Executive Summary

As part of Bernalillo County’s ADA Transition Plan Update, a public questionnaire was conducted in early March 2018. Bernalillo County staff appreciate all responses received. This public input provides both a voice and quantitative values to concerns expressed. There was good participation from all major areas within the unincorporated county as well as good participation from people whose lives involve a disability.

This input will be used a variety of ways to help bring all pedestrian facilities in public right-of-way into ADA compliance for the unincorporated county. Bernalillo County’s two largest resources for making these improvements are through capital improvement and maintenance. Response results will be incorporated into the evaluation criteria for Bernalillo County’s Capital Improvement Program

(CIP). In addition, comments on maintenance issues, such as cracked and buckled sidewalks and weeds help emphasize the need to address these issues.

There is one large concern expressed by participants that will not be addressed in the ADA Transition Plan. This concern is missing sidewalks in an entire residential neighborhood. The ADA does not require public agencies to provide pedestrian facilities on public rights-of-way. However, when a public agency does provide a pedestrian facility, then the ADA requires that it must be accessible to persons with disabilities. Bernalillo County recognizes that this is a mobility issue and long stretches of new sidewalk are planned through Bernalillo County’s Pedestrian and Bicycle Safety Action Plan.

Background Bernalillo County Public Works Department is in the process of updating the Americans with Disabilities Act (ADA) Transition Plan for pedestrian facilities in the public right-of-way. This specific effort focuses on sidewalks, multi-use trails, curb ramps and traffic signals in public rights-of-way. Please be aware that the ADA covers much more from architectural requirements to communication and work zones.

In order to help prioritize ADA-related improvements and better understand public needs, a web-based questionnaire was promoted using Nextdoor.com and local disability advocates from March 1 to March 18, 2018. This report summarizes responses to this questionnaire.

Questionnaire Participants There was a total of 233 participants responding to the public questionnaire.

Participants were asked where they walk or use a mobility device (ex. cane, push walker, wheelchair etc.) within unincorporated Bernalillo County. Each major area within the unincorporated county was well represented. The adjacent pie chart shows the number of responses from each major area along with the percent of the total responses. The far northeast area, with 66 responses represents the largest proportion of responses with 28% of the total. Please see Appendix A (page A-1) for write-in responses for other locations.

Disability Status of Participants Participants were asked if they had a disability or if they had someone under their care with a disability. A little over a fifth of participants answered yes to these questions. One of the goals of the survey was to better understand how people who experience living with a disability may respond differently from the general public. There were 85 individuals or 36% of total participants who either have a disability or care for someone with a disability. The responses of these individuals are reported separately as “Involves Disability” from the remainder of the participants who are identified as “No Disability”. Most participants with a disability or someone under their care with a disability describe having

difficulty with basic physical activities such as walking and climbing stairs. Write-in responses were participants describe other disabilities are in Appendix A (pages A-2 to A-3).

Table 3: Transit Usage Although transit usage among participants was not high, people who have a disability or have someone in their care with a disability are far more likely to use public transit.


Types of Improvements Identified Participants evaluated how often they encounter issues and how important they see fixing the issue over other issues. Participants who have a disability or who have someone in their care with a disability were more likely to both encounter issues and to see them as more important to fix. However, both people whose lives involve disability and those

reporting no disability have similar preferences when the issues are compared against each other. Except for Audio or Vibrotacticle Crossing Information, the ranking of issues was the same for both groups. Missing sidewalks and sidewalks with cracks and breaks ranked the highest looking at combined frequency and importance together.

General Locations for Prioritizing Improvements

Sidewalks on residential streets and near public places such as libraries, community centers, parks and open space ranked the highest for prioritizing locations for fixing sidewalks for both people with a disability and/or having someone in their care with a disability as well as people without a disability. There were some differences between the two groups concerning other areas. People with a disability or someone in their care with a disability

see locations near medical facilities and public transit as more important. People without disabilities see sidewalks near schools as being more important. Participants also provided specific responses about locations they see as the most important. There was a general theme of wanting sidewalks where they are not present. See Appendix A for write-in responses (pages A-4 to A-5).

