay in the
County (including the organization where they were surveyed). The result is an estimate of the “unique
attendance” to cultural events, which reduces the effect of double-counting. This calculation was
completed separately for those visitors who did not stay overnight in Palm Beach County
(“Daytrippers”), and for those that did spend at least one night in the County during their trip
(“Overnighters”). This calculation should be considered conservative, since some of the cultural
organizations that respondents included in their count of events may have been organizations that did
not receive a grant from the Cultural Tourism Development Fund during FY 2017.
Average per Person Event-Related Spending Arts and cultural organizations, such as the Cultural Tourism Development Fund’s grantees, leverage a
significant amount of event-related spending by their audiences. For example, when patrons attend a
cultural event, they may pay to park their car, purchase dinner at a restaurant, shop in nearby stores,
eat dessert after the show, and pay a babysitter upon their return home. Attendees from out of town
often spend the night in a hotel. This spending generates related commerce for local businesses such as
restaurants, parking garages, retail stores, and hotels. Local businesses that cater to arts and culture
audiences reap the rewards of this economic activity.
Economic Impact of Cultural Tourism in Palm Beach County (FY 2017) Page 12 of 35 Countywide Aggregate Report (includes both Categories B and C–II grantees)
Non-resident attendees to the Cultural Tourism Development Fund’s grantees spent more than twice
as much per person, per event as did resident attendees on purchases such as admissions, meals,
retail shopping and souvenirs, local transportation, and lodging. These purchases were made
specifically as a result of their visit to the grantee organization. Overall, average event-related
spending per cultural attendee was $102.69, including the cost of admission (if applicable).
▪ Non-residents spent an average of $155.19 per person, per event as a result of visiting a
grantee organization, compared with $76.14 spent per person by residents.
▪ Not surprisingly, non-resident attendees who spent at least one night in paid lodging during
their visit spent the most. Non-residents who stayed overnight in paid lodging spent an average
of $424.37 per person as a result of attending the cultural event, while non-residents who did
not stay overnight in paid lodging spent an average of $88.97 per person.
Total Estimated Event-Related Spending In aggregate, attendees of the Cultural Tourism Development Fund’s grantee organizations generated
an estimated $335.5 million in total spending specifically as a result of their visit to the cultural
organizations where they were surveyed.
▪ Event-related spending by resident attendees totaled an estimated $180.6 million during FY 2017.
o Resident event-related spending included $128.4 million spent by full-time residents
and $52.2 million spent by part-time residents.
▪ Non-resident attendees generated an estimated $154.9 million in event-related spending in FY 2017.
o Non-resident event-related spending included $83.8 million spent by primary cultural
tourists and $71.1 million spent by secondary cultural tourists.
Total Economic Activity Generated by Fund’s Grantees and Their Attendees Overall, Palm Beach County’s Cultural Tourism Development Fund grantee organizations and their
attendees spent an estimated $584 million in total culture-related dollars during FY 2017. These
dollars include:
▪ $335.5 million in event-related purchases made by attendees specifically as a result of attending
a cultural event (by both residents and non-residents combined).
▪ $137.3 million in additional non-event-related dollars spent by primary cultural tourists during
their entire stay in Palm Beach County. These dollars include all additional non-event-related
and non-arts-related expenditures made in the County by primary cultural tourists. Because
these dollars were spent by primary cultural tourists who reported that they chose Palm Beach
County as their destination specifically because of the County’s arts and cultural opportunities,
researchers assume that these dollars are directly attributable to the County’s cultural industry.
▪ $111.2 million in operating expenditures made by the 34 Cultural Tourism Development Fund
grantee organizations themselves. Researchers calculated this figure by aggregating the
operating expenditures of the 34 organizations, and then subtracting the total revenue from
admissions that was received by each organization (based the budget data that was self-
reported by the organizations on their FY 2017 grant applications). The admissions dollars were
subtracted to avoid double-counting those dollars, since admissions expenditures were also
collected on the audience surveys.

Total Economic Impacts of the Fund’s Grantees and Their Attendees The $584 million in overall culture-related spending by the Cultural Tourism Development Fund’s
grantee organizations and their attendees supported an estimated total of 13,204 full-time equivalent
jobs in Palm Beach County, and generated an estimated $270.7 million in resident household income,
$25 million in local government revenues (e.g., local retail taxes, property taxes, local lodging taxes, and
other city and county levied taxes and fees) and $29.1 million in state government revenues (e.g., state
retail tax, corporate tax, state lodging taxes, and other state levied taxes and fees). These total impacts
are the sum of direct impacts plus all indirect and induced impacts.

TOTAL ECONOMIC ACTIVITY GENERATED BY GRANTEES AND ATTENDEES $516,752,240 $67,296,391 $584,048,631
▪ PRIMARY cultural travel parties who visited the Cultural Tourism Development Fund’s grantee
organizations spent a total of $221.1 million in Palm Beach County during FY 2017.
- Primary cultural tourists spent an estimated total of $83.8 million in Palm Beach County
as a direct result of attending the cultural event where they were surveyed, and they
spent an estimated additional $137.3 million on all other purchases during their entire
stay in Palm Beach County.
