Rahis r/o E-499, JJ Colony, Bawana, Delhi and One Juvenile have been apprehended by the North East District police immediately after the incidents of snatching. Snatched articles have also been recovered from their possession. TEAM AND INCIDENT :- To put a check on the incidents of Snatching and MV theft, extensive drive of vehicles checking has been initiated in the district. Sincere efforts are being made for criminal intelligence through eyes and ears scheme. During this exercise, various suspects are being interrogated and listed criminals of same modus operandi are being grilled. As a result, notorious criminals i.e. robbers, snatchers, burglars, auto lifters and knifers have been apprehended by the district police. Rahis r/o E-499, JJ Colony, Bawana, Delhi and One Juvenile have been apprehended by the North East District police immediately after the incidents of snatching. TEAM AND INCIDENT:-

To put a check on the incidents of Snatching and MV theft, extensive drive of vehicles checking has been initiated in the district. Sincere efforts are being made for criminal intelligence through eyes and ears scheme. During this exercise, various suspects are being interrogated and listed criminals of same modus operandi are being grilled. As a result, notorious criminals i.e. robbers, snatchers, burglars, auto lifters and knifers have been apprehended by the district police. Emphasis is being given to foot/group patrolling as well as by m/cycles round the clock. 24x7 availability of police staff has been made on road in the area to avoid any untoward contingencies and take immediate pro-active action. This helped police mechanism to apprehend criminals trying to flee away after commencement of crime.

Three Incidents of 22.02.12 in North East District are such example of alertness and strong police mechanism wherein Five Snatchers were apprehended immediately after commencement of crime.

In first incident, on 22/02/12, one complainant Sh. Sunil Jain s/o Sh B.L. Jain r/o G-55, East of Kailash, New Delhi, made his statement that he along with his driver was going to Okhla Industrial area in his car. While they reached near Dharm Pura red light, the tyre of car punctured so he alighted from the car and kept briefcase in his hand. The driver was changing the wheel. In the meantime, one boy came and asked for time, while Sh Sunil Jain was watching the time from wrist watch, in the mean time one another young boy also came there. They snatched his brief case and ran away towards Dharmpura Red light. He raised alarm, on which PCR staff present at the spot swung into action and apprehended both the snatchers alongwith snatched brief case. They were identified as Naushad and Sagar as above. Accordingly both of them were booked vide FIR No. 65 dt. 22/02/12 u/ 356/411/34 IPC PS Seelam Pur. On their search, cash Rs. 2000/- were also recovered from them. After putting on sustained interrogation, they disclosed that today they hatched a plan with their associate namely Mohd. Shakil and others for snatching/robbery from the public and they had committed snatching of cash Rs 12000/- near Welcome Metro Station from a public person and their associate namely Mohd. Shakil has already been apprehended by police.

In second incident of PS welcome, two more snatchers namely Mohd. Shakil and one juvenile apprehended by alert police staff, while they were trying to flee after snatching of cash Rs. 12,000/- on knife point from one public person near Welcome Metro Station. The knife used in the crime were recovered from them, while Rs. 2000/- have already been recovered from their accomplice namely Naushad and Sagar in their casual search, while they were apprehended in the first incident of snatching of briefcase of PS Seelam Pur. Accordingly they were booked vide FIR No. 63/12 dt 22/32/2012 u/sec 356 /379/34 IPC and 25 A Act PS Welcome Delhi

In third incident of PS Seema Puri, one another snatcher namely Sethi was apprehended, who tried to flee away after snatching purse containing Cash Rs. 500/- and other documents from one public person. The snatched purse containing cash worth Rs. 500/- was recovered from his possession. His accomplice is still at large.

PROFILE

1. Naushad @ Tipu s/o Shehraj Ali r/o H No. 98, A-Block, Bawana JJ Colony, Delhi aged 19 years. He has studied upto 5th class and is unmarried. He is a casual labour in Chappal Factory at Bawana, Delhi.

2. Sagar s/o Chander Shekhar r/o Juggi Cluster area near ITO Railway Station Delhi, 19 years. He is illiterate and sells old clothes. He originally belongs to South India.

