    What is a Resolution?

    Definition (general):a resolution is a written motion

    adopted by a deliberative bodyThis document is the end product of your negotiations,

    compromises and agreements, and it resembles theoutcome of the efforts and debate that took place

    during the conference.

    Resolutions and the Peoples

    Assembly Houses of a legislature, such as PA, often adopt non-

    binding resolutions.

    However, a legislature also uses resolutions to exerciseone of its binding powers that isn't a lawmakingpower. For example, the assembly declares war byadopting a joint resolution.

    A house of a legislature can also use a resolution toexercise its specific powers, for example, impeach anofficer of the government.

    Working paper: The points of agreement will have to

    be formulated into pre-ambulatory clauses andoperative clauses i.e. resolution format.

    Draft resolution : The working paper is codified.

    Resolution: If the draft resolution passes upon voting,then its a resolution.

    Clause begins with a phrase in gerund form- italicized

    They move from general to specific.

    Statements end with a comma ,

    Can be divided into sub clauses Issues may be delegated to institutional bodies

    (commission of inquiry, commission of conciliation,international courts) or regional arrangements

    Begin with present simple verbs (underlined, regular) End with semicolon

    Points to Consider in Writing Draft

    Resolutions* In the perambulatory clauses, describe the recent history of the situation and the issue as itcurrently exists;

    Reference past actions and previous resolutions or treaties passed on the topic,when available;

    In the operative clauses, include actions or recommendations which will solve the problem, not just make a statement;

    Take into account the points of view of other political parties whenever possible;

    Write the draft resolution from your partys side of the perspective (think about yourinterests as a party)

    Consider whether the substance is within the purview of the Peoples Assembly, and refer relevant parts to other bodies where appropriate;

    Refer issues which need further discussion to appropriate, existing bodies;

    Remember Single spaced throughout, with double spacing between

    clauses;

    Clauses must begin with proper introductory

    words/phrases, in italics; Perambulatory clauses end with commas and operative

    clauses end with semi-colons;

    Sub-clauses end with a semi-colon;

    Each operative clause must be numbered and indented; The final operative clause ends with a period;

    Please do not number lines in the margin of theresolution.

    resolution, but would like to have the resolutiondiscussed on the floor.

    Concerning the establishment of

    committees in PA The parliament may create standing, temporary, and

    fact-finding committees. According the Rules ofProcedure of the legislature, the number of fact-finding committee members may not be less thanseven or more than 25 members and are chosen by theAssembly upon the proposal of the parliamentarian