- Primary cultural tourist travel parties who did not spend any overnights in Palm Beach
County during the trip (i.e., “Daytrippers”) spent an average of $374.93 in the County on
all purchases that day.
- Primary cultural tourist travel parties who spent at least one overnight in Palm Beach
County during the trip (i.e., “Overnighters”) spent an average of $3,196.89 in the County
on all purchases during their entire trip.
- The total culture-attributable spending by primary cultural tourists represents economic
impact in its truest sense. Primary cultural tourists are non-resident attendees who
reported that their primary reason for their visit to Palm Beach County was “specifically
to attend the event” where they completed the survey, or “specifically to experience
Palm Beach arts/culture,” or who reported that the primary reason for their visit was
something else, but who also reported that Palm Beach County’s arts and cultural
opportunities were a “significant” factor in the decision to make their trip. Therefore,
researchers can correlate that the dollars spent by primary cultural tourists were spent
in Palm Beach County primarily because of the presence of the County’s robust arts
and cultural opportunities. In other words, if not for the attraction of the County’s
cultural industry, those dollars would not have been spent in Palm Beach County.
Economic Impact of Cultural Tourism in Palm Beach County (FY 2017) Page 14 of 35 Countywide Aggregate Report (includes both Categories B and C–II grantees)
Attracting New Dollars and Retaining Local Dollars Palm Beach County’s cultural industry both retains local dollars and attracts new dollars. Two in five
survey respondents (40.7%) indicated that they would have traveled to somewhere other than Palm
Beach County in order to attend a similar cultural experience (had the activity where they were
surveyed not been available). One quarter of respondents (24.3%) indicated that they would have
replaced the event with another cultural experience in Palm Beach County, and 35.1% reported that
they would have skipped the cultural experience altogether.
▪ 38.5% of resident attendees reported that they would have left Palm Beach County and
traveled to a different destination to attend a similar cultural experience.
▪ 44.9% of non-resident attendees reported that they would have chosen to travel to a
destination other than Palm Beach County to attend a similar cultural experience.
▪ If these Cultural Tourism Development Fund grantee attendees had traveled somewhere else
(as they indicated), researchers estimate that it would have resulted in a loss of approximately
$204.5 million in direct economic activity for Palm Beach County.10
Length of Stay and Use of Paid Overnight Lodging Overall, non-resident attendees spent an average of 5.15 days in Palm Beach County during their
entire visit. Primary cultural tourists spent an average of 3.22 days in Palm Beach County during their
entire visit, while secondary cultural tourists spent an average of 7.71 days in Palm Beach County.
▪ Slightly fewer than one half of all non-resident survey respondents were Daytrippers who did
not spend any nights in Palm Beach County during their visit (47.4%).
▪ The rest of the non-resident attendees (52.6%) were Overnighters who spent at least one night.
▪ Primary cultural tourists who stayed in paid lodging reported that their travel party stayed an
average of 6.70 nights during their visit to Palm Beach County, used an average of 1.29 rooms
per night, and paid an average nightly rate of $202.56.
▪ Using statistically valid methodologies, researchers estimate that primary cultural tourists who
attended performances, events, and/or exhibits hosted by the Cultural Tourism Development
Fund’s grantee organizations occupied a total of 268,293 room nights during FY 2017 and
generated a total of $58,855,681 in revenue for the County’s paid lodging establishments.11
These overnight stays by primary cultural tourists allow the cultural industry to lay claim to
filling 6% of the 4,455,738 total occupied room nights12 in Palm Beach County during FY 2017.
10 To calculate this figure, first the percentage of residents who reported that they would have traveled to another community was applied to
total event-related spending by residents. Then, the percentage of non-residents who reported that they would have chosen a different destination was applied to total cultural-related spending by non-residents. Finally, the results were summed. 11 Total room nights used and total lodging expenditures made by primary cultural tourists were calculated individually for each grantee, and
the results were then summed to estimate the aggregate findings for the Cultural Tourism Development Fund grant program. The following formula was used to calculate the findings for each organization: Total attendance multiplied by the percentage of attendance by primary cultural tourists (to estimate the total number of primary cultural tourists); Total number of primary cultural tourists divided by the average number of arts/cultural organizations attended during their entire visit to Palm Beach County (to estimate the number of unique primary cultural tourists and alleviate double-counting of the program’s attendees); Number of unique primary cultural tourists divided by the average party size (to estimate the number of travel parties); Number of travel parties multiplied by the average percentage of non-resident attendees who stayed overnight in paid lodging (to estimate the number of travel parties that stayed in paid lodging); the number of travel parties that stayed in paid lodging multiplied by the average number of rooms used per travel party (to estimate the total number of rooms used); the total number of rooms used multiplied by the average number of nights spent in paid lodging (to estimate the total number of room nights used); the total number of room nights used multiplied by the average reported room rate (to estimate the total estimated lodging expenditures). 12 Source: Palm Beach County Tourist Development Council.