3. Sethi s/o Chotey Lal r/o H No. 71, Block A-2, Gali No. 9, Kasim Vihar Near Tronica city, Loni, Ghaziabad, UP aged 20 years. He works in a Scissor Shop in the area of PS Welcome.

4. Md. Shakil s/o Md. Rahis r/o E-499, JJ Colony, Bawana, Delhi. He is a vegetable vendor.

5. One Juvenile.

All four accused persons have been produced in concerned court, while the Juvenile has been produced before Juvenile Justice Board. Further investigation is in progress.

A joint team of Special Staff/SWD and P.S. Delhi Cantt has arrested seven desperate robbers namely 1) Raj Kumar (Aged-32yrs) S/O Sukh Ram R/O RZ-B-3/119, Ekta Marg, Vijay Enclave, Delhi 2) Vivek @ Sonu Verma (Aged-23yrs)S/O Ram Sewak Verma R/O RZ-M—102, Vijay Enclave, 3) Raju Thapa (Aged-20yrs) S/O Netra Thapa r/o RZ-32, Budhela Village, Vikas Puri, Delhi 4) Pradeep @ Sonu (Aged 28 yrs.) S/O Karamveer Singh r/o 1/2, Hospital Staff Quarters, Sadar Bazar, Delhi Cantt. 5) Surjeet (Aged 24 yrs.) S/O Kaptain Singh r/o Vijay Enclave, Dabri 6)Vicky KC(Aged-19yrs) s/o Prem Bahadur r/o WZ-8 Village Badola, Vikaspuri, Delhi and a Juvenile in Conflict with Law. Five cases have been worked out. Weapon of offences i.e one revolver, one pistol, three desi kattas with 14 live cartridges have been recovered from their possession. Three vehicles i.e one Ford Icon car, one Bajaj Avenger m/cycle and a Pulsar m/cycle used in P.S Delhi Cantt robbery have also been recovered. In addition to the above robbed cash amounting to Rs.2.85 lakh, one motor cycle purchased from the looted money have also been recovered.One Honda City car stolen from the area of P.S Rani bagh and a mobile phone stolen from the area of Delhi Cantt area have also been recovered.

INCIDENT

On 17/1/12 a robbery took place in the area of P.S Delhi Cantt wherein a manager of Sree Sai Tour and Travels was robbed while he was on his way to distribute the salary of drivers and mechanics at Palam. Initially it was a blind case and there was no clue about the criminals. A team of officers from Spl. Staff/SWD comprising Inspr. Ranjeet Singh Dhaka, ASI Hari Kishan Solanki, H.Ct. Pawan Kumar Kadyan, H.Ct. Sree Om Dagar, H.Ct. Rajeev, H.Ct. Satish, H.Ct. Mahesh, Ct. Akhilesh, Ct. Rajesh was formed for early breakthrough under the supervision of Sh. Surender Singh Sehrawat, ACP/Ops./SWD. The team worked hard and after working on recently released hardcore robbers, certain criminals were identified who had recently been released on bail and had reunited to form a gang. The team members kept on methodically tracking the movements of identified robbers and the painstaking, consistent efforts of the team resulted in generation of an information that on 21/2/12 the above gang of robbers would assemble near railway crossing, Brar Square and will rob the CNG pump situated at Brar Square, Ring Road. Team swung into action and laid a trap near railway crossing. As per strategy an ASI in disguise of a labourer was detailed to overhear the conversation of the gang who had stationed itself behind the bushes, ASI heard them making a plan to rob the CNG Patrol Pump and were ready to use their weapons also in case of any resistance etc. ASI informed the party by giving a pre-determined signal. The dedicated team cornered them from all directions, leaving no scope for them to flee away. From their cursory searches a total of five deadly weapons with 14 cartridges were recovered. Each criminal was carrying/having one weapon. All the five criminals got recovered robbed cash Rs.1.25 lakh, motorcycle, mobile phone. On their instance two vehicles viz. one ford icon car, one avenger m/cycle have also been recovered. A separate case has also been registered vide FIR No. 42/12 u/s 399/402 IPC & 25/27 Arms Act P.S Delhi Cantt.