What Participants Had to Say There were many very helpful general and specific comments provided about issues participants face concerning pedestrian travel. Below is a list of general themes.

• Lack of Sidewalks • Concerns for safety when walking in roadways with traffic • Concern for safety particularly for children walking and bicycling • Issues with maintenance of existing sidewalks and trails • Sidewalks and trails ending without reasonable connections • Concerns about poor driver behavior when walking • Lack of lighting • Shoulder and path alternatives to the traditional urban sidewalk design for rural areas • Desire for accessible transit • Concern about urbanization of rural areas

Here are some samples of comments from different areas. All comments are provided in Appendix A (pages A-6 to A-21).

SOUTH VALLEY / SOUTHWEST MESA

Busy heavy traffic streets Coors, Rio Bravo Isleta. If these streets have major business and large traffic volume and bus routes they should have sidewalks.

I've appreciated the Goff improvements. It's opened my eyes to how much more enjoyable it is to walk on that street since the improvement. Safer, too. Please consider similar improvements on Sunset.

NORTH VALLEY

Street lights in unincorporated Bernalillo County ... County residential areas are crazy dark after sunset!!!!

The whole neighborhood is western meadows lacks side walks and it makes walking in the neighborhood very dangerous. We have little children, one with a physical disability and it'd be nice to have a side walk at least on north rio grande as there are cars that drive really fast on that Street

NORTHWEST AREA (PARDISE HILLS, SKYVIEW ACRES, LA ORILLA)

My mother fell and broke her wrist and shoulder on the sidewalk down from our house. The sidewalk was uneven and tripped my mother. zero side walks in my neighborhood, I have had to jump into the brush to avoid being hit by cars . additionally uneven surfaces are difficult for people with even minor mobility issues

EAST MOUNTAINS

I am not disabled, but have many friends, and these issues are important in the East Mountains

If you have to put things in the East Mountains, please make out of natural materials, not ugly cement and asphalt. We did not move here to have it look like a city. We like out dirt!!!

Outcomes The participation in this questionnaire provides Bernalillo County staff a better understanding of public perceptions on pedestrian related issues. There were many excellent comments and Bernalillo County staff sincerely appreciate participants’ responses. The write-in comments give a voice to concerns and the multiple-choice responses provide quantitative values to those voices. Here are specific ways how responses are used along with background related to pedestrian facilities.

Missing Sidewalks in Residential Neighborhoods One common theme in responses were issues related to missing sidewalks on residential roads. In residential neighborhoods, sidewalks are built with the construction of homes and associated infrastructure such as roads, sewer, water, electricity, etc. The ownership of this infrastructure is passed to public agencies once the neighborhood is completed. In rural areas, neighborhoods were typically built without sidewalks and there are very limited public resources to retrofit residential streets. Also, the ADA does not require public agencies to provide pedestrian facilities on public rights-of-way. It is when a public sidewalk exists, then the ADA requires that it must be accessible to pedestrians with disabilities to the extent technically feasible. Bernalillo County recognizes that residential roads without sidewalks is a mobility issue even though it is not an ADA issue.

Bernalillo County’s Pedestrian and Bicycle Safety Action Plan is the resource for planning long stretches of new sidewalks. If the residential road has good connectivity between neighborhoods, and it has storm drainage or it is identified to have future storm drainage, and/or it leads to a school, then it increases the likelihood for a future sidewalk project. Bernalillo County’s Pedestrian and Bicycle Safety Action Plan lists locations and funding sources for future sidewalk projects.

Although this is of little help for people currently living in neighborhoods without sidewalks, Bernalillo County’s development review requires ADA-compliant sidewalks in new residential neighborhood subdivisions in urban areas.

Complete Streets and Major Roads Participants did not identify “commercial streets” as high a priority as “residential streets” for prioritizing improvements. However, “commercial streets” or “major roads” are eligible for federal funding as well as trails that serve a transportation purpose. The federal government classifies these roads as arterials or collectors. Bernalillo County relies on federal funding for large, expensive transportation projects as well as for sidewalk projects.

