    Dear Mr Admon

    Thank you for your email of 29 January, addressed to Michael Gove at the Department for Education, about University of London - International Programmes. Your email waspassed to the Department for Business, Innovation and Skills as higher Education issues fall within the remit of this Department.

    I hope you will appreciate that Ministers receive a large amount of correspondence and are unable to respond to it all personally. Therefore, on this occasion, I have beenasked to reply.

    Firstly I should explain that Higher Education Institutes are independent and autonomous bodies, and are entirely responsible for the management of their own internal affairs, includin

    addressing student complaints. Therefore, the Government cannot intervene in matters between universities and students Also it is for individual universities to decide how best to

    explain and prepare for students for exams and to set their own standards for academic achievement.

    You also mentioned that you felt International students have no elected representative. I would like to explain to you about the UK Council for International Student Affairs (UKCISA),

    which is the UKs national advisory body serving the interests of international students and those who work with them.

    UKCISA may be able to advise on your concerns if there is no other UK appeal process. Their website is at http://www.ukcisa.org.uk/ which will have full contact details.