Arrested criminals had revealed the names of his associates viz. Vicky KC and a Juvenile. A dedicated team comprising Inspr. Rajesh Malhotra, SHO/Delhi Cantt., S.I Mahesh Soni, H.Ct. Anil, Ct. Lalram was so formed. All the robbers were produced before the concerned court where accused Raj Kumar and Pardeep were taken on Police custody for making further recovery, to apprehend absconding criminals and to create sequence of event. Possible hideouts were raided in Vikas Puri, Tihar Village, Chanakya puri but the criminals narrowly escaped from the dragnet of police. The team depicted brilliant investigation skills and professional competence and apprehended the Juvenile from the area of Delhi Cantt., whose instance one pulsar motor cycle used

in commission of Delhi Cantt. Robbery has been recovered Later another associate Vicky KC was also nabbed from Badola Village. Accused Vicky KC who confessed his crime and got recovered the robbed cash Rs. 1.60lakh from his rented house.

INTERROGATION AND MODUS OPERANDI

All the Seven criminals were subjected to sustained interrogation which revealed that they were good friends and have a penchant of robbing the innocent persons. Initially they tried to hoodwink the police by beating around the bush but the intensive interrogation by the police team led to their confession of having been involved in several cases. They revealed that they used to commit petty offences and of late had started to commit heinous crime They further revealed that they are from poor family background and needed extra money as their earnings could not finance their luxuries. They indulge in theft and robbery cases to meet their expensive habits and lifestyle.

2.Case vide FIR No. 18/12 u/s 394/34 IPC P.S Delhi Cantt = In this cash Rs. 9 lakhs meant for salary distribution, was robbed on the gun point.

3.Case vide FIR No. 12/12 u/s 327 IPC P.S Delhi Cantt= In this case a mobile was stolen from a cab driver.

4.Case vide FIR No. 13/12 u/s 379 IPC P.S Rani Bagh =In this case a Honda city car was stolen from the commercial complex, Pitam Pura.

5.Case FIR No.08/08 u/s 379IPC P.S Delhi Cantt. = In this case a motor cycle make avenger was stolen from the area of Delhi Cantt.

NOTORIOUS GANG OF BURGLARS BUSTED. FIVE BURGLARS NABBED. BIG HAUL OF PILFERED GOODS WORTH MORE THAN THREE LAKH RUPEES RECOVERED. THREE CASE OF BURGLARY SOLVED

Highlights :-

DEDICATED TEAM NABBED A GANG OF NOTORIOUS BURGLARS. MODUS OPERANDI – RECONNAISSANCE OF RESIDENTIAL AREA, TARGET THE LOCKED HOUSES AND

BURGLED THE SAME AFTER FINDING OPPORTUNE MOMENT BIG HAUL OF PILFERED GOODS WORTH THREE LAKH RUPEES RECOVERED THREE CASES OF BURGLARY WORKED OUT.

With the arrest of notorious burglars viz. 1) Mohd. Anshar @ Anwer (Aged-25yrs) s/o Mohd. Abul r/o RZ-85, Kumhar Colony Uttam Nagar New Delhi 2) Surjeet Singh (Aged-25yrs) s/o Prem Singh r/o P-60, Chankya Place Part-II, New Delhi 3) Niwesh (Aged-22yrs) s/o Rajpal Singh r/o B-179, JJ Colony Bindapur New Delhi 4) Santosh @ Sanjay @ Gandhi (Aged-21yrs) s/o Jago r/o D-58, Kumhar Colony Uttam Nagar Delhi and 5) Lalit Kumar (Aged-19yrs) s/o Ramesh r/o D-58, Kumhar Colony Uttam Delhi, P.S Dabri, South West District Police has worked out three cases of burglary. A huge haul of burgled articles worth more than three lakh rupees have also been affected.