Every year, Bernalillo County publishes a list of Complete Streets Projects. Participants identified needs along several locations that have planned sidewalk improvements with dedicated federal funding. These include Bridge Blvd, Sunset Rd, and Blake Rd.

The Complete Streets list also includes projects that will be constructed with General Obligation bonds these include Barcelona Rd, Paradise Hills Neighborhood, and Frost Rd. Trail.

Prioritization of ADA Improvements

For Bernalillo County’s Capital Improvement Program (CIP), the technical evaluation of projects will assign priority points that directly reflect the composite prioritization provided by survey participants. Sections of roadway with gaps in sidewalks will have the highest priority, followed by cracks and breaks, etc. as shown in Chart 2. The technical evaluation will reflects the more schools, parks, community centers, etc. within a quarter-mile radius of a project the more priority points the project will receive. These priority point generating destinations are listed in Table 4.

Although guidance on prioritization is helpful, it is important to stress that all ADA issues are federally mandated to be addressed.

Sidewalk Maintenance The comments about maintenance issues underscore how the ADA Transition Plan will need to clearly identify and expand maintenance practices as well as develop a monitoring process

since these issues are recurring. Zoning Code enforcement for weeds needs to be evaluated as well.

Improved Transit Accessibility This update of Bernalillo County’s Transition Plan will not include a full evaluation of transit stops due to time constraints. However, the comments about transit and the results showing reliance on transit by people with a disability or someone in their care with a disability clearly indicates that transit needs to be fully addressed in next year’s update of the ADA Transition Plan.

stunted my growth (1st transplant was when I was 8) & made my bones very brittle. I have had a right knee

replacement and have chronic bone pain pretty much all over my body (ie..back, knees, hips, feet, etc) that

makes it very painful and hard to sit, stand and walk for long periods of time.

NORTH VALLEY

All trails in BernCo and open space like Bachechi. When it was first built yrs ago, it had the right kind of crusher

fine. Now it has devolved with no maintenance such as firming the granite 'fine' materials up with water and

compression. The caretaker just piles on more little loose pebbles. The trails under the tall tree area are all

mulch, completely inaccessible for walking and wheeling.

4th street between paseo and osuna is impossible to walk. There are 3 schools and a busy bus area.

I walk the ditch everyday and wish that there was a landscaped path. Particularly from Alameda to 2nd/4th

street Y.

The ditch at Harmony NW and Solar NW and Fairway NW. The ditch bank on the north side of the ditch (Right

behind 750 Solar Road NW) has a metal pole sticking about 3 inches up through the dirt. We have encountered

people who have been thrown from their bike, a woman pushing a stroller who hit the pole and the baby

dislodged from the stroller, and another neighbor who broke her arm in falling over that metal piece.

North Rio Grande area (north of Alameda) ... It is a mix of middle age to elderly and there are no streetlights so it

is pitch dark after sunset and people walk in the street ... streetlights would actually be better than sidewalks to

tell the truth.

In the Vista Del Norte Subdivision the sidewalks are badly cracked. I called 311 many times throughout the year

of 2017 and was eventually told that the Homeowners Association needed to fix these sidewalks. When I

contacted the Homeowners Association they said it wasn't their responsibility.

Stop over‐improving our rural areas.

Sidewalks on commercial streets

All throughout the neighborhood between Unser/Paseo del Norte, and between Irving/Paradise. The sidewalks

are very bad. We need more residents getting out in the neighborhood but me and my wife have to walk in the

street most of the time because the sidewalks are so bad. I called several years ago and supposedly someone

came out and took pictures of different messed up sidewalks, but nothing every happened. In front of our house

the sidewalk is raised up in a peak about 10 inches above level, raise up less all around the neighborhood, or just

chipped, spalled, and mangled. And even if the sidewalks do get fixed, no one from the county has ever in the

last 14 years I've been here made anyone clear vegetation from the sidewalks, so we have places where

overhanging branches hang down to our waist area that we have to walk around and bushes almost choking off

the sidewalk. Our neighborhood is on the brink of becoming a real run down completely unappealing place for

decent residents. It would be great if the county would not leave us hanging up here to rot. You don't give us

any kind of visible sheriffs presence (well at least other than the one or two deputies that hide out behind the

baseball fields in the morning doing who knows what), you could at least make it nice for residents to get out

and walk around and police our own neighborhood. Thank you, and hopefully you can help with this, as I'm sure

you can understand it'll cost you much less to fix now than after someone trips and falls on one of these huge

humps.

