1. INTRODUCTION
This MCU application was submitted to the MRC (Mackay Regional Council) inDecember 2012.
On 23 January 2013, the MRC issued an Information Request.
This report provides the information requested by Council.
2. RESPONSE TO INFORMATION REQUEST
2.1 The submitted plans do not show the location of the garbage bin storage,clothes drying area, mail boxes, air-conditioning units / condensers andsecure storage spaces for each unit. Please amend plans to demonstratecompliance with the Multiple Dwelling Units, Accommodation Units and DualOccupancy Code – Service Facilities.
Response: With the exception of the mail boxes, which will be located on thestreet front, all service facilities are to be located on the ground floor below theunits. Amended plans are attached as Appendix A.
2.2 Address the possible overlooking of Units 1 and 2 to adjoining property on theeastern side. Identify the use of screening where necessary.
Response: There is currently only a “chicken wire” fence on the easternboundary of the property that enables security surveillance from eachproperty. The Planning Scheme requires a rear setback of 1.5m for singlestorey homes and 2m for double storey homes - the proposed units exceedthis requirement. Hypothetically it can be argued that If this was a vacant lot,the owner would be fully entitled to construct a double storey home within 2mof the rear boundary. This seems to suggest that Council has doublestandards when applying its setback requirements in that a single doublestorey dwelling unit can be built with no regard to overlooking whereas aduplex development has different standards?
Despite the comments above, it is proposed to erect a 1.8m paling fencealong the eastern boundary with suitable screening vegetation / treesadjoining this fence as per the plans attached as Appendix A.
2.3 Provide an amended plan showing the location of private open space for eachdwelling unit with a minimum total of 35m² for each unit demonstratingcompliance with the requirememnts of the Communal & Private Open Space

Response: The amended plans are attached as Appendix A.
2.4 Provide a detailed landscaping plan prepared by a suitably qualified person,which includes plant type and size, fencing and other screening.
Response: A detailed landscaping plan has not been provided at this stage.The plans attached as Appendix A show fencing and indicative planting onlyas there are several palm trees that are to either be retained or transplanted.It is intended to use appropriate water sensitive and native trees subject toavailability from local nurseries at the time of nearing completion of theconstruction.
Should this approach be unacceptable to Council, then it is suggested that thefinal landscaping plan be included as a condition of the approval.
2.5 The proposed units at the rear of the existing house are considered to bepoorly designed and located. Unit 2 should be redesigned / repositioned sothat the entry to the unit is easily identifiable, with the stairs and doorwaybei9ng visible from the entrance driveway.
Response: The entrance to Unit 2 has been redesigned so that it is moreeasily identifiable from the driveway – see plans attached as Appendix A.
2.6 Provide an amended drawing showing the following on the plan ofdevelopment including:a) A minimum 3m wide sewer easement centrally located over the existing
sewer main.b) Location of existing and proposed water meters.c) Location of existing jump up and proposed house drain alignment.d) Location of existing and proposed stormwater discharge points and
internal layout.
Response: The requested drawing is attached as Appendix B.

3. CONCLUDING REMARKS
This application seeks to allow for the development of 2 multiple dwelling units (2x 2 bedroom units) on Lot 1 on RP715705 located atr 20 Davey Street, Glenella.
The site is within the established neighbourhood of Glenella and there are 2precedents of sites within a 100m radius of this site being subdivided andredeveloped.
The proposed development is in keeping with Council’s general policy ofencouraging urban densification in established neighbourhoods where sites are inclose proximity to parks, schools and public transport routes.
This report provides additional information regarding the application and shouldbe read in conjunction with the documentation submitted in December 2012.
Council is requested to proceed with the assessment of the application (despitethe lack of a detailed landscaping plan as set out in the body of this report) and toapprove the application with appropriate and relevant conditions.