OPERATION AND TIP OFF To put a check on the incidents of burglary, a extensive drive for apprehension of known active criminals had been initiated in the South West Distt. During this exercise, various suspects have been interrogated and listed criminals of same modus operandi are being grilled. As a result, notorious, criminals i.e a number of burglars, autolifters, snatchers and robbers have been apprehended by the District police. A special team comprising Inspr. RamKishan, SHO/Dabri, SI Sunil, , H.Ct. Giriraj, H.Ct. Ramesh, H.Ct. Anil Kumar, Ct. Lakshman, and Ct.Sachin of P.S Dabri was also assigned the task to gather intelligence in this regard and to work on various gangs. On 22/2/12 an input was received from reliable sources that a gang of notorious burglars who are involved in several cases of burglary would assemble at Talab Wala park, Chanakya Palace in the area of Dabri. The above team swung into action and laid a trap near Talab Wala park, Chanakya Palace, where, at about 8.00PM five persons assembled and were planning to strike crime, when the above team swooped down upon them. They were questioned at length. Initially they tried to dodge the police by narrating the story they had met to plan the wedding of one of them however, finding their story unconvincing they were further quizzed separately. Gradually their story fell apart and finally they broke down and confessed their involvements in several crimes committed by them in the area.

INTERROGATION AND MODUS OPERANDI

Accused were subjected to sustained interrogation. Initially they tried to hoodwink the police by narrating a story of an upcoming wedding of one of them. During further intensive interrogation, the accused persons broke down and spilled the beans that they originally hail from UP and Bihar and have rented accommodations in Delhi. On the instance of above accused persons a big haul of burgled articles worth over three lakh rupees has been recovered.

Further startling facts emerged during their interrogation that the modus operandi adopted by this gang for burgling was unique. In the afternoon they used to divide themselves in two groups and conduct reconnaissance of the area by posing as vendors to identify a house which was locked and appeared to be well stocked. After identifying a suitable target, they struck with impunity later when the owners were away.

BRIEF FACTS /INCIDENT :-

On the intervening night of 15/16-01-12, a PCR call regarding shop theft at B-5/150, Sector-4, Rohini, Delhi was received at PS-Vijay Vihar and the same was entrusted to HC Ashish for necessary action. IO/HC Ashish immediately reached at the spot where the complainant Sh. Praveen Arora informed that he along with his family members has been living at above said address at IInd floor and runs a Saree shworoom at ground and first floor. In the morning at about 5.30 AM he noticed locks of shutter of his showroom broken and found some sarees, suits and Cash Rs. 25000/- stolen by some unknown persons. On the statement of complainant, a case vide FIR No. 15/12 u/s 457/380 IPC was registered at PS Vijay Vihar and the investigation taken up.

In order to solve the case and to nab the accused persons, a team comprising of Inspr. Ajay Kumar (ATO), SI Paschim Kumar, ASI Pradeep Kumar No. 551/OD, HC Parmender No. 3146/OD, Ct. Ravinder No. 726/OD under the supervision of Inspr. Sunil Kumar Chauhan, SHO Vijay Vihar and overall supervision of Sh. K.P.S. Malhotra, ACP Rohini was constituted.

INVESTIGATION/INTERROGATION:-

During the course of investigation, members of eyes and ears scheme were utilized and sources were deployed to have any clue or information about the culprits, which finally bore fruitful results. On 19-02-12, secret information from the reliable source was received that the accused person namely Varun Sharma S/o Ravi Sharma would come near Gagan Cinema Hall, Nand Nagri, Delhi to meet his co-associate Pradeep @ Babbu S/o Dhaneshwar, for disposal of stolen property. On receipt of this information SI Paschim Kumar alongwith ASI Pradeep, HC Parmender and Ct. Ravinder Kumar conducted raid and apprehended both the accused and recovered 5 Sarees which were stolen from Meena Saree showroom, Sector-4, Rohini, Delhi on 16.01.12. On sustained interrogation, they disclosed that they along with their other accomplices namely Sanjay, Aslam, Jatin, Sabir and Shadab had committed burglary in the area of PS Vijay Vihar and the above articles were stolen from Meena Sarees, B-5/150, Sector-4, Rohini, Delhi. On their instance two other co-associates Namely Aslam and Jatin @ Choti were also arrested and recovered stolen property from their possession. One Honda City Car No. DL-4CAB-4224, which was stolen from Ranjit Nagar, Delhi vide case FIR No. 04/12, U/s 379 IPC, PS-Ranjit Nagar and used in the night burglary for carrying stolen articles, was also recovered from the possession of accused Jatin @ Choti. Investigation of the case is still pending and remaining three accused namely Sanjay, Sabir and Shadab yet to be arrested and remaining stolen property yet to be recovered from their possession. MODUS OPERANDI:-