Paradise Hills sidewalks are impassable in certain areas. Sometimes cactus is growing into the walk way and

sometimes weeds or sand burrs. The older part of Paradise Hills is seriously in need of work because taking a

walk is very unpleasant and the uneven surfaces can be a hazard.

disabled people need access to health care and food hands down. For myself and my neighbors as we age it

would decrease the likelyhood of developing long term health issues if we could safely walk our neighborhood as

we age walking is the exercise people stick with and its free and requires no one to drive you.

Accessible trails.

Along Tramway Boulevard (NM DOT), a pedestrian has to cross it multiple times to stay on paved trails and

sidewalks in either direction. As a resident (and a landscape architect), I would like to see both sides fully paved.

Every cross street on Tramway from the County Line to Academy should be converted to a roundabout. This will

Far northeast heights has no sidewalks except near schools. We must walk on the streets or shoulders which are

just dirt lots.

Holbrook between Holly Anaheim & Wilshire is very dangerous and many people walk their dogs and there is no

clear sidewalk and blind street views for the walkers

Holbrook north of Paseo to Elena it is very dangerous with no shoulder. I have almost got gotten several times.

If not a concrete sidewalk, at least the shoulder should be widened and leveled so that it is safer to walk there

I live off of Ventura and Oakland and since we don’t have any sidewalks, it’s hard to walk our dogs. We have to

walk in the street since there are many house or the parts next to the street are full of broken glass, tumble

weeds, and goat heads.

I walk on Holbrook and Ventura in Albuquerque acres everyday. I feel very unsafe as I have to jump off the

North Albuquerque Acres doesn’t have sidewalks on the residential streets. They are sorely needed, especially

on the busier (north/south) streets. I live off Browning north of Paseo and we constantly have to cross the

double yellow lines to go around pedestrians walking in the street.

The lack of sidewalks makes my daily walks an act of defensive walking, dodging cars and trucks in the

neighborhood. Especially hazardous near corners and traffic circles where there is no safe place to walk. Have

had to jump into bar ditch to not get killed by inattentive and speeding drivers.

There is an area on Tennyson where the sidewalk ends and then later picks up again. This is on a residential

street with lots of bushes that are hard to see around. It is on Tennyson, north of Wilshire. Very dangerous for

walkers, dog walkers, runners, kids, etc.

There is no where to walk but on the street in Sandia Heights.

Sandia Heights (although I think these are private roads).

We live on Oakland and bike 1 mile to each of our children's schools. The bike lane is small to none going along

No sidewalks in Cedar Crest; no access to businesses, particularly crossing Route 14.

1. Few, if any sidewalks around San Antonito to connect Frost Rd, the elementary school and Vista Grande

Community Center. 2. No safe means of crossing Rt‐14 anywhere, so virtually no pedestrian access to

businesses, schools, or Open Space that does not entail driving or "running for your life". 3. No safe means of

accessing Crest Rd, which has decent shoulders, without running the gauntlet at Rt‐14 & Frost Rd. or "the

narrows" between there and the elementary school. 4. Far too many walkways throughout the county begin or

end in the "middle of nowhere" and so have little or limited usage. 5. Walkway maintenance is limited or

shoddy. (For example: Frost Rd.)

Walking and Bike trail along N14 in east mountain in very poor repair. Curb along bike path is even worse. The

poor state of repair of curb makes it very difficult to safely use bike paths along N14.

Off N14 in Pinion Ridge Estates Subdivision. The entrance to 3 different subdivisions (maybe 300 houses) is Ridge

Drive and Sycamore. There is a huge amount of fairly fast moving traffic on these 2 feeder streets and no side

walks or walkable shoulders. Many many people walk these 2 dangerous streets with and without their dogs.

