EMERGENCY MANAGEMENT ACT 2005 (WA) Sections 67 and 77(2) RESTRICTION OF MOVEMENT ON ROTTNEST ISLAND DIRECTIONS The World Health Organization declared COVID-19 a pandemic on 11 March 2020. On 15 March 2020, the Minister r Emergency Services declared a state of emergency with effect om 12 a.m. on 16 March 2020 i n respect of the pandemic caused by COVID-19 pursuant to section 56 of the Emergency Management Act 2005 (WA) (Act). The state of emergency applies to the State of Weste Australia. On 30 March 2020 I, Assistant Commissioner Bradley James Royce, an authorised officer under section 61 of the Act, at the Fremantle Passenger Terminal, Fremantle Port gave an oral direction to those Weste Australian residents who disembarked om the Vasco da Gama cruise ship to go to Rottnest Island, and to stay in their allocated zones (Oral Direction). I hereby: I. confirm the Oral Direction under section 77(2) of the Act; and 2. give the llowing directions pursuant to my powers under section 67 of the Act. DIRECTIONS Preamble I. RESTRICTION OF MOVEMENT ON ROTTNEST ISLAND

DIRECTIONS

The World Health Organization declared COVID-19 a pandemic on 11 March 2020.

On 15 March 2020, the Minister for Emergency Services declared a state of emergency with

effect from 12 a.m. on 16 March 2020 in respect of the pandemic caused by COVID-19

pursuant to section 56 of the Emergency Management Act 2005 (WA) (Act). The state of

emergency applies to the State of Western Australia.

3. These directions revoke, supersede and replace the Oral Direction.

Directions

4. Those Western Australian residents who disembarked from the Vasco da Gama cruise

ship and were allocated to the North Thomson Bay Quarantine Zone are directed to:

(a) remain within the North Thomson Bay Quarantine Zone, the geographical limits

of which are depicted in the attached map entitled "Quarantine Zones Rottnest

Island- North Thomson Bay", until 6:00 p.m (A WST) on Saturday, 11 April 2020;

and

(b) at all times take all reasonable steps to maintain a distance of at least 1.5 metres

from any other person unless otherwise directed by an authorised officer or an

emergency officer.

5. Those Western Australian residents who disembarked from the Vasco da Gama cruise

ship and were allocated to the Geordie Bay Quarantine Zone are directed to:

(a) remain within the Geordie Bay Quarantine Zone, the geographical limits of which

are depicted in the attached map entitled "Quarantine Zones Rottnest Island -

Geordie Bay", until 6:00 p.m (A WST) on Saturday, 11 April 2020; and

(b) at all times take all reasonable steps to maintain a distance of at least 1.5 metres

from any other person unless otherwise directed by an authorised officer or an

emergency officer.

DEFINITIONS

5. Authorised officer has the same meaning that it has in the Act.

6. Emergency officer has the same meaning that it has in the Public Health Act 2016

(WA).

PENALTIES

It is an offence to fail to comply with any of these directions, punishable by a fine of up to

$50,000 for individuals and $250,000 for bodies corporate.