The modus operandi of the gang is that they used to roam in the area during night to identify a soft target. They used to target the locked showrooms and shops or the house where the main gate was found to be locked or the occupants were sleeping on the roof top of the house. They always carry iron rods with them to break open the locks of the shutter, gates, doors and almirahs, etc.

1. Whereas, the area known as Old Secretariat ( Purana Sachivalaya) together with its surrounding localities is a busy place frequented by heavy vehicular and pedestrian traffic.

2. And whereas reports have been received that large number of demonstrations/dharnas are being held around Vidhan Sabha premises. Large number of people gether at Metcalfe House . Chandrawal Water Works, Magazine Road, Jubilee Hall Delhi University, Mall Road in support of their demand and invariably march towards Vidhan Sabha . In order to maintain law & order, it has thus, become absolutely essential to issue prohibitory order u/s 144 Cr.P.C. in the affected area as such demonstration/dharnas are likely to cause obstruction to traffic, danger to human safety and disturbance of public tranquility.

Whereas, a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same it in front of the liquor vend and at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorizedly outside liquor vends which further facilitates this undesirable activity. At times, Baratis accompany Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act, 2009 (Delhi Act 10 of 2010)

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal Procedure code,1973 read with Govt. of India , Ministry of Home Affair, New Delhi’s Notification No. U-11036/1/2008 (i) –UTL, 26.11.2008 I, M.S. Malik, Assistant Commissioner of Police of the Sub Division Civil Lines of North District, Delhi do hereby make this written order to do the following for strict compliance by the owners of liquor vends in the area of Sub Division Civil Lines of North District, New Delhi:-

a) Install CCTV with sufficient number of cameras and recording system with play back facility to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage area.

b) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.

c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

d) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Dairy Number on the intimation.

e) During the course of monitoring of the CCTV System, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No.100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

f) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

4. This order shall come into force with effect from 18/02/2012 and shall remain in force for a period of 60 days i.e. up to 17/04/2012 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be punishable under Section 188 of Indian Panel code.

1. Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 CrPC, 1973 (Ni.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. U-11036/(i) UTL dated 09.09.2010, I, MOHINDER SINGH MALIK ,Asstt. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs on contract basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life and safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the powers conferred upon me by the virtue of Section 144 of Criminal Procedure Code, 1973 (No. 02 of 1974) read with Govt. f) If any activity of the visitor/user is of a suspicious nature, the owner of the cyber cafe will immediately inform the police station.

g) Record be maintained about the specific computer use by the person.

h) Cyber Cafe owners to ensure that the user of cyber cafe and photographed on continuous basis and a record of the same is maintained properly.

1. Whereas a large number of complaints are being received that people purchasing liquor from liquor vends often start consuming the same in font of the liquor vend and at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorized outside liquor vend which further facilitates this undesirable activity. At times, Baratis accompanying Barat also openly drink liquor etc. on the roads while the Barats are moving. Drinking in public is a nuisance with serious potential to result in brawl and quarrels causing serious injuries/death and damage to the public and private property. This affects peace and tranquility of the area and creates problems in maintaining law and order. It is also a punishable offence under section 40 of the Delhi Excise Act-2009.