Would love to see side walks or at least walkable shoulders installed. Thank you

Neighborhoods

Meadow Drive as listed above. Many walkers use Elite Drive, a horseshoe shaped street that ends on Meadow

and forms a 1 1/3 mile paved loop. Easy and safe walking on Elite, but although traffic is posted 35 mph on

Meadow, vehicles actually move much faster and the walking edge is quite narrow. A paved walkway as on Frost

Road would be much much safer.

Community mailboxes located on Sedillo Hill Road are only accessible by car. We would like to walk but there is

no shoulder and speeding cars.

The school buses must stop in the middle of Frost Road in several locations. This means the kids must stand at

the side of the road, where people generally drive 50‐60 mph. Manzano buses come when it is still quite dark,

making it even more dangerous. I would like to see more well marked pullouts on both sides of Frost Road for

school buses. I would also like to see the Frost Rd. trail to be continued to Valle Hermosa.

There is absolutely zero sidewalk in my community, Piñon Ridge Estates. This makes it super dangerous for the

children (one has already been hit). The main drag is the most important, as cars speed up onto it (Sycamore Dr)

after exiting hey 14. There is not even a shoulder for the children to use while biking or walking.

There is foot traffic between la madera road and paako drive. But no path except dirt.

Tijeras. You cannot walk far without running out of a sidewalk. If a sidewalk connected the Rincon Loop

neighborhood to downtown Tijeras, then school children could ride their bicycles to school.

Tablazon area, just East of the Zuzax exit. People walk here and there are no sidewalks and the road is very

curvy and you can't see far ahead of you because of that. Pretty dangerous for walkers (many people walk their

Mountains into a city! It’s not why we moved out here!!

OUTSIDE OF UNINCORPORATED BERNALILLO COUNTY

Barelas & many neighborhoods in Bernallilo have limited sidewalks or safe functions. Lots of blocks only have

partial sidewalks. The blocks that do have sidewalks you can't walk on because there are driveways the whole

block w\o any flat surfaces; they go really deep low & high & the width of the sidewalks are only a few feet, can't

walk on them anyways they are not safe; people with strollers & children walk near the curb in the street on

some blocks, this is not safe. Because the streets aren't well made either.

There is a sidewalk along Black Arroyo although highly difficult to maintain due to fields along the other side of

street. Although there is no neighborhood association I find that the area is highly neglected! Assistance from

the city would be greatly appreciated. If the City of Albuquerque and Rio Rancho could work together help with

street maintenance would be greatly appreciated. Trying to walk or run along the sidewalks during spring and

summer time is difficult due to the amount of weeds that grow along that area!

WALK OR USE MOBILITY DEVICE IN MULTIPLE UNINCORPORATED LOCATIONS

With the ADA transition plan (County funded improvements) there should also be a policy that folks remodeling

commercial or residential properties with missing ped facilities along their frontages must improve their ped

facilities as well. There could be a cap on the privately funded right of way improvements ‐ say 25% of the

building permit valuation so that the burden would not be too heavy. It might be too hard to ask the railways

to do their fare share but including them in the ADA plan as a revenue source would help. Finally, please have a

"if you build it they will come attitude" having pedestrian options will help make transit more effective, lowering

congestion overall. Oftentimes engineers will look at a river without bridge and say "there are just not the

volumes to justify building a bridge" ‐ Build pedestrian connections and people will use them! Thanks

TOO steep ramps up into commercial businesses and buildings ‐Title II. Even the city/county complex bldg

downtown has noncompliant ramp grades. If the county is involved in the Rio Grande Nature Centre, it has

several ADA violations in parking area and paths to facilities. Rio Grande Blvd is a mess. >>>Do not construct any

separated bike lanes or bike lanes until every inch of sidewalk and ramps that will run along that bike path is

100% ADA COMPLIANT. <<< Thank you for this.

Public transit needs both audible and visual cues for arriving trains and busses and for upcoming stops ‐ this will

assist not only those with vision or hearing loss, but all of us using transportation. There weren't questions

about inaccessible bus stops ‐ they need sidewalks, curb cuts, and even just to be cleared of horribly overgrown

bushes. Until transit is more accessible, I can't use it.