2. And whereas it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility.

3. Now, Therefore, in exercise of the powers conferred upon me by the virtue of section 144 Cr.P.C, 1973(No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi's Notification No. U-11036/a/2008 UTL dated.26/11/2008 , I Maluk Singh Boparai, Assistant Commissioner of Police, Sub-division, D. Ganj to hereby make this written order for strict compliance by the owner for strict compliance by the owners of such Cyber Cafe in the jurisdiction of the Sub-division , D. Ganj, Delhi.

a) Install CCTV with sufficient number of cameras and recording system to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming liquor or facilitating consumption of liquor or any unauthorized vender stationed in the coverage area.

b) This CCTV system should become operational within 45 days from the date of issue of this order.

c) The recoding system shall preserve a digital record of CCTV coverage for not less than 10 days.

d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily basis which shall then be handed over to the Beat Constable of the area proper receipt in a register to be maintained at the liquor vend.

e) Before starting sales for the day, Manager of the liquor vend should ensure the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. Any entry should be made in the register and intimation in writing should be sent to the police station simultaneously to be got duly received from the Duty Officer of the police station mentioning Daily Diary Number on the intimation.

f) During the course of monitoring of the CCTV system, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.

g) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the liquor shop is strictly prohibited. Telephone number of nearest police Station shall also mention on the sign boards.

water/colored water and riotous indecent and disorderly behavior by some sections of the Holi revelers during the next few days, specially the period preceding the festival of Holi to be celebrated on 19.3.2011 and 20.03.11

2. And whereas such acts are likely to cause annoyance to the public, danger to human life and safety and there is likelihood of the disturbance of public tranquility or a riot or an affray.

3. And where as it is necessary to take suitable measures to prevent annoyance to the public danger to human life and safety and the disturbance of the public tranquility or a riot or an affray.

Now, therefore in exercise of the powers conferred upon me by section 144 of the code of Criminal Procedure, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification no U-11036/3 1978(1) UTL dated 01.07.1978do hereby prohibit the following (1) Willfully push, press, hustle or obstruct any passenger in any street or public place violent movement, menacing gestures, screaming, shouting , willfully frightening horses or cattle or otherwise disturb the public peace or order.

(2) Throw water/ coloured water, rubber balloons contain water/coloured water or any other liquid through any means or apply any colour/Gulal or any other substance etc. on the face or any other part of the body of any unwilling person(s).

(3) Willfully and indecently expose his person in any street or public place or within sight of and in such manner as to be seen from any street or public place, whether from any house or building or not, or use indecent language or behave indecently or riotously or in a disorderly manner in a street or place of two inches or less when uninflected in size.

(4) Sell rubber balloons of two inches or less when inflated in size.

(5) This order shall come into force with effect from 10.03.11 and shall remain in force till 24.03.11 for a period of 15 days. It shall extend to the entire National Capital Territory of Delhi.

(6) Any person contravening this order shall be punishable under section 188 of the Indian Penal Code.

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor cycles, scooters and cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form no 29 and Form no 30 (Part-i&ii) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of transport Authority. This is to circumvent the requirement of section 50 of the Motor Vehicles Act, 1988, Authority within 14 days for local transfer and 45 days for inter district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/agents of second hand vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of second hand vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes.

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of second hand vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore in exercise of the powers conferred upon me by virtue of Sec. 144 Cr. Corporate and Media houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services fro the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round the clock, the abs are ferrying employees even at late night basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

2. An whereas, it has come to notice that certain criminal and antisocial elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and crime and criminal acts by such elements, it they are not dropped securely and safely at their places of stay.

3. And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safely and their properly it is felt that immediate action is necessary in this regard.

4. Now, therefore, in exercise of the po0wers conferred upon me by the virtue of Sec. 144 Cr. P.C., 1973 (No 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi Notification No. U-11036/UTL dated 09/09/2010, I Maluk Singh Boparai do hereby make this written order that all such organizations like BPO’s Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Darya Ganj, Delhi Shall:

(A) Maintain a data of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

(B) Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

(C) Ensure verification of antecedents of all their employees including contractual employees.

(D) Ensure that women employees are not made to travel alone with the cab driver during the night and duly verified security guard is invariable deployed in each cab carrying women staff.

(E) Choose the route in such manner that as far as possible a women employee is not the first one to be picked up or that last to be dropped.

(F) Ensure that the cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a women employees has been dropped till she confirms about her arrival/reaching at the residence/place of stay through a telephone call.