Public transit in Bernalillo county is sub par overall. Between crime on the ABQ Ride system, limited bus

schedules, it's hard to get anywhere if you don't have a vehicle, and if you're disabled? Oh my god, what a

nightmare.

There is such a huge lack of enforcement surrounding Service Animal Law, this must be addressed. It's not a

simple matter, but the simple fact is the Senate Bill 320, The Service Animal Act was passed in 2013 but it still

remains to be seen with the police and animal control will get into gear and enforce the law. This is not an

unreasonable issue to get on board with and move forward, be a model community before this area is made to

look worse that things already do... you have a golden opportunity you can take on or you can lag behind.




SOUTH VALLEY / SOUTHWEST MESA

Residential roads in the South Valley are downright dangerous. Even with speed humps, I encounter trucks going

well over 20 over the posted speed limit. With no sidewalks on 90% of SV residential streets, I have stopped

exercising in my neighborhood (and therefore altogether).

We are so grateful for this survey and for the presumed action that will result from this. We've lived in the South

Valley for decades but are thinking of moving honestly because of the lack of sidewalks. My wife and I are

healthy and able‐bodied but want to be able to walk safely and easily in our neighborhood (Barcelona/Isleta) ‐

we want to walk for exercise, to get to the nearby ditches, and to get to nearby businesses. We rarely do

because the dirt areas by the side of the road are dusty, full of weeds and thorns and trash, and just not the

greatest to walk on. We don't feel safe letting our young nephews bike or walk around on their own. My elderly

mother‐in‐law lives nearby, is blind and uses a walker ‐ she has lived in the South Valley (Arenal/Tapia) for her

entire life, and she never walks through her neighborhood or to visit her neighbors anymore because there are

zero flat, accessible pathways for her ‐ even going to her mailbox, which is several feet away from the driveway

and hence on uneven dirt, is something that she can't do anymore ‐ but she could do if there was a good

sidewalk. One last thing. Please please please consider building GOOD sidewalks and curbs. Some curbs were

built several years ago on a short section of Barcelona Road just west of Isleta Blvd, and was bizarrely

constructed with very steep angles that made it hard for cars to park along. The South Valley is so completely

neglected compared to its' richer more gentrified North Valley neighbors (my family is from both the S and N

Valleys, so we've watched it all change in very unequal ways for the past 60 years), and we are hoping that it's

either done right or not at all. Please do not give the S Valley poorly done curbs and sidewalks, please let us have

the nicer flatter construction that our N Valley family has received in the past years. Thank you!

Busy heavy traffic streets Coors, Rio Bravo Isleta. If these streets have major business and large traffic volume

and bus routes they should have sidewalks. If it's county and money tight be creative and create paved trails

away from the road but still going to its destination. Asphalt is cheaper but do it right also. If the concrete curb is

already there why is there not a sidewalk. It also time to replace some of the asphalt curves and make them

permanent concrete. There is to much curb damage where asphalt curbs exist or medians.

I've appreciated the Goff improvements. It's opened my eyes to how much more enjoyable it is to walk on that

Bikes and animals tear up the trails in the south bosque making it hard to navigate. Very soft sand. I do use

Fix roads and sidewalks

Some sidewalks are way too narrow

Many, many sidewalks are covered with overgrown weeds and broken beer bottles and cannot be navigated

(requires stepping off the curb and into traffic lanes to avoid... not even a mouse could stay on the sidewalks in

some areas). For many (most?) homes in the SW Heights, there is no reasonable access to the sidewalks behind

homes so these areas are not maintained. Many of my neighbors are elderly and do not drive, although they can

weed their yards... but they are unable walk far enough/long enough to reach the backside of the house to

cleanup the sidewalk (for my own house it's just short of half a mile ‐ too far to carry my weed killer and tools

and return with broken glass without using my car). Offering a city‐funded (or tiny charge) for residents unable

to access the back sidewalk would go a long way toward making the sidewalks more useful.




NORTH VALLEY

Weeds and bushes left unattended growing on sidewalks . You get scratched and that's bad for people who are

diabetic or half blind

Drainage problems along Ranchitos Rd NW between 4th St NW and Rio Grande Blvd NW. There is also ALOT of

trash along Paseo del Norte between Coors and Jefferson Rd NE that accumulates but never gets picked up.

Missing sidewalks.

No side walks north from Alameda Rd to 2nd /4th street Y.

Sidewalks are are very difficult to continue on as the overall design includes driveway ramps. Most people

prefer to walk in the street? Ideally sidewalks should be separated from streets by plantings that are cut by the

driveway ramps and the sidewalk continues flat.

Sidewalks can not feasibly be installed in most county residential areas however road and shoulder maintenance

can accomplish safer walking paths which are currently used in lieu of sidewalks.

Walking in my neighborhood is very unsafe.

Weed control

Intense development in the bosque area and foothills. These areas should be preserved as they are without

paving, sidewalks or any more houses.





I notice in the area where I live (Paradise Hills) when you try to turn on to Paradise Blvd by the park off of Fairfax

Drive (I don’t remember the actual street). It is kind of hard to see, especially if you are going to be making a left

turn because there is some brush on the medium on Paradise Blvd. blocking your view. I know this

questionnaire is about sidewalk handicap access but, my growth was stunted because of all the steroids I was on

from my first transplant and I have a small car so I am lower to the ground anyway! Thank you so much!

The sidewalks on my street Drake Ave by Sierra vista elementary and surrounding streets have been very bad for

a long time. There are also many weeds growing on the sidewalks. I have fallen a few times tripping and my dogs

are always getting stickers. We cannot walk down our streets comfortably we end up walking on the street.

In skyview acres, there are no sidewalks or curbs. To move around, we are simply going down the road. It

would be very nice if we could get sidewalks in skyview acres.

My mother fell and broke her wrist and shoulder on the sidewalk down from our house. The sidewalk was

uneven and tripped my mother.

Bicycle trails/sidewalks that suddenly end and you wind up turning back or having to deal with loose sand,

weeds/burrs, or dealing with heavy traffic. Bicycle paths along any major streets/highways should have some

sort of buffer separating bicycles from automobiles to alert vehicle drivers they crossing onto a bicycle trail. a

painted line indicating a bicycle trail just won’t do as motorists cannot “feel” when they cross onto a bicycle lane.

I find that while sidewalks may be complete and up to code ‐ some homeowners will not keep the sidewalks

clear of parked cars, weeds and/or other issues. While I am healthy, walking with a stroller requires me to

anticipate and walk in the street at times. While I report it to 311 ‐ if fines were more substantial it MAY help

the issue.

Would love to have new sidewalks through large portions of Sandia Heights. However, law enforcement for

violent and property crime is the highest priority.

If sidewalks were wider, hopefully fewer people would walk in the street. It is a dangerous practice when people

walk side‐by‐side in the street. I often see people walking at night in the street; it is hard to see them sometimes

and is obviously a risky behavior. Perhaps a psa campaign discouraging this behavior would also help. And, on

another note, if anyone reads these, PLEASE do something to reduce the crime in Albuquerque! We used to be a

great place to live.

As far as safety goes, Bernco and the Sheriff's Dept would do better by enforcing speed limits and ticketing the

crazed speeders who seem to be everywhere!

Bicycle lanes on all streets is a great start. People are respectful and go around but it only takes one...

Main issue is non existing side walks along Holbrook and missing gap on sidewalk on Florence between Holbrook

and Ventura

Four‐way stop signs all along Tennyson NE (especially between Del Ray and Paseo del Norte) are dangerous for

pedestrians, including children in strollers and on bikes and scooters, dog‐walkers, and people with canes and in

wheelchairs. Every day, I observe vehicles not only failing to stop but accelerating through them. My house is on

Tennyson and I witness reckless driving every single day. Also, motorcycles without proper mufflers use

Tennyson as an alternative racing course to Tramway Blvd., further endangering pedestrians and cyclists. I

realize these are not maintenance issues per se, but since they affect the safety of walkability and outdoor

physical activity, I must include them. Thank you so much for this survey!