(G) Ensure that, wherever the house of a woman employee is so located that the approach road is not motor able, the duly verified security guard accompanies the employee on foot up to her house and take a confirmation about her safe arrival.

(H) Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activates of the cab drivers, such as picking up strangers, straying away from the designated route etc.

(I) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees.

2. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

3. And whereas, it has also been observed that the record of courier senders are not kept by the courier service or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

4. And whereas, it is thus rendered imperative to put regulatory check on the privat e courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of section 144 Cr.P.C., 1973(No 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No U-11036/(i)UTL, dated 09.09.2010, I Maluk Singh Boparai, Asst. (A) Maintain a register of courier senders and detail of goods to be sent through courier.(B) Keep copies of identification documents like election card, ration card, PAN card, driving license etc. of the courier sender for

access by the police as and when required.(C) Cross-check from the concerned company or office if its representative or employee approaches for getting the goods

booked for courier in case sender is acting on behalf of a company or office or organization.(D) Generally satisfy oneself about the goods before accepting the packet/Parcel booked for courier.(E) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the

area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.(F) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.(G) The private courier service or agents shall cause to copy the CCTV coverage on a CD and hand over to the police whenever

demanded.(H) Inform the nearby police station if the courier sender of the goods is found suspicious.

of Outer District has worked out 01 case of Godown theft and 41 cartoons of Norton company

Hand Pads worth Rupees one lac were recovered from their possession

BRIEF FACTS:

On 22.02.2012, HC Rishi Ram of Spl. Staff Outer District has received a secret information that one boy who was working at Durga Hardware,

Samay Pur, Delhi committed theft in the godown of Durga hardware Swarup Nagar, Delhi with his associates and kept the stolen cartoons at his rented house. Today he will be arrived with one sample of hand pad cartoon at Labour Chowk, Samay Pur, Delhi to sale it. On receipt of the secret information a special team comprising of Police officers of Special Staff including SI Surender, HC Narender, HC Surender, HC Rishi, HC Devanand, HC Laxman, and Ct. Parminder Singh under the leadership of Insp. Tilak Chander was constituted under the supervision of Ved Prakash, ACP/Ops. A trap was laid at Labour Chowk, Samay Pur, Delhi and the owner of Durga Hardware Godown, Swarup Nagar, Delhi was also arrived at the spot. On instance of secret informer one boy namely Nirender was apprehended with one plastic Bag in which he was carrying one cartoon of Norton Bear Tex Hand Pad-HX04 which was stolen from the godown of Durga Hardware and the same was identified by the owner of the said godown who was also present at the spot. In this regard a case FIR No. 34/12 U/s 380 IPC PS Swarup Nagar, Delhi had already been registered at PS Swarup Nagar, Delhi. Accused Nirender was arrested and 10 cartoons of Norton Hand Pads were recovered from his instance at his rented house i.e. 286, Samay Pur, Delhi. On sustain interrogation the said accused disclosed that these cartoon were stone by him and his associate Deepak from Durga Hardware Godown and some cartoons were also sold to their previous accountant Anand Prakash at B block Avantika. On the instance of accused Nirender Accused Anand Prakash was apprehended and 30 cartoons of Norton Hand Pads were recovered from his uncle’s house i.e. B-65, Avantika, Rohini, Delhi. Further efforts are on for more recovery.

1. Nirender (age 20 Years) S/o Yadu Nath Singh R/o H. No. B-286, Gali No. 10, Sohan Ka Makaan, Samay Pur, Delhi. He is studied up to 10 th class. He is unmarried. He have four brothers and one sister. Two months ago he working at Durga Hardware, Samay Pur, Delhi and at present he is unemployed.

2. Anand Prakash Singh ( Age-22 Years) S/o Suresh Singh R/o B-274, Gali No. 5, Mangol Puri, Delhi. He is studied up to B.A. He have two bothers. Earlier he was working as accountant at Durga Hardware, Samay Pur, Delhi. At present he is working in Mangol Puri Industrial Area, Delhi. His father earning his livelihood as a Hawker.