In North Albuquerque Acres (near North Star and surrounding residential areas) there are no sidewalks and

vegetation is usually right up to the pavement forcing pedestrians (including elementary and middle‐ school

students) to walk in the street. Traffic is far too fast, and stop signs frequently ignored causing unnecessary risk

for pedestrians. There are many ‘walkers’ in the area, and they need safe walkways.

It’s pretty tough to comment on sidewalk issues when there are no sidewalks where we live. (Signal between

Lowell & Browning).

The most important issue for myself and my family is how dangerous it is to walk due to the lack of sidewalks

and crosswalks in North Albuquerque Acre. So many times cars speed by and almost hit us, especially at the

intersections. Providing sidewalks and crosswalks will keep pedestrians safer in the neighborhood. Ventura is

one of the most dangerous streets to walk on due to speeding cars and the busy intersection at Ventura and

Alameda. Visibility there is poor due to the hilly streets. We love how Eubank was flattened out and sidewalks

put in. Doing this same work to Ventura would be a huge benefit. Sidewalks along Ventura will encourage folks

to walk to shopping on Paseo and kids to ride their bikes to school.

This survey was ridiculously slanted toward sidewalk solutions.

Don't want sidewalks in the Far Northeast area. Prefer the rural feel. Mail boxes are encroaching into private

property and are in trespass.




EAST MOUNTAINS

Please extend the trail along Frost Road. It currently goes from N14 to Camino Alto and extending it to the east

would be an improvement many of us East Mountain residents would appreciate. Thank you!!

Also, entrance to Pinion Ridge Estates Subdivision at Hwy N14 is very high traffic intersection and very dangerous

visibility pulling out onto Hwy N14. Can Ridge Drive be made into a 90 degree turn instead of the very tight

dangerous angle it is now at intersection of N14?

I am not disabled, but have many friends, and these issues are important in the East Mountains

I live in the East Mtns. There are hardly any sidewalks out here ‐‐ but we could use some bike trails, and more

hiking/walking trails.

I would like to see the intersection at Hwy. 14 and Frost Road improved. Turning left from Frost onto 14 at

3:30pm on a school day is impossible due to both San Antonito Elem and East Mountain High School dismissing

at the same time. I would love to see a traffic circle installed at that intersection. There is plenty of room, and I

can't think of a better solution for the part‐time traffic issues encountered there.

In our area the biggest issue is weeds growing through cracks in sidewalks

In Paako, residents are forced to walk in the streets, which is very dangerous. Roger Cox, the developer, had

planned walking trails, but after his death, the plan apparently was abandoned by the new management.

Lighting around public facilities not working or inadequate

Many questions on this survey were referring to sidewalk problems in unincorporated Bernallilo county. I live

in Cedar Crest. We have NO sidewalks. We need them, at least on the well traveled thoroughfares into each

subdivision. Please help, it is dangerous for our children.

Often sidewalks end abruptly. It would be nice to have continuous sidewalks that loop around without leaving

you stranded.

Please put in blacktop or other surface. Lots of track kids run along that stretch. People walk from paako to

vista grande. It should be better than dirt and mud.

Unable to walk to mailboxes located on Sedillo Hill Road due to lack of shoulder, bike path, or sidewalk. Too

dangerous to walk on the highway to pick up mail.

If you have to put things in the East Mountains, please make out of natural materials, not ugly cement and

asphalt. We did not move here to have it look like a city. We like out dirt!!!

Would much rather see our neighborhood become a community rather than have the government come in.

I DO NOT want sidewalks where I walk. I like the semi‐rural quality of my neighborhood.




OUTSIDE OF UNINCORPORATED BERNALILLO COUNTY

Some of the corners that are major crosswalks took out the stop lights, but the walking don't walk signs are

blocked by polls, poorly placed. Lots of blocks only have partial sidewalks. The blocks that do have sidewalks you

can't walk on because there are driveways the whole block w\o any flat surfaces, they go really deep low & high

& the width of the sidewalks are too thin to walk anyways but they are not safe, people with strollers & children

walk near the curb in the street on some blocks, this is not safe. if sidewalks were extended (in the future) that

would be a positive change. Thank you for this survey!
